CALL TO ORDER The meeting was called to order at 08:30 am.
2 2. APPROVAL OF MINUTES: December 2, 2010 Motion to approve December 2, 2010 minutes by Dan Wouters, seconded by Ted Gonzales, approved unanimously. 3. UNFINISHED BUSINESS Actual times for 911 call Division Chief Wouters reported that he s working with Joe LaViano to see if there s a way to capture the actual time of a 911 call o There is no automated way to do this o Maybe available, but it would require two separate systems (Seaman) o Meeting today for consolidated CAD 4. NEW BUSINESS Introduction of New Council Members and Membership List Karen Kozak will be the alternate for IRSC Fire Rescue Chief Lori Sunderman will be the alternate for Stuart Fire Rescue Sergeant Ron Crouse will be the alternate for Town of Jupiter Island Tina Ciechanowski will be the alternate for Sewall s Point Police Department John Henneessee is the new Lay Person representative. Name Change for Coastal Care Might be a D/B/A, rather than full name change to Advanced Medical Transport to allow for better name recognition County Attorney needs something more official than an request. TC Palm Scanner Concerns TC Palm has scanner system for Palm Beach County and the Treasure Coast o 2-3 second delay o Very disconcerting all broadcasts are heard publicly o HIPAA violation? We are not violating HIPAA because no patient info is disclosed but addresses are Gate codes, phone, alarm, etc., are communicated over the radio as well (Gonzales) Changed policy, nothing over the air (Gonzales) o Law enforcement broadcasts can be heard by criminals o Letter sent to Scripps Unethical Immoral Dangerous! o FFC is also sending a letter as is the FL Police and Sheriffs o Many concerns state-wide as well as nation-wide o Statutory resolution being sought Will be challenged o Major Seaman and Rhonda Irons helped draft a letter. Will get copy to group. Other counties are doing the same Unified bases for the Treasure Coast Maybe it will snowball into something bigger. o Law enforcement officers and fire rescue personnel lives could be put in jeopardy. Encrypted radio system is the only remedy but it s very expensive (Ferrara) o $2 million to go to full encrypted system Page 2 of 2

COMMENTS Medical Director Dr. Lillian Avner Cyano Kits o Research shows close to 90% of closed fire structure deaths are the result of cyanide, not fire and smoke o Any exposure to closed structure fire smoke can result in cyanide poisoning Does not always result in instant death. Affected can go home after exposure not feeling well and die much later than originally exposed. Anyone feeling sick should seek immediate attention (Cyano Kit) Kits are available at both Martin North and South People going to the ER after exposure should say that they were involved in a closed structure fire and that they think they have cyanide poisoning. Firefighters should not even touch equipment bare handed while cleaning up after a fire. Can be absorbed through skin, do not have to inhale. o Vitamin B easy to inject for initial treatment followed by the sodium cyanide treatment (Hancock) Emergency Management Agency Director Keith Holman Overview of emergency training opportunities coming o Intro to Emergency Operations Center o Responsibilities in Command o ICS ISC 300 and 400 classes coming up Free! o Incident Action Plan o Statewide Hurricane Exercise May 23 & 24 Simulate Francis-like storm Primarily a search, rescue and recovery activity o CERT training March 12 & 13 Basics on fire suppression, medical, etc. MMHS - Brad Guiffin Rescue runs up volumes up! Admissions Unit in place o Much better than last year o Less diversions Tradition o Construction April 2012 o Open late 2013 Moving to EPIC o Prepare for some delays at initiation Coastal Ambulance Kenneth Hancock Working to restructure entire operation, procedures, etc. Mandatory monthly training programs Protocol review o Inter-facility protocols to be re-written Purchased equipment for two bariatric trucks o Training on this as well Looking to purchase one or two new ambulances Page 3 of 3
4 EMS budget council working with Tera (Wolfberg) o Critical care training o 1 ½ year majority of medics educated o Medics rotated through ERs, etc to work with nurses to get familiar with techniques. IRSC Tera Barnes Critical Care and EMT course curriculum o Rotations into hospital units Requirement for accreditation to be incorporated o Based on University of Maryland course o Roll out class in August semester Enrollment o Paramedics up o EMT down MCFR Dan Wouters Child Services Council o Developed training awareness program for drowning prevention Educate younger children Several events planned throughout the County EMS Grant $$ to purchase educational items Start pool inspection program Pediatric cardiac training in conjunction with this Tera has students that may be willing to help. EMS Week - May 15 through 21 o Large event planned at IRSP on Sat., May 21 st o Educate the public Drug shortages still on-going MCDOH Nancy Kermes Restructuring going on o Less duplication around the state Special Olympics at Jensen Beach on March 12 th o Stand-by ambulance?
