Regional Parks Committee members with revenue and expenses associated with Greater Vancouver Regional District Notice of Bylaw Violation Enforcement and Dispute Adjudication Amending Bylaw No. 1219, 2015 ; and 2. provide Regional Parks Committee members with a package of regional parks bylaws for information. It was MOVED and SECONDED That the GVRD Board: a) give first, second and third reading to Greater Vancouver Regional District Notice of Bylaw Violation Enforcement and Dispute Adjudication Amending Bylaw No. 1219, 2015 ; and b) pass and finally adopt Greater Vancouver Regional District Notice of Bylaw Violation Enforcement and Dispute Adjudication Amending Bylaw No. 1219, CARRIED 5.3 Greater Vancouver Regional District Ticket Information Utilization Amending Bylaw No. 1220, 2015 Report dated February 23, 2015 from Gudrun Jensen, Division Manager, Parks Visitor and Operations Services, Policy, Planning and Environment, authorizing amendments to Greater Vancouver Regional District Ticket Information Utilization Bylaw No. 1050, It was MOVED and SECONDED That the GVRD Board: a) give first, second and third reading to Greater Vancouver Regional District Ticket Information Utilization Amending Bylaw No. 1220, 2015 ; and b) pass and finally adopt Greater Vancouver Regional District Ticket Information Utilization Amending Bylaw No. 1220, CARRIED 5.4 Colony Farm Regional Park Sheep Paddocks Pedestrian Only Trail Feasibility Options Report dated March 4, 2015 from Jamie Valla, Park Planner, Planning, Policy and Environment, informing the Regional Parks Committee of the work to date on the feasibility of a pedestrian only trail in the Sheep Paddocks area of Colony Farm Regional Park and proposed next steps. 6 Comments were offered about: short timing for public feedback; heightened emphasis placed on environmental impacts for the pedestrian only trail option when presented to the public compared to level of emphasis in earlier discussions; costs for bank stabilization and potential long term flood mitigation; use of barricades as part of trail closure; signage opportunities; and monitoring bank erosion to mitigate further failures. In response to questions, members were informed about: trail safety and closure policy; risk and liability; the regional parks asset management program; funding being allocated for only the multi use trail currently; Kwikwetlem First Nation; and protecting natural areas as part of the Regional Parks Service Review. It was MOVED and SECONDED That the Regional Parks Committee: a) receive for information the report dated March 4, 2015, titled Colony Farm Regional Park Sheep Paddocks Pedestrian Only Trail Feasibility Options ; b) direct staff to halt feasibility testing of the Sheep Paddocks pedestrian only trail option at this time and report back at a future date on the need for additional park trails once the multi use trail has been constructed and has had a full year of operation; and c) direct staff to continue exploring options for connection of view points from the multi use trail to the river. Comments were offered about: exploring options to connect view points from the multi use trail to the river within the existing budget and construction timeline for the multi use trail viewing diking costs separate from the project as they are needed regardless of what trail option is chosen refraining from permanently deactivating trail to allow for further consideration of pedestrian only trail options Considering further public feedback going forward where appropriate In response to questions, members were informed about trail access for machinery, past efforts to explore trail/river alignment opportunities, and timing of streambank stabilization and exploration of possible view points. Question was then called and it was CARRIED 5.5 Crippen Regional Park Pollinator Initiative and Demonstration Garden Proposal Report dated March 3, 2015 from Gregory Paris, West Area Planner, Planning, Policy and Environment, reporting to the Regional Parks Committee on the feedback received from the community consultation on Bowen Agricultural Alliance s proposed Pollinator Initiative and Demonstration Garden in the Killarney Meadows area of Crippen Regional Park. It was MOVED and SECONDED That the Regional Parks Committee: a) direct staff, in response to public feedback, to advise the Bowen Agricultural Alliance to find a more supportable location for its Pollinator Initiative and Demonstration Garden Proposal; and b) thank the Bowen Agricultural Alliance for its volunteer work on the initiative. CARRIED 5.6 Manager s Report Regional Parks Report dated March 2, 2015 from Allan Neilson, General Manager, Planning, Policy and Environment, updating the Regional Parks Committee on the Committee s 2015 Workplan. Members were informed that staff will report back at the next meeting on Regional Parks Service Review implementation. 