3 Welcome and apologies Confirmation and Correction of Previous Minutes, Meeting date: 6 th June, Feedback from Host Cities and Eskom representatives Minutes The chairman (CCB) welcomed everyone. Apologies were noted. Attendees introduced themselves. Minutes were reviewed. No corrections were required. Minutes accepted and confirmed. See action items on outstanding issues. Each of the Host City and Eskom representatives (Distribution and Transmission) present provided feedback on progress and risks relating to electrical infrastructure projects for 2010: NMBM (Port Elizabeth): Laying cables and building/refurbishing gas turbine station with 40 MW capacity. Switchgear will be procured and internal designs are 95% completed. No specific 2010 projects City of Cape Town: Internally funding CBD infrastructure and stadium supply projects. 132kV cable contract placed. Back up generators removed from stadium design. Dx 132kV cable strengthening projects are at design stage. Target date for the commissioning is May ethekwini (Durban): See presentation by JK for details (circulated with these ). Contingency funding being investigated in case DME funding is not forthcoming. No Dx projects. Tx projects on track. Centlec (Bloemfontein): Consultants approved for stadium upgrades and strengthening. Mobile Generators to be used for strengthening the stadium supply Contractor appointed for cable laying but unable to commence due to lack of funds. No issues picked up. 3
4 City Power (Ellis Park and FNB): See Xolani s presentation for details Funding is an issue. Tx projects on track but EIAs may be a bottleneck. Dx projects are on track. Tshwane (Pretoria): No Tshwane representative. No Dx projects (supplied directly by Tx). Tx projects on track. Mbombela (Nelspruit): Work proceeding at the Nelspruit Stadium; completion date is March, Consultants have been appointed for electrical works and roads. Confident that project deadlines will be met. Funds needed for training stadium lighting Dx: Lots of projects to be fast tracked to meet demand. Dx to integrate network into the new MTS to firm the network. New MTS will be commissioned at Malelane and two transformers in Marang will be upgraded for commissioning by Mid The back bone feeding the Lowveld will be strengthened with an additional 400kV line; to be commissioned by DME feedback on funding Polokwane: See presentation for details (circulated with these ). Costs have increased significantly. Indicative funding of R38 million over next here financial years will not meet revised project costs CA provided feedback on DME progress regarding funding of 2010 electrical projects: The DME had a meeting with the National Treasury in the 1 st week in September A follow up meeting is to be held on 24 September It is expected that Treasury will decide on changes to the electrical infrastructural funding allocations in November The forum expressed their extreme concern regarding confirmation of funding. If funding is not confirmed by November 2007 project lead times will not be met. 4
5 Eskom 2010 Strategy Eskom Gx and Tx risk mitigation AMEU 2010 papers Fan Parks Close It appears that electrification bulk infrastructure funding and 2010 funding is being combined by the DME. The forum is of the opinion that 2010 funding needs to be considered as a completely separate issue. The differences between municipal and DME financial years, and the lack of clear reporting on 2010 spending has created an impression within the DME that Host Cities are not spending funds allocated for 2010 electrical projects. SB (Eskom s 2010 Project manager) gave a broad overview of Eskom s strategy to address 2010 related issues. See presentation (circulated with these ) for details. Held over to next meeting. Two 2010 related papers have been submitted for presentation at the AMEU Convention in October CCB highlighted the paper contents. The papers have been submitted to the Convention organisers, but forum feedback can be incorporated into the Convention presentations. The load requirement for fan parks was discussed. The two types of fan parks were discussed; FIFA accredited fans parks versus public viewing fan parks. Meeting ended at 14:45hrs. 5

DH to investigate possibilities, tests with possible suppliers, and pass via Eskom governance for formal approval / support. DH to focus on MV cables, power transformers and MV and HV switch gear. Operation Thekgo focuses on Eskom Tx and Dx supply risks. Integration between Eskom and Munics with the Eskom Reliability Committees is to be investigated DME to clearly distinguish between 2010 projects and special projects for infrastructural development.
