1 SUDAN DISAMAMENT, DEMOBILIZATION AND REINTEGRAITON PROGRAMME CALL FOR PROPOSALS CFP/DDR/KRT/11/09 Implementation of Community Security and Arms Control Soft Component Mazmum (Sennar) Date: Nov 20, 2011 BACKGROUND AND OBJECTIVES 1. Background Sennar State has been facing an acute problem since several months ago. Thousands of pastoralists who originated from Sennar and spent most of their time in South Sudan because of the availability of grazing land for their herd of cattle came across the border of North and South and resettle in Dali Mazmun locality recently. CPA came to end in July 2011 and the secession of South Sudan forced them to leave for Sennar as they were regarded as Northerners. Many of them were also forced to leave their herds in South Sudan. They have been therefore struggling to resettle in Dali Mazmum with limited basic infrastructure and services. Striking is the fact that most of them are former PDF combatants and they allegedly hide their weapons for their self-protection. Since the returnees are in a difficult situation, loosing their herds, limited access to basic services, less educated, with limited skills focused on cattle-herding, and armed, State Government of Sennar promotes any resettlement measures which could improve their standard of living, mitigate their resentment and prevent the eruption of conflict potentially posed by the returnees. Along with that, Sudan Disarmament Demobilisation and Reintegration Commission (SDDRC) in Sennar State with the help of State Government of Sennar initiated the Disarmament, Demobilisation and Reintegration (DDR) by registration of ex-combatants and a CSAC workshop in Generic basic needs were identified in the workshop report. Counselling of the ex-combatants and women associated with the armed forces (WAAF) who had been demobilized was started in Sennar in July To respond to the efforts of SDDRC and State Government, UNDP assists the SDDRC and Sennar State Government in initiating Community Security and Arms Control project in Dali & Mazmum Locality in promoting overall peace, security and resettlement. These terms of reference (ToR), jointly prepared by UNDP DDR and SDDRC, are intended to inform potential Small Grant Recipients (hereinafter called Recipients) of the activities and implementation, focusing on sustainability of peace in the long-term. The implementation of the ToR will raise a foundation for peace and development interventions in the identified community where projects will be implemented. In addition to harnessing peaceful reintegration of the ex-combatants and women associated with the armed forces, this foundation will include the identification of the members of a Community CSAC Committee or similar existing community structure, 1

2 which will be used in future as the platform for implementation of projects to continue dealing with the consequences and root causes of conflicts. The location of this project is chosen due to the focus of the project on villages where excombatants and Women Associated with Armed Forces (WAAF) are returning in high numbers. That is the case in Dali Mazmum, Sennar State. The interventions therefore will aim at rehabilitating social amenities while at the same time contributing to the peaceful reintegration of ex-combatants and WAAF in addition to dealing with root causes of conflict. Working closely with the Committee, the Recipients will implement the tasks indicated in this ToR, which will contribute to the delivery of services, deal with the development needs, raise awareness of the danger of Small Arms and Light Weapons (SALW), introduce gradual SALW control measures, promote reconciliation, and mitigate the root causes of conflict in the selected areas. The target village is Radmia in Mazmoum and the respective interventions were selected from a thorough needs assessment and consultations with the relevant Government Ministries and Agencies at all levels. 2. Objectives of CSAC Interventions The overall objective of implementing these ToRs is to contribute to sustainable peace and security in Sennar State through facilitation and capacity development project in Radmia, which is located in Mazmoum. Specific Objectives (1) [CSAC Action Plan] To empower community members to develop their own action plans to mitigate their concerns (2) [Resettlement] To promote returnees resettlement by providing vocational training, civic education and other activities (3) [Sustainability] To generate a long-term positive impact on community security, arms control and livelihood by ensuring the sustainability of Community CSAC Committee and linkage with authorities and other stakeholders. Achievement of these specific objectives will be measured by preliminary survey and post-project survey, both of which shall be conducted by the Recipients. The Project will focus on: A) Supporting activities for women and for youth at a school/community center which will be constructed by another contractor; For youth activities this includes the provision of: 1. Vocational Training 2. Civic Education 3. Organizing Youth to have a representative for the Community CSAC Committee which can represent their issues, needs 4. Introduction to Micro credit / Revolving credit and linkages with service providers 5. Create a sub committee to look after and maintain assets of the center 2

