Greater Vancouver Sewerage and Drainage District Biennial Report : Integrated Liquid Waste and Resource Management A biennial report summarizes progress and performance measures for Metro Vancouver's and its member municipalities' progress in the Integrated Liquid Waste and Resource Management plan, as required by the Be Ministry of Environment. The Board directed staff to submit the report to the Ministry of Environment, post the report on the Metro Vancouver website and arrange for the utilities Committee to receive comments and submissions from the public at its September, 2013 meeting. Waste Flow Management - Recommended Strategy A Waste Flow Management Strategy is necessary to achieve the waste diversion goals in the Integrated Solid Waste Management and Resource Recovery Plan. Metro Vancouver has worked with stakeholders on Waste Flow Management for over a year, including a two-phase engagement and consultation process, with three workshops and over 45 meetings with key stakeholders. The Board approved a Waste Flow Management Strategy for the region that would require residential and commercial garbage to be delivered to Regional Facilities and allow the development of private sector mixed waste material recovery facilities for the purpose of recovering recyclables and organics from multi-family and commercial waste following source separation. Staff will report back to the Board with a recommended draft bylaw required to implement the Waste Flow Management Strategy. New Waste-to-Energy Capacity - Potential Site Identification Update A staff report provides an update on Phase 2 of the development of new waste-to-energy capacity, including the results of the engagement and consultation process, site evaluation criteria, and an updated procurement schedule. The Board approved the evaluation criteria and weighting for the Request for Proposals for options to purchase or lease land for potential development of new waste-to-energy capacity. After the closing of the Site RFP, staff will report back to the Board with a recommended number of proposed sites to be optioned and seek authority to enter into option agreements for these sites. Burnaby, Be, Caoada V5H 4G Multi-Family and lei Waste Diversion A staff report provides updates on initiatives currently underway and planned to increase waste diversion from the Multi-Family and Industrial, Commercial and Institutional (IGI) sectors. The significant initiatives include: the Extended Producer Responsibility Program for printed paper and packaging currently being established for Multi-Family and to be expanded to include lei in the future, local regulatory initiatives, including space and access for recycling, organics disposal bans and mandatory recycling, Engagement with the Multi-Family and lei sectors on opportunities for waste diversion. Valou@mefrovancouver.orq Greater Vancouver Regional District - Parks Unsolicited Proposal- Langley Speedway Multi-purpose Venue and Reintroduction of Racing in Campbell Valley Regional Park In response to Langley Speedway Historical Society's proposal to restore the Langley Speedway as a multi-purpose venue and to reintroduce racing in Campbell Valley Regional Park, the Board directed staff to not proceed further with testing feasibility of restoring the Langley Speedway or allowing racing at the park. Aldergrove Regional Park Management Plan Aldergrove Regional Park has been operated since 1969 and encompasse's 280 hectares of parkland straddling the Township of Langley and the City of Abbotsford's boundary. A management plan process was initiated in the spring of 2011 to clarify the park program, services, and conservation and development priorities for the next 20 years. The timing of this process aligns with the permanent closure and decommissioning of the swimming facility in 2011 and consequent demand for new family recreation activities in the park. The planning process took place within the overall context of increasing public demand for park recreation services, environmental protection and enhancement, enhanced services and the need to rationalize agricultural activity in the park. The Board approved the Aldergrove Regional Park Management Plan with implementation of capital projects subject to the conclusion of the Parks Service Review. Regional Context Statements and Associated Regional Growth Strategy Amendment Processes The Board received a report that sets out how Metro Vancouver may accept Regional Context Statements (ReSs) that contain discrepancies with the Regional Growth Strategy (RGS), but are 'generally consistent' with the RGS. T he report explains how staff will administer any RGS amendments resulting from accepting such RCSs. Consideration of the City of Port Coquitlam's Regional Context Statement The Board accepted the City of Port Coquitlam's Regional Context Statement as submitted to Metro Vancouver on June 20, Consideration of the City of Langley Regional Context Statement The Board accepted the City of Langley's Regional Context Statement as submitted to Metro Va ncouver on June 18, 2013 Consideration of the City of Vancouver's Regional Context Statement The Board