3 Island Health Aboriginal Health Plan ( ) Community Engagement Session Summary Port Alberni, April 27, 2016 Hospitality Inn 1. INTRODUCTION Below is a summary of the ideas and comments that were shared by community members, health and wellness practitioners and Island Health staff at the community engagement session held in Port Alberni on April 27, The purpose of the session was to hear from First Nations, Métis, urban Aboriginal communities and care providers to find out what s working, what can be improved, to support developing a plan for the next five years ahead. Number of Participants: 28 Host: Island Health s Aboriginal Health Program; Mary Knox, Manager (West Coast/mid Island), with support from other Island Health Staff. Facilitation support provided by Sebastian Silva of Roundtable Consulting. 2. SUCCESS STORIES Themes: Improving health services (discharge/transition planning, long term care, home support) Improving health service access (case conferencing, increased hours of service, patient advocacy/navigation) Improving Cultural Safety committee on site Human resources hiring Aboriginal staff Social determinants food security, addressing poverty Factors that contributed to success: funding willingness to change persistence collaboration recognition of importance of service Success Stories Referenced Helping an elder get glasses for the first time Drop in center at KUU-Us with free food and clothes Cultural Safety Committees at Island Health Hospitals Partnership between West Coast Native Heath Care Society and City of Port Alberni for senior housing Protocol development between hospitals and KUU- US for discharge of at risk patients Collaboration with NTC nursing services to support complex client on reserve Cultural Safety training for Island Health staff and job interview questions on Aboriginal health issues 3

ENVIRONMENTAL FACTORS/LOCAL ISSUES Most common themes: Health access to services (longer hours, patient navigation, knowledge of services available, use of technology, patient info confidentiality, access to primary care few GPS and limited clinic hours) Cultural practice involvement of culture (Elder in residence, Aboriginal-friendly facilities, Aboriginal service, Cultural Safety training, recognizing traditional healers and medicine) Health process need for more collaboration (sharing records, need more coordination among service providers); two success stories also noted Social determinants racism, lack of transportation Health services discharge planning, mental health, long term care, Seniors housing Mental health (suicide ideation, depression, social workers) Also noted: Human resources Aboriginal staff Education/health promotion 4. PRIORITIES / FIVE-YEAR GOALS Most common themes: Access to health services longer hours, system navigation, knowledge of services, confidentiality of records, complaints process, Aboriginal services, home care) Culture Culturally safe practice (Elders, facilities, general) and cultural safety training Health process Collaboration (regional meetings of all resources - VIHA, KUU-US, FNHA, etc.) Also noted were: Some of our people are not treated well in hospitals so they do not access services, they are intimidated from it and home care services are not available and they are given a different person all the time and they come at different times, so they [elders] just don t access services anymore. - Port Alberni Session Participant Enhanced health services (discharge planning, mental health, long term care, home care) Human resources Aboriginal staff (more Aboriginal Liaison nurse, pictures of staff) Education/health promotion Healing room 4

SERVING ABORIGINAL PEOPLE IN THE URBAN ENVIRONMENT Health conditions or health service issues Most common themes: Social determinants racism, lack of affordable housing, food, transportation, also isolation Adequacy of health services addictions, discharge/transition planning, mental health, home care Access to health services availability of services on/off reserve, knowledge of services Also noted: Service collaboration needed (not competing for funs) Need for culturally safe practice 6. ONGOING ACCOUNTABILITY AND ENGAGEMENT Ways to hold Island Health accountable Most frequently noted: Data/measurability (including reporting out on Plan implementation, client satisfaction surveys) Other suggestions: Effective complaints process Aboriginal representation on Quality Council and Divisions of Family Practice How can Island Health work with Aboriginal communities? Communication with communities; share what s working Collaboration - with Aboriginal health service organizations, use of protocols among agencies, address issues of client record confidentiality 5
6 7. RECONCILIATION How can Island Health and other partners meaningfully enact reconciliation in the health care environment? Most common themes: Effective communication, especially listening Cultural Safety, including facilities Also noted: Be culturally competent, be present, and listen with your heart.