9 5.1 To: From: Regional Parks Committee Craig Sobering, Park Planner ll, Regional Parks, Planning, Policy and Environment Department Date: March 19, 2015 Meeting Date: April 23, 2015 Subject: 2014 Annual Visitor Use and Program Statistics Regional Parks RECOMMENDATION That the Regional Parks Committee receive for information the report dated March 19, 2015, titled 2014 Annual Visitor Use and Program Statistics Regional Parks. PURPOSE To provide the Committee with annual statistics for Regional Park visitor use, visitor services and volunteering in 2014, and information related to visitor use trends and environmental factors. BACKGROUND A visitor use report is provided annually to Committee to describe public use of Regional Parks. Last year the report was expanded to include information on volunteering activities and visitor services accomplishments. This expanded approach has been continued for 2014 in the attached document titled Metro Vancouver Regional Parks Visits, Visitor Services and Volunteering by the Numbers, The Regional Parks 2015 Business Plan includes four performance indicators. Performance indicators measure overall program performance, demand for specific programs, and level of interest and participation in regional parks, and assist in the planning and allocation of resources. Three of the four performance indicators rely on the collection and compilation of annual data: Annual Visits the total number of annual visits provides baseline information on facility demands, resource management, and user trends; Annual Participants in Programing (including special events, recreation, interpretive and school programs) the number of participants in programs offered serves as an indicator of interest in environmental education, citizen engagement and outreach; and Annual Volunteer Hours (for Park Associations, stewardship, educational programs and events) measuring year over year the amount of volunteer hours spent in regional parks assists in park planning, program development, and staff resource allocations. The fourth indicator is specific to protection of sensitive ecosystems in regional parks. This indicator is best measured over time as the target remains the same or grows slowly as sensitive land is acquired or restored. REGIONAL PARKS 2014 VISITOR STATISTICS The following points highlight key 2014 Regional Parks statistics from the Park Visitor, Visitor Services and Volunteering programs. Regional Parks Committee 9

No alternatives are presented. FINANCIAL IMPLICATIONS There are no financial implications associated with this report. The collection of information for the annual report, and production of the report itself, are included each year in the Regional Parks approved budget. SUMMARY / CONCLUSION This report transmits the report titled Metro Vancouver Regional Parks Visits, Visitor Services and Volunteering by the Numbers, 2014 to the Regional Parks Committee. The attached report provides the Committee with an overview of 2014 Regional Parks visitor use, volunteer, stewardship and visitor services data. This information allows staff to set targets for the regional parks performance indicators. The information is used, as well, to support ongoing park master planning, capital planning, and facility development and implementation activities. This information has been made available to the public in the past. This report will be posted on the Metro Vancouver website. Collection occurs at the entrances to parks using counters installed on roads and trails. Counter data is reviewed frequently by staff. Following the review process a final visitation estimate is produced for each park. Possible Reasons for Increases Good weather Increasing localized population Being outdoors in natural parks continues to be popular Increasingly accurate counting techniques. The main drivers in park use are dry days and hours of sunshine. When sunshine hours and dry days increase, visitor use generally will rise (regardless of precipitation). Rain events are lessening in numbers but getting more in rainfall amount. Park visits continue to grow more rapidly than population. Three types of camping are offered - rustic group, residential group and individual. Group camping provides rustic open air or residential camping opportunities to groups of varying sizes. Individual camping provides selfsupported open air camping opportunities to individuals and families in campgrounds or on a special permit basis. VISITOR SERVICES 2014