accepted the City of Vancouver's Regional Context Statement as submitted to Metro Vancouver on June 14, Corporation of Delta Request to Amend the Regional Growth Strategy for the MK Delta Lands The Corporation of Delta has requested an amendment to the Regional Growth Strategy to expand the Urban Containment Boundary and amend lands from Conservation and Recreation to General Urban. The Board directed staff to provide written notice of the proposed amendment to all affected local governments and appropriate agencies, with the following conditions: "provided no public hearing be held by Metro Vancouver until the Corporation of Delta has conducted its public hearing on the application and decides on the 3rd reading of its bylaw." The Board initiated procedures for the three amendments and directed staff to provide written notice to all affected local governments and appropriate agencies. Update on the Status of Submissions of Regional Context Statements Local governments are required by law to submit Regional Context Statements (ReSs) within two years of adopting the Regional Growth Strategy_ The deadline for submission is July 29, Some municipalities have not yet submitted their RCSs, so staff recommended requesting updates as a first step to addressing this non-compliance. The Board can then determine whether to collectively agree to allow an extension to accommodate legitimate delays, contact the Province to notify the Ministry of Community, Sport and Cultural Development of the delays or take other action. The Board requested that municipalities that have not submitted their ReS by July 29,2013 provide a status of their RSCs and the intended timing for submission. Awarding 2013 Agriculture Awareness Grants The Board awarded Agricultural Awareness Grants to the following non-profit organizations: Be Agriculture in the Classroom Foundation for the "Take a Bite of BC ~ project for the amount of $7,180; BC Chicken Grower's Association for the "Poultry in Motion Educational Mini Barn" project for the amount of $7,320; Delta Farmland & Wildlife Trust for the "Day at the Farm" event for the amount of $3,000; Earthwise Garden for the ~G row with Me H for the amount of $3,500; Environmental Youth Alliance for the "Pollinators Paradise" project in the amount of $2,000; Growing Chefs for the Classroom Gardening Program" for the amount of $5,000; Langley Environmental Partners Society for the Seed to Plate: Community Action for a Sustainable Food System" project for the amount of 55,000; Maple Ridge Pitt Meadows Agricultural Association for the "Backyard Farming" display at County Fest for the amount of $2,500; North Shore Neighbourhood House for the "Loutet Farmn project for the amount of $4,500. SERVICES AND SOLUTIONS FOR A LIVABLE REG lotl =c=::: Klngsway, Burnaby, BC, Canada VSH 4G rovancouver.org BOARD IN BRIEF Central Burrard Inlet - Westridge Terminal - Emergency Preparedness Study At its July 11, 2013 meeting, the Environment and Parks Committee considered late delegation, Mayor Ralph Drew, Village of Belcarra, who informed the Committee of suggestions made to Kinder Morgan Canada regarding the Central Burrard Inlet - Westridge T erminal - Emergency Preparedness Study. The correspondence was presented to the Committee as an Information Item. The Board will write a letter to Kinder Morgan Canada expressing its endorsement of suggestions presented in correspondence from Ralph Drew, Mayor, Village of 8elcarra to Ian Anderson, President, Kinder Morgan Canada, regarding Central Burrard Inlet - Westridge Terminal- Emergency Preparedness Study. Future of the Region Sustainability Dialogues and Post-Dialogue Forum: Paying for Our Cities In April 2013, building on the discussions of the November 2012 Regional Finance Symposium, Metro Vancouver hosted a dialogue series on the topic of paying for local government. The discussions were wide-ranging but focused on two major themes: the role of cities and the funding challenges in meeting expectations. The Board directed staff to develqp a proposed approach to establish a more formalized structure to engage the business community and key stakeholders around a regional economic strategy and forward a copy of the Future of the Region Sustainability Dialogues and Post Dialogue Forum: Paying for Our Cities report to member municipalities and other related agencies for their information and comment. National Zero Waste Council Since the fall of 2012, Metro Vancouver has taken a leadership role in the development of the National Zero Waste Council, toward the implementation of broad-based national strategies targeting governments and manufacturers in developing "cradle to cradle" product and packaging design, national-scale behaviour change and education campaigns and expanded producer responsibility programming. A report described progress made by the National Zero Waste Council's Interim Steering Committee and Advisory Board, and sought approval for a proposed budget allocation for 2014 and The Board approved additional funds of $1 10,000 in 2014 and $11 0,000 in 2015 for a total of $220,000 to supplement existing in kind support provided by Metro