4 4 MESSAGE FROM THE PRESIDENT: Strategic Plan By Katie Lynn, IEHA President At the start of every year, the IEHA Board has a retreat to strategize and plan for the future of the organization. I wanted to provide a summary of what was discussed and where the organization is heading over the next year. Some of the topics discussed during the retreat included membership benefits, participation on IEHA Board and Committees, and the two year strategic plan that was developed at last year's Board Retreat. Below is a summary of the updated two year strategic plan. Some of the items were completed last year, and some are still in progress. Please review the information and send me any thoughts, comments, or suggestions in regard to what you would like to see IEHA do for our membership and our profession. If you would like to be more involved in IEHA, let me know. We are always looking to get more members involved on the Board and active on the standing committees. Summary of Two Year Strategic Plan 1) Increase Revenue Search for grants Increase membership Increase conference attendance Increase sponsorships and affiliate members Increase advertisers 2) Improve Legislative Competence Educate ourselves about the legislative process as a board and organization Identify leverage points in the legislative process Establish partnerships with other organizations Leverage the knowledge of IDPH committee members Identify technical experts Create position papers for distribution to interested parties. 3) Increase Outreach to Industry, Academia, Government and Membership Reach out to community health and nursing programs Reach out to community colleges Increase involvement of EH faculty by inviting them to speak at conferences Connect with both local and state EH staff Educate legislators about using our organization as a technical resource Identify benefits unique to membership and identify why past members are inactive 4) Improve our Educational Outreach Develop guidance documents and form templates to assist with AEC planning Evaluate conference structure and content to decrease competition and increase attendance Add a track at State or Central AEC for second year new professionals and managers 5) Improve our Technical Savvy Overhaul the Website/Logo Create an efficient procedure for electronic voting Increase student involvement via social media Katie Lynn Identify and connect with private sector EH industries

6 6 BUGS!(and other critters) By Randy Markillie. IEHA Pest/Vector Control Technical Section Chair Bed Bug Avoidance Tips For Travelers Dr. Austin M. Frishman contributed the following bed bug avoidance tips in the October 2015 issue of Pest Management Professional Magazine. Pack your clothes in resealable, zipper-storage plastic bags. This way, if you place it in a drawer when you're lodging, it can't become infested. Carry a permissible bed bug repellent approved for treating luggage, and use it before storing luggage. When you check into a room, ask the person at the front desk whether any bed bugs were reported in the hotel the past year. If yes, don't check into the room(s) where they infested or the rooms above, below and adjacent to that area. Carry a portable hair dryer, an extension cord, and a strong flashlight. Before entering a room, place the suitcase in the hallway. Take out the hair dryer and extension cord. Plug it in near the headboard. Blow hot air around the perimeter of the headboard and corners of the box springs and mattress. Aim heat into the top drawer of the nightstand. If you can lift the headboard off the wall, that's better, but it's not always possible. This spot-check is to determine whether any bed bugs are present. It's not to control bed bugs. It's simply for detection to protect you. If any exist, pull out of the room, and check in elsewhere. When you return home, place your clothes in the dryer, and run it on the hot cycle for at least 30 minutes for a 7.7-lb load. Some companies offer a service in which clients pay a fee to drop off suitcases and clothes at their facility, where they heat or fumigate all items once a week. Registration fees are: Public Health Officials $50.00 and All Others $ For more information and to register online,visit Zika Virus In a January 19, 2016 news release, the Illinois Department of Public Health (IDPH) alerted the public of the potential of contracting Zika virus through mosquito bites while traveling abroad to warmer climates and countries where the Zika virus is found. Illinois residents, especially pregnant women, are urged to take preventive measures because of a possible link between the Zika virus infection in pregnant women and birth defects. On February 8, 2016, IDPH published its "Q & A- Zika Virus" document which provides information including, but not limited to: What is the Zika virus and what are the symptoms? How is the virus spread and can it be spread through sexual contact? How serious is Zika virus and does it cause birth defects? Are there Zika virus cases in Illinois and are we at risk? Don't Roll Out The Carpet ForThese Unwanted Guests! In the December 2015 issue of Pest Management Professional Magazine, Ask The Expert column, Technical Consultant Dr. Doug Mampe was asked: Q: A homeowner just purchased new wall-to-wall carpeting, but she's finding black carpet beetles (Attagenus unicolor) in the carpet, on the stairs and other places in the newly carpeted rooms. The carpeting is nylon, just like the old carpeting, but I don't think the carpeting is the problem. Why have these beetles shown up at the same time and what can i do about them? A: Black carpet beetles are scavengers that feed on old lint accumulations and other organic debris under tack boards and behind baseboards. I'd bet their environment was disturbed when the old carpet was removed and the new carpeting installed. For comparison's sake, how would you like it if the roof of your house was removed? It explains why the beetles showed up after the new carpeting was installed. Apply a residual insecticide along baseboards and the carpeting edges. This will kill wandering adults and larvae. Complete control is difficult, though, because you probably can't reach all the infestation without drilling walls and injecting a dust.

