1 The Washington Gladden Social Justice Park is a gateway to a downtown arts district that includes the Columbus Museum of Art and the Columbus College of Art and Design. Public art abounds outside as well as inside these leading institutions of the visual arts. The park recognizes the opportunity to include public art projects and exhibits as part of its development. Initial art projects include a Pathway of Justice and a temporary mural depicting the early history of social justice leaders in Columbus. For public art projects to be completed in 2019, two major art solicitations are being initiated at this time. One solicitation is for a Premier Sculpture to be placed at the entrance of the park. The second solicitation is for a permanent facing for the Primary Installation Screen that serves as the backdrop for the park. ORGANIZATION: The First Congregational Church UCC, (FCC) ELEMENT: Primary Installation Screen DESCRIPTION: The FCC invites professional artists or artist teams to submit qualifications to design, fabricate, and install a signature, permanent piece of public art in The Washington Gladden Social Justice Park located in downtown Columbus, Ohio. The piece is to commemorate and illuminate the importance of Social Justice and, in part, the legacy of Washington Gladden. Eight years ago the FCC acquired the land on the corner of Broad Street and Cleveland Avenue. The goal was to transform part of the existing surface parking lot into the first social justice park, in the country. The park will be named after Washington Gladden, a leading American Congregational pastor and leader in the Social Gospel Movement who was the Pastor at the FCC for more than 35 years. The Social Justice Park will attract interest from visitors to Columbus as well as from local residents, students and downtown workers. The park is to be an oasis of hope where past achievements for Social Justice are recognized and current struggles are revealed.
2 Full proposals are not required at this time; please submit only those materials described in the submission requirements section. CONTENT: The theme for the creative element for the Washington Gladden Social Justice Park is the right idea at the right place at the right time. It is a place where the community intentionally can come and journey together through art, education and constructive dialogue to explore ways to bring justice to situations that can t be ignored if we aspire to be a healthy and caring community. For more information regarding the park, go to: For quick reference to the art solicitation materials, go to: WHO MAY APPLY: This request for qualifications is open to all professional artists or designers (or artist teams) age 18 or older who are eligible to work in the United States. FCC Artist Selection Committee members and their family members are not eligible to apply. Artists must be in good standing with regard to taxes and must have appropriate auto and business insurance. This call will be released nationally. Candidates are eligible regardless of race, color, religion, national origin, gender identification, military status, sexual orientation, marital status, or physical ability. A jury panel comprised of local professionals and art curators includes: Nanette Maciejunes, Director of the Columbus Museum of Art; Dr. Melanie Corn, President of Columbus College Art and Design; Barbara Nicholson, Ph.D., Member of the Columbus Art Commission; Allen Baker, Principal of Baker Designs Ltd., and Mary Anne Orcutt, Ph.D., Community Representative. The selection panel is composed of the Governing Board of the Washington Gladden Social Justice Park and the art project benefactor or sponsor, if applicable. RFQ SUBMISSION PROCESS Statement of Interest: In 300 words or less, describe your interest in the commission and your qualifications for undertaking such a project. Be sure to address the selection criteria below. If you are applying as an artist team, your statement of interest should reflect the work and approach of the team. Artist Rendering: Submit a speculative design of your concept that addresses the project, scope and criteria of the element(s) being created. Resume: In two pages or less, outline your professional accomplishments as an artist and any community engagement experience. Be sure to include any relevant public or private commissioning experience. If you are applying as an artist team,
3 combine your information into a two-page document that summarizes the team members qualifications. For example, a four-member team may choose to include a half-page bio for each team member. Media: No more than 12 images of completed work, including examples of work similar to the scope of this project: Images should be from dpi. If you have video of your work that is relevant to this project (i.e. a kinetic sculpture or sound element), submit a PDF with a link to the video. Each video PDF link will count as one of your 12 images. Each video may be no longer than 3 minutes. If you are applying as an artist team, designate one artist to be the team leader to submit your information, along with team member(s) images and resume/bio(s). Submissions from artist teams should reflect samples from each artist on the team, and not exceed the overall submission limit of 12 images. References: A list of at least three professional references who have a solid knowledge of your work and working methods, including addresses, and telephone. Optional: Up to three selections of support materials such as reviews, news articles, and other related information. On-Line Application Process: Please submit your completed application via a Dropbox/We Transfer/Share file/google Drive type service and send a link to Jim@ReeseBrothersProductions.com. We will verify receipt of your submission via an notification. TECHNICAL SPECIFICATIONS: The length of the screen is 96 from its left side to a step area on its right side. Its height varies from 5 to nearly 12 and is tapered on both ends. Please see the attached screen dimension sheet. The screen averages 8 in height. The incorporation of a water feature is desired as part of the proposed design. Note: a water reservoir exists behind the screen for use by a possible water feature. The material needs to withstand the Ohio weather, and have low maintenance costs.
4 Artwork must be able to be attached over/on existing concrete walls for support. Note: the concrete wall is capable of supporting the weight of heavy materials if desired. BUDGET: The budget for the national commissioned artwork is $250, and is inclusive of all costs associated with the project, including but not limited to: artist expenses, administration, sub-consultants, travel/lodging, artwork fabrication (including materials, details and specifications), storage, transportation and installation, related permits, licenses, taxes and insurance. Any expenses that exceed the contracted amount will be the artist s responsibility. The artist will be responsible for submitting an artwork maintenance manual upon completion. Artist/artist teams should indicate in their qualifications, whether if selected as a finalist, they intend to submit a proposal utilizing all or a portion of the total art budget. Applicants must indicate in their submission the amount of the art budget they anticipate using if selected as a finalist and verify that they have successfully completed a commissioned work of at least 10% of the art budget proposed. If an artist team is applying, one single artist on the team must individually meet the 10% threshold as discussed above. A project proposal fee of $2,000 will be provided to each of the 3 finalists to further develop their proposals. The stipend for travel will be calculated based on artist location. Finalist Selection Criteria Finalists will be selected by demonstrating the following, with each criterion weighted as indicated: 1. Artistic Excellence (60%): The aesthetic significance and quality of the artwork, including the artworks transformative and distinctive qualities. Does the artist s past work show a consistent exploration of ideas and concepts that are engaging and evolving? Does the artist have a distinctive vision? Is the artist a professional working artist with an exhibition record, and/or work that has been reviewed, critiqued and acknowledged by the visual art community?
5 2. Collaboration and Communication (20%): Experience and ability to work and collaborate with design professionals, engineers, community leaders, and artists. Ability to communicate effectively. 3. Project Management (20%): Experience and ability to research client need and propose an appropriate design; Ability to attend either in person, or via electronic means. Does the artist have the experience within and can the artist manage the established budget? Can the artist provide a 10-year maintenance plan for the work(s)? PROPOSED TIMELINE FOR IMPLEMENTATION: September 29, 2018: Artist Call/RFQ Released October 30, 2018: Artist Call/RFQ Closed November 2018: Jury Panel recommends finalists for Selection Committee s consideration; Selection Committee selects finalists. Interim contracts awarded to finalists for completion of design proposals. December 2018: Finalists come to a one-day briefing session to present design proposal. Artist contract awarded. 9 Artwork must weigh no more than 2000 pounds. If necessary, a crane will be provided to position the sculpture.
