4 Statement of the Chief Executive Officer Statement of the Chief Executive Officer Dear friends, We are glad to present you a public Annual Report of the Fund for Infrastructure and Educational Programs, the only development institution in Russia that creates an infrastructure for nanotechnological and other related high-tech sectors of the economy. 15 nanotechnology centres nodes of the first venture construction network in Russia are currently operating in 11 regions of Russia. The nanocentres have created more than 550 start-ups in the most diverse technological areas: nanoelectronics, photonics, robotics, additive technologies, composite materials, development of complex medical equipment and new energy. We have created the service engineering companies which are engaged in contract manufacturing. The total revenue of the nanocentre network reached 6 billion rubles by The infrastructure can successfully work and develop only under the favourable external conditions which include the advanced standards, removal of the regulatory barriers and inflow of qualified personnel. Therefore, the Fund implements a number of ecosystem projects aimed to solve these tasks. These include projects for training of qualified experts who are in demand in the new industry sector. 147 programs of supplementary professional education were implemented by 2016 with support of the leading universities of Russia. More than 53 thousand people studied under these programs. More than 800 schools from 73 regions of Russia participate in projects of RUSNANO s School league, which helps involving children into the world of science and new technologies. The governmental policy aimed at creating more favourable investment and regulatory environment is important for the effective development and implementation of innovations. The Fund contributes to implementation of the governmental innovative policy and participates in improvement of the national legislation. Experts of the Fund together with the expert community are preparing proposals for improvement of the Russian legislation in the areas of taxation, intellectual property, small and medium-sized business and other issues related to the innovative industry sector. Production and use of nano-enabled goods is impossible without certain standards, certificates, authorisations for the market entry and metrological methods. 197 national standards for nano-enabled goods were developed with the Fund s participation and 456 safety and compliance documents were issued by Special attention is paid to the environmental aspects the Fund s experts are working on green standards. In 2016, they presented a Book of Green Nanotechnology. The Fund contributes to promotion of new technologies at the market for development of the nanoindustry. It is not always that simple, as it is necessary to overcome natural conservatism and to convince people that nano-enabled goods have material advantages. Due to the agreements with regions and big corporations, innovative supplies and equipment prove their effectiveness and find a way to consumers while being examined and tested. The new phase of the Fund s life has begun since We ve developed and adopted a new strategy stipulating transition to an entirely new model called conveyor of innovations. This includes mass creation of start-ups and infrastructure in such a way that basic competences of one start-up are used as a technological outsourcing for other start-ups in process of creating the final product. Our work for development of the nanoindustry will let us create a lot of competitive and high-tech facilities in Russia thus providing for dynamic development of our country. 5 Statement of the Executive Chairman Statement of the Executive Chairman DEAR FRIENDS, The Russian nanoindustry celebrates its 10th anniversary in For us, the main result of the past decade is the fact that the new sector of economy has been built in Russia almost from nil. The Fund for Infrastructure and Educational Programs is an integral element of the sector, and it provided a whole range of achievements in the framework of RUSNANO Group. Six technological clusters were created and the base for another five ones was established in the country by RUSNANO Group. 87 new production plants were put into operation in Russia. The revenue of the companies in this industry sector has already surpassed one trillion as for 2016, the production volume of goods, works and services exceeded 1.5 trillion rubles. Meanwhile, throughout this period we had a clear understanding that financing promising developments, building production capacities and launching product manufacturing is necessary, but not enough to create a new industry sector. A large number of infrastructure tasks will be solved in the country in parallel with the construction of production plants. These include establishing a network of infrastructure centres which create start-ups in high-tech nanoindustry sectors on a massive scale; setting a modern personnel training system, stimulating demand for products, creating new standards, performing nanoindustry product quality and safety examinations, interacting with state, business, scientific companies and professional community to develop the whole Russian innovative industry sector. Solving these tasks is exactly what the Fund is busy with, as its area of influence includes the nanoindustry in general and related high-tech sectors of economy. Today, the Fund has already established itself as a