3 For women s activities this includes the provision of 1. Provide Civic Education Training 1 2. Provide Literacy classes for women 3 times for week, 2-3 hours per session 3. Organizing Women to have a representative for the Community CSAC Committee which can represent their issues, needs 4. Introduction to Micro credit / Revolving credit and linkages with service providers B) Liaising with the Ministry of Education to ensure the building is used for school during the morning hours; C) Awareness raising of danger of small arms and introduction of gradual measures of small arms control D) Providing capacity development and support to the Community CSAC Committee or other such structure to enable them to address development and security issues, including peaceful conflict resolution In close collaboration with the SDDRC and UNDP, the recipients will be expected to implement projects in Mazmoum, particularly Radmia area, Mazmoum Sennar State. The Recipients will be expected to have institutional capacity and flexibility to respond to the fast-pacing and changing environment in Sennar State, which includes timely response and embarking on a rapid provision of contracted services. 3. Scope of Work and Expected Outputs: 3.1 General provisions The Recipients are expected to observe the following general requirements: 1. Be responsible for implementing the overall field operations as per the established policies and work plans under the supervision of SDDRC and UNDP in Sennar State. 2. Regular report achievements, challenges, and plans of upcoming weeks to the Technical Reintegration Committee (TRC) which SDDRC chaired with the support of UNDP DDR. 3. Maintain a list of the Committee members at the village level liaising with SDDRC and UNDP/DDR for future involvement in peace and development work. 4. Facilitate meetings for the Committee to motivate community and excombatants/waaf participation and ownership in the implementation of the identified project, including ensuring male community members support the project. 5. Liaise with Ministry of Education to ensure facility is used for school for children during the day 6. Provide activities for women at the Community Centre as detailed below 1 Target population will be trained on Conflict Resolution, CPA/Peacebuilding, First Aid, Nutrition, Hygiene/Sanitation, Reproductive Health/Parenting, HIV/AIDS and STIs (Sexually Transmitted Infections), Human Rights/Women s Rights, Leadership/Citizenship, Diseases. UNDP has manuals previously developed which can be utilized by the IP 3

Provide activities for youth at the Community Centre as detailed below Coordinate with relevant actors such as gov t, UN agencies/projects, relevant NGOs and CBOs to develop synergies for peace and development work in the respective villages. SCOPE OF WORK, DELIVERABLES, TIME FRAME, AND MINIMUM REQUIREMENTS OF INSTITUTION 3.2 Specific provisions Scope of the Implementation. The Recipients will work closely with the community structure, SDDRC and UNDP/DDR as the starting point to the creation of a Community CSAC Committee and the provision of community centre activities including provision of community classes and services offered to community members. The Recipients will also involve the local administration and relevant ministries in the Committee meetings in order to develop handing over mechanism that will ensure sustainability of the service provision by linking the project to the relevant government ministry at the locality, such as Ministry of Education, Ministry of Social Welfare, and Ministry of Health. In the construction project of school/community center which will be implemented by another contractor, the Recipients will mobilize community participation and ownership for sustainability and peaceful use of the constructed structure; ensuring that do-no-harm principles are applied. The Recipients will also explore opportunities to enhance community ownership and participation through community contribution and development of rules (bylaws) and agreements for sharing of the peace dividends. Awareness Raising on and Control Measures of SALW The Recipients will provide awareness sessions on the danger of small arms and light weapons and national regulation of small arms. The contents and messages the Recipients shall use will be supported by SDDRC and UNDP DDR. The Recipients will seek and introduce gradual control measures of SALW (e.g. registration of small arms with authorities, provision of weapon storage, destruction of illicit weapons, etc.) in accordance with local context. Activities for Youth and Women at Community Center The Recipients will provide capacity development activities at the Community Center specifically designed to enhance the skills of Youth and Women in the Community as identified in previous assessments by the Sudan DDR Commission and UNDP as follows: For Youth 1. Provision of Vocational training UNDP has conducted a preliminary needs assessment on Mazmoun community and a preliminary labor market analysis. Based on that, provision of vocational training opportunity on Operation of Heavy Equipment, Agricultural Equipment and Trucks or 4

