Build better, stronger, smarter don t simply pyrestore to pre disaster condition; Avoid the 3 R s Repair, Reconstruct & Rehabilitate; Different from preparedness e.g. sandbagging (temporary/response) vs. floodwall (long term); Does the solution (proposed project) address the source of problem (too much water too fast) and not just a symptom (erosion)?