7 IEHA NEWS // March 2016 Environmental Health Practitioners license renewal goes paperless By Paul Chase, IEHA Office Manager This is kind of a big deal for those who are licensed as Environmental Health Practitioners. The short story is that the Illinois Department of Financial and Professional Regulation (IDFPR) is transitioning to a paperless system. That means you will not be receiving a license renewal notice in the mail. It also means that licenses must be renewed online at the IDFPR web site. Finally, it means that those who have renewed their license will not be receiving a hard copy of the license document in the mail. Rather, the license document will have to be downloaded (this service is not currently available, but will be soon). In the meantime, if you need to prove to someone that you are licensed, you should direct themto the license look-up icon on the IDFPR web site: IDFPR has provided a press release and an FAQ document that more fully explains the changes. Registration materials NEHA Partners with HUD for 2016 AEC By David Banaszynski, IEHA President Elect The NEHA 2016 AEC and HUD Healthy Homes Conference is an excellent opportunity for attendees to learn from and connect with industry leaders and environmental health professionals. Presenters will speak on a wide variety of track topics, and you'll want to be there for sessions on relevant issues in the news, such as the Zika virus, the natural gas emergency in Aliso Canyon and the lead contaminated water in Flint, MI. Audience members will have opportunities to ask questions, connect with speakers and learn about these topics and how they affect their careers. For more information, visit Looking Forward to October By Lenore Killam, IEHA Past-President As faculty in the UIS Department of Public Health, I have a passion for environmental health education. I expect this explains why the highlight of my IEHA year is the Annual Education Conference. As fine as they are, I expect many of you share this sentiment. This year, our AEC will be October 27-28, and we will once again return to the Holiday Inn Hotel and Suites in East Peoria. As the Past-president, I will be chair of the planning committee for the conference. Please let me know right away if you have an idea for a presentation. For instance, are there are any legislative changes happening or on the horizon that you would like to have discussed? Is there a particular developing technology that you would like more information about? There are a few topics of concern I already hope to share, such as lead contamination in water supplies, implication for Illinois with the emergence of the Zika virus and updates on other organisms of concern. 10 10 Legislative Update Proposed legislation of interest to the Environmental Health community. By Chris Pozzi, IEHA Legislative Committee Chair The Proposed revisions to the Illinois Food Service Sanitation Code were published in JCAR on January 22, This much awaited revision will wipe out most of the current Code while adopting the 2013 FDA Model Food Code. Comments are due by March 7, 2016, to Elizabeth Paton, Division of Legal Services, Illinois Department of Public Health, 535 W. Jefferson St., 5th Floor, Springfield, IL Some points of concern include: 1. A set implementation date of January 1, Originally, health departments were assured they would have 1 year to implement the Code after it was passed. Many health departments will need that year to update current software programs and update ordinances and policies to reflect changes in the Code. effective date of this amendatory Act, the owner and operator of any landfill that is located above an aquifer designated as a sole source aquifer by the United States Environmental Protection Agency shall publish quarterly to a public website manifests of all waste, other than municipal solid waste, received at the landfill. Provides that any manifest published to the public website shall remain on the public website for a minimum of 2 years. The owner and operator will be required to publish to its website all permit applications, requests or applications for modification permits, and all well sampling data from upgradient and downgradient monitoring wells near any landfill that is located above an aquifer designated as a sole source aquifer by the United States Environmental Protection Agency. Raw Milk Update: 2. The revisions rescind the entire section on Temporary Food Rules, while no new rules have been approved yet. Many feel it would be better to wait to rescind this section until the new temporary rules are passed. 