MED Global Executive USF SWU Training Program and SRINAKHARINWIROT UNIVERSITY LEAD Leadership for hospital administrator Proposal for: Thai Hospital Administrator International MSE Class 1 (IMSE1) 25 th February th March 2013 Prepared by: Lynette Menezes, PhD Director, USF Medicine International John Sinnott, MD FACP Associate Dean, USF Medicine International Director, Division of Infectious Disease USF Medicine International, Morsani College of Medicine University of South Florida, Tampa, FL, USA
LEAD LEAD programs are partnerships that USF Medicine International forges with hospitals, governments, and universities globally that wish to enhance the leadership and management skills of their healthcare personnel. Through these partnerships, various Leadership Enhancement And Development (LEAD) programs are offered to physicians, hospital administrators, and healthcare personnel. Trainings for each LEAD program are custom-tailored to meet the needs of that region.
HOSPITAL ADMINISTRATORTRAINING PROGRAM OVERVIEW Thailand has made great strides in improving health outcomes yet it continues to face many medical and public health challenges. With a population of 67 million, Thailand has made rapid progress in enhancing the health of its citizens. However, there are still some areas that are in need of improvement. Thailand is committed to build the capacity of their hospital administrators to improve health care services and enhance health outcomes for patients. The University of South Florida, College of Medicine (USF CoM) has been conducting highly specialized training programs in Infectious Diseases for physicians, administrators and policy makers from various countries over the last eight years. To date, we have trained more than 40 hospital administrators from 24 hospitals in Gansu Province China, more than 200 Indian physicians, health care administrators and policy-makers in India and the United States, and more recently trained 7 physicians from Tianjin and Gansu China in various subspecialties. Six years in a row we co-hosted an Annual Update on HIV/AIDS in India in which more than 2,000 Indian physicians attended. Additionally, we have expanded to offer subspecialty training and observer ships in Infectious Disease and other areas for medical exchange students, physicians, and international medical graduates. USF Medicine International is pleased to propose a three-week Hospital Management training program for hospital administrators from Thailand. Through USF s partnership with Tampa General Hospital, we are able to offer hospital management training that can be tailored to individual learners needs. Applicant Requirements English language skills: read and converse in English, English literacy test Applicants must be MD. in management positions in hospitals Program Description Objectives At the end of this training, the trainees will: 1. Describe US-based, state-of-the-art approaches to clinical care for acutely ill hospitalized patients and outpatients 2. Critically analyze their country s hospital system and conduct a gap analysis 3. Develop leadership skills to institute improvements in clinical care and hospital operations 4. Discuss the importance of health screening and prevention and adapt interventions to improve morbidity and mortality for common illnesses 5. Use evidence-based medical approaches to delivery of patient care
6. List quality control and quality assurance measures to improve patient outcomes 7. Describe staff development programs and continuing medical education to continually improve patient services in Thailand 8. Illustrate the art of conflict resolution and public relations including how to work with the media Program Topics Health care economics Managing Quality in Health Care and Hospital accreditation Hospital budgeting and financial administration Health Information management Public relations: marketing, media relations, communication skills Organization problems: Recruitment, evaluating employee performance, negotiating contracts Organization Behavior and Design Employee assessment, employee health Health care ethics Building leadership capacity and conflict resolution Operations and administration Forming strategic alliances Management of human resources Change management Cost-benefit and cost-effectiveness analyses in health care management Staff and Professional Development Interdisciplinary team work in hospitals Managing a Clinical Department and Clinical Division Strategic plan
TRAINING PROGRAM FORMAT Morning sessions: There will be didactic lectures, interactive case presentations, seminars and discussions, ample reading and reference. Trainees will be required to participate actively. These lectures, seminars, workshops and small group discussions will help trainees to apply the knowledge they have gained in a systematic manner. Afternoon sessions: Trainees will be divided into three groups. Each afternoon, trainees will rotate with different faculty/experts. Site visits include tour of Tampa General Hospital: laboratories, pharmacy, ICU, Operating Theatres, Emergency Medicine, Infection Control, Security and Biomedical Waste Management, Employee Health, Burn Unit, Women s Care Center, Trauma Center, Transplant Services, Nursing Administration, Information Management System, and the Center for Advanced Medical Learning And Simulation; Morsani Center for Advanced Health Care; Moffitt Cancer Hospital; and Hillsborough County Health Department. USF HEALTH USF Health has successfully designed and built two state-of-the-art patient centric outpatient centers that integrate all outpatient needed services from a patient perspective under one roof. We integrated process, service, people, experts, and technology around the patient by aligning services around a patient workflow and needs and not around the providers as is typically done. For instance, when a patient requiring orthopedic services walks in, he/she is already pre-registered, they get their imaging, then see their provider with their exam result already online, get to meet with their physical therapist if that is recommended and pick up their medication from the pharmacy before they leave. All in one location; all in one visit. We successfully differentiate our centers with the following: One Stop Health Services: Instead of patients moving from doctor to doctor, we bring services, including x-rays, MRIs and labs to the patient. Patients don't have to schedule three different appointments at three different locations for their annual exam because we take care of everything in just one visit. Excellent Customer Service: Concierge level staff will ensure every patient's needs are accommodated. Patient information is stored in sophisticated electronic health records so patients don't complete any paperwork. Patients will be able to request appointments, send messages to doctors and request prescriptions online. Holistic Health: Faculty and students are trained to focus on our patients overall well-being. By combining professionals from all three colleges and focusing on the continuum of health from birth to end-of-life issues, we promote good health and prevention so patients have a healthier future.
