1 TECHNICAL ADVISORY EXTENSION SERVICES The State University Extension and Services department provides researchbased knowledge and education that strengthens local economies, sustains natural resources, and promotes healthy communities, families, and individuals in the community and beyond. To realize this, the department continuously makes efforts to disseminate updated and suitable technologies, monitor and evaluate projects regularly, produce and reproduce printed materials of various technologies in several types for dissemination and possible adoption. Through several extension services, people are empowered with appropriate knowledge, attitudes and skills. The ETS department of the University continuously disseminates technology to different recipients, undertakes techno-gabay activities, and conducts livelihood trainings and capability building activities. TECHNOLOGY DISSEMINATION ACTIVITIES. The ETS department continues to disseminate necessary technology to clientele. 4 Pictorials of massage therapy training at Ponggo,Nagtipunan, The BSA students were trained to perform the palpation procedures in order to detect animals which are in estrus cycle and ready for artificial insemination. s on were conducted at San Ramos Nagtipunan & Cajel, Diffun in response to request of DAR asking for the technical know-how and expertise of the institution on the said technology. Series of trainings regarding Spawn was conducted at Cofcaville, Maddela. The training was facilitated by the expert of the university, Prof. Edwin T. Lasdacan. 19

Hernando 50 DAR-AES Team Capacity building is an empowerment which encompasses the ability, will, skills to initiate, plan, manage, undertake, organize, monitor, supervise and evaluate project activities. It is a conceptual approach to development that focuses on understanding the obstacles that inhibit people, governments, international organizations and non-governmental organizations from realizing their developmental goals while enhancing the abilities that will allow them to achieve measurable and sustainable results. Hence, the conduct of the training is important and necessary to enhance the skills on benchmarking, impact assessment and process documentation in extension activities (Excerpts from Dr. E.Garingan). 7 RESOURCE GENERATION. The University has forged a MOA with DOST through the ETS department. QSU will serve as a consultancy firm for soybean and sesame production for and Nueva Vizcaya. DOST will be giving seeds and will be handling marketing. Table 20.