5 Automotive and Agricultural Machineries Mechanics to Mazmoun people could lead to employment opportunities with agricultural companies active in Mazmoun, improve their economic situation, boost their sustainable livelihood and positive spillover effect to local economy, all of which could foster conducive environment for peacefulcoexistence in and around Mazmoun. Elements of vocational training should include: - Engagement with a well-equipped and well qualified vocational training institute in neighboring areas 2 which offers Operation of Heavy Equipment, Agricultural Equipment and Trucks or Automotive and Agricultural Machineries Mechanics course and proper arrangement and agreement of vocational training sessions focused on Operation of Heavy Equipment, Agricultural Equipment and Trucks or Automotive and Agricultural Machineries Mechanics participants to be selected from Mazmoun based on baseline skills/competencies through a standardized skill test. In other words, only those who have minimum skills or have capacity to improve their skills can be selected as participants. Certain number of youth at risk should be included. - Toolkits for chosen field with minimum standard will be provided by UNDP after the completion of vocational training and owned by each participant. - Follow-up service should be considered well in advance. Monitor job retention of participants. Job placement services to graduates and a tracking system placed in jobs. - Monitor and support individual s progress during the vocational training process, including ensuring the participant is attending courses, gauging the satisfaction/successful learning of the participant with the training, assessing the quality of toolkits and quality/relevance of apprenticeships and job placements. - Provide support to participants to identify opportunities for selfemployment/employment and gain a job placement after vocational training has ended within the project period. - Maintain the relationships with Chamber of Commerce, local business sector (Government Projects such as Souki Sugar Factory project), and NGOs to support apprenticeships and employment opportunities. - Orientation for state based SDDRC and UNDP staff on the details of the vocational training service prior to the commencement of the training. This will include a list of skills, course syllabus and eligibility criteria for each training process. - Training Certificate indicating the chosen field that will assist them in their future employment - Training on entrepreneurial skills through appropriate qualified trainers or business incubator. - Market analysis to show market demand for the skills to be trained. 2. Civic Education for 60 youth (for details of civic education, see the next page) 3. Support Youth to organize themselves and ensure their voices are represented in the Community CSAC Committee The Recipients will work with the youth to support them to organize themselves. They shall facilitate discussion on key issues facing youth, ensure youth have a representative in the Committee, and ensure the representative has the opportunity to raise the key issues facing youth and that the Committee works to address such issues. 2 A list of vocational training institutes in neighboring areas is available at UNDP DDR. 6 4. Introduction to Micro credit / Revolving credit and linkages with service providers For Women 5. Provision of Literacy / Numeracy classes Literacy classes shall be provided 3 times per week for 2-3 hours per session. The Recipients should arrange with the women the best time of day that is suitable for their learning keeping in mind that the centre will be used for school for children during the morning. The Recipients shall use participatory techniques in teaching basic literacy and numeracy classes. The Recipients shall engage with the Ministry of Education for the sustainability of the project. The classes should be available for any women in the community in a manageable size, but the Recipients shall make special efforts to ensure female ex-combatants or women associated with armed forces (WAAF) participants are part of the classes. 6. Provision of Civic Education 3 classes Based on assessments conducted by SDDRC and UNDP several civic education topics have been identified by women. UNDP and SDDRC have 10 manuals on such topics (in Arabic and English) which shall be made available to the Recipients for use. The Recipients are encouraged to engage with technical specialists from the Ministries, UN agencies and NGOs/CBOs specializing in the topics to ensure quality of technical expertise and sustainability. The Recipients should provide classes to at least 60 women. 7. Support Women to organize themselves and ensure Women represented in the Community CSAC Committee The Recipients will work with the women to support them to organize themselves. They shall facilitate discussion on key issues facing women, ensure women have a representative in the Committee, and ensure the representative has the opportunity to raise the key issues facing women and that the Committee works to address such issues. 8. Support organization of groups for discussion of key issues. 