8 ESPR: Contracting Move to single intake system New submission type in InfoEd Proposal Development (planned) Streamline intake Use branching logic to limit requested information to that which is needed Remove unnecessary approvals and questions Upload relevant documents at outset Reduced need for follow up s Reduce risk of lost information/requests from multiple offices Set standards and metrics collection Set standards for time of initial review and follow-up Utilize those standards to improve metrics and reporting Develop training and informational materials for OSR staff, departmental staff, and investigators 7
9 ESPR: Subawards Move to single intake system Submit request in new InfoEd Change Request Module Streamline intake Use branching logic to limit requested information to that which is needed Remove unnecessary approvals and questions Refine questions essential for quality, compliant transactions. Upload relevant documents at outset Reduced need for follow up s Reduce risk of lost information/requests from multiple offices Set standards and metrics collection Agreement screens created ~ 1 business day able to track agreement status via InfoEd and/or GM055 Develop training and informational materials for OSR staff, departmental staff, and investigators 8

12 Year End Procedures All Awards should be routed to: OSR moved up Restricted Award Effective Date Awards requiring revised budgeting instructions will be set up as Restricted Holds on COI and IRB approvals PI review of pending proposal use the PI Portal ( Metrics are refreshed nightly see OSR home page 11

14 NSF Changes New PAPPG guide: available for review in October 2018 will be implemented January 20, 2019 More programs utilizing Dear Colleague letters rather than full solicitations More directorates are removing due dates for proposals Proposal resubmission If you resubmit a declined proposal without changes, it will be rejected. PI s have been recycling the same proposal with no significant changes just resubmitting at every deadline. 13
15 NSF Changes Submitting proposals in research.gov If the instructions in research.gov differ from the solicitation or pappg follow the research.gov instructions International campuses New checkbox on cover page Project description must contain rationale for why work can t be done in the US If missing, award will not be made Misconduct Clarification that NSF would work with the institution to keep the award (harassment policy) OIG is looking at unfunded proposals for misconduct PSC clarification Speakers that are also participants may be PSC 14
16 NSF Changes Biosketch Synergistic activities 5 discreet activities, NOT 5 activities with 10 examples of each READ and ADHERE to the instructions Proposal will be rejected for non-compliance per NSF Policy Office 15

18 NIH Biosketches NIH is enforcing Biosketch requirements OSR received the following letter During the review of your application entitled XXXXX, NIH staff and/or reviewers noted that one or more of the biosketches included in the application did not comply with the new biosketch format requirements (NOT-OD ; OD html). Applications with biosketches that do not follow the current guidelines for format and content are non-compliant. You should be mindful that non-compliance can have serious consequences. NIH may withdraw any application identified during the receipt, referral and review process that is not compliant with the instructions in the SF424 (R&R) Application Guide, the Funding Opportunity Announcement, and relevant NIH Guide Notices (see Instructions for preparing a compliant biosketch can be found at 17
19 NIH Biosketches Be mindful of specific requirements: Personal Statement Contributions to Science: up to 5 significant contributions to science not more! For each contribution, you may cite up to 4 publications or research products that are relevant not more! Note that while you may mention manuscripts that have not yet been accepted for publication as part of your contribution, you may cite only published papers to support each contribution For more information: 18
