1 U General Conference 32nd session, Paris C 32 C/62 3 October 2003 Original: English Item of the agenda PROPOSAL BY THE DIRECTOR-GENERAL CONCERNING THE USE OF THE CONTRIBUTION OF THE UNITED STATES OF AMERICA FOR THE PERIOD FROM 1 OCTOBER TO 31 DECEMBER 2003 SUMMARY The United States of America rejoined UNESCO with effect from 1 October In accordance with 26 C/Resolution 23.1, paragraph (b), and 28 C/Resolution 24.1, paragraph (d), the contribution of the United States of America for the period 1 October to 31 December 2003 was established at US $15,093,141. Bearing in mind the intention of the General Conference to dissociate the treatment of the contributions of the three Member States that withdrew from UNESCO in 1984 and 1985, on rejoining, from that of other new Member States, as expressed in 27 C/Resolution 26.2, paragraph (f), and in 28 C/Resolution 24.32, paragraph 1(a)(iii), and the decision taken on the return of the United Kingdom in 29 C/Resolution 74, the Director-General proposes a similar treatment of this contribution from the United States of America. Therefore, the Director-General presents herewith proposals concerning programme activities to be envisaged in this context, including a description of their related backgrounds, strategies, expected results and resource allocations. Decision required: paragraph 25.

2 32 C/62 Introduction 1. The United States of America rejoined UNESCO with effect from 1 October When announcing this decision in his Address to the United Nations General Assembly on 12 September 2002, President George W. Bush referred to the return of the United States of America to UNESCO as a symbol of our commitment to human dignity. As he stated further, this Organization has been reformed and America will participate fully in its mission to advance human rights, tolerance and learning. 2. The Director-General suggests that the United States contribution for the fourth quarter of 2003 be used primarily to help expand the education reconstruction efforts and to support the preservation of endangered cultural assets in developing countries. These activities are consistent with UNESCO s mission and the programmatic priorities established in draft document 32 C/5. The Director-General is also confident that these proposals will resonate with Member States and will create a noticeable programmatic impact from the United States return to UNESCO. 3. The formula for the calculation of the contributions of Member States that join the Organization during the course of the biennium is laid down in 26 C/Resolution 23.1(b), and confirmed in 28 C/Resolution 24.1(d) for Based on this formula, the contribution of the United States of America for the period 1 October to 31 December 2003 is US $15,093,141 calculated at the constant rate of exchange of to one United States dollar C/Resolution 26.2, paragraph (f), and 28 C/Resolution 24.32, paragraph 1(a)(iii), adopted by the General Conference, in anticipation of the return of any of the States that withdrew from the Organization at the end of 1984 and the end of 1985, expressed its intention to dissociate the treatment of the contributions of the three States that withdrew, on rejoining, from that of other new Member States. 5. In the light of this intention, the General Conference by adopting 29 C/Resolution 74 treated the return of the United Kingdom to UNESCO in a similar way to that which the Director-General is proposing for the United States of America. 29 C/Resolution 74 includes the following paragraphs: The General Conference, Invites the Director-General to establish a Special Account for the aforementioned United Kingdom contribution for the purpose of financing projects within UNESCO priority programmes in favour of developing countries and especially the least developed countries (LDCs), along the lines of paragraph 6 of document 29 C/64, and in accordance with the Special Financial Regulations annexed to that document; Further invites the Director-General: (a) (b) to present the project proposals with corresponding detailed cost estimates for approval by the Executive Board; to report regularly on the status of implementations of these projects to the Executive Board; Resolves that the relevant provisions of Article 5.2 of the Financial Regulations shall be suspended to this effect.