9. Introduction to Micro credit / Revolving credit and linkages with service providers Coordination with Ministry of Education The implementing partner shall coordinate with the Ministry of Education regarding the use of the Community Center as a school for children during morning hours. Community CSAC Committee It is necessary that the Recipients involve the Committee in the decision-making process with regard to the proposed CSAC activities described in the ToR. The Recipients should keep a list of the Committee members in the respective villages and in close consultation with the SDDRC and UNDP undertake the following: 3 Target population will be trained on Conflict Resolution, CPA/Peacebuilding, First Aid, Nutrition, Hygiene/Sanitation, Reproductive Health/Parenting, HIV/AIDS and STIs (Sexually Transmitted Infections), Human Rights/Women s Rights, Leadership/Citizenship, Diseases. UNDP has manuals previously developed which can be utilized by the IP 6

7 1. Assess situation to verify existence or non-existence of Committee or Committees with a mandate relevant to peace and development work at community level. a. Conduct an assessment/situation analysis to verify the status of the Community Committee in Mazmoum town and smaller committees in surrounding villages in Mazmoum. b. Where such Committees exist, the assessment should also verify whether it is representing the different community segments e.g. women and youth from different tribal/religious groups, ex-combatants, WAAF etc. c. Where such Committees exist, the assessment should also verify the level to which community members concerns, security and development issues are addressed in local committee d. Where such Women s Committees exist, the assessment should also verify the level of interaction Women s Committees have with local Committees (i.e. Village Popular/Development Committees) and extent to which women s security and development issues are addressed in the local Committee. e. It should also assess the extent to which the Committee communicates with, liaises with, and works with the Locality administration. 2. In accordance with outcomes of above assessment, either identify the existing Committee/structure with which to work or if non-existent, facilitate the establishment/formation of such Committee/structure through consultations with the communities and relevant actors (i.e. CBOs, NGOs, etc.); 3. If creating a new Committee, mobilize community members to support the creation of Committee and to participate in the Committee. Select participants of the Committee in a democratic way that ensure representation of cross section of community, including youth, women, men, elders, tribal/religious groups, DDR participants, etc; 4. Facilitate the development of needed capacities of these Committees through training workshops, and engaging/coordinating with actors such as gov t, UN agencies/projects, relevant NGOs and CBOs; 5. Facilitate meetings where capacity development needs of the Committee and peacebuilding needs of the entire community will be assessed; 6. Facilitate meetings and workshops where members will dialogue over community issues, peacebuilding, conflict resolution and reconciliation issues; 7. Build the capacity of the Committee to spread message of peace and solve conflicts/tensions; 8. Work with Committees to help facilitate the social reintegration of excombatants in their host villages; 9. Develop CSAC Work Plan through meetings and workshops per each target community and support the Committee in the implementation of the Plan; 10. Concretely and substantively link the Committee with the Locality administration and ensure community members are involved in peacebuildling activities 11. Build capacity of Committee to work closely with the Committee to address issues of insecurity and to liaise with Locality Authorities to bring to their attention specific community needs; 12. Ensure relevant line ministry representatives or government agencies participate in the committee meetings to promote sustainability; 13. Synergize the effect of capacity development by coordinating with construction project (school/community centre), and gain support for the Youth and Women s Center s activities among Community members at large, dealing with issues in the implementation of projects and ensuring a do no harm approach. 7

8 The Recipients will work with these Committees to facilitate the implementation and monthly meeting for Committees and other stakeholders to participate in coordination mechanisms in the course of the implementation. This will also be followed up with the sustainable mechanism in the handing over process to the relevant organs of the government. 