3. Additional clarifications and discussions are needed on what constitutes a repeat violation. Many would like to see these clarifications in the Code rather than in a guidance document to help insure uniformity across the State. HB 5001 proposes to amend the Private Sewage Disposal Licensing Act to allow veterans of the United States Armed Forces who have been discharged under honorable conditions to pay 50% of the licensing and examination fees, as determined by the Department of Public Health, to be issued a private sewage system installation contractor license or a private sewage disposal system pumping contractor license. SB 2182 proposes to amend the Environmental Protection Act, providing that the owner and operator of any landfill that is located above an aquifer designated as a sole source aquifer by the United States Environmental Protection Agency shall, upon request, make available to the requestor copies of manifests of all waste, other than municipal solid waste, received at the landfill in the 2 years before the effective date of this amendatory Act of the 99th General Assembly. The manifests would have to be made available within 30 days of the request, and the owner or operator may post the manifests to a website to satisfy this purpose. The amendment also provides that beginning on the The final Raw Milk Rules were published on February 16, 2016, and were effective on January 29, If you recall, IEHA along with IALEHA, IPHA, IAPHA, and NIPHC joined forces last year voices their objections to JCAR regarding the filing of the rules. JCAR agreed and prohibited the filing of the rules. In early January, JCAR convened a stakeholder meeting and following that meeting IDPH made changes to the proposed rules. Sadly, IEHA was not invited to this meeting. Following these changes, JCAR voted to lift its ban on the filing of the rules. Changes since 1st Notice include: 1. Removing a proposed separate permit system for contractual herd shares (which are now covered under dairy farm permits) 2. Extending the time dairy farmers must keep a log of their raw milk sales from 90 days to 6 months; 3. Changing the somatic cell count threshold from 400,000 to 750,000 cells per milliliter of raw cow's milk and adding a threshold of 1 million cells per milliliter for raw goat's milk; 4. Clarifying information to be included on raw milk container labels or product receipts; adding standards for transportation of raw milk from a dairy farm to a distribution point; and other changes affecting sanitation, storage, and quality control.

Cameron Hendricks: 2015 NEHA Stipend Recipient IEHA NEWS // March 2016 On October 22, 2015, Village Of Oak Park Licensed Environmental Health Practitioner Cameron Hendricks was named the recipient of the 2015 Tom Chojnacki NEHA Stipend Award during the Awards Presentation at the IEHA Annual Educational Conference. Cameron will be attending the 2016 NEHA Annual Educational Conference, San Antonio, Texas. Cameron wrote in his essay that "The NEHA AEC is an amazing training, educational, and networking opportunity that would provide me with valuable skills, knowledge,and expertise to help me become a better Sanitarian and member of IEHA. Personally the NEHA AEC would allow me to advance my environmental health knowledge and enjoy an atmosphere and comradery of colleagues. Often it is therapeutic to discuss environmental health concerns and perspectives with other EH professionals. The NEHA AEC would allow for this outlet of "picking the minds" of other EH professionals, in addition to discussing current EH topics. Professionally, the NEHA AEC would afford me the opportunity to network with professionals from the FDA, USDA, State Health Departments and others allowing me to expand my knowledge beyond Illinois and provide me future opportunities. The knowledge and connections obtained at the NEHA AEC could then be directly applied to my current Sanitarian position at the Village Of Oak Park." Congratulations, Cameron! The stipend, an amount to be determined by the Board, is used to assist with the expenses associated with attending the Conference such as: airfare, lodging, registration fee, and meal allowance. Established to assist with financing a deserving IEHA member's expenses to attend the NEHA AEC. The stipend is named in honor of former DuPage County Health Department, Director of Environmental Services Thomas Chojnacki recipient was Cameron Hendricks. NEWCOMER OF THE YEAR Deadline for submission of a completed nomination is September 1, Established to recognize an environmental health practitioner or sanitarian with 2 years or less experience. Recipient receives a satchel equipped with assorted equipment commonly used in the profession, free registration to the IEHA AEC, and a one year free membership to IEHA recipient was Whitney Young. 11

12 12 ELECTRONIC EDITION By Paul Chase, IEHA Office Manager Spring is right around the corner and things have gotten very busy here at the office. The March issue of the IEHA News is a big one - so big the membership application had to be pushed into the Electronic Edition Extra. Registration for the IEHA Spring Conferences is open, so get your CEUs before the April 30 deadline. Flyers for both the North Chapter AEC and the Central Chapter AEC are included in this issue s Extra. The Illinois Department of Financial and Professional Regulation has changed the Environmental Health Practitioner license renewal procedures. The short story is they are going paperless and you won t be receiving a renewal notice in the mail. Rather, they want you to renew online, although you can download a mail-in applcation if you need to. I renewed my license online last week and it was quick and easy. The only thing I didn t care for was the $2.50 convenience fee they tack on for online credit card transactions. An IDFPR press release and FAQ document are