3 Response, Recovery, Mitigation Response experience ranged from small to large-scale disasters Recovery included Katrina, Rita and Gustav Mitigation is the part of the disaster cycle that brings change 3 3
4 Emergency Management Cycle Mitigation refers to any step taken to reduce, eliminate or avoid damage from a hazard Preparedness refers to activities to improve the ability to respond quickly to an event Response refers to activities during or immediately following an event to meet the urgent needs of people requiring assistance Recovery refers to steps taken after urgent needs have been met 4 4
5 Hazard Mitigation Grant Program The Robert T. Stafford Disaster Relief and Emergency Assistance Act provides hazard mitigation assistance through the Hazard Mitigation Grant Program (HMGP). In 2000, the Stafford Act was amended [Disaster Mitigation Act of 2000] to require communities to have a hazard mitigation plan as a condition to receive funds (by 11/04). In 2002, FEMA provided funds to help communities prepare a hazard mitigation plan. Up to 7% of Hazard Mitigation Grant Program (HMGP) funds are available to develop a hazard mitigation plan. Upon completion of the plan, communities are eligible for hazard mitigation grant funding opportunities that apply mitigation strategies. 5 5
