This summer we completely renovated the Tatitlek Community Dock, installed new metal roofing on the Mutual Help homes in Chenega Bay, constructed a new home in Port Graham under the BIA HIP program, renovated half of the units in our Seward Bear Mountain apartment complex, and are installing second doors in the original Mutual Help homes in Tatitlek as well as various other projects around the region. With winter coming there is still a lot of activity that will take place around the region, a project to construct a new HIP Replacement Home recently completed in Port Graham clinic for the community of Nanwalek is just underway, work under the new Lyman Weatherization Program funded by the State of Alaska will continue throughout the year, and grants have been submitted for a substance abuse treatment center in Port Graham and to fully renovate the Chenega Small Boat Harbor. I am looking forward to another busy year and looking forward to traveling to each community over the winter to discuss our current programs and projects and receive input on ways that we can further refine our programs to better meet the needs of each community. Tatitlek Dock Renovation Youth Workers Maintenance Tips for Winter Port Graham HIP Replacement Homes NPRHA has completed one BIA Housing Improvement Program home in Port Graham and is making very good progress on the second home, the electrical and plumbing rough in are being completed and interior finish work will begin in the next few weeks. These homes are approximately 800 square feet and were funding with a combination of BIA HIP funds provided by Chugachmiut and NAHASDA block grant funding provided by NPRHA. With the exception of the electrical and plumbing work all work has been completed force account with local crews.

2 PAGE 2 Nanwalek Clinic Replacement North Pacific Rim Housing Authority has awarded the contract to Sunland Development for construction of a new clinic in the community of Nanwalek. Work will begin on the approximately $2 Million project at the end of September and will be completed in the spring of The facility will be two stories, each one approximately 2700 square feet, with the first story including a large garage bay and space for their VPSO program. The second story will be dedicated to clinical services and due to the sloping site there will be vehicle access and parking for each story of the facility. This project was funded by a combination of HUD Indian Community Development Block Grant Funding, Chugachmiut matching funding, and Denali Commission Health Facility Funding. This facility will replace their current 1600 square foot clinic which will be converted to office and program space for social and behavioral health programs operated by Nanwalek IRA Council and Chugachmiut. Elevation of the new clinic being constructed in Nanwalek in the fall/winter of NPRHA Modernization Chenega Roofing Project NPRHA has completed projects this year under our Modernization program to replace metal roofing on the Mutual Help homes in Chenega Bay, renovate half of the apartments at our Bear Mountain complex in Seward, electrical upgrades at several of our facilities, and many other work items in communities around the region. The major projects planned for the rest of this year and next are completing installing second doors in the original Mutual Help homes in Tatitlek, completion of the remodel of the rest of the apartments in Bear Mountain, modifications to the Nan- walek fuel system to accept credit and debit payment at the pump and dispense heating oil unattended, and landscaping projects around the region. 3 VOLUME 1, ISSUE 1 PAGE 3 Lyman Weatherization Program NPRHA will be participating in the new Lyman Weatherization program funded by the State of Alaska, this exciting new program will provide energy assessments and grants of up to $30,000 in energy efficiency improvements to homes throughout the region. NPRHA will be beginning work in Nanwalek, Port Graham, and Tatitlek this year and expanding to all communities in the region in following years. Priority will be given to the elderly, families with young children, disabled community members and very low income households. This program is expected to weatherize all eligible homes in the 4 villages and all of our Mutual Help homes over the next 5 years giving homeowners significant relief from high energy costs. NPRHA will be the Weatherization program contractor for all of the homes in Chenega, Nanwalek, Port Graham and Tatitlek and the contractor for all of the Mutual Help homes in Seward, Valdez, and Cordova. The contractor for private homes in those communities is Alaska Community Development Corporation. This program is much different from our past weatherization program, a full assessment and energy rating will be completed on each home and work prioritized based on the highest cost benefit upgrades to each home. Tatitlek Tatitlek Community Dock Renovation Community Dock Prior to Renovation This summer the Tatitlek Community Dock was completely renovated by NPRHA using a combination of Denali Commission and State of Alaska funding. The facility received structural upgrades, a new upgraded small craft float, new electrical and water system, and new hydraulic crane to replace the un- safe equipment that was previously in operation. Summer 2008 Youth Programs a Success NPRHA worked with Nanwalek and Port Graham this summer on a summer youth and community beautification program and hopes to expand the program to all communities next summer. Youth workers in Nanwalek worked on a community park, landscaping, subsistence gathering for elders, and continue to develop a community garden. Oil fired boilers should be at an efficiency rating between 81% and 85% after being cleaned and tuned. Ask for a print out of their results once they have completed the efficiency test.

Maintenance Spotlight Getting Ready for Winter PAGE 4 Cama-qa ai from the Maintenance Department As winter approaches we should all be having our boilers and heating units tuned up and cleaned. A smooth running heating system will not only keep you warmer but also save you money on fuel. Make sure your boiler system is cleaned from the smoke cap and the burner fan is free of lint. The best tune up is one in which the technician uses a kit (such as a Bacharach) to make the proper settings. Oil fired boilers should be at an efficiency rating between 81% and 85% after being cleaned and tuned. Ask for a print out of their results once they have completed the efficiency test. The most common reason for our boilers to begin running bad is water in the fuel. Our fuel tanks are above ground which means they are subject to temperature changes throughout each day which creates condensation in the empty spaces inside the tank. It is a fact of nature, condensation is building inside your tank every day. Keeping your fuel tank as full as possible will help reduce this condensation. If you tend to keep your tank more empty than full it is strongly recommended that before each fuel up shut off the fuel line at the tank and open the mod cap to drain any water, rust, or sludge out of the tank. Everyone should also remember that after refueling the contaminates in the tank get stirred up so be sure to wait a half hour for them to settle before firing up your boiler again. This boiler has had a hard life and needs a lot of work! Please don t forget to remove and drain your garden hoses and outside hose bibs. Many of you still have the old style that requires shutting a valve off next to your house main in your house then opening up your outdoor hose bib to allow the water in the line to drain.