Russian innovative development institute, which concentrates activities of technological entrepreneurs, the scientific and academic community, engineering companies, and the whole inventing community around it. The Fund reveals the most promising technological directions and launches projects in these areas with one of the examples being the Russian Flexible Electronics Centre. In addition to that, the Fund sets the objective to achieve the transfer of the created infrastructure, and later the whole Fund to self-financing principles by means of switching to targeted creating, development and further sale of start-ups using the conveyor of innovations model. No one in Russia has achieved such objective yet. Together with other nanoindustry companies, we set an ambitious goal to make Russia one of the global technological leaders. Reaching this goal is possible only by a tremendous job, which the Fund for Infrastructure and Educational Programs is doing. 8 Fund Profile Infrastructure Projects Qualified Personnel Creating Favourable Regulatory Environment Regulatory and Technical Support Demand Stimulation Information Support Corporate Governance Fund Profile Fund for Infrastructure and Educational Programs (the Fund) being one of the principal instruments for the governmental innovative policy implementation, takes a special place in the system of instruments for governmental support of innovations. The Fund for Infrastructure and Educational Programs was established on 22 October 2010 on the basis of the Federal Law No. 211-FZ of 27 July 2010 On Reorganisation of the Russian Corporation of Nanotechnologies, aimed at developing the infrastructure in the area of nanotechnologies. The Fund together with RUSNANO and RUSNANO Management Company are members of the RUSNANO Group. More than 60 developed and developing countries implemented their own national nanotechnological programs. Achievements in the field of nanotechnology and their practical application allow us to solve many serious problems in various branches of the manufacturing industry, science and technology sectors. Wide opportunities provided by the nanoindustry also form a growing demand for its products. Constantly increasing volume of investments made by both private investors and on account of the state budgets confirms this trend. Based on the results of 2016, the leaders in terms of state investments into the industry sector were the world s highly developed countries the USA, Japan, South Korea and Germany. At the same time, costs for development of the nanoindustry market definitely pay off with the growing demand for its products and increasing profitability. In 2016, more than 76 percent of production of Russian nanoindustry products was concentrated in three industry sectors: production of coke and petroleum products, metallurgical production and chemical production. Strategy for any enterprise is a document that brings together its mission, goals and ways of achieving them. It is very important, because strategy determines what an enterprise will be doing and what it will not. Therefore, following own strategy is vital for healthy development of any company. The Fund went through several stages of self-determination before its current Strategy-2025 was developed and adopted. After its establishment, key objectives were formed in the Fund. It should be acknowledged that these objectives were identified correctly and all of them have survived to the present day. Further, the target audiences and their needs within each direction were identified and formulated, and instruments (projects and programs implemented by the Fund) were selected. Interview with Alexey Kachay, Deputy CEO for strategy In 2013, the Fund s strategy for the period up to 2020 was adopted. The strategy united all those actions which helped the Fund to implement its mission to create and develop the nanoindustry and independent nano-producers in Russia. It made a solid foundation for transition to a new stage of development. As we understand the need to keep up with the times, we assessed the existing state initiatives for development and implementation of high-tech technologies, strategic planning documents of Russia and the current state of innovations. We also analysed the world trends for creating infrastructure for technological business development. The results of our work are reflected in the Strategy What are specifics of your Strategy-2025? Development of the Fund s strategy, which is currently adopted, started in At that point, it was necessary to identify an element determining and binding all the Fund s activities. The entirely new model conveyor of innovations was suggested as such element. All activities of the Fund clearly lined up around it. The important specifics of this new strategy lie in its orientation at development of both nanotechnology and other related high-tech sectors of the economy. For the moment, the Fund develops intensively an infrastructure able to create mass start-ups that are in demand on the market. These are start-ups which integrate successfully into the existing technological chains. There is a steady demand for their products that makes them attractive for investors. Our Fund supports development of the professional education system, follows balanced development of the ecosystem and the regulatory system of the innovative sector, etc. Due to highly qualified team of employees of both the Fund itself and its portfolio companies, we are able to apply the most advanced technologies available for each direction: start-up studios, distance education and e-learning. Besides, we are studying actively successful international models and practice in the field of standardisation and standardsetting, and apply the modern ways of interaction with the target audience for nanotechnology popularisation and demand stimulation. 