21 EcoBlitz On Saturday, October 25th, Metro Vancouver Regional Parks hosted the first annual EcoBlitz a day of environmental stewardship across the Regional Park system. Volunteers from around the region worked on projects in 10 parks restoring natural areas and removing invasive species. EcoBlitz was supported by six of Metro Vancouver s Regional Park Associations as well as 11 community groups. The Metro Vancouver Regional Parks Ecological Restoration Team on Meetup.com proved to be a great volunteer recruitment tool and source of individual volunteers as well. 7,347 native trees, shrubs and groundcover were planted and 1,071 kg of invasive plants removed. 337 people participated, contributing 823 volunteer hours Beachkeepers Beachkeepers is a program held at the Belcarra Regional Park picnic area and wharf to encourage proper beach etiquette and spread awareness of crab fishing regulations. Organized by Metro Vancouver interpreters and delivered by volunteers, the program is partially funded by Fisheries and Oceans Canada (FOC). Key Beachkeepers events include: manning an information tent, gathering data on crabs for FOC biologists as well as organizing the popular Creatures of the Not So Deep special event offered as tides permit. 1,478 contacts with the public were recorded. Beachkeepers was supported by 356 volunteer instances and a total of 909 volunteer hours in VISITS, VOLUNTEERING AND VISITOR SERVICES BY THE NUMBERS Regional Parks Committee volunteers participated in The program appeals mostly to the high school and university age group. PURPOSE To update the Regional Parks Committee on the status of the staff work plan arising from the 2014 Park Service Review. BACKGROUND At its January 29, 2015 meeting, the Regional Parks Committee requested that the Park Service Review Implementation Plan include a timeline for each recommendation to indicate when work is to occur. The Committee also requested that staff report back to Committee with progress reports on an ongoing basis. The Attachment to this report was first presented to Committee in January and forms the Regional Parks Service Review (PSR) Implementation Work Plan for years 2015 and Dependent on timelines and scope of consultation, and the assembly of technical materials, there is a possibility that some of the work will not be fully complete until The status of the work is indicated as pending, in progress, or complete; the read bars indicate when work is intended to occur. Inclusion of the PSR Implementation Work Plan was requested by Committee and will be included in each meeting agenda as an information report. ALTERNATIVES This report is provided for information. No alternatives are presented. FINANCIAL IMPLICATIONS There are no financial implications from this report. Resources required to implement the Regional Parks Service Review recommendations have been included for 2015 in the approved Regional Parks 2015 budget, and will be included in future years budgets for Committee consideration. SUMMARY / CONCLUSION At the request of the Regional Parks Committee the Park Service Review Implementation Plan includes Board adopted recommendations, timelines and a notation on the status of work. PACIFIC SPIRIT REGIONAL PARK NIGHT QUEST 2015 Regional Parks Night Quest event was held at Pacific Spirit Regional Park on Saturday, March 28, This annual event is held to commemorate the regional park s anniversary, celebrate community involvement, and experience the regional park s forest both during the daylight and at night. This year s event attracted 1,100 visitors. With support from the Pacific Spirit Park Society, numerous volunteer exhibitors, community volunteers and staff, the event was once again a success, despite the rainy weather that persisted throughout most of the evening. Participants loved the 2km lantern lit walk through the forest where they viewed art installations, could stop at nature stations along the trail, try their hand at drumming, or sing a song at the campfire. This collaborative event involved the Musqueam First Nation, Pacific Spirit Park Society, BC Mobility Opportunity Society, Wreck Beach Preservation Society, Guides, Scouts, Nature Vancouver, Vancouver Aquarium, O.W.L. and UBC Beaty Biodiversity Museum. These groups were just a few of the exhibitors that offered hands on activities that were enjoyed by all ages. REGIONAL PARKS & GREENWAYS, MUNICIPAL AND PROVINCIAL PARKS & PROTECTED AREAS MAP At the request of the Committee the Regional Parks & Greenways, Municipal and Provincial Parks and Protected Areas map is being provided for reference.
