2 Implementation Status and Key Decisions Project implementation has improved since the last mission in March The PDO is relevant and is likely to be achieved. Component 1: Scaling up, across Kenya, of the Early Grade Mathematics(EGM) methodology piloted under the Primary Math and Reading Initiative(PRIMR) supported by USAID and DFID. Since the last mission in March 2017, MoE has procured, for the 2018 cohort, an additional 2,811,000 EGM pupils textbooks and 80,000 teachers guides for grades 1 and 2. Distribution of these books is ongoing. This brings to a total of 7, 617,068 EGM textbooks procured since 2016, against a target of 7,020,000. The books include adapted EGM textbooks for leaners with special needs such as low vision and braille. A EGM mid-line assessment is planned for November, About 83,329 teachers were trained on EGM methodologies in April/May About 5,992 lesson observations were undertaken in Term 2, The EGM project team is continuing to engage in the ongoing National competency based curriculum reform to consolidate gains under the project, and ensure sustainability of interventions under this component. Component 2: Strengthening school management and accountability. This component supports a pilot to improve school performance through strengthened school management and accountability for results in the delivery of primary education. The first tranche of the school improvement grant, US$3,000, has been disbursed to 3,632 (90.8%) of the 4,000 target schools. These schools prepared school improvement plans (SIPs). About 1,280 target schools are reported to have implemented top two priorities of the SIPs and completed utilization of the first tranche. About 28,114 (94 percent) of teachers in the 4000 target schools were appraised during Term 2, 2017(using the Teacher Performance Appraisal and Development (TPAD) tool). The Teachers Service Commission(TSC) is developing a strengthened TPAD system under the project with the capacity to auto-generate TPAD reports on demand. Relevant fiduciary manuals were developed and distributed (5,500 manuals). Based on these manuals, fiduciary training was conducted for 3,997 Head teachers from the SIP target schools. The number of SIP target schools categorized as red based on school based audit, has reduced from 1,811 to about 7. The Directorate of school audit has supported the red category schools to put in place critical fiduciary requirements for management and reporting under the Government s students capitation grants. Component 3: Strengthening capacity for evidence-based policy development at national level. This component aims at strengthening capacity of the education sector for evidence based policy development. Implementation progress under this component is delayed, particularly in regard to conducting of relevant studies, development of the national quality assurance framework and formulation of the subsequent NESP. MoE/PCU is developing a specific action plan for this component. MoE is continuing with its initiative to revamp the current education management information system (EMIS). Phase 1 of the EMIS revamping, which includes system development and testing, is completed as per MoE reports. Component 4: Project coordination, communication monitoring & evaluation. This component will cover project management functions including coordination, supervision, communication and result monitoring and evaluation. Project coordination and management is satisfactory. The Director, projects coordination and delivery has continued to provide project oversight to the PCU and contributed to improved project reporting and accountability. MoE has continued to convene the project steering committee (PSC) and has also implemented the three key actions agreed upon at the last mission in March 2017-procurement of EGM textbooks for the 2018 cohort; disbursement of the first tranche of the school improvement grants; and progress towards revamping of the EMIS system. The Ministry prepared a project newsletter and publicly disclosed project funds disbursed to Counties and schools in the last quarter.
