CITIZENS COMMUNICATION: (10:00-2-2:05) 2. July 23, Donald R. Pozzi, County Judge opened the meeting to any citizen wishing to address general County business which was not on the meeting agenda. Judge Pozzi gave the public an update regarding the Sexually Oriented Business and Dangerous Dog ordinances. Hearing no public comments, he continued on to the next agenda item. Motion adopted. FIRST AMENDMENT TAX ABATEMENT AGREEMENT PHASE I CITY OF VICTORIA VICTORIA COUNTY CATERPILLAR, INC.: (10:00-7-4:54) 7. July 23, Dale Fowler, Victoria Economic Development Corporation, addressed the Court regarding the Tax Abatement Agreement Phase I and II between the City of Victoria, Victoria County and Caterpillar, Inc. He clarified that the amendments are to clarify and better define Phase I and II of the Tax Abatement Agreement. Moved by Gary Burns and seconded by Clint C. Ives, the Commissioners Court approved the First Amendment to the Tax Abatement Agreement Phase I between City of Victoria, Victoria County and Caterpillar, Inc. Motion adopted.

3 FIRST AMENDMENT TAX AMENDMENT AGREEMENT PHASE II CITY OF VICTORIA VICTORIA COUNTY CATERPILLAR, INC.: (10:00-8-5:10) 8. July 23, Moved by Gary Burns and seconded by Kenny Spann, the Commissioners Court approved the First Amendment to the Tax Abatement Agreement Phase II between the City of Victoria and Victoria County and Caterpillar Inc. July 23, Mr. Armando Balderrama and his daughter Amelia Balderrama, both idocket.com representatives gave a presentation to the Court regarding public and subscription access to court records online through idocket.com. They explained what services the online company would offer the public and subscribing members. Judge Pozzi inquired about the revenues and fees and requested that the company explore their options of providing a free service to the public. AWARD BID WASTEWATER SYSTEM IMPROVEMENTS G&W ENGINEERS, INC. - VICTORIA COUNTY WCID NO. 1 BLOOMINGTON, TEXAS: (10: :29) 10. July 23, Moved by Kevin M. Janak and seconded by Kenny Spann, the Commissioners Court awarded the bid to the lowest bidder, Mercer Construction, Inc., from Edna, Texas in the amount of $225,117.00, with a completion date of 255 calendar days. Ives, the Commissioners Court received the Storm Water Prevention Plan in connection with Victoria Regional Airport. Motion adopted. CONTRACT AMENDMENT NO. 1 PART B-SERVICE DELIVERY FY 2012 BEXAR COUNTY VICTORIA CITY-COUNTY HEALTH DEPARTMENT VICTORIA COUNTY: (10: :03) 12. July 23, Judge Pozzi stated a return in the amount of $3, worth of funds that will not be spent before the new end of the current FY2012 agreement. Moved by Gary Burns and seconded by Clint C. July 23, Judge Pozzi reviewed the request from the Inez Volunteer Fire Department for assistance of $5,000 for the purchase of the brush truck.
