2 2 Community Development Block Grant (CDBG) Overview The CDBG program provides communities with resources to address a wide range of unique community development needs. CDBG Public Facilities & Improvement activities: Public Facilities Acquisition Commercial/ Residential Rehabilitation Removal of Architectural Barriers for Accessibility Construction/ Reconstruction Equipment Installation Improvements Water Sewer Other Improvements to Public Infrastructure Common CDBG Public Services activities: Note: List is not inclusive of all eligible CDBG Public Services Job Training Child Care Health Care Fair Housing Outreach Services for Seniors and Homeless Persons Recreational and Educational Programs NOTE: In order for a project or program to qualify for CDBG funds, 51% of the program beneficiaries must be low-to moderate income as defined by HUD.

3 3 Community Development Block Grant (CDBG) Overview Each activity must meet one of the Three National Objectives: 1. Benefit Low & Moderate Income Persons 2. Prevent or Eliminate Blight 3. Meet urgent needs when health and welfare are threatened

4 4 Community Development Block Grant (CDBG) Ineligible Activities NO Political activities NO Construction of housing units by a unit of local government NO Operation and maintenance of public facilities/improvements NO General government expenses including construction of general government buildings NO Purchase of equipment under facility projects NO Direct income payments

5 Community Development Block Grant (CDBG) 5 Requirements Subrecipients must adhere to the following program requirements: Monthly Programmatic & Expenditure Reports are mandatory (even if no activity has occurred) Subject to 5 years of reporting after funds expended Reimbursable grant (Full documentation of all expenses is required for reimbursement) Subject to annual monitoring Submission of Annual Budget regarding public service or facility projects

6 6 HOME Investment Partnerships (HOME) Overview The primary objective of the HOME Program is to expand affordable housing options for persons of low and moderate-income by: Providing decent affordable housing to low-income residents Expanding the capacity of non-profit housing providers Strengthening the ability of state and local governments to provide housing Leveraging private sector participation

7 7 HOME Investment Partnerships (HOME) Eligible Activities Homeowner Rehabilitation: repair, rehabilitation, and reconstruction Homebuyer Activities: acquisition, rehabilitation, new construction, down-payment assistance Rental Housing: acquisition, rehabilitation, new construction Tenant Based Rental Assistance: monthly rental assistance, security & utility deposits

8 8 HOME Investment Partnerships (HOME) Beneficiary Eligibility Beneficiaries must meet the following criteria to be eligible for services: U.S. Citizen or legally-admitted alien Services must be provided/received within Cobb County boundaries Income may not exceed 80% if the Area Median Income (AMI) For Rental Projects At least 90% of households must have incomes not exceeding 60% of the AMI Projects with 5+ units, at least 20% of household must have incomes not exceeding 50% AMI

10 10 Emergency Solutions Grant (ESG) Overview The primary objective of the ESG Program is to assist people in quickly regaining stability in permanent housing after experiencing a housing crisis and/or homelessness Homeless Persons: Literally Homeless (Unsheltered) Individuals/families fleeing or attempting to flee domestic violence Persons At-Risk of Homelessness: Individuals/families who will imminently (within 14 days) lose their residence Individuals/families fleeing or attempting to flee domestic violence Unaccompanied youth or families with children/youth

11 11 Emergency Solutions Grant (ESG) Eligible Activities Emergency Shelter Serves people staying in emergency shelters Essential Services include: Case Management Child Care, Education, Employment, and Life Skills Training Health, mental health services, and substance abuse services Transportation Street Outreach Serves unsheltered homeless persons Services provided in places where unsheltered persons are staying Essential Services include: Engagement and Case Management Emergency health and mental health services Transportation Services for special populations Shelter activities include: Operations and renovations

12 12 Emergency Solutions Grant (ESG) Eligible Activities Homelessness Prevention Available to Persons: At-Risk of becoming homeless Below 30% AMI Can be used: To prevent an individual or family from becoming homeless To help an individual/family regain stability in current housing/ permanent housing Rapid Rehousing Available to Persons who are literally homeless Can be used: To help a homeless individual or family move into permanent housing and achieve housing stability Eligible Activities: Housing Relocation and Stabilization Services Short and Medium-Term Rental Assistance Eligible Activities: Housing Relocation and Stabilization Services Short and Medium-Term Rental Assistance

13 13 Emergency Solutions Grant (ESG) Requirements Subrecipients must adhere to the following program requirements: HMIS Participation Dollar-for-dollar match Written standards are required to ensure consistent program delivery or services Recordkeeping Subject to Annual Monitoring Monthly programmatic & expenditure reports Reimbursable Grant (Include full documentation of all expenses)

16 Submittal Instructions Checklist Submission Instructions 16 Checklist details application submission requirements and documentation 1 original application with attachments & 1 copy with attachments should be submitted to the Cobb County CDBG Program Office no later than 4:00 p.m. on Friday, April 6, Label all attachments to correspond with checklist Must submit audit or audited financial statements

17 Application Sections Important: If more than one Grant application is submitted, select the priority of importance. Important: If your organization would like to be considered for reallocated funding, select yes and identify anticipated project start date.

18 Application Sections Important: Requested Funding The total amount requested should match the amount listed on the Budget Sheet. Important: Target Population CDBG: 51% Low & Moderate Income Activities HOME: TBRA: 90% clients must have incomes at 60% or below Area Median Income (AMI). ESG: Homelessness Prevention must serve clients with incomes below 30% AMI. Rapid Re-Housing Programs must serve clients with incomes below 50% AMI.

20 Application for Funding CDBG Public Facilities Application Sections Important: Performance Objectives: Select one (1) objective and one (1) outcome for your project. For example, Decent Housing can be selected with the Improving Availability/Accessibility outcome. Important: Narrative: (1) Public facility activities based on Area Benefit must have at least 51% of the residents who are L/M income persons. (2) Activities serving a L/M Income Limited Clientele, which provides benefits to a specific group of persons or at least 51% of the beneficiaries served through the activity must be L/M income persons.

21 CDBG Public Application Services Application for Funding Sections 8 21 Meeting Program Objective & Carrying Out Program Activities Client records must detail full description of: 51% Low/Mod Clientele Amount of CDBG funds budgeted, obligated, & expended for the Activity or Service Any records pertaining HUD s crosscutting requirements, as applicable, such as: Davis Bacon Payroll, Procurement, Displacement, Relocation, Real Property Acquisition

23 ESG Application Section 9 23 Important: Narrative - Provide a description on your project and the supporting data used to identify how the program will be used for an unmet need. Important: Narrative - Provide details regarding the organization s experience with record-keeping.

24 Budget Section 24 Important: Budget - Total amount of grant funds should match the same number written in Section III of the application. The budget reflects eligible activities to the respective grants. The Other Funds column should reflect other secured funding. Reminder: Check Your Numbers for Accuracy!!!