12 Fund Profile Infrastructure Projects Qualified Personnel Creating Favourable Regulatory Environment Regulatory and Technical Support Demand Stimulation Information Support Corporate Governance The key activity directions and the defined vector formed in the beginning of the Fund s work created foundation for the next level of development and the new activity model: Fund created a large-scale intensively developing network of nanotechnology centres to ensure availability of services in various regions of the country; Fund developed the educational and specialists retraining programs and professional standards for nanotechnology professions. Programs aimed at improving the quality of educational process in schools and universities are being implemented; Fund our work with the government authorities in the part of regulatory initiatives aimed at maintaining interests of innovative companies in various business issues. Fund established the institutional framework for regulatory and technical support in the nanotechnology sector providing for widespread use of high-tech products; sectoral and regional programs for demand stimulation are being effectively implemented; information projects and programs that stimulate development of interest and growth of innovative activity of the existing and potential participants of the innovation process are being implemented. State initiatives for development of the nanoindustry and hightech technologies together with The strategic goal of the Fund is the financial and non-financial development of nanotechnology and other related high-tech sectors of the economy through formation and development of the innovative infrastructure, development of the qualified personnel market and the system of professional education, implementation of institutional and information support promoting introduction of technological solutions and final products into the market. strategic planning documents of the Russian Federation, including the President s Initiative On Strategy for Development of Nanoindustry, the Strategy of the Innovative Development of the Russian Federation for the Period until 2020, the Scientific and Technological Development Outlook of the Russian Federation until 2030, the National Technological Initiative, the Strategy of the Scientific and Technological Development of the Russian Federation for the Long Term and other documents as well as the world trends in the high-tech business development were significant and decisive for development of the Fund s strategy: switching from funding of the existing projects to creation of new ones; system activity for creation of new companies; reduction the timing of start-ups development; high level of technological and service operations outsourcing in start-ups. The Strategy for the Fund s Activities 5 until 2025 (hereinafter Strategy-2025) was developed in Its goal was to develop the nanoindustry sector as well as other related high-tech industry sectors of the economy. The Strategy-2025 is aimed at increasing the innovation activity in the Russian market through introduction of technologies for mass generation of high-tech businesses which are attractive for investors. Implementation of this target stipulates switch of the Fund to the new activity model conveyor of innovations. The idea of the conveyor is to create as many start-ups and their infrastructure as possible. The specialised infrastructure created by the Fund enables technological entrepreneurs to build several start-ups in parallel, and engineers together with developers to focus on solving specific problems, allowing them to be done several times faster and at lower cost. About half of the Fund s annually generated start-ups are born from previously established technological companies. Any innovative business faces empty spaces in the production chains and unfilled market niches when developing a new product. A technological entrepreneur has to see such possibilities and create new companies to fill them. The product of conveyor of innovations is not just one company, but many companies, and each of them plays a certain role in the technological chain. The companies established by nanocentres are to become economically sustainable businesses providing the basis for launching a long cycle of return on infrastructure investments (see Fund s Strategy for more details). The companies established by nanocentres can be divided into two types: contract and product companies. Those of contract or infrastructure type cannot produce own products as their objective is to produce or develop products solely upon request of other companies. The product companies or start-ups place orders with the contract companies to manufacture their products, as they cannot have laboratories or production capacities unlike the contract companies. By the end of 2016, approximately one contract company was established per ten start-ups according to the statistics. Experience has shown such a division of labour is very effective. It allows reducing investment and time expenditures and as a result speeding up the process of entering the market of