included in the Extra. Schneider, Secretary NEWS For Immediate Release February 23, 2016 Contact: Terry Horstman Phone: State Regulator Announces Paperless Renewals, Licensing for Professionals CHICAGO Secretary Bryan A. Schneider of the Illinois Department of Financial and Professional Regulation (IDFPR) is pleased to announce that paperless licensing and renewals have now been implemented for the professions licensed and regulated by the Divisions of Real Estate and Professional Regulation. The transition away from paper-based renewals and licenses means that regulated professionals will now be able to renew their license quickly and easily online, and be provided proof of licensure through and IDFPR s License Lookup application. The move to paperless technology is part of the Department s ongoing efforts to modernize the state s regulatory agency and will save the state nearly $3 million in postage, paper and printing costs over the next five years. By enacting a paperless renewal process and shifting to an electronic verification of licensure, we increase efficiency, reduce costs, and provide an overall better experience for our licensed professionals, said Bryan A. Schneider, IDFPR Secretary. Whereas paper-based renewals intermittently experienced delays during peak renewal periods, the online license renewal streamlines that process by eliminating the need to, essentially, push paper. Additionally, by providing electronic verification of a license through our website, we are able to provide the most up-to-date information available. Effective immediately, submission of renewals for professionals should be completed online via IDFPR s website ( Once a renewal is successfully processed, licensees will receive an that may be used as proof of licensure. Proof of licensure may also be found via IDFPR s License Lookup. In the near future, licensees will be provided access to a digital, printable copy of their license. In lieu of the paper postcard reminder, IDFPR has also implemented an electronic license reminder notification process for all professions that are not legally required to receive paper notifications. Licensees that had relied upon the renewal postcard PIN notification for renewing

28 their licenses or for employee E-Batch renewal, may access that information via the license renewal webpage located at IDFPR s website. Licensees will be prompted to provide additional information for security authentication. Licensees are strongly encouraged to visit IDFPR s online address change webpage to provide a current address and ensure contact information is up-to-date and accurate. # # #

29 Paperless FAQ Updated Effective immediately, the Illinois Department of Financial and Professional Regulation (IDFPR) will no longer issue paper renewal notices and licenses. Although this is a Department-wide initiative, the Divisions impacted at this time are Professional Regulation and Real Estate. Please see below for further information. 1. Why go paperless? There are many advantages to going paperless: Licensure status can be verified via the Internet anytime, anywhere. There is no loss of the renewal notice and license through theft, misplacement, or destruction. Online licensure information is updated daily versus a hard copy license which is updated every designated licensing cycle. The Department expects to save an estimated $3 million in postage, paper, and printing costs over the next five years. It is good for the environment. 2. Is it true that the Illinois Department of Financial and Professional Regulation will no longer issue the traditional paper license? Yes. The traditional paper license will no longer be produced by IDFPR. In the near future, there will be a process for accessing your license electronically and printing it on your own. 3. How can I renew online without a PIN? A PIN is not needed for an individual licensee to renew online. You may log into the renewal system by using two of the following: license number, social security number, or date of birth. 4. How will I provide evidence that I am licensed? Primary source verification and evidence that you are licensed can be obtained free of charge by visiting our online Licensee Lookup database at: 5. What if my profession s application renewal and contact information update process is still paper only and the Department s website will not allow me to renew or update my contact information online? Most profession renewals and contact information updates are now online only, but there are still a few that the Department is converting from paper based to online. If your profession is in the open renewal period and online renewal is not an option on the Department s website, then you may renew via paper as you have in the past. If submission of contact information updates is not an option for your profession on the Department s website, then you may submit them to the Department via paper as you have done in the past. 1

