(NCSBN) as a means to test the nurses skills, knowledge and abilities that are essential to safe and effective nursing practice within United States. The NCSBN has two licensure examinations, the national licensure examination for registered nurses (NCLEX -RN) and the national council licensure examination for practical nurses (NCLEX -PN) that are used by state and territorial boards of nursing to assist in making licensure decisions. The state NCLEX -PN pass rates for New Mexico PN graduates taking the exam for the firsttime, January 1 through December 31 during the last three years, were 92.21% ; 93.46% and 91.08% The national NCLEX -PN pass rates for the same period were 84.63%, 82.16% and 81.89%. Both NM state and national NCLEX -PN pass rates are higher and above the required national NCLEX -PN pass rate of eighty percent in both urban and rural nursing programs. The NCLEX -RN pass rates for New Mexico RN graduates taking the exam for the first-time, January 1 through December 31 in the last three years, were 79.21% ; 80.72% and 83.02% The national NCLEX -RN pass rates were for the same period 83.04%, 81.79% and 84.51%. The overall average from January 1 through December 31 in the last three years NM NCLEX -RN pass rates is 83.11% and above the required national NCLEX -RN. RN and BSN nursing programs have a variable NCLEX pass rate performance regardless of their geographic location. Figure 1a-1b depicts the New Mexico NCLEX pass rates for first-time writers are above the national average and figure 1c shows summative NCLEX data for first time candidates in NM.

11 P a g e 10 Accreditation Data The Board of Nursing evaluates and grants various approvals based on program s ability to demonstrate minimum standard requirements. Four levels of programmatic approval were available until October 1, 2016 when the new rules were promulgated by the Board and six levels of approval were implemented. These new levels of programmatic approval are defined as: Initial approval status can be granted by the board when a new established nursing program has met all the minimum standards for nursing programs in accordance with rule NMAC Initial approval is valid from the time granted through the graduation of the first nursing class. Initial approval with warning shall be granted by the Board when a nursing program under initial approval fails to meet any minimum standards for nursing programs with the initial graduating class during the scheduled site visit. Full approval status shall be granted after the Board verifies through a site visit that the minimum standards for nursing programs have been met. Full approval for a continuing period may not exceed ten years and, shall be granted by the Board to nursing programs with full national accreditation. Full approval with warning shall be granted to any nursing program that has any identified deficiencies of the minimum standards not met. Full approval with warning shall not exceed two years. Conditional approval status shall be granted to a nursing program when there is evidence of substantial non-compliance with the minimum standards for nursing programs and shall not exceed two years. Nursing programs under conditional approval status shall cease admissions. Additionally, failure to correct deficiencies within the designated time period will result in withdrawal of approval and involuntary closure of the program by the Board. Conditional approval is not renewable. National accreditation is granted by the Commission on Collegiate Nursing Education (CCNE), The Commission for Nursing Education Accreditation (CNEA) or the Accreditation Commission for Education in Nursing (ACEN). CCNE ensures the quality and integrity of baccalaureate graduates and residency programs in nursing. The CNEA accredits nursing programs across the academic spectrum including LPN/LVN, diploma, associate, bachelor, master s, and clinical doctorate degree programs, as a U.S Department of Education designated Category 2, non-title IV, and accrediting body. The difference between ACEN and CCNE organizations is that CCNE accredits BSN nursing programs and ACEN accredited PN, diploma and two year RN programs. 12 P a g e 11 Twenty out of the 26 NMBON-approved pre-licensure nursing programs are nationally accredited. Three programs are in pre- or candidacy status. The remaining three programs have reported that they will be seeking national accreditation. In FY16, two NMBON-approved nursing programs completed their national accreditation follow-up visit with the Accreditation Commission for Education in Nursing (ACEN). One program completed its visit with the commission on Collegiate Nursing Education (CCNE). NMBON regulations require all board-approved nursing programs to have national nursing accreditation by January 1, Figure 2. Nursing programs and accreditation status can be retrieved at: Figure 2. In FY16, nine onsite visits were completed. The board granted approval to the following programs: Full Approval (full approval status is granted when a nursing program meets all minimum standard requirements): Carrington College, - Albuquerque Central New Mexico Community College, - Albuquerque Computer Career College a Division of Vista College, - Las Cruces Grand Canyon University, - Albuquerque