new developments. Therefore, start-ups of the Fund s nanocentres are faster and cheaper than the market average, and of course, their attractiveness as an object of sale or investments increases. The main investments of nanocentres (about 90 percent) are aimed at establishment of contract companies, which presumes with high equipment expenditure. Since 2011, the Fund has conducted more than 15 procedures within open contests to select the most promising projects for establishment of technology engineering companies (TEC). Engineering groups of small and medium-sized enterprises, including nanocentre companies >15 procedures within open contests were organised by the Fund to select the most promising projects for establishment of technology engineering companies TECs9 have been created so far Technology engineering companies develop and implement into production original technologies, equipment, technological solutions or products on the basis of already existing basic technologies upon request of third-party companies. and universities acted as suppliers of basic technologies for TEC creation. So far, 9 technology engineering companies have been created. TECs serve as a link between existing basic technologies and customers who have production capacities for manufacturing and sale of high-tech products and carry out projects for the benefit of enterprises from different industrial sectors, providing both development services and services for design of final products and their launch into production. TECs focus on later stages of the commercialisation process, when prototypes obtained as the result of R&D works were tested and certified. For implementation of serial product manufacturing, TECs set engineering regulations, develop design documentation, technological schemes and sometimes even production equipment. TECs have licenses for the required technologies and are able to use several technologies simultaneously for effective solution of the most complicated tasks set by customers. TEC s new engineering solutions are registered as patents and know-how for protection of the intellectual property and further sales and licensing of technologies for different customers. Involvement of TECs into the production or technological processes results in increased investment attractiveness of a project due to minimal use of financial, time and human resources and risk reduction. The main objective of CTTs is to create conditions for knowledge and technology transfer between science and research institutes and business. Centres of technology transfer unify efforts of unrelated Russian research centres, consolidate their activities together with the world s leading research and development centres, provide services for the search of applied technologies and developments which are required by industrial companies. Thus, Technology Transfer Office RAS & RUSNANO Technology Transfer Office RAS & RUSNANO (CTT) of RAS and RUSNANO was established as a non-profit partnership in the end of For the period of its activity, CTT has created more than 70 startups in the field of new materials and innovative technologies in cooperation with Russian scientists CTTs perform an important task of helping to convert the results of scientific researches into final products of certain enterprises. CTT s objectives include a comprehensive support of potential technology consumers. This includes informing about technical development trends, offering the best technological solution and selecting a foreign partner. When required, CTTs initiate creation of a research centre, which performs personnel selection and trainings and assists in the technology development and implementation process until its launch in serial production. Centres of technology commercialisation support research projects in converting developments into the final and research institutes of the Russian Academy of Sciences aimed at commercialisation of Russian science developments. More than 20 of them became portfolio companies of the Fund s nanocentre network and more than 30 became residents of the Skolkovo Foundation. profitable product. At the same time, e-learning gives access to the modern digital content, providing both experts and school students with the information required for their professional development in a 24/7 mode. However, in opinion of the professional community, the personnel training system does not keep pace with rapid innovations and requires more flexible and brand new instruments. That is why the Fund, as one of the Russian development institutes, sees establishment of a system of continuing education and development of nanoindustry qualifications 9 as its mission. Educational programs for Knowledge-Based Industries The Fund s experience shows that high-tech business often faces a shortage of qualified experts: it happens at the start of an innovative product production as well as at the stage of distribution, where the lack of knowledge and experience of working with hightech, demonstrated by potential consumers, becomes the obstacle. Therefore, one of the main goals of the Fund is to determine the current demand at the job market. The next step in this direction is to help the leading universities of Russia to create new programs of supplementary professional education on the basis of inquiries from enterprises. The university networking is encouraged; internships are organised and both Russian and foreign scientists and professionals are attracted to development