1 Application for Premises 3 Dai Hei Street, Tai Po Industrial Estate (Ref: IEBU/PMC003) Applicants are invited for leasing of the premises at Annex I. Brief details are as follows: Project Mission 1. With a view to enhancing the value chain of the innovation and technology (I&T) industries in Hong Kong, the HKSTP has implemented the Revised IE programme to promote reindustrialization so that smart production and high value-added industries could remain or be attracted to Hong Kong. 2. The captioned building aims to provide production space to users for the setting up of new operations and bringing in new technology and jobs, which would meet the new economy needs and bring about wider economic benefits to Hong Kong. Application Procedure 1. If you wish your application to be considered, you should submit an application in accordance with requirements in the Leasing Guide. The Leasing Guide is obtainable from our Corporation at 6/F, Bio-informatics Centre, 2 Science Park West Avenue, Science Park, Shatin, Hong Kong by appointment. 2. Application is subject to evaluation of Technical Proposal and Financial Bid at our discretion. 3. The evaluation process will be held in two stages separately. Stage 1: Screening Criteria The application will be checked for its compliance with our target industry. If the proposed project does not fall within the Target Industry as listed below, the respective Technical and Price Proposals will not be considered further. Target Industry 1. Healthcare and biomedical 2. Electronics and optical 3. Precision engineering and assembly 4. Specialised manufacturing / Advanced materials 1

2 Stage 2: Selection Procedures Technical Proposal will be evaluated according to the assessment criteria at Annex II. Technical Proposal should pass the technical threshold. Applications representing pure relocation from elsewhere in Hong Kong would not be considered. After endorsement of assessment results by the assessment panel, the Price Proposal will be opened. If the Bidding Rent is less than the Reserved Rent, the application will not be considered. Subject to decision of the Board, preference will be given as follow: - (a) Existing tenants in Science Park that require space for manufacturing; (b) Companies that would set up new operations and bring in new technology and jobs; and (c) Companies that would upgrade their operations bringing in new technology and jobs. 5. The location plan and floor plan of the premises are at Annex III. 6. Interested parties should submit six copies of Technical Proposal in a sealed envelope and one copy of Financial Bid in a separate envelope which should be labeled as follow: - A.
