2 2. Review and approval of minutes from October 25, 2011 Healthcare Sector Meeting (Ann Brantley) 3. Old Business (Subcommittee Co chair or designee) Discussion Items: A. Subcommittee Updates Faith Based/Community and Other Volunteers Sector Charlie Crawford, ESAR VHP/MRC Coordinator, ADPH CEP The 2012 ADPH Volunteer Symposium will be held Tuesday June 12, 2012 at the Montgomery Renaissance Hotel in Montgomery Alabama. The theme for the conference is: Recovery, Resiliency, and Hope after Disaster. The registration site is being built and once it has gone live, the link to the site will be sent out. As with the past symposiums, the event will be videotaped by the ADPH Training Network personnel The MRC Region IV and VI Joint Conference will be held on January 30 February 1 in New Orleans Louisiana. This conference will bring together MRC unit members from both Regions as well as MRC personnel from the regional and national MRC offices. Work related to the ADPH volunteer database includes continued efforts to integrate the system with the healthcare licensing boards within the state. Also, an MRC badge template is being developed that will enable MRC units to print badges for their members. B.Healthcare Coordination/Operational Planning/Pharmacy Issues Ann Brantley, HVA Nurse Coordinator, ADPH CEP and John Hooper, CRI/Exercise Coordinator ADPH/CEP for DeeAnn White, SNS Coordinator, ADPH/CEP (Closed POD Updates) The data from the submission of the October 2011 County and Area ESF 8 All Hazard assessments is being processed. From the data analysis an Improvement Plan will be written and provided to the PH Areas. The purpose and intent of this assessment: In every Alabama County the ADPH Emergency Preparedness Teams plan and prepare for Emergency Support Function 8 (medical response). The goal of the County and Area ESF 8 All Hazard assessments is to assist ADPH and our partner healthcare organizations to continue these efforts. Planning for disasters needs to involve the entire
3 community and it starts with forming relationships within the community. For ex., if you are here today representing a HC organization or any entity within a community and don t know your Emergency Preparedness team, call your county Health Department to determine who you can contact to discuss emergency planning and response for your organization. ADPH has completed the Hospital Mass Casualty Assessments. The response has been positive with 99 out of 107 general acute care, rehabilitation, and VA hospitals responding; a 93% overall response! Training and Exercise Planning Ann Brantley, HVA Nurse Coordinator ADPH/CEP for Alice Floyd, Nurse Manager, ADPH. UAB South Central Preparedness and Emergency Response Learning Center and ADPH are partnering to conduct 3 Initial Medical Management of Radiation Injuries Courses. The course will address key topics on the evaluation and management of radiation and nuclear related injuries. The course focus is on first receivers (physicians and nurses) and emergency medical services personnel. The pilot course is March 23, 2012 in Montgomery and is an all day course. There is no cost to attend any of the courses but pre registration is required. Feel free to forward this information to those you think would be interested in attending. The link for on line registration for the Montgomery course is below. The second of three Initial Medical Management of Radiation Injuries courses is scheduled for Tuesday, June 5, 2012, at the Houston County Health Department located at 1781 E. Cottonwood Road, Dothan, AL The link for on line registration to the Dothan course is below The third Initial Medical Management of Radiation Injuries is scheduled for May 4, 2012 at Northwest Shoals Community College in Muscle Shoals, Alabama. The registration link will be available soon. The Alabama Department of Public Health (ADPH) Center for Emergency Preparedness (CEP) is partnering with the University of Alabama at Birmingham (UAB) Childrenʹs
4 Health System, Regional Poison Control Center to provide up to 4 one day Advanced Hazmat Life Support (AHLS) Toxic Terrorism Course. The target audience includes emergency medical services providers, emergency department nurses, physicians, respiratory therapists, pharmacists, and public health personnel. Funding for this course has been provided by a grant from the Assistant Secretary of Preparedness and Response (ASPR). There is no cost to attend the course but pre registration is required. To register go to: John Hooper, CRI and HSEEP Coordinator, ADPH CEP. (Recent and upcoming Drills/Exercise Update) Southern Linc Call down Drills to Hospitals still occur every Wednesday. The next one scheduled to count as an exercise is April 18, 2012 at 1:30 PM. There has been about a 50% participation rate this year. Drug Information Drill Occurred in Mid December. Phone lines were quickly overwhelmed; however the calls that did get through were handled appropriately. The AAR and Corrective Action Planning is ongoing CRI Dispensing Throughput Scheduled for June 7, 2012 at Mortimer Jordan High School near Kimberly, Alabama. The goal is to determine the throughput rate of POD s. Exercise requires 500 volunteers to go through the POD; individuals needed. The start time has not been determined. Patient Tracking Tabletops Two Patient Tracking Tabletops are scheduled one in the Birmingham area and one in South Alabama. The exercises will be held in mid May with details to be finalized soon. Healthcare Facilities will be welcome to attend. Mass Fatality Exercise will be held May 1, 2012 in Lee County. East Alabama Medical Center will participate. The scenario will be a bus crash with passengers of diverse ages.
5 4. New Business (Ann Brantley) Discussion Items: A. David Wallace National Center for Disaster Medical Response (NCDMR), USA CSHI/Center for Strategic Health Innovation Updates on status of the AAR summary of April 2011 tornadoes and unannounced AIMS testing for Healthcare Facilities The summary of the April Tornadoes 2011 AAR meetings is complete and a review committee that will include some actual participants in the AAR meetings is being developed. The summary will then be presented to all who participated in the AARʹs for their review, and from there will be provided to the participating hospital CEOʹs. The AAR will also be presented as part of the ARRTC Administrative Training Feb and April The Administrative Training session is open ONLY to CEO s, COO s, and other administrative level staff from hospitals, nursing homes and community health centers. These classes are filling quickly. Basic ARRTC training classes are also filling quickly; each session can hold participants maximum. For more information go to AIMS Testing: An initial unannounced AIMS test (for hospitals only) was conducted on December 21st with 71 hospitals logging in. There will be additional unannounced testing throughout the current grant cycle which ends June 30, The unannounced tests will include hospitals, community health centers, nursing homes and possibly Emergency Medical Services (EMS). The Patient Tracking Module was successfully utilized in an exercise in the Virgin Islands. 5. New Business, not identified on the agenda (Ann Brantley) Teresa Porter, Emergency Preparedness Coordinator, Area 9 Review Healthcare Sector Members to determine adequate and appropriate representation from various sectors within each Public Health Area. Ann and Teresa will review general direction of Healthcare Committee and sub committees and determine next area of focus.