of educational supplies. Interested companies collaborate with universities, reviewing new educational programs and funding trainings for their personnel. The initiators of educational programs are both independent high-tech production companies and RUSNANO s portfolio companies. Business Fund Universities The Volgograd State Agricultural University was awarded with a gold medal at the Russian agricultural exhibition Golden Autumn-2016 for the best educational software developed in the framework of the advanced training program in the area of express food quality control. The award certificate was signed by Alexander Tkachev, the Russian Minister of Agriculture. E-learning System for Purposes of Nanoindustry Rapid development of information and communication technologies, which gave access to different sorts of information and services in the educational sector, set the new objectives: to provide high quality and applicability of the 442 electronic educational modules for supplementary education of personnel of universities and companies, as well as for children and teenagers educational content; to create an industrial electronic platform for training and retraining of engineers and managers of nanoindustry companies and enterprises of related high-tech industry sectors. To that end, the program Development of E-Learning System until 2020 was developed and approved in 2013 and an autonomous non-profit organisation E-learning for Nano industry (enano) was established for its implementation. One of the key activities is related to development of electronic educational modules, on-line courses and educational programs. >9,800 users registered at the industrial education portal edunano.ru Experts of high-tech companies and students of engineering and technical universities receive trainings on the educational portal edunano.ru on a regular basis. The universities can get a consultation on organisation of e-learning in the field of nanotechnology and technopreneurship. To attract the attention of schoolchildren of 7 11 school years to issues of their future careers, a number of digital resources for natural sciences is being developed. The first steps to create a system of professional qualifications by industry sectors were made in 2012, and by now, there are 45 professional standards on advanced engineering professions, approved by the Ministry of Labour and Social Protection of the Russian Federation, registered in the Ministry of Justice of the Russian Federation and applied in enterprises and universities. Professional standards are based both on consolidation of suggestions made by nanoindustry companies and recommendations given by the academic and university community. To create a professional standard means to develop a system of requirements to the employee qualification in compliance with regulations of the Russian Ministry of Labour. One of the important stages here is to provide a professional and social expertise: in 2016, more than 7,000 experts from several dozens of companies, research institutes and higher education institutions participated in discussion of professional standards projects. Requirements to specialists defined by professional standards Professional standards developed by the Fund, cumulatively decided to work in the sphere of innovations are also reflected in the Federal State Educational Standards for higher education. In , the Fund arranged and conducted an expertise of 32 Federal State Educational Standards for higher education for their compliance with professional standards for the nanoindustry. Besides, professional standards are part of the professional development system and they form the basis of the independent qualification assessment of employees and graduates of the universities in the area of nanotechnology. Independent Qualification Assessment Due to collaboration between the government and the business sphere aimed at creation of a national system of qualifications in Russia, the CV market started to turn into the market of qualifications. This approach aims to improve the quality of the labour resources and to spur productivity growth, contributes to creation of the new professions, and transition to the digital economy. The independent qualification assessment system formed on the basis of professional standards is an effective mechanism for educational quality improvement. Development of this system is driven by the National Council under the President of the Russian Federation for Professional Qualifications. At the moment, the notions professional standard and independent qualification assessment are widely used in the legislative practice. Nanoindustry is a new, dynamically growing market, and the issue of qualifications has a special importance as opposed to the traditional economic industry sectors. Its specifics are in occurrence of new, high-tech professions on the basis of traditional ones, as well as in a significant stake of small entities and absence of obtained experience in personnel assessment. In 2015, the Fund approved the program for Development of Professional standards serve as a benchmark for universities to train in-demand specialists. Professional Accreditation of Educational programs Professional accreditation recognises the quality and relevance of higher education in Russia. Today, bachelor and master programs in the area of nanotechnology are available for students not only in Moscow, but also in the regional universities. Organic development of