1 TOR to oversee innovation lab employment pathways in the camps Assignment Location Duration Estimate number of working days Reporting to UNICEF Jordan is seeking an individual to oversee innovation lab employment pathways in Azraq and Za atari refugee camps. Based in Jordan 6 months 128 days Innovation Specialist 1. JUSTIFICATION/BACKGROUND Jordan is a stable middle income country in a region that has experienced great instability over the past several years. Currently, it is estimated that 1/5 people in Jordan is a Syrian refugee. UNICEF Jordan provides humanitarian support to refugees living in Jordan, while ensuring that the country s overall development progress is strengthened as well. The complex situation in Jordan has led many to seek new approaches to being more effective; more responsive to needs; and to achieve more with less. One of UNICEF Jordan s flagship programmes is the network of 240 Makani Centres located across Jordan. Thirty-one of these Centres are in refugee camps; 140 are located throughout Jordan; and the remainder deliver services to mobile populations (informal tented settlements). Makani Centres offer integrated support to children and youth, including learning support services, psycho social support, and lifeskills training. Currently, UNICEF Jordan provides financial and technical support to 9 innovation labs at Makani Centres in Za atari and Azraq refugee camps. The labs are delivered in collaboration with a partner; however, the Makani system more broadly will move to direct implementation by Syrian refugees in both camps. This transition will take place as of January The lab programme has several elements: 1. Outreach: emerging technology exhibition to drive engagement, spark imagination, and teach kids about technology. 2. Lab Activities: in addition to a hang-out space, labs provide a social innovation curriculum that leads adolescents through a process of identifying, understanding, and attempting to solve challenges in their communities. 3. Post- programme opportunities: the labs aim to provide pathways and opportunities for adolescents and youth to use their talents and implement their ideas further. Such opportunities may include competitions, scholarships, further training, but also employment opportunities.
2 Currently UNICEF seeks to build several of these employment pathways among the postprogramme opportunities. As part of this, UNICEF aims to professionally train and certify selected youth as human centred designers. Over the course of two years, UNICEF hopes to train 100 youth in Za atari Camp and 100 youth in Azraq Camp as human centred designers. UNICEF envisions three potential pathways to employment for this trained youth: (1) assessing, designing, and piloting projects for humanitarian and development agencies; (2) doing user testing for technology products; and (3) starting social enterprises, including by accessing further training in business development and entrepreneurship. 2. OBJECTIVE AND TARGETS The consultant will be responsible for overseeing the regular operations of the labs, as well as the development of the post-programme opportunities. This includes: - Working with UNICEF colleagues, the development and implementation of a camp implementation plan for both the labs and the post-programme opportunities for next two years, with an eye to ensuring sustainability of the programme. - Tracking actions by partners, ensuring deliverables are met in a timely fashion, and providing technical support to partners where needed; - Scoping and developing new partnerships where needed to reach goals; - Coaching teams of youth in Azraq and Za atari who are engaging in post-programme opportunities in one of the three employment pathways; - Continuously document learnings and good practice, including for use by partners in and outside of Jordan. At the end of the consultancy, UNICEF and partners should have a clear vision on how the camp-based innovation labs will be managed going forward; as well as having a clear vision on how the professional grade HCD training and three employment pathways will be managed. 3. SCOPE OF THE WORK (WORK ASSIGNMENT) All activities should be done in collaboration with UNICEF and UNICEF partners. Note that all products developed should be open source. Manage and provide technical support to for post-programme opportunities in camps, including both professional-grade training and three employment pathways 1. Manage and support partners in developing and implementing professional grade HCD training 2. Create materials to advertise services for technology companies and humanitarian/ development agencies to hire refugees 3. Work with UNICEF colleagues to ensure that refugees on employment pathways (1) and (2) are imbedded in a professional management structure, including accountability for deliverables and provided the proper support (ie. payments and materials required). 4. Work with business incubator to support refugee-led business 5. Work with UNICEF colleagues to design challenges to inspire youth to create solutions to entrenched operational challenges in the camps.