13 P a g e 12 Luna Community College, - Las Vegas Western New Mexico University, - Silver City Conditional Approval (Conditional approval is granted when there is evidence of substantial non-compliance with the minimum standards for nursing programs as specified in the rules): Brown Mackie College, - Albuquerque (and voluntary closure in FY16) National American University, - Albuquerque. 14 P a g e 13 Simulation Data Simulation is an experience that imitates the real patient care environment, requiring individuals to demonstrate the procedural techniques, decision-making, and critical thinking needed to provide safe and competent patient care. Simulation provides opportunities for the application of nursing knowledge and demonstration of clinical competency and the transferability of learning from the simulation laboratory to the clinical setting. In FY16, there were no promulgated regulations that addressed simulation. However, the proposed new rules and language for the use of simulation learning experience in pre-licensure nursing programs will allow nursing programs to substitute up to 50% of the clinical hours for simulation. This rule was approved by the Board on October 1, Simulation learning may include the use of low, medium, and high fidelity learning activities and will help alleviate the shortage of clinical sites following the new rules that were promulgated by the Board. Simulation use in pre-licensure programs in FY16 was defined as clock hours that are counted the same as clinical hours and substituted for live patient clinical experiences. In 2015, one of two PN programs used simulation experiences for 1-20% of clinical clock hours. Four of five 1+1 PN & ADN programs utilized 1-20% of clinical time for simulation and the fifth program used simulation experiences for 21 to 30% clock hours in simulation. Eleven of 13 ADN programs used one to 20% and two programs used 21 to 30%. Four BSN programs used one to 20% of clinical clock hours for simulation. In 2016, one of two PN programs used 1-20% of clinical clock hours for simulation. Four of five 1+1 PN & ADN programs utilized 1-20% of clinical time for simulation and the fifth program used 21 to 30%. Twelve of 13 ADN programs used simulation for 1-20% of clinical hours and one programs used 21 to 30%. Three BSN programs used 1-20% of clinical clock hours for simulation. Figures 4a-4d presents the percentage of clinical clock hours used for simulation by New Mexico nursing programs during

17 P a g e 16 Students Student admission and total numbers were defined as follows: Number of students; total number of students actively taking courses on April 1 of the current year. Total number of students admitted from January to December of last year. Total number of students enrolled in nursing courses per program track and location on April 1 of the current year. New Mexico pre-licensure nursing programs have a total of 2,414 nursing students. Figures 5-6 show that 1,252 students were enrolled in associate programs, 110 in associate to baccalaureate programs, 832 in baccalaureate programs, 183 in practical nursing programs and 43 in the PN to RN mobility career ladder programs. Student demographics in FY16 show the majority of nursing students 1, 979 (82%) of the 2,426 admitted were female and 447 (18%) were male. The NM male nursing students population is higher than the 7.9% nationwide. A total of 982 (41%) were ages <25 years, 909 (37%) were ages years, 367 (15%) were ages years, 136 (6%) were ages years, 26 (one percent) were ages 55-64, none (0%) were ages >= 65 years of age and six students (0%) were unknown or unreported as shown in figure 6a-6b. Data reveal that 44% of all nursing students are Hispanic, 37% are white or non-hispanic, seven percent are

19 P a g e 18 American Indian or Alaska Native, three percent are Black or African American, three percent are Asian or Pacific Islander and four percent are unknown or unreported. Data show that two percent belong to the other category. Figure 7. Figure 7. This data includes: faculty employment, open positions, workload, education and employment barriers. The below parameters were used to collect faculty data: Number of full-time (FT) and part-time (PT) pre-licensure faculty on April 1 of the current year Unfilled FT pre-licensure faculty positions on April 1 of current year and unfilled PT prelicensure faculty positions on April 1 of current year. FT and PT faculty demographics employed on April 1 of current year. FT and PT faculty workload was defined by the number of teaching clock hours per week. The number of clock hours for all pre-licensure nursing programs varies widely from clock hours per week. Three nursing programs have faculty assigned clock hours that exceed required FT contact hours. A total of 345 nurse educators of which 191 FT and 154 PT are employed in

20 P a g e 19 the nursing programs. Additionally, open faculty positions consist of 19 unfilled FT and 11 unfilled PT. Figure 8. Figure 8. Seven of the 26 pre-licensure nursing programs reported low salaries as a contributing factor to unfilled open positions. Reasons cited include that nurses practicing in a clinical setting are paid more per hour than nursing faculty, salaries in rural locations are lower compared to urban schools and low salary constraints make faculty recruitment more difficult. Relocation. In four of the 26 pre-licensure nursing programs, faculty declined relocation. Faculty are less interested relocating to rural areas, especially to areas with low salaries. Additionally, nursing faculty who are willing to relocate lack academic preparation in nursing education. Nurse educators with clinical teaching, but no teaching experience in academia. Faculty are required to teach didactic and clinical at various institutions. However, ten of the 26 nursing programs don t have MSN prepared faculty with didactic teaching experience in academia. This shortage hinders faculty recruitment efforts. Nursing programs reported that new faculty is recruited via word of mouth, nursing journals, publications, school websites, New Mexico News and Views and preceptorship opportunities. Nurse educators without clinical or didactic teaching experience. One program reported that some faculty have MSN degrees, but lack teaching experience in clinical or academia. However,