30 6. What do I do if I submitted an initial application and have not received anything? You must submit an address on your initial application in order to receive an electronic copy of your license. Should you realize you have submitted an initial application without a valid address, you will need to contact the Department to provide this information. 7. My employer is requesting a photocopy of my license, now that paper licenses will no longer be produced, what should I do? Your employer may check the status of your license free of charge by accessing the online License Lookup database at: 8. What do I do if my Practice Act requires that I display my license? If your Practice Act requires that you display your license in your place of business or requires you to carry a pocket license, the Department will not hold you to those requirements until such time as the Department notifies you that the new electronic license system is operational. 9. What kind of information will the online license verification provide? The information below can be retrieved free of charge from the online Licensee Lookup database at Credential Details Contact Information (First and last name, City, State, and Zip Code) License Information (License number, type of license, status of license, current and first effective dates, expiration date, and disciplinary actions) Other licenses Primary Source statement You may print a copy by clicking the Printable View button at the bottom of your License Lookup page. 10. I renewed my license online and checked the online Licensee Lookup database and it still does not show that I renewed, is something wrong? The online Licensee Lookup database at is updated daily. Any changes should appear the day after your renewal application has been processed. If you renew online and then immediately check the status, it will not appear updated until the application is processed typically within one to two business days. This may vary depending on volume, scheduled holidays, or system down time. 11. Will the renewal period remain the same for all licensees? Yes. License renewal periods will remain the same. You will receive reminder notifications when the renewal period opens. If you need to submit or modify your primary address, please do so by going to and click the link at the top of the page that says Change your Address, Address or Telephone Number. Licensees will receive multiple reminder s to renew as the deadline gets closer. 2

31 12. What do I do if someone wants a copy of my license? You may access the Licensee Lookup database at and print a copy of the screen that contains your licensure information. In the near future, there will be a process for accessing your license electronically and printing it on your own. 13. How can I verify someone s license? You will need to access the online Licensee Lookup database to obtain that information. The online Licensee Lookup database website is: What if I am unable to find someone on the license lookup? If your search returns no results, try entering less information in the blanks. Sometimes, a licensee isn't registered under the name you expect ( Robert vs Bob or a first name rather than the middle name they go by). If someone has the last name McDaniel and no results come up, try entering it as Mc Daniel and see if any results come up. When searching for a business, be sure to enter the formal name registered with IDFPR in the "Legal Business Name" blank rather than First or Last Name. When searching by license number, be sure the state dropdown box is empty OR corresponds to the licensee's actual location. Some licensees do have an Illinois license but reside out-of-state. If they live in another state and you have "Illinois" selected, you won't be able to find their license in the search. 15. Since the Department is going paperless, will I still need to keep my contact information updated and notify IDFPR of name changes? Yes, it is important that you keep your contact information updated with IDFPR. If an individual is requested by his or her employer to provide a PIN for E-Batch purposes, the licensee may retrieve the PIN for the employer by going to the individual license renewal page for his or her particular profession located on the Department s webpage at: The individual will need to log into the renewal system by using two of the following: license number, social security number, or date of birth. After logging in, the resulting page will provide the PIN number to the licensee. The licensee may then share the PIN with their employer. 18. How can my employer submit an E-Batch license renewal? Instructions on this process may be found at the Department s website at: E-Batch renewals are only to be used by businesses to renew licenses for their employees. E-Batch renewals are transacted through pre-setup ACH accounts that employers use to renew a group of their employees' licenses. Only professions eligible to renew online may take advantage of this renewal method. 19. How do I obtain a reprint of my license? 33 Preventing Foodborne Illness Outbreaks The Issue Foodborne illnesses cost the U.S. about $78 billion per year. Each year, approximately 1 in 6 Americans gets foodborne illness. Foodborne illnesses result in over 3,000 deaths each year. 68% of outbreaks occur at restaurants. Unlike other organizations fighting foodborne illness, CDC s National Center for Environmental Health (NCEH) prevents outbreaks by understanding environmental factors that contribute to those outbreaks.