4. Eligibility of Applications The Call for Proposal is open to international and national NGOs and CBOs. The applicants will share authorized copies of documentation pertaining to their legal establishment, institutional capacity and permanent contact addresses in Sudan. The applicants will also be required to show willingness and commitment to comply with the UNDP basic standards and requirements for reporting, monitoring and evaluation as well as gender-sensitive approach 5. Deliverables A. Vocational Training - An official agreement including financial agreement between the Recipients and a vocational training institute on arrangement of vocational training sessions - A standardized skill test to select 30 participants for vocational training. - Review and update assessment of vocational training needs and market analysis - Monitoring report on individual s progress during the vocational training process, - Plan for ensuring job placement for participants after vocational training - Ensure Training Certificate from a vocational training institute for each participant B. Capacity Development for Community CSAC Committee - Assessment report/situation analysis report covering current situation of community structures, identifying relevant structures for the network for villages in the State - Compiled list of capacity development needs at village and locality levels. A report of not less than one and not more than three pages will be prepared. - Curriculum and textbook for capacity development plan, which need be reviewed and agreed upon by UNDP before its usage. - Pre-training test and post-training test will be conducted among trainees to measure the improvement of their knowledge through the training. The contents of tests need to be reviewed and approved by UNDP before conduction of tests. - List of the members of the Committees in the operation area, which includes the Youth and Women s members. - Minutes of the Monthly meetings convened by the Committee in each village with clear resolutions of the members for the duration of the project. - Minutes of the decision-making meetings. - At least two meetings per Committee will be convened during the implementation period and at least two meetings convened - At least three (3) workshops reports on community-based dialogue on peacebuilding issues and ensuring women s engagement 8

9 - The capacity of the Committee will be strengthened to work closely with Locality Authorities to bring to their attention specific community needs. This should be demonstrated by Minutes of meetings with Committee members and showing discussion on specific issues in conflict. - One peacebuilding or problem solving workshop linking the local leaders with the state level leaders for dialogue, information sharing and consultations over conflict issues resulting in clear agreements on cooperation and coordination of future peacebuilding activities. - CSAC Work Plan that can serve as a reference for future intervention by governmental agencies, international organizations and non-governmental organizations. - Coordination meetings with communities in the operating areas (to cover reconciliation issues, sharing resources between defendants; lesson learned and lease with government and other communities.) - CSAC Work Plan will include an Exit Plan. In other words, planned future activities by community members and the Committees and expected support from locality/state authorities after closure of the project should be spelled out. This is to serve as a reference for the community itself as well in order to ensure sustainability of the developed initiatives. C. Community Centre Activities - A fully functioning and sustainable community centre providing classes to youth and women - Classes for youth on vocational training - Support to youth organize themselves and fully participate in the Committee - Classes for women on literacy/numeracy and Civic Education 10 topic package - Support to women to organize themselves and fully participate in the Committee - Successfully engaging with Ministry of Education, Ministry of Social Welfare and Ministry of Health as well as relevant UN agencies and NGOs/CBOs in trainings and service provision, to ensure Ministries conduct Monitoring & Evaluation and follow up. D. Coordination with Ministry of Education - Monthly reports on Coordination with Ministry of Education, documenting when school for children is being provided in the Community Centre - Report should document any problems or issues which the Recipients are unable resolve regarding utilizing the center for school E. SALW Awareness Raising Proper messages on small arms control are developed based on national standard and approved by SDDRC and UNDP DDR Sensitization sessions are held with the target community on small arms and the target community is motivated to install arms control measures F. Reporting - A report encompassing both components of the project, which shall reflect linkages and coordination with the school/community center construction 9

