Previous meeting s action points DOH to provide Surdash camp manager with an official letter to prevent distribution of bottle milk for children in the camp. DOH to liaise with war zone medical team to provide an ambulance to Shahid Hameed PHCC in Darbandikhan. 3 3- Updates by Directorate of Preventive Health of Sulaymaniyah: PHD manager updated the cluster members about: Head lice among Primary School students: The school health screening programs implemented by preventive health directorate with support of PWJ in both Arbat refugee and IDPs schools for the period of 23 rd October 15 th November detected increasing number of pupils with pediculosis (hair lice) as follows: Name of the Camp Basic school Total No. of students NO. of affected students with head lice Anti-lice Shampoo used Surdash Surdash Arbat Ammoda Arbat Bekhood Arbat Arbat Ashti Rasul 500 Still under screening Ashti Btool 500 Still under screening Ashti Ashti 500 Still under screening Ashti Mujtaba 500 Still under screening - School Health teams currently has completed only four basic schools of IDPs and refugees (and only the first class), the rest of the classes and basic schools for IDPs and Refugees will be completed during the upcoming months - Currently the stock of the Directorate of Preventive Health for Anti lice Shampoo is 500 shampoo the are recently and thankfully supplied by UNICEF, while more cases of head lice is expected to be diagnosed during upcoming days and months - There are 250 basic schools and kindergartens inside Sulaymaniyah. During the reporting period from 23/10/2017 to 15/11/2017 (23 days) the school Health Teams has visited 15 basic schools and 3286 cases of head lice was diagnosed among these students and accordingly 3286 Anti-lice shampoo was given to them. - During the upcoming months the school health team will continue to screen the rest of 235 basic schools and kindergartens to complete the activity. Water quality monitoring and Disease Surveillance projects: PHD manager announced that WHO support for these two crucial projects is about to be ended, DOH is requesting WHO to start with extending the support for these two programs for the first four months of 2018 because Water quality monitoring and Disease surveillance played an important and crucial role for prevention of 3

4 cholera and other diarrheal diseases during 2017 among IDPs, Refugees and host community and through continuous monitoring of water supply; safe water has been ensured for IDPs, Refugees and host community. PHD received complaints regarding water contamination in Bestan-sur area and Darbandikhan district. Water quality monitoring teams would take necessary action to test the water sources in Bestan-sur while the water from Darbandikhan has been already tested and found to be safe for drinking. EMERGENCY organization is concerned about providing cholera kit by WHO as preparation for response to cholera outbreak. EMERGENCY organization has already prepared cholera treatment unit in PHCCs run by them to treat cases in first 24 hour in the camp and referral system is established (to be referred to the Medical emergency hospital in Sulaymaniyah) Cluster members updates on response to the earthquake of 12 th Nov. and 5- Cluster members updates on response to IDPs from Kirkuk and Duzkhurmatu: DOH mobile medical teams (war zone teams) is providing basic health and X-ray services in Darbandikhan district in response to the earthquake, since their start; they referred 32 cases to Sulaymaniyah. DOH mobile medical teams also available 24/7 in Surdash and Barzinjah IDPs camps to facilitate referrals from camps to other health facilities. In November, about 136 cases have been referred from mentioned camps and Darbandikhan district and about 50 anti-lice shampoo have been provided by DOH mobile teams. KSC supported two surgical operations for two children in Arbat refugee camp. Children and teenagers less than 16 years old can be referred to KSC if in need of health services beyond families capacity. KSC medical team with one pediatrician provided health service and medication in Surdash camp and can serve more if needed. EMERGENCY organization has contacted new IDPs families from Kirkuk and Tuzkhurmatu in Tazade IDPs camp, new arrivals have received health card, vaccination and chronic illness care have been covered within the first week of arrival and all service coverage have been ensured. DAMA in coordination with DOH is running a PHC in Zenana with catchment population of about 12,000 individual (9000 IDPs & 3000 host community) for three months with possibility of extension according to donor supply. Health cards for cases with chronic illness is provided but people are frequently moving leading to continuous change of figure and this issue is discussed with DOH in favor of finding a solution. Lack of medication is another challenge, medication has been provided from Erbil to cover three months. In coordination with DOH; DAMA is planning to provide vaccination service in Zenana PHC in coordination with DOH garmian, but there is a need of caravan for such purpose. WVI has provided medical services through their mobile team for three days in Darbandikhan in November with total consultation of 240, the mobile team can provide services in places elsewhere if requested. WVI is also providing basic health service in Barzinjah IDPs camp s clinic, if IOM is willing to run the clinic in Barzinja camp, they can handover them the clinic and go to serve another place if requested. 4