The programme activities for which the Director-General proposes the utilization of the contribution of the United States of America for the period 1 October to 31 December 2003 are built around two main programme areas and objectives, as follows: US $ A. Reconstruction of education systems in post-conflict countries 10,550,000 B. Preservation of endangered cultural assets 4,543,141 Total 15,093,141 A. Reconstruction of education systems in post-conflict countries 7. Rebuilding the education system is a pressing task when a country emerges from conflict. Apart from the intrinsic value of education for the children and young people themselves, the reopening of schools and the daily routine of school attendance send a strong message that peace and normality have returned to the community. This encourages civil society to behave in a forward-looking way and invest for the future. The long list of countries with a recent history of conflict includes States in all parts of the world and UNESCO is helping to re-establish education systems in many of them. Within this group the work to be supported by this contribution shall be focused on Afghanistan, where UNESCO supported a national commission to review the future needs of the education system in , and on a selected number of countries, notably in Africa. 8. Concerning the reconstruction of education systems, the work will focus on the planning, coordination and human aspects of educational reconstruction, assuming that it is more appropriate for national governments, local communities and other bodies to support the repair and refurbishment of physical infrastructure and facilities. The proposed activities aim at assisting countries in post-conflict situations to rebuild their education systems through development and implementation of a national plan to achieve Education for All, which will guide the reconstruction work in updating curricula and exams, textbooks and learning materials, as well as intensifying teacher training, and professionalization of educational authorities. Creation of a credible EFA plan will assist the post-conflict nations in approaching international donor agencies to meet the Dakar promise that no countries seriously committed to Education for All will be thwarted in their achievement of this goal by a lack of resources. In the selection, emphasis will be laid on activities that can deliver concrete, demonstrable results that build long-term sustainable improvements. UNESCO has an extensive record in the area of helping nations develop EFA plans, as well as in education during emergencies and in post-conflict situations. The implementation of these activities will rely mainly on the network of UNESCO s field offices and specialized education institutes, NGOs and the Inter-agency Network for Education in Emergencies (INEE). 9. An important aim is to create education systems that will help to reduce the chances of a recurrence of conflict. Although it is unreasonable to expect schools and universities to be the primary bulwarks against wars and aggression, education that contributes to tolerance, appreciation of social diversity and respect for human rights can help to sustain a climate of peace. Such action will also contribute to ongoing national and subregional reconstruction and reconciliation efforts and initiatives which, with respect to Africa, constitute a top priority in the NEPAD framework. The strategy will concentrate on six key actions consistent with the MLAs contained in document 32 C/5:

4 32 C/62 page 3 (a) (b) Development of a national EFA plan to coordinate educational reconstruction; Training and retraining of teachers and education personnel, according to the EFA plan; (c) Providing appropriate curricula, textbooks and examinations (including for science education) according to the EFA plan; (d) (e) (f) Harnessing education to address the HIV/AIDS pandemic; Training of educational authorities in implementation of EFA plans; Reinforcing support networks. 10. Expected results National EFA plans developed in approximately four post-conflict nations; National reconstruction efforts coordinated to align with EFA plans; Teachers retrained in approximately four countries, enabling them to pursue the goals of Education for All in their schools and classrooms; Human rights education integrated into curricula and teaching; Teaching-learning materials and textbooks in line with national EFA plans distributed in approximately four countries; An educational response to prevent and cope with HIV/AIDS integrated into reconstruction programmes; Several hundred education ministry personnel trained in policy-making and information management to prepare them to implement EFA plans in four post-conflict countries; Regional and international networks in support of post-conflict educational reconstruction strengthened aimed at defining standards, developing resources and information-sharing of value for education in conflict and post-conflict situations. Proposed activities and indicative allocation of funds 11. Development of national Education for All plans in four postconflict nations in order to: US $2,000,000 Strengthen national capacity to develop policy reform plans; Facilitate the participation of ministries and civil society organizations in creating a new vision of education for their nation in the post-conflict era; and Coordinate activities under paragraphs below. 12. Training and retraining of teachers and education personnel, through: US $3,400,000 In-service teacher training in support of Education for All;

