Chairman Brown called the meeting of the District Board of Health to order at 8 a.m. and the Pledge of Allegiance was held. She noted that she had been provided with the Affidavits of Posting and Mailing of Agenda meeting notices, as required by Nevada s Open Meeting Law. The Affidavits will be incorporated into the Official Minutes. Beatty SEIU, Local 1107 Maryanne Danicki SEIU, Local 1107 Fred Couzens Self Mary Shope Self Jeff Jordan XPOZ Homeless Youth Special Awards Presentation Kathleen Boutin, Chair, explained that the partnership started out as a Clark County Health District Project but has recently become a community based organization independent of the Health District. She recognized and thanked Dr. Christensen, Commissioner Maxfield and Member Ravitch for their support. Awards were presented to several members in recognition of their substantial contributions over the past two years: David Moreaux, who started Street Teens and opened the first drop in center; Lynn Richmond-Morse, who opened up the Lifeline Center and allowed the staff to provide services to the youth; Dr. Kwalick for his leadership and support in being proactive in addressing the needs of the community, and; Fran Courtney, RN, Director of Nursing who has for several years taken the initiative and fostered the creation of the community based organization.. Fran Courtney, RN, commented that the has made substantial progress in the past 2 years. Many individuals and organizations have worked collaboratively on this partnership to effect legislative changes so that services could be provided to youth in the community who at times have no other resources. She recognized all the members of the partnership for the wonderful work they are doing in the community and thanked the Board members for their continued support.

3 Board of Health Minutes Page 3 PLAQUE PRESENTATION: Dr. Kwalick presented a plaque to Chairman Paula Brown in grateful appreciation of her outstanding public health service and contributions to the citizens and visitors of Clark County as a member and Chair of the District Board of Health from Chairman Brown remarked that it has been her pleasure to represent the citizens of North Las Vegas and Clark County first as a member and then as a chair for the last two years. She thanked and wished the Board very good luck in future endeavors. I. CONSENT AGENDA These are matters considered to be routine by the District Board of Health and may be enacted by one motion. Any item, however, may be discussed separately per Board Member request before action. Any exceptions to the Consent Agenda must be stated prior to approval. Member Reese moved for approval of the following consent agenda. Motion was seconded by Member Ravitch and carried unanimously. 1. Approve Minutes/Board of Health Meeting 06/28/01 2. Approve Payroll/Overtime for Periods of: 05/26/01-06/08/01 & 06/09/01-06/22/01 3. Approve Accounts Payable Register #810: 06/11/01-06/22/01 & #811: 06/25/01-07/06/01 4. Petition #48-01 Approval of the Staff and Organization Development and Training Agreement with Clark County for the Provision of Training Services for Health District Employees 5. Petition # Approval of the Biennial Renewal of Interlocal Contract with the Nevada Bureau of Family Health Services to Operate the Huntridge Teen Clinic. The contract provides federal maternal and child health funding to continue this Clinic through the biennium. 6. Petition # Approval of the Proposed Redefinition of the Public Information Officer Classification Specification. Current Salary Schedule 23 ($44, ,306.40). Proposed Schedule 24 ($47, $65,596.96) 7. Petition # Approval of Contract Between Nevada Division of Environmental Protection and the Health District to Perform a Study of Municipal Solid Waste Disposal in Clark County II. REPORT/DISCUSSION/ACTION 1. Petition # Interlocal Agreement Transferring Air Quality Division to Clark County and Matters Related Thereto Member Cyphers remarked that last month there had been lengthy discussion on air quality issues and thanked everyone for allowing the cities the opportunity to look at some alternatives. Also, she understood and agreed that approval of the interlocal agreement was the right way to go. She moved to approve the interlocal agreement. Motion was seconded by Member Crowley and carried unanimously.