continuing education and the qualified personnel market for the nanoindustry sets an objective of being pro-active: to cultivate in the younger generation an interest for high-techs and to teach them how to live in the world of innovations. The program RUSNANO School League being the Fund s flagship project for school students is aimed at improving the quality of education in the area of natural sciences and motivating schoolchildren to select professions of research, engineering and technopreneurship profiles in rusnano school league high-tech sectors (schoolnano. ru). The Independent Non-Profit Educational Enterprise School League was established for program implementation. STA-studio represents a project with a system of context of modern scientific and business development, to introduce the advanced methods of teaching the natural sciences. RUSNANO School League arranges interaction of general education schools, universities, scientific institutions and enterprises in the nanoindustry in order to support young people talented in the research, technological, entrepreneurial and creative activities. Benchmarks of RUSNANO School League were created in 16 Russian regions the resource centres operating as providers of educational materials, methods and technologies, developed under the program in the regional general education institutions, as well as coordinators of the Program implementation in the regions. According to the research, the number of graduates from schools participating in the program of RUSNANO School League, who selected natural sciences for the Unified State Examination exceeded the all-russian indicator by 14.4 percent in design solutions for modern educational space and a range of full educational sets, which are the project and research tasks for study of relevant development issues of modern high-tech business, nano-, bio-, and cognitive technologies in groups of up to 25 people. The key objective is to introduce schoolchildren to innovations and support the interest of school leavers for modern professions. The event is held annually with the support of the Ministry of Education and Science of the Russian Federation. HT&TW is a convenient platform, where representatives of hightech sectors can present for schoolchildren in understandable terms professional challenges, About 350 thous. schoolchildren and teachers which they will face in future. The schoolchildren and teachers not only have a unique opportunity to familiarise themselves with modern technological achievements, but they also may speak face-to-face with famous scientists, experts, specialists of the high-tech economy sector, and even with spacemen in orbit. About 350 thousand schoolchildren and teachers from more than 2,000 schools of 56 Russian regions participated in V All-Russian School Week of High- Tech and Technopreneurship htweek.ru held on March Excursions to high-tech enterprises, meetings with scientists and technopreneurs, engineers and designers, as well as business games, foresight sessions, and slam battles were arranged for students. The agreement provides for cooperation in distribution of the scientific knowledge, Starting from June 2015, a children workshop laboratory Nano Cubed operates in Masterslavl*, fitted with modern popularisation of scientific and technological achievements, and early professional orientation of schoolchildren: developing the program for project shifts in the field of Smart Environment on the basis of the Laboratory of Nanotechnologies, both in terms of children education and advanced trainings of teachers; equipment (multi-functional scanning probe microscopes, notebooks, 3D printer, Science- In-Box mobile physics and chemistry laboratory, etc.) and specialized software. In Nano Cubed laboratory children and teenagers can try developing model programs of supplementary education of schoolchildren on the basis of recreation facilities; creating the public exhibition space in the Sirius Park of Science and Art*, where the exhibits demonstrating achievements in the area of nanotechnologies and the nanoindustry products will be exposed. * Sirius was created by the Talent and Success Educational Fund on the basis of the Olympics infrastructure in Sochi upon initiative of President of the Russian Federation Vladimir Putin. The objective of Sirius is to identify and develop gifted children, who demonstrated outstanding capabilities in arts, sports, natural sciences, as well those, who succeeded in technical creativity. 600 children of years old from several dozens of the Russian regions come to Sirius every month. Laboratory Nano Cubed on the roles of a scientist or engineer, familiarize themselves with the work environment and see live nano-enabled goods. Creating a favourable regulatory environment, which is in compliance with the modern trends and the impetuous development rate of the innovative industry sectors represents an important development stage of the innovative entrepreneurship. Having clear understanding of nanotechnology sector demands, the Fund actively participates in development and implementation of the state and international programs and initiatives, important for this sector, as well as takes part in improvement of the national legislation, thus making a special contribution to solving the strategic development tasks of Russia in the area of innovations. Annual reward of Legal Insight Magazine The Best Legal Departments of Russia Legal Support of Innovation Development Project