4 4 MESSAGE FROM THE PRESIDENT: Taking over the reigns By Katie Lynn, IEHA President I am excited to be writing to you my first presidential message. I would like to tell you how thrilled I am to lead this organization over the next year and thank you for the opportunity to do so. As I was pondering what I would write about, I realized that many of you probably do not know much about me. I thought I would start with a little bit about my background and how I landed in the field of Environmental Health. I attended Millikin University and obtained my bachelor's degree in Biology with a minor in Chemistry. After graduation, I was looking for a job and saw that the Fulton County Health Department was looking for an Environmental Health Practitioner. I have to admit, when I first saw that title, I really wasn't sure what that meant. So after a little research into what an Environmental Health Practitioner did, I applied for the job. Needless to say eight years later, I am the Environmental Health Director for the Fulton County Health Department. I have been very fortunate to be a part of this profession because I have had the chance to work with some amazing people. I was first involved with IEHA as a member for several years. Then, Wil Hayes approached me at a conference to get more involved and be the Chair for the Strategic Planning Committee. I was in that position for a couple of years and was then elected the Central Chapter Vice President. For those of you who attended the AEC, I reflected back on how I came to this profession while listening to Bob Custard encouraging us to tell our story. I would like to encourage all of you to tell your story to anyone who will listen. In this time of budget issues, not only at the State but the local level as well, it is important to tell our story to our elected leaders and remind them of the importance of this profession and everything that it encompasses. I encourage you at this time to become involved in IEHA not only as a member but also on committees and as board members. In order to keep our organization strong and functioning, we need members to take part and get involved. If you would like to get involved, please contact myself or any of the other board members. We would be happy to get you involved. I look forward to working on behalf of IEHA in order to advance the Environmental Health profession and promote sound environmental health practices throughout the State of Illinois. 6 6 Legislative Update for October 2015 Proposed legislation of interest to the Environmental Health community. By Chris Pozzi, IEHA Legislative Committee Chair While we are in a much slower time of year with regards to legislation and rules there are still a few items to watch. We heard a lot about potential future rule changes at the Annual Education Conference. In summary, keep an eye out for changes to the Retail Food Code to be published in JCAR any day. These rules propose to adopt the 2013 FDA Model Food Code. Once published, there will be a 45 day comment period. Health Departments will have a year after the rules are passed to make necessary changes. There will be some clarifications, corrections and updates made to the Private Sewage Disposal Code. No dates have been provided for these changes. There will be some updates to the Water Well Code in response to recent legislation changes involving Geothermal Wells and input from the licensing board. Legislation SB2178 and HB4311 These bills would appropriate $17,098,500 from the General Revenue Fund to the Department of Public Health for local health protection grants to certified local health Departments for various health protection programs. SB2182 This bill amends the Environmental Protection Act. Provides that the owner and operator of any landfill that is located above an aquifer designated as a sole source aquifer by the United States Environmental Protection Agency shall, upon request, make available to the requestor copies of manifests of all waste, other than municipal solid waste, received at the landfill in the 2 years before the effective date of this amendatory Act of the 99th General Assembly. Provides that these manifests shall be made available within 30 days of the request, and the owner or operator may post the manifests to a website to satisfy this purpose. Provides that beginning on the effective date of this amendatory Act of the 99th General Assembly, the owner and operator of any landfill that is located above an aquifer designated as a sole source aquifer by the United States Environmental Protection Agency shall publish quarterly to a public website manifests of all waste, other than municipal solid waste, received at the landfill. This bill provides that any manifest published to the public website shall remain on the public website for a minimum of 2 years. Provides that the owner and operator shall publish to its website all permit applications, requests or applications for modification permits, and all well sampling data from upgradient and downgradient monitoring wells near any landfill that is located above an aquifer designated as a sole source aquifer by the United States Environmental Protection Agency. SB0734 This bill creates the Genetically Engineered Food Labeling Act. Provides that beginning on the effective date of the Act, any food offered for retail sale in this State is misbranded if it is entirely or partially produced with genetic engineering and that fact is not disclosed in a certain manner. This bill provides that the Act shall not be construed to require either the listing or identification of any ingredient or ingredients that were genetically engineered, nor that the term "genetically engineered" be placed immediately preceding any common name or primary product descriptor of a food. Provides that until the effective date of the Act, any processed food that would be subject to the provision concerning the labeling of genetically engineered foods solely because it includes one or more materials produced by genetic engineering is not misbranded provided that the engineered materials in the aggregate do not account for more than a certain amount of the total weight of the processed food. This bill sets forth provisions concerning applicability and the right of action for violations, damages, and attorneys' fees. This bill provides that the Department of Public Health shall adopt rules necessary to implement the Act. SB0032 Amends the Prevention of Tobacco Use by Minors and Sale and Distribution of Tobacco Products Act. This bill provides that a person under 18 years of age shall not possess an alternative nicotine product.