Memorandum # Creation of an Air Quality Committee of the Board of Health Pursuant to Air Quality Regulations Section (Air Quality Board) and Section 3 (Air Quality Committee), at Board Direction Chairman Brown asked Legal Counsel since Item #1 had been approved whether it was necessary to take any action on Item #2. Stephen Minagil answered that since Item #1 was approved, this item is moot as a practical matter and no action was needed. III. CITIZEN PARTICIPATION Citizen participation is a period devoted to comments by the general public about matters relevant to the Board's jurisdiction. Items raised under this portion of the Agenda cannot be acted upon by the Board of Health until the notice provisions of Nevada's Open Meeting Law has been complied with. Therefore, no vote may be taken on a matter not listed on the posted agenda and any action on such items will have to be considered at a later meeting. Chairman Brown invited any member of the public wished to speak to come to the podium. Mary Shope, Boulder City resident, thanked the Board and Dr. Kwalick for taking her calls regards the proposed Copper Mountain Power Plant authority to construct (ATC) application. She thanked staff for holding the meeting/workshop in Boulder City. It is hoped that the permitting process on the ATC will be cleaner. Some of the citizens have made recommendations to look at the thresholds, as some are lower than those of existing power plants. Even clean plants emit hazardous air pollutants. She asked the Board to make sure that the emission reduction credit program is back in place in the permitting language of the authority to construct. Nowhere in the administrative procedures part of the ATC is there language or communication linking back to Boulder City. Clark County has designated the conservation area in the Eldorado Valley which needs to be protected in this process. Additionally there needs to be confirmation of the rightful ownership of the company before considering the ATC. IV. HEALTH OFFICER & STAFF REPORTS Dr. Kwalick introduced Maria Azzarelli, Health Educator, to present the results of the youth summit on tobacco as well as advertisements that XPOZ has produced. Maria Azzareli briefly described the Kick Ash Bash which was the youth anti-tobacco summit that the XPOZ Coalition hosted on June 16, 2001 at the University of Nevada Las Vegas (UNLV). The summit is just one component of a comprehensive tobacco control program that is being implemented by the Health District. On June 16 th, over 200 youth from all over the State of Nevada were invited to UNLV to attend a day of tobacco control education, which was completely interactive. The participants learned media training and communications skills. They also filmed the first XPOZ television (TV) commercials. She introduced Jeff Jordan, the youth coalition leader and Dale Matteson, media/marketing coordinator for the program. Jeff Jordan, remarked that almost everything in the program is done by the youth. Youth is what is keeping the program going and exposing the truth about tobacco to other youth.

5 Board of Health Minutes Page 5 Dale Matteson, briefly reviewed with the Board the truck and commercials being utilized in the program. The truck that is an old milk truck donated by Infinity Broadcasting/KLUC and is being taken on trips throughout Las Vegas/Clark County. At present, 30 stops are anticipated. Kids are being filmed each week and they XPOZ the truth about tobacco by giving testimonials. The kids involved in the commercials have the opportunity to place their signatures on the back of the truck. This information is then edited into commercials for both radio and TV. It builds on the Clark County Health District s campaign about Being in Your Neighborhood. More information about the program can be found on the worldwide web at XPOZCoalition.org or by calling the Health District at Dr. Kwalick introduced Cherie Filler-Maietta, HIV Prevention Specialist, who gave a brief summary on the results of the June 27, 2001 National HIV Testing Day. National HIV Testing Day is an annual campaign in which the Health District participates. This year 273 people were tested, including 104 individuals who had never been tested before, which is the target group the program is trying to reach. Clinic hours were extended until 7 p.m. in Annex A to accommodate individuals coming in after school or work. Various ages ranging from youth to 50+ were tested. During the testing individuals were counseled on risk. The testing method used was an oral test called Orasure, which is 99% accurate as opposed to the blood test. Seventy-five percent of the people who were tested have already come back for their results. Dr. Kwalick mentioned that he and Commissioner Kenny had attended the 51 s baseball game on June 20, 2001 and threw out the first ball at the non-tobacco game. Commissioner Kenny remarked that the 51 s have made a commitment to the anti-tobacco movement and will continue to work throughout the community with the Health District. V.