Realization Department won in nomination Effective Interaction with Authorities of the annual reward of Legal Insight Magazine The Best Legal Departments of Russia. Victor Ragozin, Department Director, received the reward on behalf of the division at the award ceremony. The Fund competed for this reward against the best GR divisions of 78 large companies including the Moscow Exchange, Sberbank- Insurance, the Russian branch of Microsoft, etc. Participating in Implementation of Federal Programs Knowledge is increasingly becoming a foundation of the world economy, and innovations act as a powerful leverage of the economic growth permitting to achieve stronger performance in developing the areas of education, R&D work, as well as to ensure labour productivity growth. Innovation development requires resources promoting achievement of the human creative capacities, scientific research and economic activity of the private sector. The Russian economy has ambitious goals of long-term development, which imply increased governmental attention to the innovations. The science and innovation policy set forth by the government is reflected in the system of strategic planning documents, which defines its objectives, priorities and tools, as well as sets the long-term development milestones for innovative companies. The Fund s activity contributes to implementation of the state innovation policy and provides direct impact on achievement of goals and objectives of such strategic planning documents as: Long-term Strategy of Scientific and Technology Development of the Russian Federation, Strategy of Innovative Development of the Russian Federation until 2020, State Program of the Russian Federation Economic Development and Innovative Economy. The Fund also participates in development of the program documents and other initiatives providing an impact on development of nanotechnology and related hightech industry sectors. Improving Regulatory Base for Innovation Activities and Developing Technological Entrepreneurship Effectiveness of the state innovation policy implementation is determined to a large extent by the relevance of the existing legislation. Administrative barriers and absence of specialised instruments meeting the topical demands of the innovative industry sector can slow down development of innovative companies in a material way. In order to create a favourable regulatory environment for high-tech companies, the Fund systematically tracks the state of the existing legislation, analyses the international practice and market demands. It prepares proposals targeted at removal of administrative barriers, improvement of financial and non-financial mechanisms to support innovative companies, as well as development of specialised instruments meeting the topical demands of the innovative industry sector in the area of investment activities, tax policy, small and medium-sized entrepreneurship, intellectual property and other topical subjects. Introducing amendments to the tax legislation The Fund prepared a number of proposals to improve the legislation of the Russian Federation in the area of investment partnership agreement taxation, developed a draft of the new concept for taxation of investment partnership agreement participants and, basing on it, proposals to introduce amendments to the Tax Code of the Russian Federation. Developing the industry of private equity investment funds The Fund continued preparing proposals for creating favourable conditions and removing investment restrictions for the funds of institutional investors in the area of private equity and venture capital investments including those performed on the basis of the investment partnership agreement. The Fund s position and argumentation of proposed amendments to the federal legislation and regulatory acts of the Bank of Russia, which remove the restrictions for investment of the funds of institutional investors into the instruments of the private equity investment market was developed. The proposals were officially submitted to the Bank of Russia and the Ministry of Finance of Russia. In the end of 2016, the Fund started implementation of the project for studying the international legislation requirements of the foreign jurisdictions for investment of the funds of institutional investors into the instruments of the private equity investment market. Supporting the small and medium-sized entrepreneurship The Fund prepared proposals for the Rules of Including the Legal Entities into the List of Legal Entities providing state support of the innovative activity in the forms established by the Federal Law No FZ of 23 August 1996 On Science and State Scientific and Technical Policy for purposes of Article 4 of the Federal Law No. 209-FZ of 24 July 2007 On Development of Small and Medium-Sized Entrepreneurship in the Russian Federation. In October 2016, the Fund was included into this List relating the companies with the Fund and its subsidiaries being their founder or stakeholder to the SME segment and allowing them to benefit from all effective mechanisms of state support of small and medium-sized entrepreneurship. Aiming at supporting the Fund s innovative companies, the Fund and RUSNANO signed the Agreement with the Federal Corporation for Development of Small and Medium-Sized Entrepreneurship. The Agreement implies: supporting increase of the procurement stake of innovative products from small innovative companies; arranging activities targeted at promoting introduction of SMEs into the production chains as suppliers; arranging co-activities contributing to increase of the level of technological and organisational readiness of SMEs for participation in procurements. 