3 Workshop Overview What is an empowerment grant and how do I apply? What is the timeline for the application process and how are applications scored? Who do I contact if I need help and what other organizations are willing to partner with my neighborhood?

4 What is an Empowerment Grant? $137K funded through Federal Community Development Block Grant (CDBG) for public improvements benefiting low/mod income neighborhoods in Topeka Priorities: Citizen Involvement & Inclusiveness, Efficiency & Effectiveness, Neighborhood Empowerment Grants awarded range from $5,000 up to $50,000.

5 Who is eligible to apply? Eligible: Organizations representing low and moderate income neighborhoods and residents Neighborhood Improvement Associations Non-Profit Organizations Other Neighborhood Groups Ineligible: Taxing authorities & Neighborhoods currently in SORT Target Areas Religious Organizations

6 What are eligible project activities? Public Improvements Public Accessibility Community Engagement Infrastructure Neighborhood Beautification

14 What it the timeline? Date February 26, 2018 March 14 & March July 20, 2018 August 2018 August 2018 September 2018 September / October 2018 October / November 2018 January 2019 Activity Applications are available at DNR and on City of Topeka Website Application Workshops Applications due, 5pm at DNR Applications undergo preliminary Environmental Review Process Review Committee provided copies of proposals and visits project sites Review Committee meets to develop finalize recommendations Recommended applications undergo final Environmental Review Process City Council received Review Committee recommendations Contracts become effective, subject to appropriations. Funding cycle begins in January 2019.

15 What is the grant approval process? Pre-screen RFPs Neighborhood Relations will screen Applications to ensure that threshold criteria is met. (See Part 5 of Request for Proposal) Grant Review Committee Recommendations 3 City Staff & 4 Appointees (See Application Scoresheet) City Council Approval Review Committee Recommendations Make final allocation determinations