10 project, as well as the community contribution and participation in the construction work. - Preliminary survey and post-project survey to gauge achievement of three major objectives: (1) [CSAC Action Plan] To empower community members to develop their own action plans to mitigate their concerns, (2) [Resettlement] To promote returnees resettlement by providing vocational training, civic education and other activities, (3) [Sustainability] To generate a long-term positive impact on community security, arms control and livelihood by ensuring the sustainability of Community CSAC Committee and linkage with authorities and other stakeholders. - Compiled list of capacity development needs for the community peace building structures at village and locality levels. A report of not less than one and not more than three pages will be prepared. - Attendants lists and on-session photos of all meetings and workshops. This will include training meetings and management meeting with Committee members etc. The lists will be included in the accounting of funds as a reflection of workshop expenses and attendance. - Weekly progress reports to brief progress against target, challenge, and recommendation. - Interim Progress Reports against proposed performance targets and Interim Financial Report per Tranche. The Recipients, SDDRC and UNDP will agree on a report-writing format. - Final Report. A month after the end of the Project timeframe, the Recipients will prepare a final report on the overall outcome of the project reflecting the effectiveness, relevance and quality of interventions with due respect to the future needs, recommendations. The report shall be 1-5 pages (excluding annexes) and shall also outline the following: 1) Establishment of CSAC Committee (where none existed) + Capacity Development Support 2) Strengthening of existing Committee (where did exist) with Capacity Development Support 3) Major outcomes from meetings of the Committee 4) How the school/community centre was supported to become a fully functioning and sustainable facility providing classes to community members on literacy, food processing, civic education, and other services deemed necessary. The report should include: - A capacity assessment of the Committees including opportunities for the future, conflict management skills and sustainability aspects. - Thorough critique/analysis on impact of the project on empowerment and engagement of community members in CSAC issues in their community. Challenges and constraints in the work. - Thorough critique/analysis on the capacity development projects provided for women and youth at the community centre, including challenges and constraints and recommendations, as well as sustainability mechanisms set in place. - Brief recommendations for future interventions for sustainability of positive outcomes generated by this project in the identified villages with recommendation for capacity development projects at the community level. 10

11 - Final Financial Report. A month after the end of the Project timeframe, the Recipients will prepare a final financial report on the overall expenditures of the project and the balance. Relevant receipts and any other financial supporting documents should be kept for 3 years after the completion of the project for auditing purpose. - Community CSAC Committee Future Work Plan per each target community that can serve as a reference for future intervention by governmental agencies, international organizations and non-governmental organizations. This Work Plan includes planned future activities by the Committee after closure of this project and is to serve as a reference for the community itself as well in order to ensure sustainability of the developed initiatives. The compiling process of a work plan by community members themselves is expected to empower them in planning skills, identify community issues and solutions for them more clearly and raise their ownership toward any future interventions under the plan. 6. Duration and Timing It is expected that the implementation will start on 1 st January The implementation period will be a total of six months after the award which will end by 30 th June The final report of the Project will be expected by 31 st July Yet, in any case, SDDRC in coordination with relevant line authorities, in the absence of UNDP, would follow up on the project. 7. Minimum Requirement from Recipients - Recipients must show a conflict-sensitive and gender-responsive approach that includes the entire community (including women) in the support of the Community CSAC Committee ensuring peace dividends reach all groups of the target community. - Experience in participatory methodologies and development of projects with the community ownership and participation or prove of partnership arrangements with organizations with experience in such approaches; - Experience in forming and training community structures in all aspects of the Project Cycle and change management or prove of partnership arrangements with organizations that will provide such services on behalf of the Recipients; - Reputation of institutional capacity and experience in dealing with the project implementation, accounting and reporting; - Presence in the operation area or capacity to mobilize resources in order to be available for starting the implementation within a short time. The Institution shall have personnel with the following qualifications; - Social Science background with substantial broad-based social development experience particularly sustainable livelihoods. - CVs of the key staff (project manager, field staff, finance officer, etc.) for this project should be attached with the project proposal. Duty station of each staff member should be clarified. - A list of previous projects the Recipients have implemented including total budget donors/partners name for each project should be inserted in the project proposal. 11