5 32 C/62 page 4 Reintegration and rehabilitation of refugee/returnee teachers; Capacity-building in higher education. 13. Providing appropriate curricula, textbooks and examinations according to the EFA plan (including for science, technical and vocational education), through: US $2,700,000 Support to the process of curriculum and textbook development and provision of textbooks and teaching-learning materials; Support to human rights education and the promotion of universally shared values; Support for the development of technical and vocational education and training; Pedagogical support, reintegration and rehabilitation of pupils. 14. Education for preventing and coping with the HIV/AIDS pandemic, through action along five strategic thrusts, as envisaged in document 32 C/5: US $550,000 Improving understanding of the problem through data, research, assessment and sharing of good practice; Promoting changes in all learning environments, both formal and non-formal; Curbing the pandemic through preventive education that emphasizes life skills and other approaches such as school health and focuses on teachers and the curriculum; Mobilizing networks for wider reach and improved social dialogue; and Maintaining global clearing houses. 15. Training of educational authorities, in the implementation of EFA plans, through focus on the training of Ministry of Education officials in the skills needed to implement the EFA plan: educational management, development of information systems, financial oversight, personnel management, and other education policy and planning skills. US $900, Reinforcing support networks, through US $1,000,000 Reinforced support to the Inter-agency Network for Education in Emergencies (INEE), which has demonstrated its value as a collaborative mechanism for defining standards, developing resources, and sharing information of values for education in conflict and post-conflict countries; Collaborative regional mechanism for promoting universal values in Africa, involving six countries. 6 32 C/62 page 5 B. Preservation of endangered cultural assets 17. Collections of ancient artefacts, ethnographic objects, archival and library material illuminate both the unique cultural patrimony of a particular nation and the common cultural heritage of the world. They often are subject to destruction, deterioration, theft, and under-utilization. These cultural assets have an irreplaceable value to our understanding of past and present cultures throughout the world. They require care to safeguard their value for future generations. The knowledge that these objects and collections represent also needs to be made known. The collections are, or could be, a source of pride, educational opportunity and an attraction for cultural tourism. However, most countries rich in such collections do not have sufficient resources or infrastructure to safeguard, study, exhibit and publish them. No country or institution currently undertakes this task on a global scale. 18. As for the preservation of such endangered cultural assets, activities are designed to support the study, documentation, preservation, storage and exhibition of archaeological, ethnographic, archival and library material, particularly in developing countries and particularly those in emergency situations. The programme focuses on properties and collections in danger through the preservation of otherwise endangered cultural objects and artefacts. It seeks to make them accessible to local populations as elements of their tangible cultural heritage. In addition, the proposed activities will increase the number of catalogued objects, so that they can be better protected against theft. The proposed work will be carried out in cooperation with appropriate specialized bodies, such as ICOM. 19. Action will focus on the preservation of movable heritage, with special emphasis on study and publication, inventories, capacity-building and training of staff in protecting cultural property and assets, museology and conservation, as well as manuscripts. 20. Expected results Scholarly studies of collections, as yet not existing, undertaken and published; Knowledge about conservation practices at all levels disseminated and transferred to museum professionals in several countries; National inventories and databases of movable and documentary heritage established and updated in countries of various regions; Capabilities of museums in using ICTs, especially the Internet, and other modern inventory and preservation tools increased; Management and preservation of movable heritage, including artefacts and manuscripts, enhanced; Capacities and skills of museum personnel and staff upgraded; Exchange of information and knowledge among museums professionals improved and intensified through regional and international networking mechanisms; Cooperation between museums and communities enhanced in various regions through participatory programmes; National capacities built for heritage conservation of archaeological and ethnological objects as well as manuscripts and archival material.

7 32 C/62 page 6 Proposed activities and indicative allocation of funds 21. Elaboration of national inventories and databases, through: US $1,200,000 Collection of information and documentation; Standardization of formats and methodology on data and information collection, storage and access; as well as Training to acquire new skills and competencies of the personnel involved, including through online and distance training. With systematic inventories, databases and documentation, national heritage institutions can do proper long-term planning and ensure dissemination of information to communities and professionals in several regions. Inventories and documentation will also guarantee that intangible heritage values are well understood and contribute to ensuring that the heritage remains a living, vital part of communities. National inventories are also important tools in the fight against theft. 22. Improvements in museology and conservation, through: US $1,543,141 Capacity-building in preventive conservation, including through training and the use of ICTs in specific institutions; Preserving documentary heritage, endangered collections as well as enhancing access to this heritage, and its local content; Demonstrating innovative methods for preservation and access in developing countries. There is a growing demand from countries for training of museum staff in preventive conservation and management of collections, and for training on use of technologies and modern tools applied to museum studies to support the creation of databases and websites and to foster networking among institutions. UNESCO s recognition of the importance of preservation of, and access to, local content for development, has led the Organization to support national and local public library services, archives, community information centres. This strategy should further strengthen cooperation between museums and the communities they serve through participatory processes, aimed at the preparation of museological, museographic and documentary programmes. 23. Building of capacities and training of staff in protecting cultural property and assets and through creating Cultural Heritage Patrols, through: US $1,800,000 Enhancing better understanding of, and compliance with, existing national and international legal regulations for the protection of cultural property; Strengthening capacities and the training of personnel that can contribute to the protection of cultural property and reduce illicit export. In accordance with Articles 6.6 and 6.7 of the Financial Regulations of UNESCO, the Director-General submits herewith Special Financial Regulations to govern the operation of the Special Account. Draft resolution 25. In line with this proposal, the General Conference might wish to adopt the following draft resolution: The General Conference, 1. Having examined document 32 C/62 and the proposals contained therein; 2. Welcomes the return of the United States of America to UNESCO with effect from 1 October 2003, and takes note of the amount of $15,093,141 to be contributed by it for the period 1 October to 31 December 2003; 3. Mindful of the wish of Member States to maximize UNESCO s effectiveness and impact, taking into account the priority fields of action of the Organization, 4. Invites the Director-General to establish a Special Account for the contribution of the United States of America of $15,093,141 and takes note of the Special Financial Regulations therefor, as annexed to the present resolution; 5. Resolves that the relevant provisions of Article 5.2 of the Financial Regulations shall be suspended to this effect; 6. Authorizes the Executive Board at its 168th session to approve, on its behalf, the plan of action to be funded from this contribution, after having examined the proposals by the Director-General as outlined in document 32 C/62.

