2 Introduction RJS & Associates, Inc. (RJS) is a 100% American Indian-owned, controlled, and staffed corporation with more than 30 years of experience providing a variety of professional services to many satisfied clients throughout the Nation, with a particular focus on Indian Country. Our professional staff and associates include specialists in fields including education, health, natural resources, internal and external evaluation, strategic planning, economic development, tribal governance, environmental practices, agriculture, juvenile justice, research, Indian law, Indian culture/languages, and proposal development. RJS also conducts comprehensive needs assessments; market studies and profiles; research; training; technical assistance; business studies; facilitation of community forums; and has planned local, state, and national conferences. 3 Proposal Writing Experience RJS has contracts with the Box Elder Schools, Rocky Boy Schools, Stone Child College, and the Chippewa Cree Tribe to write competitive and entitlement grants/contracts for these organizations. We have successfully written a wide range of grants for our clients including, but not limited to the following: Environmental Protection Agency, BIA Indian Highway Safety, Head Start/Early Head Start, Indian Education Professional Development, USDA, ANA Applications (SEDS, Language Planning, and Language Implementation), 21st Century Community Learning Centers, Title III Strengthening Institutions, ICDBG, HUD TCUP, NAHASDA, and Carol M. White Physical Education Program.

4 Evaluation Experience RJS designs and conducts program evaluations for programs and organizations including Head Start, Indian education (elementary through college-level), leadership, juvenile and adult justice, substance (alcohol & drugs) abuse, tribal colleges, and departments of education. 5 Seminar Experience Proposal Writing Training Experience: RJS has been providing proposal writing training (The Art of Grantsmanship) since the early 1980's on local, tribal, regional, and national levels. During the past twenty-five years, RJS has trained hundreds of prospective grant writers. RJS has spent many hours developing and continually updating the Art of Grantsmanship Training Manual. This interactive, three-day training was designed to allow for modifications in order meet the unique needs of each client. The seminar is also designed to meet individual needs by offering on-site instruction, saving travel costs to attend one of our national or regional seminars. The seminar can also be offered for college credit. Strategic Planning Experience: RJS has received numerous requests to assist schools, tribes, tribal organizations, and non-profit organizations for assistance in developing Strategic Plans (both short and long range). As a result of these requests, RJS developed an interactive curriculum, manual, and PowerPoint presentation. Our most recent Strategic Planning clients have included: Chippewa Cree Housing Authority - 5 year plan Stone Child College - short and long range plans Chippewa Cree Tribe - Strategic short & long range plan Red Lake Nation - three year plan to develop tribal college Kaw Nation - development of 10 year health plan National Indian Impacted Schools Association (strategic planning seminar and development of 5 year strategic plan) National Tribal Development Association (2003) (strategic planning seminar and development of 8 year plan) Rocky Boy Public Schools (2004) (strategic planning seminar and development of strategic plan for the district) Turtle Mountain Community College (2004) (strategic planning seminar and initial design of strategic plan) Fort Belknap Indian Community Council (2006) (strategic planning seminar and initial design of strategic plan)

6 Special Services Needs Assessment Experience: RJS also specializes in conducting needs assessments for schools, colleges, housing authorities and tribes. The technical assistance which RJS provides is focused on improving the functions of individualized management systems of public schools, Indian Tribes, and institutions of higher learning. In addition, RJS has can provide training and technical assistance in the areas of social and economic development, language, and environmental issues. Technical, Administrative, and Financial Capabilities: RJS has operated two major Federal Contracts (ANA Region II from 1998 through 2002 and Region VI from 1999 through 2002 T/TA Centers) which covered Federally-Recognized American Indian Tribes in 16 states in Region II and the lower 48 states for Non-Federally Recognized Indian Tribes, urban Indians, Native American organizations, and non-profit Native organizations in Region VI.

7 Administrative Capabilities Facilities and Equipment: RJS officially dedicated a 960 square foot office facility on November 11, 1996, with another 1,700 square feet added in the Spring of 1998 and dedicated on July 31,1998. RJS staff use the latest in high technology computer systems, printers, scanners, digital cameras, two voice telephone lines, fax, , and binding equipment.
