2 Proposal for ICOH Working Group on Occupational Safety and Health in Mining December 31, 2013 This proposal is submitted to ICOH President Kazutaka Kogi and Vice President for Scientific Committees Bonnie Rogers, as required in Article 11 of the Guidelines for Scientific Committees. Proposal We request that the February 2014 Midterm ICOH Board consider our proposal to form an ICOH Working Group on Occupational Safety and Health in Mining (WGMinOSH). We would like to work together and to assess in the future the possibility to become a Scientific Committee. Background information Although in 2012 WHO invited the formation Knowledge Networks for Hazardous Sectors, the plan has changed and Knowledge Networks have been eliminated from the WHO Global Master Plan The WHO action does not prevent Collaborating Centers and NGOs from working with WHO and agreeing on contributions related to hazardous sectors, but that will now be done individually with WHO. Therefore, we seek a new home with ICOH for our group. The authors of this proposal are ICOH members who have been providing leadership in the Steering Committee of the WHO Knowledge Network on Occupational Health in Mining, which was formed in 2012 in Cancun during the Network Meeting and enlarged in a side meeting of the ICOH Congress. Our enthusiastic Steering Committee has 7 globally representative members, and the structure and guidelines were developed from ICOH Scientific Committee Guidelines. The objectives of the Knowledge Network are the same as those proposed for the ICOH Working Group. Objectives of the ICOH Working Group on Mining Occupational Safety and Health (WG MinOSH) The ICOH Working Group will provide a forum for ICOH members and other experts concerned with mining, to encourage them to network and to meet in order to promote ideas, and to share knowledge and experiences about individual and workplace health and safety promotion for mining entrepreneurs and their employees world wide, not limited to but with a focus on the most vulnerable group, the small scale miners. The intent is to share knowledge and to work together toward outcomes and impact, and to assist changes in policies and practices. Mining remains a global activity employing millions of people (approximately 1% of the global workforce) 2, ranging from employment in high technology environments (multinational industrials with established health and safety practices and procedures) to informal settings, with no official occupational health and safety in highly dangerous work environments. It is estimated that for every mining job, there is at least one job that is directly dependent on mining. Additionally, it is estimated that many millions of people not included in these statistics work in the informal sector (small scale mining). Hence, taking dependents into account, the number of people who rely on mining for a living, globally, increases exponentially. Despite the considerable efforts in many countries, the toll of death, injury and disease amongst the world s mineworkers means that mining remains the most hazardous occupation, when the number of people exposed to risk is taken into account (mining is responsible for approximately 8% of fatal accidents at 1 Global Master Plan See Priority 7, which no longer includes Knowledge Networks pdf 2 Chapter 74: Mining and Quarrying in Encyclopaedia of Occupational Health and Safety: Chemical, industries and occupations. 3 work) 2. Much preventative work, in terms of health and safety, is still required and is an ongoing concern. Membership in ICOH Working Group on Mining The KNOHMi membership list of about 30 persons is provided below. We do not know which Knowledge Network members are also members of ICOH. If the ICOH Board approves this proposal, we will inquire which Knowledge Network members wish to participate in the ICOH Working Group. Actions Taken We have worked with the ICOH Working Group on Occupational Infectious Agents (WGOIA) and have jointly submitted proposals for 3 mining sessions to Vice President Bonnie Rogers for inclusion in the ICOH 2015 Congress in Seoul, Korea.