7 IEHA NEWS // November 2015 Membership Renewal Program for 2016 By Paul Chase, IEHA Office Manager The 2015 IEHA - CES contract had a significant change regarding the timing of the membership renewal program as well as the timing of the fourth newsletter of the year. In the past, the membership renewal program occurred in December and corresponded with the distribution of the December newsletter. Under the new contract, both the newsletter and the membership renewal mailing happen in November. That's why you're receiving your newsletter now. Also, it's now membership renewal time! Active Member, you can save some time and a stamp by renewing your membership online with a credit card at the IEHA web site: Just follow the links for membership. Between now and the end of November you will be receiving the membership renewal forms in the mail. They are going to look very much the same as they have for the past several years. The form will have all the membership information we have on file for each member on the left side. On the right side, there will be space to correct any information that has changed or is otherwise incorrect. If you don't want to wait for the renewal form to arrive in the mail, you can complete the form on page 11 of this newsletter and mail it in with your check. Of course, what's described above applies only to those who wish to mail in their membership dues with a check. If you're an Under the old contract, the membership renewal reminder program happened during the month of March. The new contract requires that to happen by the end of January. Those who have already renewed their membership or became new members for 2016 will receive membership cards in the mail sometime in December. Those who renew or join later will receive membership cards at the end of the month they renew or join. 10 10 This my story and I m sticking to it! By Lenore Killam, Past President As I write my first article as the Past-president, I must say that foremost in my thoughts is the success of the state AEC last month. My favorite part of the conference was becoming better acquainted with Bob Custard, President of the National Environmental Health Association. Bob took the time to engage the students from UIS in a lively conversation about their hopes and dreams for their futures as EH professionals. While ruminating on the conversation, it occurred to me that many of us are losing enthusiasm for our profession because our hopes and dreams have become pale; in some instances as invisible as we feel as a profession. President Custard is encouraging us to "tell our stories", which I find to be salient advice for reigniting your passion. By telling your story, you can reflect on the numbers of illnesses, injuries, and even deaths your efforts have prevented. Of course, the number is incalculable, but does the number really matter? Isn't even one death prevented a worthy legacy? I also very much enjoyed being able to spend time with IEHA members with whom I have become friends over the years. These friendships became strengthened as a result of volunteering to serve on the Board and other volunteer opportunities. These relationships inspire my professionalism and invest my passion for my work. Our common stories and experiences remind me that others share my goals and understand the common frustrations. Their willingness to go the extra mile motivates me to do the same. With that said, there are opportunities to volunteer in both large and small ways within the Board and within each chapter. We find that IEHA is in need of a treasurer. We are also looking for a new newsletter editor now that David Banaszynski has stepped up to serve as President-elect. The South Chapter is holding their annual AEC at Lindenwood University in Belleville December 2-3. We are holding the annual Sewage conference at Elgin Community College December 4th. Later this spring, the Central Chapter will be hosting their annual conference with details shortly forthcoming. Please contact your Chapter Vice-president if you are willing to give a few hours, or perhaps more, to the success of the conferences. And, think about the story you want to tell. IEHA decided to change things up this year and has scheduled two conferences in early December. The first is the South Chapter AEC, which is normally held in August or September. This year, it s going to be on December 2 and 3 at Lindenwood University in Belleville. The second is the Northern Illinois Onsite Wastewater Conference, which is normally held in February. This year it is on December 4 at Elgin Community College. Registration flyers for both of these conferences are included in this edition of the Extra. In addition, there is a NEHA update from Lynn Madison, the NEHA Region 6 Vice President. Thanks again for your ongoing support of IEHA. We are seeking abstracts that cover the latest advancements in environmental health as well as unique responses to environmental health issues. As a speaker you have the opportunity to motivate your peers and inspire real change in the environmental health profession. Deadline to submit is November 4. Affiliate Engagement Recognizing the many shared goals and objectives NEHA affiliates have in common with NEHA, NEHA has created a new committee to strengthen its affiliates. During the next year members of the Affiliate Engagement Committee will be communicating with affiliate officers and taking actions to provide affiliates with the resources and training that they can use to enhance their organization. The NEHA Affiliate Engagement Committee has surveyed affiliate presidents to better understand affiliate training and resource needs, and is using the information to plan NEHA AEC sessions for affiliate offers. Advocacy There has always been a need and expectation that NEHA would serve as a voice for environmental health professionals on policy, regulatory and legislative issues confronting this profession. With the growth of NEHA and the ever-increasing complexity of environmental health issues, the NEHA Board of Directors made a commitment to establish a Government Affairs program. The program provides a single organizational unit to identify and research issues. In close cooperation with NEHA s board, the Government Affairs program serves as the mechanism for NEHA to take positions on policy and legislative issues. Furthermore, it establishes and maintains the critical relationships with federal agencies, other Non- Governmental Organizations (NGOs) and the many coalitions, initiatives