EXPECTED DELIVERABLES Deliverable one: Manage and support partners in developing and implementing professional grade HCD training Contract deliverables as defined in HCD partners ToR are achieved on time Partners receive all necessary support in achieving deliverables, including linkages to ongoing work (for example linking to youth in the camp for training) Deliverable two: Create materials to advertise services for technology companies and humanitarian/ development agencies to hire refugees Working with refugees and potential clients in the humanitarian and technology community, all materials to advertise services available from refugees prepared Materials advertised through multiple channels, including existing networks like Techfugees, as well as UNICEF National Committees in Europe and North America. Deliverable three: Work with UNICEF colleagues to ensure that refugees on employment pathways (1) and (2) are imbedded in a professional management structure (including being held accountable for deliverables) and are provided the proper support (ie. mentorship, payments, and materials required) With support from Innovation Specialist, lessons learned from pilots discussed with UNICEF colleagues (in particular humanitarian team) and workplan designed and implemented. Deliverable four: Work with business incubator to support refugee-led business Establish humanitarian corner in partnership with existing business incubator in Jordan Pipeline of identified business from the camps are linked to business incubator Ongoing technical support provided to ensure quality during start-up phase Deliverable five: Work with UNICEF colleagues to design challenges to inspire youth to create solutions to entrenched operational challenges in the camps Working with UNICEF humanitarian team and innovation focal point, at least two challenges that address key operational issues faced by UNICEF are defined Working with the innovation labs, challenges are advertised to youth, and youth teams are supported to design solutions to challenges Deliverable six: Document process to facilitate learning by other UNICEF offices and other organizations Regular blogs documenting key activities and lessons are published on UNICEF s Medium blog, UNICEF Stories of Innovation, and other channels where relevant Liaise with UNICEF communications team for videos and other relevant comms material
4 5. REALISTIC DELIVERY DATES AND DETAILS ON HOW THE WORK MUST BE DELIVERED Payment will be remitted on a monthly basis, based on number of days worked and an agreed-upon daily rate. Deliverable one: Manage and support partners in developing and implementing professional grade HCD training Delivery date: 15 January Deliverable format: plan to train 100 youth in Za atari and 100 youth in Azraq is designed and moving into implementation Deliverable two: Create materials to advertise services for technology companies and humanitarian/ development agencies to hire refugees Delivery date: 1 January Deliverable format: Materials submitted in English by to Innovation Specialist Deliverable three: Work with UNICEF colleagues to ensure that refugees on employment pathways (1) and (2) are imbedded in a professional management structure (including being held accountable for deliverables) and are provided the proper support (ie. mentorship, payments, and materials required) Delivery date: 1 January Deliverable format: workplan is submitted in English to Innovation Specialist; contractual arrangements, including partnership agreements or any other contracts, are signed. Deliverable four: Work with business incubator to support refugee-led business Delivery date: 1 January, plus ongoing technical support Deliverable format: workplan is submitted in English to Innovation Specialist; contractual arrangements, including partnership agreements or any other contracts, are signed. In person support to teams and incubator delivered in an ongoing way. Deliverable five: Work with UNICEF colleagues to design challenges to inspire youth to create solutions to entrenched operational challenges in the camps Delivery date: 30 November Deliverable format: Design materials submitted in English and Arabic to Innovation Specialist by Deliverable six: Document process to facilitate learning by other UNICEF offices and other organizations Delivery date: Ongoing Deliverable format: written blogs in English submitted to Innovation Specialist at least twice per month 6. DESIRED QUALIFICATIONS, SPECIALIZED KNOWLEDGE OR EXPERIENCE Assignment-specific qualifications: Minimum 3 years of experience in designing or implementing human centred design training programmes

UNICEF RECOURSE IN CASE OF UNSATISFACTORY PERFORMANCE In case of unsatisfactory performance the payment will be withhold until quality deliverables are submitted. If you are unable to complete the assignment, the contract will be terminated by notification letter sent 30 days prior to the termination date. In the meantime, UNICEF will initiate another selection in order to identify appropriate candidate. 11. INDICATION THAT THE CONSULTANT/INDIVIDUAL CONTRACTOR HAS RECEIVED A COPY OF THIS DOCUMENT OR. ALTERNATIVELY, AN EXPERT OF RELEVANT PROVISIONS INCLUDING THOSE CONCERNING LEGAL STATUS, OBLIGATIONS AND TITLE RIGHTS. 12. CONDITIONS - The contractor will work on its own computer(s) and use its own office resources and materials in the execution of this assignment. The contractor s fee shall be inclusive of all office administrative costs - Local travel and airport transfers (where applicable) will be covered in accordance with UNICEF s rules and tariffs. - Flight costs will be covered at economy class rate as per UNICEF policies.