12 PROJECT PROGRESS MONITORING 8. Monitoring Plan, Evaluation, Reporting, and Facilitation of Process The respective commissioner of the SDDRC State office and the Project Coordinator of UNDP DDR will undertake the responsibility of monitoring. The SDDRC will be responsible for the longer term monitoring of the target group. Weekly progress reports, Interim Progress Report per Tranche and Interim Financial Report per Tranche by the Recipients are essential for SDDRC and UNDP DDR Unit to monitor progress in the implementation, provide technical and financial advice when needed, and support the disbursement of funds. A reporting format will be agreed upon immediately prior to the start of implementation. The Recipients will report to an identified focal point within SDDRC and UNDP. Reports will be expected to be timely and thorough to avoid delays in remittances of funds to the Recipients. After the end of the contract, a joint SDDRC and UNDP assessment mission will be conducted to the concerned villages. The main objective of this assessment mission will be to make a final evaluation of the performance of the Recipients taking into account the specific contexts and conditions of the target locations. GUIDELINES FOR PROPOSAL DEVELOPMENT 9. Guideline for Proposal Development The Proposals prepared by the Recipients and all correspondence and documents relating to the Proposal shall be written in English language. The Recipients should propose the types of projects which it is capable of implementing The Recipients must include in their proposal details of how the Recipients will ensure quality control (i.e. ensure the quality of the trainings, workshops, etc and that the timeline is being met) in the proposal. The proposal must clearly indicate approaches and methodologies/strategies to be utilized in the implementation The Recipients must demonstrate experience in working with women and genderresponsiveness of approach The Recipients should demonstrate how these projects will utilize partnerships with Ministries, other UN projects, and/or ORGANIZATION s The Recipients must detail in their proposal how they will carry out project within required timeframe The proposal must be attached with detail budget (financial proposal) and work plan. The proposal should be prepared for 6 months of implementation and monitoring period. Attach evidence that shows the Recipients are non-governmental organization/civilian society organization/non for profit organization, legally registered with responsible institutions in Sudan (i.e. provide HAC registration) Special encouragement is given to proposals from women s organizations. The attached Outline should be utilized to develop the proposal (see Annex 1) The overall budget for all activities does not exceed 193,200 SDG. 12

Mechanism for the Submission of Proposal Proposal should be submitted by to the following address (PLEASE INDICATE IN THE SUBJECT LINE {Community Security and Arms Control Soft Component for Mazmoun (Sennar State)} Call for Proposals # CFP/DDR/KRT/11/09: Address: sudanddr.bids@undp.org (it is possible to send the proposal split in 2 or 3 s, if the document is too big to send in one ). Deadline for submission of Proposal is at 12PM on 5 December The initial screening of the proposal will be done by UNDP DDR project team with the SDDRC. After the initial screening, the qualified proposals will be reviewed by a grant committee for approval. The payment will be made in three instalments. As part of the monitoring mechanisms the Recipients must submit a work plan, monthly technical and financial progress reports and a project completion reports. 11. Criteria for Screening of Proposal Selection will be made by UNDP DDR Grant Committee. The Committee will examine the Proposals to determine whether they are complete, whether any computational errors have been made, whether the documents have been properly signed and whether the Proposals are generally in order. The technical proposal is evaluated on the basis of its responsiveness to the Terms of Reference (TOR) and technical quality of the proposal Organizational capacity and experience to implement community based women s projects Realistic project approach Innovativeness, sustainability, replicability of the methodologies and approaches The price schedule will be scored on the basis of overall project support costs for the delivery. UNDP reserves the rights to cancel this Call for Proposal in the course of screening process if deemed necessary. 13

Provide an overview of the proposed activities, expected outputs and deliverables, timelines, and involvement of community in various activities. (maximum two pages). V. Coordination, Partnerships and Sustainability. This will describe arrangement of coordination and partnerships and linkages with stakeholders such as State Water Corporation, vocational training institute, line ministries, NGOs/CBOs,including Practical Action, other programmes and institutions, the UNDP/DDR and SDDRC. (2-3 paragraphs) VI. Risk Analysis. Identify and describe the main risks that may constrain the effective implementation of the project and the achievement of the desired outputs, and how such risks will be managed by project implementers (2 3 paragraphs) VII.
