1 Sudan Disarmame nt, Demobilisation and Reintegration Programme Individual Reintegration component CALL FOR PROPOSALS (CFP/DDR/005/10) Call for Proposals for Implementation of Reintegration Support Services in the area of Vocational Training for DDR participants in Blue Nile and Southern Kordofan states 1. Background The Sudan Disarmament Demobilization and Reintegration Programme(SDDRP), , aims at facilitating and accelerating the economic and social reintegration of former combatants and Women Associated with Armed Forces (WAAF) into civil society, thereby contributing to broader reconciliation and recovery across Sudan. Its primary objective is to build the capacity of participants to generate income, gain employment and pursue peaceful and sustainable livelihoods in both urban and rural areas. This will be achieved by providing individual participants with a combination of material assets, training including in essential and marketable agricultural, business, entrepreneurship and vocational skills, apprenticeships/job placements, and effective followup support mechanism. To achieve this goal, eligible DDR participants are to be provided with one time reintegration packages of a similar value, in close collaboration with North Sudan DDR Commission (NSDDRC) in Khartoum, Joint DDR Commissions (JDDRC) in Damazine and Kadugli, and UNDP. Packages will be tailored to skills and capabilities of participants, area of reintegration, and match their aspirations to the maximum extent possible. 2. Objectives UNDP DDR, with the support of the NSDDRC and JDDRCs, is looking for Organizations to provide reintegration packages that are designed for male and female DDR participants who settled in certain geographical locations of Blue Nile and Southern Kordofan states and who chose vocational training as an option for their reintegration. Vocational training may include, but is not limited to: carpentry, plumbing, masonry/construction, welding and metalwork, auto mechanics, glazier, electrical/refrigeration, electronics (phone, radio repair etc), tailoring, food processing, hospitality services, computer/it skills, etc. The Organizations must have sound knowledge and technical competence in communitybased initiatives and socio economic reintegration in a post conflict setting, as well as relevant technical capacity and vast experience in designing, developing and implementing projects for livelihood support initiatives that enhance self employment and independence to 1

The Organization must have the capacity to provide support to a number of DDR participants on vocational skills training as detailed in the section 3 on description of lots per geographical and thematic distribution of the caseload. 3. Scope of work and expected outputs The ORGANIZATIONs shall deliver reintegration packages to a total amount of participants of only ONE of the following 8 lots: 4 lots in Blue Nile state and 4 lots in Southern Kordofan State. The ORGANIZATION can apply for more than two lots, but can be granted with an agreement for ONE lot only: Geographical Area Area of specialization in vocational education Number of participants from DDR programme Blue Nile State - Auto mechanics - Carpentry Roseris - Metal work 99 - Electricity - Carpentry - Metal Work Damazin 30 - Food processing - Dress making Damazin - Dress making 45 Southern Kordofan S tate Kadugli Kadugli - Auto mechanics - Carpentry - Metal work - Electricity - Dress making - Food processing It has been jointly agreed between the NSDDRC and UNDP that each individual beneficiary should receive assistance equivalent to US$ 1,100 per capita, including training, startup kits and follow up services. Depending on the needs of particular areas and individual participant, Organization will be expected to address the varying needs within each caseload providing no cash to any DDR participant. In line with the above, the reintegration services to be delivered by the Organization shall encompass the following: 1. Provide reintegration support to beneficiaries, including women, who choose an option and geographic location as mentioned above. 2. Within the overall services provision, provide packages of a similar value to all participants of the chosen lot, including but not limited to a start up kit for selfemployment, noting that NSDDRC and UNDP do not support cash provision, with the exception of possible daily stipends from the Organizations to participants undergoing lengthy training

3 3. Jointly agree with individual participants the exact package they will receive; review his/her skills and competencies and design tailored training courses that befit his/her literacy levels, and ensure he/she is able to complete the training; and jointly agree a timeline for distributing the elements of the package. The beneficiaries will be required to sign an agreement demonstrating commitment to completion of the package. 4. Deliv er training to participants, including: a. Design of training courses that are based on in depth knowledge of local markets, including identifying surplus or deficits of labor in specific trades, to ensure courses are not offered where there is no potential for income generation or a sustainable wage. b. Tailored training curricula and methodologies to match participants level of understanding and education, e.g. lower than average literacy and numeracy. c. Provide entrepreneurship training to participants in civic education, where feasible. d. Training should also include a start up on transition to civilian life which may include briefing on civil rights, CPA, DDR, gender and HIV/Reproductive Health. Technical support would be given by NSDDRC and UNDP for this component. 5. Provide a material package that is relevant to the local context for each vocational training graduate to enable him a confident start up as per the norms in the local market. That includes but not limited to the suitable tools and consumables to start the se lf employment or small business relevant to the training. 6. Follow up services which might include, but not limited to: a. providing the latest market information and identify and facilitate possible marketing channel b. Identify outstanding entrepreneurs to offer mentorship and business counseling services on business dynamics and/or link them to the supply chain networks. c. where possible identifying microfinance opportunities and assist participants in applying for a loan from a local microfinance provider, and/or offer referral assistance to microfinance institutions d. providing in formation on further training courses/education within th e chosen area of the beneficiaries e. Observing individual participant s progress and compliance with training provided as well as use of materials/kits. f. during follow up services, if additional support is required by beneficiary, Organization shall assist and guide the beneficiaries to attain sustainability in the chosen activity The precise length and format of the training component are not set; and the Organizations should propose a suitable training regime and this proposed approach to the training will form part of the basis for the technical evaluation of the proposals. Organizations must also indicate how they will support the beneficiaries during the training, through provision of accommodation/meals and/or stipends, plus travel arrangements, if any, to bring the beneficiaries to the training locatio n. Organizations will have to ensure that the services are gender sensitive and relevant to the market demands, and open to both men and women, and adapt them to meet their specific 3

