1 SOUTH AFRICAN NATIONAL ACCREDITATION SYSTEM SPECIALIST TECHNICAL COMMITTEE MEETING: MAJOR HAZARDOUS INSTALLATION Minutes of the Meeting held at the NLA Building, Corner of Gen. van Ryneveld Street and De Havilland Crescent, Persequor Park, Lynnwood, Pretoria on Wednesday, 06 July at 09:00. STC Members STC members are formally appointed and need to complete forms F 18 Application for the Approval of Personnel and F 20 - Areas of Expertise on an annual/2-yearly basis will forward the forms to Committee members 4. FINALISATION OF AGENDA Agenda finalized with the following items added to the agenda. 7.1 Renewal of MHI Approval Certificates FM Chairperson 5. APPROVAL OF MINUTES FROM THE PREVIOUS MEETING 30 April 2010 The minutes were accepted as a true reflection of the meeting with no corrections and signed by the Chair. 6. MATTERS ARISING FROM PREVIOUS MEETING 6.1 (6.1) MHI Regulations - DRAFT Amendment DoL gave general feedback on the work done and status of the MHI Review Committee (MHI-RC) at DoL. The draft regulation is planned to be publish for comment during and legislated in late The MHI-RC plan to keep industry informed of the changes between the old and the new regulations The MHI-RC is also in the process of establishing the Technical Committee (TC) at SABS to develop a standard for emergency plan. The requirements of elements of MHI emergency plan were discussed and the committee tasked Debbie Mitchell (ISHECON) to review the emergency plan on COMAH and develop a checklist for emergency plan. A draft checklist to be circulated to all the members for their input. This will then be issued as guide to the AIA s to ensure consistency in MHI reports The STC also discussed the concerns raised with regards to the MHI reports that are issued by accredited AIA s which are not the same. It was reported that the AIA forum is working on the report format. The STC highlighted that the scoping needs to include on reports including limitation per MHI done. DM/ On-going On-going The STC also tasked Mr Oberholzer (RISCOM) to draft section Page 2 of 5

3 required to the MHI report related to town planning. This will assist all local governments in their tasks to assess MHI s and do town planning accordingly. MO/ Mr McFadden (Core-Risk) was tasked to simplify BEVI failure data and HSE failure data and forward a generic failure data proposal to all to members for discussion. AJ de Wet was tasked to draft a letter to DoL asking for clarification of the MHI as an installation or whole site. GMF/ AJ 6.2 (6.2) R 54 Qualifications will inform all the AIA s of the draft legislation pending before government which addresses the qualification requirement of risk assessors. A link will be sent to all for their own perusal. FM 6.3 (6.3) ISO/IEC Review The Draft International Standard (DIS) ISO/IEC DIS 17020: General criteria for the operation of various types of bodies performing inspection was out for comments for 5-months period. A 3-day Work Group WG) meeting to review comments and prepare FDIS is scheduled for 19-21July at ISO CASCO Geneva and it is envisaged that WG 31 will be able to agree on the FDIS 17020: 201X. The FDIS (Final Draft International Standard) is scheduled to be issued for a 2-months comments period by September and the IS (International Standard) is to be published January Once published a phase-in period will be announced, normally 2- years, by ILAC. It was noted that the during the 14 th ILAC General Assembly Shanghai, China, 29 October 2010 that Inspection is now a sole ILAC activity. ILAC Resolution GA The General Assembly notes and accepts the decision of the IAF General Assembly in Shanghai in October 2010, that the responsibility for the scope of inspection be transferred from a joint IAF/ILAC activity to ILAC alone. 6.4 (6.4) MHI Standard Scoping The issue of MHI Scope of Accreditation were discussed, currently the scope list the following main fields of inspection as: 1) Explosive chemicals Page 3 of 5

4 2) Gases: i) Flammable Gases ii) Non-flammable, non toxic gases (asphyxiants) iii) Toxic gases 3) Flammable liquids 4) Flammable solids, substances liable to spontaneous combustion, substances that,on contact with water release flammable gases 5) Oxidizing substances and organic peroxides 6) Toxic liquids and solids Scoping discussed in general; the inclusion of explosive chemicals in the items 2 to 6 was discussed and a decision of inclusion was deferred until the MHI-RC has finalised their work. If an MHI AIA is not accredited for the full scope items 1 to 6, they must indicate that the MHI report is limited to their specific scope. Exclusion must be listed at the beginning of an MHI report and where other risk assessors are required it must be indicated on the report. The above standard scope will be included on the R54. Debbie Mitchell (ISHECON) will class the various categories according to hazardous groups as per SANS to include this onto the scope certificate of all AIA s and the website. DM 6.5 (6.5) Approval of MHI Technical Signatories The accreditation of MHI facilities with no local technical signatories but residing outside of South Africa was raised as a concern. The issue regarding the presence of Technical Signatories at assessment visits was discussed at Executive level and it was recommended that as a matter of principle these individuals need to be present at every assessment. to include the above requirement with the review of R 54 and communicate to all AIA s 6.6 (6.6) MHI Risk Assessments on Mines The AIAs reported that they are approached by mines for MHI assessments. After some discussion, it was pointed out that mines are governed by Mines Safety Act. DoL highlighted that Regulation 692 is part of the OHS Act and as Page 4 of 5

5 such not currently applicable to the Mines Safety Act. MHI AIAs who wish to do MHI-work for the mines must approach the Department of Mineral Resources (DMR) for clarity. 7. TECHNICAL ITEMS 7.1 Renewal of MHI Approval Certificates MHI AIAs are reminded that to submit their DoL Approval Certificates together with their Certificate and Schedule of Accreditation to DoL who will re-issue Approval Certificates with expiry dates. The DoL expiry dates will be linked to the accreditation cycle. DoL 8. GENERAL 8.1 MHI Stats The committee requested to provide information on the number of MHIs accredited. Once accredited the information is in the public domain and can be accessed on the webs site New Application 9.