21 P a g e 20 three of the 26 nursing programs reported (other group) that faculty was well-prepared to teach and complete clinical teaching. Budget shortfalls. One pre-licensure nursing program reported that their allocated nursing budget shortfalls hinder faculty recruitment. No further data was provided in regards to budget, as shown in Figure 9. The majority,- 243 (70%) of faculty, hold masters of nursing degrees (MSN), 73 (21%) hold BSN degrees, 28 (eight percent) hold doctorate degrees and two (one percent) hold an associate degree. Out of 345 nurse educators, eight faculty are pursuing a master s degree and four faculty are in doctoral programs (Figure 10).

HIGHEST DEGREE HELD Total Number of Faculty and highest degree held DOCTORATE 28 MSN 243 BSN 73 ADN 2 A gap in future nursing faculty is illustrated in the following data: 208 (60%) faculty are ages 45-64, 37 (11%) are over 65 and 100 (29%) are <44 years of age (Figure 11). Besides, the age of faculty is old and about to retire which depicts a nationwide trend that contributes to the nursing shortage. Additionally, Figure 12 shows 310 (89%) faculty are female and 37 (11%) are male. Of these, 261 (75%) are white/non-hispanic, 54 (16%) are Hispanic, 15 (four percent) are Black/African American, eight (two percent) are Asian, five (two percent) are American Indian/Alaska and five (one percent) were unreported (Figure 13). 250 Figure 11. These include barriers to securing clinical teaching sites, additional clinical experience needs and how clinical experiences are scored with either a letter grade or pass/fail.

24 P a g e 23 Barriers to secure clinical opportunities were demonstrated by show that nine programs (37%) reporting a lack of clinical opportunities to meet student learning needs, three programs (12%) reporting lack of available sites, and three programs (13%) reporting lack of specialty units for Pediatrics, OB and Psychiatric nursing. Additionally, three programs (13%) reported lack of requirements by acute care clinical affiliates, three programs (13%) reported lack of BSN prepared preceptors, and one program (four percent) reported that a lack of programmatic accreditation limits access to acute care setting. Finally, one program (four percent) reported lack of qualified faculty in specialty areas and another program (four percent) reported lack of other clinical opportunities as shown in Figure 14. Furthermore, other programs stated that their clinical opportunities are met by traveling to other states, such as Texas. Suggestions to help alleviate barriers to clinical opportunity included having a state-wide, technology-based clinical placement system and extensive use of other community resources like long-term care, schools, day care and public health facilities. lack of Accreditation limits access to acute care setting 4% Figure 14. 25 P a g e 24 Additional data related to clinical experiences needs data indicated that three specialty courses were challenged to find faculty and clinical experience sites in rural versus urban areas. Eight (31%) nursing programs are lacking pediatric nursing opportunities, four (15%) nursing program need psychiatric clinical experiences, eight (31%) need obstetrics opportunities, and six (23%) nursing programs were content with their faculty numbers and available clinical experiences. Suggestions for alternative clinical experience from other pre-licensure nursing programs included hospice, clinics and community-based, as shown in Figure 15. Community agencies with clinical opportunities that were reported included child development centers, detention center-adult and juvenile schools. One program, which utilizes mental health across the health care system rather than an inpatient mental health system, has no clinical needs Figure 15. Sixteen (64%) nursing programs reported that clinical is graded with a pass/fail and eight (32%) - offer a letter grade score, as shown in Figure 16.

PERCENTAGE OF HOW CLINICAL EXPERIENCE IS SCORED Pass/Fail Letter grade Not Reported 4% 32% 64% Program Outcomes: Graduate and Employment Rate Numbers Graduate rate numbers were defined as the total number of RN or PN students who graduated per track between January and December of The results show 924 graduates within 150% allotted time, which included: PN programs (83) PN/RN mobility ((19); ADN/BSN programs (17); ADN programs (605) and BSN programs (200) as shown in Figure 17. Graduate employment rate numbers from six to 12 months post-graduation show that 11 prelicensure nursing programs reported between %; four programs reported between 76-85%; one program reported between 51-75%; and six programs reported between one and 50%. Three nursing programs employment rate numbers were not reported, as shown in Figure 18.