Vancouver to cover anticipated project delivery and meeting/annual General Meeting costs for the establishment of the National Zero Waste Council. Financial Performance Report to end of May 2013 Board" policy requires an update on the actual financial performance of the Metro Vancouver Districts and Metro Vancouver Housing Corporation thrice a year. Overall, the Districts and Housing Corporation are projecting a surplus position of approximately $8.0 million for the 2013 fiscal year. The Board received the Financial Performance Report for information. Updated Comments on the Regional Transportation Strategy Framework TransLink is seeking comments from Metro Vancouver on its draft Regional Transportation Strategy Framework. This report contains Metro Vancouver's updated comments on the Framework based on feedback received from the Transportation Committee on June 20,2013 and further review by staff, as well as comments from the July 23, 2013 from the Regional Planning and Agriculture Committee and the Transportation Committee Joint meeting. The revised Strategic Framework is broadly aligned with the Regional Growth Strategy and other established regional objectives. The Board will convey the comments in this report on the draft Regional Transportation Strategy Framework to the TransLink Board and Mayors' Council on Regional Transportation. Phase 3 Consultation Comments on Draft Elements of Port Metro Vancouver's Land Use Plan Update Port Metro Vancouver is preparing the first Land Use Plan Update since the three former port authorities in the region were amalgamated in The deadline for stakeholder comment is July 31, This report provides an update on the range of technical comments staff intends to submit to Port Metro Vancouver as feedback for the current consultation on the draft elements of the Port's Land Use Plan Update. The Metro Vancouver Board will have an opportunity to provide detailed comments when Port Metro Vancouver releases its draft Land Use Plan for consultation in fall The Board reiterated strong objection to the use of agricultural land for port purposed, and insisted that the Port Metro Vancouver Land Use Plan confirm that agricultural land will not be used for Port Metro Vancouver's current needs nor expansion. The Board also recommended that Port Metro Vancouver expansion in the region take place on industrially zoned properties. CNCL-59 5

Be,Canada VSH ~G Delegation Executive Summaries Presented at Committee - July The Board received for information a report containing a summary of the following Regional Planning and Agriculture Committee delegate: Eric Wirsching Consideration of "Greater Vancouver Regional District Regional Growth Strategy Amendment Bylaw No. 1165, 2013" to Create Three Additional Regional Growth Strategy Special Study Areas in the City of Port Moody In early 2013, the City of Port Moody requested that Metro Vancouver amend the Regional Growth Strategy to include RGS Special Study Areas over the Petro Canada refinery lands, the Mill and Timber site, and the Imperial Oil lands: The Board approved the amendment. Borrowing f or Mem ber Municipalities - GVRO Security Issuing Bylaw 11 87, MFA Fall 2013 The Board approved the City of Coquitlam borrowing request for $17,874,000, for its 2013 Capital Program. The request will now be forwarded to the Municipal Finance Authority (MFA) for consideration. Under the legislation, member municipal borrowing requests must be approved by the respective council by way of Loan Authorization and Security Issuing Resolution. Such borrowings must then be approved by the GVRD Board and included in a GVRD Security Issuing Bylaw to move forward. Upon approval, the request is then considered by the MFA. Borrowing for Member Municipalities - GVRO Security Issuing Bylaw 11 88, MFA Fall 2013 The Board approved the City of Surrey's borrowing request for $67,335,000, for the Grandview Heights Indoor Pool and the Fleetwood Heights Recreation Centre Addition. The request will be forwarded to the Municipal Finance Authority (MFA) for consideration. Under the legislation, member municipal borrowing requests must be approved by the respective council by way of Loan Authorization and Security Issuing Resolution. Such borrowings must then be approved by the GVRD Board and included in a GVRD Security Issuing Bylaw to move forward. Upon approval, the request is then considered by the MFA. CNCL-60 6

On July 12, 2013 the Board approved a Waste Flow Management Strategy that would require residential and commercial/institutional garbage to be delivered to Regional Facilities and allow for the development of private sector Mixed Waste Material Recovery Facilities (MWMRFs) for the purpose of recovering recyclables and organics from post-source separated multi-family and commercial/institutional garbage. The Board gave first and second reading to a bylaw that requires residential and commercial/institutional garbage to be delivered to Regional Facilities, while allowing for the development of private sector MWMRFs and subsequently directed the Zero Waste Committee to hear delegations on the bylaw at its September 5, 2013 meeting.