Below is a brief description of locations that trainees will have the opportunity to rotate in: 1. Tampa General Hospital (TGH): Tampa General is a private not-for-profit hospital that serves over 4 million people from a dozen counties. TGH is licensed for 958 beds and has over 6,000 employees, making it one of the largest hospitals in Florida and one of the region's largest employers. The hospital has five medical helicopters and is equipped to transport critically injured or ill patients from 23 counties. TGH is the only level I trauma center in the area, is one of four burn centers in Florida, has one of the leading organ transplant centers in the country (having performed more than 6,000 adult solid organ transplants), is a state-certified comprehensive stroke center, and has the largest (32-bed) Neuroscience Intensive Care Unit on the west coast of Florida. Other outstanding centers include cardiovascular, orthopedics, high risk and normal obstetrics, urology, ENT, endocrinology, and the Children's Medical Center (a nine-bed pediatric intensive careunit and one of just three outpatient pediatric dialysis units in the state). TGH is the primary teaching affiliate of the USF College of Medicine and at least 270 residents are assigned to TGH for specialty training in areas ranging from internal medicine to neurosurgery. USF medical students, nurses and physical therapy students all receive part of their training at Tampa General. USF COM faculty and community physicians serving as adjunct clinical faculty admit and care for patients at TGH. 2. Center for Advanced Medical Learning and Simulation: USF Health s newest facility which opened March 2012 is the Center for Advanced Medical Learning and Simulation (CAMLS). CAMLS is a 3-story, 90,000 square-foot state-of-the-art facility equipped with the latest technology designed to enhance medical education. It incorporates simulation and robotic technology, medical science, aviation science, interprofessional education, team training and best practices to provide an enhanced learning experience. CAMLS has a surgical & interventional training center, an education center, a virtual patient care center, and a Research & Innovation center
Features of the new facility include: 39 surgical stations, more than the number found at many hospitals, with enough space for the entire healthcare team to train at once. A hybrid catheterization lab / operating room, the first such training facility in the world. Another first-of-its-kind trauma operating room that can change environments to suit different training purposes, from providing soothing light and sounds for a complex surgery to mimicking the noise of an urban emergency department and even the desert light and explosive noises of the battlefield environment faced by combat medics. In the Virtual Patient Care Center, several standardized patient exam rooms and team training rooms, set up with audiovisual recording to allow for in-depth debriefing and analysis. A variety of realistic human patient simulators, from neonatal to adult, including combat casualty and birth simulators. Surgical simulators for endoscopic, laparoscopic, interventional vascular, urologic and gynecologic procedures. The Tampa Bay Research & Innovation Center, which will bring medical faculty, engineers and other experts together to develop new medical technologies and devices. The center will include machining and rapid prototyping capabilities, allowing new devices to be made, tested, and modified at CAMLS. 3. Hillsborough County Health Department: The Hillsborough County Health Department (HCHD) is a state agency operating under the jurisdiction of the Florida Department of Health in partnership with the county government. HCHD services are available to all residents of Hillsborough County with a population of nearly a million people. HCHD provides health services in the areas of maternal and child health, environmental health, HIV/AIDS, tuberculosis, sexually transmitted infections, school health, dental, epidemiology and pharmacy. The HIV/AIDS section consists of a surveillance unit, a research unit and a specialty care center. In the research unit, participants had the opportunity to see how patients are enrolled in clinical research and followed up thereafter. The specialty care center serves primarily HIV/AIDS outpatients. Participants will observe the functioning of a comprehensive public health care system whose focus ispreventive care and quality outpatient care to reduce hospital admissions for the socially and economically disadvantaged populations.
4. Moffitt Cancer Center: The H. Lee Moffitt Cancer Center & Research Institute is anot-forprofit institution and includes private patient rooms, the Southeast s largest Blood and Marrow Transplant Program, outpatient treatment programs that record more than 272,000 visits a year, the Moffitt Research Center, The Moffitt Clinic at Tampa General Hospital and the Lifetime Cancer Screening & Prevention Center. In 2003, Moffitt expanded to include the Muriel Rothman Building (Moffitt Clinic) and Vincent A. Stabile Research Building. These two buildings dramatically increased the existing research and outpatient clinical space to better serve patients. Moffitt is licensed for 206 beds. Other clinical facilities include a 36-bed blood and marrow transplant unit; 12 operating rooms; a diagnostic radiology department with MRI, PET/CT, digital mammography and all other imaging capabilities; and a radiation therapy department with seven linear accelerators. 5. The Carol and Frank Morsani Center for Advance Health Care: The Morsani Center is an ambulatory surgery center that holds eight operating rooms, five endoscopy suites, 50 clinic exam rooms, a patient outreach and education center and a complete pharmacy. The center specializes in orthopedics and sports medicine, physical therapy, ear, nose and throat, breast health, women's health, and neurology. The Morsani Center contains One Stop Healthcare that aims to bring services including X-rays, MRIs, and labs to individuals so that patients can complete multiple tests during one visit. Participants toured the facility and spoke with physicians working at the center. Participants will have the opportunity to train in a state-of-the-art diagnostic imaging center that included MRIs, CTs, women s diagnostics with mammography, ultrasound and bone densitometry, fluoroscopy, basic X-ray, and nuclear medicine. 6. The Center of Excellence for Aging and Brain Repair: The mission of the Center of Excellence for Aging and Brain Repair is to develop new therapeutic strategies to promote repair and regeneration of aging and diseased brain. Grounded in basic and clinical research the Center aims to translate innovative ideas into industrial partnerships, educational and clinical services to target the needs of those suffering from brain injury and disease and the surrounding community. The Center hosts international research scholars from China, India, South Korea, Bangladesh, Brazil, England and other nations. Participants
