2 WELCOME Thank you for your interest in the new role of Director of Grants and Programme Development at The Cinema and Television Benevolent Fund (CTBF). Founded in 1924, the CTBF is the UK charity for people working in film, cinema and television. We support creative production professionals, marketers and administration staff, who need anything from practical help, to financial assistance, to emotional support. Through donations, supporter subscriptions and events including The Royal Film Performance, the CTBF has been able to help thousands of beneficiaries and their families over the years. I was appointed by the Board in October 2017 with a strong mandate and even stronger ambitions to raise our profile and significantly extend our reach and impact. The industry has changed dramatically over recent years with the impact of digital technology, changing working patterns and changing lifestyles. CTBF must reflect and respond to these changes. Currently, we offer high quality high impact support to a relatively small number of people, and we are best known for helping those who have retired out of the industry. Through our dedicated and compassionate Welfare team, we provide financial support, pastoral care and back to work schemes to cinema, film and television professionals who are experiencing hardship due to ill health, redundancy/unemployment or other circumstances. We are also increasingly focused on working with film makers, production companies and TV studios to supporting emerging talent in film and TV through our Talent Development Programmes. Our profile is not as impactful as we know it can and will be. But we know we have enormous potential for transformation to meet the needs of the film and TV industries, and those who work within it in the digital age. Our key strategic challenge is how we can help more people by radically expanding the support we offer across the spectrum of people s careers, 2 Director of Grants and Programme Development Cinema and Television Benevolent Fund December 2017

3 in ways that support and sustain our world class film and TV industries. To do this we will need to develop an ambitious new Grants & Programmes strategy that will launch innovative new services to directly address the needs of our sectors. Our mission is to massively increase our scale and impact. In early 2018 we are re-naming, re-branding and re-launching the charity. We will be re-engaging with the industries we serve and those who work within them, to reconnect to the needs of the modern world and ensure we are relevant and in-step with the fast-moving pace of our industries and the changing nature of work. 5 about US For over ninety years CTBF has been providing support to cinema, film and TV professionals, supporting those in times of need. We provide dynamic support all over the UK for those facing personal and career challenges of illness, injury, unemployment or bereavement. We also aid talent entering our industries through a series of award programmes. In 2016/17 we spent over 1.2m on grants and awards to our beneficiaries and their dependents.

6 Grants and WELFARE Provided recipients have two years of professional work in the industry we can look to support their need. At present this is typically through providing small grants, offering advice and guidance and practical support such as home adaptations. NEW PROGRAMMES We are ambitious to ensure our work is truly reflective of the changing needs of the industry, and are keen to increase our scale and impact significantly. As such, our future programme and service provision will evolve and develop to incorporate innovative solutions and stronger sector collaborations. Examples of this new type of work is our Family Support Fund and our Travel and Subsistence Fund, currently being piloted in the North East. The Family Support Fund was launched in February 2017 in conjunction with Raising Films to assist with the cost of childcare for those returning to work following maternity or paternity leave. To date we have made grants totalling over 4,000 to nine awardees. Through our Travel and Subsistence Fund, we have supported 30 beneficiaries to travel from the North East of England to London for job interviews with grants totalling I0,000. Whilst our Travel and Subsistence Fund is relatively new, we are excited by the outcomes of the scheme so far, including: Two broadcaster commissions (with others likely) At least one job created (with others likely) One feature film financed and another in production A large number of short term jobs secured 6

8 SUPPORTING EMERGING TALENT We manage a series of programmes to support talent development: John Brabourne Awards (JBA s): The JBAs is a talent development programme providing financial assistance up to 5,000, providing a stepping stone to individuals who are talented and driven but have faced hurdles in progressing their career. The Betty Box and Peter Rogers Comedy Writing Awards: In June 2016 we launched a new comedy script development programme in partnership with the London Comedy Festival and production company Big Talk Productions. Despite being the inaugural year, the programme attracted a phenomenal 651 applications from writers throughout the UK; four writers were selected for an award and each received I0,000. 8

10 OUR GOVERNANCE The current Trustee Board numbers eight Trustees with a broad range of business experience drawn from all facets of the film and TV industries and beyond. The Trustees hold four meetings each calendar year. The Trustees elect a President, currently John Pike, for a three-year term who acts as Chair of the Board at meetings. Our Team A staff of 15 is based at the head office in Golden Square with 13 further care staff based in the field. To enable the Trustees to manage the CTBF effectively, three committees have been established to oversee, offer advice, and act on behalf of the Board of Trustees on particular aspects of the work of the CTBF. The current committees have the full authority of the CTBF, acting as a liaison between the Board and the Chief Executive, and report back to the full Board at the quarterly Trustee Meetings and cover the following disciplines: Fundraising Support Finance & Investment For further information visit 10