5 IOM mobile medical team is providing health services in Warmawa sub-district in Sharazur 2 days/ week and in Sangaw sub-district in Chamchamal one day/week. IOM also provided instruments to Darbandikhan health facilities. RH services: RH medications (including oxytocin) provided by UNFPA were delivered to Darbandikhan and Halabja districts. RH kit-4 (contraceptive kit) delivered to Surdash camp clinic, currently one gynecologist and 2 staffs are available in RH unit in Surdash camp and on job training are proposed to the staffs. The gynecologist is asking for reusable equipment and sterilization methods to be able to put IIDs. The mobile RH clinic provided by UNFPA remained non-functional in Darbabdikhan, that is why it is decided to be returned to Garmiyan area to serve IDPs of Duzkhurmatu. Samaritan s purse (SP): SP s community center in Shorish sub-district in Chamchamal is continuing providing health services in terms of reproductive health and dental care, while the GP service will be stopped by the start of new year. Health education activities are planned to cover whole Shorish community and education sector in the same area in coordination with DoE Annual review & DOH plans for next year: Annual review similar to what was done in January 2017, a presentation of achievements in 2017 and plan for 2018 with DOH, NGOs and agencies were suggested in order to identify gaps and avoid duplications of services AOB: Maternity hospital of Rania: WHO has circulated BOQ received from JCC FP of Raparin which was for Maternity and pediatrics hospital in Rania costing $72,000, this hospital serves IDPs and refugees with host community in the area and is affected by both earthquakes in 15 th August and 12 th November. Handover of Arbat camps clinics: EMERGENCY organization mentioned that both Arbat refugee and IDPs camps PHCCs will be officially handed over by the end of the year keeping only preventive services. The Arbat refugee camp PHC will be handed over to DOH supported by UNHCR, while for Arbat IDPs camp, it is not clear who is going to support. From 2018, EMERGENCY will only run Ashti and Tazade IDPs camps clinics. Service mapping: a service mapping for 2018 is requested from all cluster members. DOH mobile medical teams (war zone teams) are volunteers responding to humanitarian needs during crisis and worked hardly to reach needs of IDPs with local community suffering from the earthquake consequences. In order to extend their activities DOH mobile teams are in need of support from agencies and NGOs in terms of incentives. Health gaps in Tazade camp: - Mental health gap in Tazade camp: during Garmian coordination and inter agency meeting, mental health gap in Tazade camp is highlighted especially after the influx of new IDPs from Tuzkhurmatu, EMERGENCY organization updated health cluster that a team from DHRD local NGO is currently supporting MHPSS service in mentioned camp. 5

6 - Midwife: Only one midwife is present in Tazade camp, a candidate is available to be recruited. Charmu PHC: Complaints been raised that Charmu PHC in Chamchamal is not receiving IDPs patients, DOH followed up the issue and found that the PHC is overcrowded, and the problem raised due to shortage in medical personnel and language barrier. WVI clinics in Raniya, Qaladze and Dukan have been handed over. Currently WVI is working in Anfalakan and Takiya. Garmian health issues: The operation theater in Garmian is not fully functioning due to payment issues to medical staffs. Support from NGOs is requested by DOH Garmian. DOH Garmian is also facing lack of medications. Salahaddin governor is expected to visit Sulaymaniyah camps to meet IDPs. Action points: # Action points Who When 1.