9 32 C/62 Annex ANNEX Special Account for the contribution of the United States of America to UNESCO for the period 1 October to 31 December 2003 Article 1 Creation of a Special Account 1.1 In accordance with Article 6, paragraph 6, of the Financial Regulations of UNESCO, there is hereby created a Special Account for the contribution of the United States of America for the period 1 October to 31 December 2003, hereafter referred to as the Special Account. 1.2 The following regulations shall govern the operation of the Special Account. Article 2 Financial period The financial period shall correspond to that of UNESCO. Article 3 Purpose The Special Account shall fund activities described in document 32 C/62, taking into account the action by the Executive Board in that regard, as envisaged by General Conference resolution 32 C/ Article 4 Income The income of the Special Account shall consist of: (a) (b) the contribution of the United States of America to UNESCO for the period 1 October to 31 December 2003; miscellaneous income, including any interest earned on the investments referred to in Article 7 below. Article 5 Expenditure The Special Account shall be debited with the expenditure relating to its purpose as described in Article 3 above, including administrative expenses specifically relating to it. Article 6 Accounts 6.1 The UNESCO Comptroller shall maintain such accounting records as are necessary. 6.2 Any unused balance at the end of a financial period shall be carried forward to the following financial period. 6.3 The accounts of the Special Account shall be presented for audit to the External Auditor of UNESCO, together with the other accounts of the Organization. 6.4 Contributions in kind shall be recorded outside the Special Account. Article 7 Investments 7.1 The Director-General may make short-term investments of sums standing to the credit of the Special Account.

10 32 C/62 Annex page Interest earned on these investments shall be credited to the Special Account. Article 8 Closure of the Special Account The Director-General shall decide upon the closure of the Special Account at such time as he deems that its operation is no longer necessary and inform the Executive Board accordingly. Article 9 General provision Unless otherwise provided in these Regulations, the Special Account shall be administered in accordance with the Financial Regulations of UNESCO.

In the light of the debate in Commission IV, the Director-General wishes to amend his proposals for the use of the contribution by the United States of America for the remainder of 2003 as follows: (a) the total amount proposed in paragraph 6 of document 32 C/62 for A. Reconstruction of education systems in post-conflict countries should be US $9,550,000; (b) a new main programme area C. should be added for Strengthening the work of the World Heritage Centre for which an amount of US $1 million is proposed. 2. Accordingly, the proposed activities and indicative allocation of funds in paragraphs 11 and 13 of document 32 C/62 pertaining to section A. should be amended to read as follows: 11. Development of national Education for All plans in four post-conflict nations in order to: US $1,500,000 (...) 13. Providing appropriate curricula, textbooks and examinations according to the EFA plan (including for science, technical and vocational education), US $2,200,000 ( ) Grand Total A. US $9,550, Accordingly, two of the expected results listed in paragraph 10 of document 32 C/62 will need to be adjusted as follows: (a) National EFA plans developed in approximately three post-conflict nations;

The expected results of the new programme area C. Strengthening the work of the World Heritage Centre with an allocation of US $1 million are as follows: national capacities for World Heritage conservation, sustainable maintenance and management strengthened; endangered sites included on the World Heritage List and the List of World Heritage in Danger; capacity of heritage protection personnel increased at endangered World Heritage sites; donor support to the protection of threatened World Heritage sites increased. 5. These results shall be accomplished through: technical and emergency assistance to provide optimum protection for cultural and biological diversity, especially of sites that are of outstanding value and representative of diverse cultural identities, especially in places where they are most seriously in danger of disappearing; raising awareness among local populations and decision-makers and training in heritage conservation and management with a view to ensuring World Heritage sites long-term preservation; mitigating threats to a select number of endangered World Heritage properties in order to complement emergency assistance provided from the World Heritage Fund; creating partnerships with major public and private funding agencies, particularly those of the United Nations system in several regions. 6. The above changes will not affect the text of the draft resolution as contained in paragraph 25 of document 32 C/62.