13 OUR FUNDING The CTBF has healthy reserves which total in excess of 31m. Our annual income for this financial year is forecast at just over 1.9m. Philanthropic support is an important income stream for CTBF, however we are seeking to establish stronger, sustainable income streams in the future. Our income is currently made up of the following streams: Investment income Voluntary income from events, donations and legacies Royalties Rental income from our Golden Square property In 2017 we also generated income from the sale of property assets Director of Grants and Programme Development Cinema and Television Benevolent Fund December

14 JOB DESCRIPTION Director of Grants and Programme Development Mission of the Grants and Programme Team Develop and lead a radical new strategy to expand the reach and impact of CTBF s grants and programmes identifying the most relevant, exciting and empowering opportunities where industry needs meet individuals needs. The result being a grant and programme strategy that is relevant, compelling and effective for those spearheading the industry and those who aspire to work within it. Champion commercially astute and evidence-based service development, ensuring that all grants and programmes fit within a defined and distinct set of purposes and strategic objectives. Ensure the long-term sustainability and reputation of the charity by simultaneously focusing on the strategic development of our range of grants and programmes, and the systematic, relevant and compassionate delivery of support and empowerment to individuals and groups to meet their challenges throughout their lives. 15 Major Functions: Invent, innovate and source new opportunities to grow our impact by providing positive, practical programmes of support to people entering the industries, throughout and beyond their careers. Embed a culture of continuous improvement, continuous learning and innovative thinking across the organisation. Promote an evidence-based, cross organisation approach to programme design to contribute to the strategic implementation of our programmes and ensure we are making the greatest possible impact. Develop the Fund s practice in evaluating the impact of our grants and awards and use this information to shape future programmes and services. Create a partnering framework to direct where new initiatives should be collaborated, outsourced, or owned and operated. Develop a robust performance management and KPI framework for service delivery, ensuring that services have clear objectives and metrics. Track industry developments and the activities of our not for profit collaborators to search out gaps and needs we can fill. Develop and maintain good links with other grant-makers and keep in touch with and contribute to new thinking, with a view to developing and improving the Fund s approach. Develop strategic partnerships and mobilise e greater resources from within other organisations in the sector. Embrace digital and on-line ways of working to deliver programmes and services more efficiently. Collaborate with colleagues across CTBF and within the cinema, TV and film industries to ensure that CTBF is strategic, coherent and compelling in its engagement of customers, supporters, donors and other key audiences. Develop a systematic approach to client feedback and community engagement ensuring feedback from clients and people working in the industry is embedded in performance reporting, strategic and operational plans. 16 Major Duties and Responsibilities: Lead a client service culture, enabling the charity to deliver the highest quality assistance and care to those it supports. Lead, develop and coordinate the team of Welfare Officers and remote Welfare Visitors across the country. Diligently manage the effective delivery of supplier contracts. Oversee the charity s data management, maintaining confidentiality and enabling effective data mining where appropriate. Monitor the impact of our services against KPIs, seeking efficiencies and improvements wherever possible. Ensure the charity operates by robust processes and to the highest standards of governance. Manage the services budget, ensuring responsible expenditure of the charity s resources. Serve as a key member of the SMT. Provide regular consolidated insights, briefs and updates to the CEO in terms of the key progress, and any under-performance and challenges faced in the charity. Be a spokesperson and ambassador for the charity at every opportunity. Working Relationships: Internal: Work closely with the CEO, Director of Marketing, Communications & Fundraising, and Group Finance Director to ensure strong integration of communications and marketing within all functions. 17 PERSON SPECIFICATION Experience: Consolidated professional experience in a leadership role within service or programme delivery within the NFP sector. Grant-making experience would be ideal. Experience of creating and delivering strategy coupled with strong programme management skills, directing programmes through their lifecycle from initiation, through delivery and transition into business as usual activities based on tested and replicable processes. Excellent leadership ability, ideally with experience of leading a team through a period of change and transformation. The ability to inspire confidence and build a team of highly motivated and well qualified staff, and to foster the integration of diverse professionals into focused initiatives addressing clear targets. Solid experience of contract, procurement and management where initiatives are outsourced or rely on suppliers for delivery. Highly developed communication and diplomacy skills with the ability to build effective relationships with colleagues and a wide range of stakeholders including individual donors, business leaders, public figures and sector partners. Competencies / Behaviours: Fully supportive of CTBF s mission and global priorities. Ambition to play a crucial part in transforming the charity, working collaboratively with a high performing senior management team. Motivated - energetic and creative. Someone who can find the other way of doing things. Inspirational is able to enthuse and engage. Commercially astute able to work with the Director of Marketing, Communications and Fundraising to identify and fully leverage where services can have funding opportunities. Compassionate and considerate towards those sensitive cases we support. Highly collaborative and a strong team player seeks and embraces all opportunities to establish cross functional project teams to deliver strategic objectives. Change attitude - capable of integrating diverse activities within an evolving environment; must be comfortable with change and leading change within an organisational framework.