4 needs. UNDP and NSDDRC will jointly provide a list of beneficiaries with their current location, profile, and reintegration option chosen during demobilization stage. Selected Organizations will be requested to be present at the Counselling /Referral/Registration site of the DDR programme and will meet with caseworkers before the counselling and/or Referral/Registration of participants start to provide them with details about their services 4. Guideline for Proposal Development This call for proposals is open to national Organizations that are legally established and registered with the relevant authorities of Sudan. The applicants are required to submit: Authorized copies of documentation pertaining to the applicant legal establishment in Sudan and institutional capacity (training facilities and supplies, and qualified trainers) Project proposals covering the above mentioned aspects. Formal commitment to comply with UNDP standards and procedures for reporting, monitoring, evaluation and training. The Proposals prepared by the Organization and all correspondence and documents relating to the Proposal shall be written in English language. The proposal must clearly indicate gender sensitive approaches and methodologies/strategies to be used to implement the reintegration packages. The proposal must include objective, expected results and required resources to achieve these results, as well as the monitoring plan. The proposal must be attached with work plan which should include the detailed training dates, project mile stones, Key people responsible for each activity and proper timeline for the whole project reflecting sequencing of activities and reali ties on the area of implementation. The proposal must be attached with a project budget expressed in Sudanese pounds (SDG). Exchange rate used in the proposal must be stipulated clearly For evaluation purposes, the total amount of project budget will be converted by UNDP to United states dollars at the prevailing UN official exchange rate on the closing date of this call for proposal The proposal must reflect materials and kits to be provided in details The proposal must reflect type, curriculum and duration of the training to be delivered. The proposal should reflect packages that are gender sensitive, and open to both men and women. Proposals must demonstrate innovation and partnership with various r elated partners on the ground, including local community organizations. The proposal should be prepared for a maximum per iod of 9 months with maximum of 6 months of implementation period. The attached Outline of Project Proposal provided in Annex A should be used to submit the project proposal. The format shown in Annex B should be used in preparing the project budget. The format includes specific expenditures, which may or may not be required or applicable but are indicated to serve as examples. Demonstrate experience in the locality where offering services. 4

After the initial screening, the qualified proposals will be reviewed by a grant committee for approval. Only selected ORGANIZATIONS will be contacted to discuss project implementation and agree on benchmarks and schedule of payments prior to entering into an agreement. 6. Criteria for Screening the Proposal Selection will be m ade by a grant committee. The Committee will examine the project proposals to determine whether they are complete, whether any computational errors have been made, whether the documents have been properly signed and whether the proposals are generally in order. The project proposal is evaluated on the basis of its responsiveness to the current Call for Proposal Organizational capacity and experience to implement the reintegration packages Innovativeness, sustainability, replicability of the methodologies and approaches. The project budget will be scored on the basis of overall project support costs. 5

6 ANNEX A: Outline of Project Proposal format Note: Technical Proposals at a minimum should contain the following, in addition to any other information the ORGANIZATION considers relevant to the. The Project Proposal should be no more than 20 pages long including the workplan and project budget, but excluding CVs. Reintegration Option: Small Business OR Vocational Training Lot Number: Participants Number: See page 2 for details Section 1: ORGANIZATION S background, experience and history Profile of the offeror [setup, structure, location, area of expertise, etc.] and litigation/arbitration history not more than half page Expertise and past experience including project implementation in geographical areas where the services are proposed to be provided [please provide a table showing past work executed in similar contexts/countries with period of contract, type of services provided, period (dates) of services, amount of contract, and number of beneficiaries t o whom services were provided]. A sample table is provided as Annex B Procurement capacity [provide a list of goods and services procured in the last 24 months, detailing type and quantity], administrative, financial and internal control capacity and capabilities If available, provide evidence of any past experience of working with former combatants, women, elderly and other special need groups. ORGANIZATIONs that will submit proposals for more than one lot, should describe the personnel/facilities/infrastructure available in each of the locations. Section 2: Work plan and approach Briefly describe the methodology which will be used by the ORGANIZATION to provide the required services focussing on the following: o Responsiveness to the requirements of UNDP as specified in the call for proposal o Anticipated partnerships with other organizations and local/national government agencies o Appropriateness to local contexts o Conflict/gender sensitivities in the approach o Mobilizing the DDR participants s for service provision o Other services to be provided to DDR participants, if any e.g., counselling, assessment of existing skill sets, etc. Clear work plan showing sequencing of activities, timeline, and key personnel responsible for specific tasks (please use a grid indicating key milestones) Description of services/goods to be provided to XCs o Training plan for XCs including aspects such as duration, content, medium of delivery, participant size in the courses, logistical services during training, etc. o Description of the material packages proposed to be delivered to each XC, including breakdown of quantities. o Follow up services, to be provided to XCs 6

7 Section 3: Risk and other issues Please enumerate potential risks in the proposed approach and the ORGANIZATIONS ability to provide the services as above, along with recommended mitigation measures. Please describe the ORGANIZATION S internal control frameworks as it relates to financial management and procurement functions. Section 4: Personnel and facilities/infrastructure proposed Please provide CVs of proposed key staff (refer to the evaluation criteria), as well as the amount / percentage of time each of these key staff will be assigned to this project. [key staff should be proportionate the number of XCs to be provided with service and / or geographical locations and thematic areas]. If the proposed personnel are not regular staff of the ORGANIZATION, please provide the confirmation by the proposed personnel to engage with the ORGANIZATION for the provision of required services under this proposal.