and work groups that carry out this important work. Position Papers One of the National Environmental Health Association's responsibilities is to speak up on issues of concern to our members, and one way of doing this involves adopting positions. By publishing these positions, we strive to keep you informed about where we stand as an association on issues critical to environmental health. If you and/or your colleagues have the opportunity to advance any of these positions, we encourage you to do so. Position papers can be accessed using the NEHA website. Advance Your Career with a NEHA Credential Receive the recognition you deserve for your expertise by earning one of the environmental health credentials offered by the National Environmental Health Association. Founded in 1937 by practitioners who wanted to establish a standard of excellence for the profession, that standard has come to be known as the Registered Environmental Health Specialist or Registered Sanitarian (REHS/RS) credential. Since that time, NEHA has developed additional credentials that evidence mastery of specialized knowledge. NEHA is striving to make the credentialing process as convenient as possible. 15 The Registered Environmental Health Specialist/Registered Sanitarian (REHS/RS) Credential is the premiere NEHA credential. It is available to a wide range of environmental health professionals. Individuals holding the REHS/RS credential show competency in environmental health issues, direct and train personnel to respond to routine or emergency environmental health situations, and frequently provide education to their communities on environmental health concerns. The Certified in Comprehensive Food Safety (CCFS) Credential is NEHA s newest credential. The Food Safety Modernization Act (FSMA) has recast the food safety landscape, including the role of the food safety professional. An individual that earns the CCFS credential will demonstrate expertise in how to assure food is safe for consumers throughout the entire food supply chain from farm to fork. The Certified Professional - Food Safety (CP-FS) Credential is for food safety professionals and is designed for individuals within the public and private sectors whose primary responsibility is the protection and safety of food. The exam for this prestigious credential integrates food microbiology, HACCP principles and regulatory requirements into questions that test problem solving skills and knowledge. CP-FS and CCFS Courses and Exams Offered in November As part of the Food Safety Consortium, the Certified Professional Food Safety (CP-FS) credential review course and exam andcertified in Comprehensive Food Safety (CCFS) credential review course will be offered in the Chicago area on November Exams may be taken onsite on November 18 for those who apply for the exam by October 16 or at a later date through Pearson Vue. Advance registration required for both courses. The Healthy Homes Specialist (HHS) Credential signifies the professional direction, achievement and the knowledge to carry out functions and duties of a technical nature in a responsible manner. The HHS exam tests your understanding of the connection between health and housing, enabling you to take a holistic approach to identify and resolve problems that threaten the health and well-being of residents and was developed in partnership with the National Center for Healthy Housing (NCHH). The Certified Installers of Onsite Wastewater Treatment Systems (CIOWTS) Credential was developed through a cooperative agreement with the U.S. Environmental Protection Agency (USEPA), and various partner groups to develop a national credential to certify installers of onsite wastewater treatment systems. The credential covers all forms of installation and will be offered at both a basic and advanced levels. The Certified Environmental Health Technician (CEHT) Credential is for individuals who are interested in field intensive environmental health activities such as testing, sampling, and inspections and who are required to provide information on safe environmental health practices to eliminate environmental health hazards. Individuals holding the CEHT provide technical support and assistance to a variety of professionals (environmental health specialists, health officers, sanitary engineers, etc.) and often coordinate sanitation and environmental health activities with state and local public health units. Join NEHA and be part of an organization that fosters cooperation and understanding among environmental health professionals. Receive 10 issues of the Journal of Environmental Health (JEH) and find out why subscribers from some 53 countries around the world go to the Journal to stay current on the latest technological, legal, and research-based advancements in environmental health. Be proficient in the current and emerging issues with NEHA credentials, which signify a level of expertise and competency based on education and experience that is nationally recognized. Dendra is a past member of the Water Federation and its Michigan affiliate MWEA. Dendra's specialties include communication on the interrelationship of water, energy and the environment. 3. TOM COPENHAVER - Lake County Health Department Tom began his career in the onsite wastewater industry in 1982 in Portage County Wisconsin (Stevens Point), first as a Environmental Health Sanitarian and Soil Tester for Portage County, and then with a small consulting/design business. He began working for the Lake County Illinois Health Department in August 1990 in the Individual Sewage Disposal (ISD) System Program as a registered sanitarian and then as a soil scientist. In 2004, he became a regional office supervisor and in June 2005, Tom was promoted to the ISD Program Coordinator. Currently, Tom s title is Environmental Health Program Coordinator and he oversees the onsite wastewater treatment system and water well programs. He works in the Lake County Central Permit Facility in Libertyville, Illinois. 4. BILL KREZNOR William Kreznor & Associates Bill has been a Certified Professional Soil Classifier since He has been a Licensed Professional Soil Scientist since William Kreznor & Associates serves Northern Illinois and Southern Wisconsin. 5. MARK ACKERMAN- US EPA Mark is an Environmental Engineer wih the US EPA. Prior to joining the EPA he spent 3 years with Sargent & Lundy. During his time at the EPA Mark started out in the air enforcement program and then transferred to the NPDES program where he has worked since 2011.