33 Fund Profile Infrastructure Projects Qualified Personnel Creating Favourable Regulatory Environment Regulatory and Technical Support Demand Stimulation Information Support Corporate Governance Implementation of Individual Projects The Fund is an authorised organization for implementation of the Inter-Governmental Agreement between the Russian Federation and the State of Israel on cooperation in the area of industrial R&D work, signed in In the framework of the Agreement implementation, the Fund together with the Israel Innovation Authority performs selection of Russian-Israeli projects of industrial R&D works. The Fund finances the joint Russian-Israeli projects via providing grants in the amount of not more than 50 percent of the Russian part of the project s budget. Besides, the Fund performs monitoring and follows up implementation of the projects selected earlier: arranges expert opinion, monitors work plans, provides grant support in accordance with the target and achievements. Requirements for projects of the joint Russian-Israeli program on cooperation in the area of industrial R&D work 1 Projects have to be connected to the field of nanotechnology and related high-tech sectors and contribute to development of new facilities, mechanisms and instruments for implementation of nanoindustry s potential 2 Manufacturing products, processes or services in the framework of project implementation shall be innovative and based on new technologies, and shall have significant volume of potential markets on the territories of Russia, Israel, and other countries Project: Compact Solution for Proton Beam Therapy The project envisages development of a compact solution for proton beam therapy via combination of a compact proton accelerator and compact medical system (system providing immobilisation of the patient excluding rotation of a proton beam around the patient) for cancer treatment. Implementation of such solution will allow decreasing materially both cost of the equipment itself and cost of patient treatment. In 2016, the activities under the second stage of the project were accomplished: external expert opinions of the second stage reporting documentation were obtained, positive decisions were received. The activities under the third stage of the Project are underway. Project: Obtaining Materials and Sensors on the Basis of Direct Exfoliation Graphene Deposited on Substrates, with Piezoelectric Effect The project envisages development of prototypes of combined piezoelectric devices for transducers and sensors on the basis of piezoresistive films of graphene particles deposited on ceramic and composite substrates, which have piezoelectric effect. In 2016, expert opinion for the first stage of the project was obtained: external expert opinions of the first stage reporting documentation were obtained, positive decisions were received. The decision on funding the second stage of the project was made. Project: Nanobiotechnological Methods in a System of Complex Approach to Enhancement of Molecular Genetic Diagnostics Aiming at Improvement of Melanoma Antitumour Therapy Effectiveness A complex multilevel program of personalized melanoma antitumour diagnostics is planned to be developed using nanosized biostructures by the method of biomedical technologies. In 2016, the activities under the zero stage of the Project were carried out. 3 The expected period of technology commercialisation is approximately 3 5 years 4 Projects must have significant volumes of potential markets on the territories of the Russian Federation, Israel and the world markets Joint Russian-Israeli projects under implementation Project: Development of Method and Equipment for Disintegration of Organo-Mineral Concretions in Human Body by Nanosecond Impulses The project implied development of the new series of minimally invasive instruments (lithotripters) to destroy organo-mineral concretions formed in the human body, using safe methods. Instrument performance is based on electro-impulse destruction method, which is implemented when a high-voltage impulse effects the solid body. In 2016, monitoring of the project accomplished in 2015 was performed. LLC Advanced Powder Technologies obtained an international registration certificate ISO for production of lithotripter and Lithotech Medical Ltd, an Israeli participant, registered a European certificate providing for sales of the product in the European, Asian and African markets, as well as using the product in medical institutions for treatment. In the Russian Federation LLC Advanced Powder Technologies obtained a certificate and declaration of conformity for the instrument to be produced in Russia. Development of Internal Strategic Documentation Important part of the Fund s performance is development and updating of internal strategic documents. Experience obtained in development and implementation of the program documents for innovative development of the Russian Federation, participation in improvement of the national legislation and interaction with the participants of the innovation sector allows securing qualitative development of the target indicators and specialised tasks for the key activities of the Fund and targeting them to achievement of the goals and objectives of the state policy for science and innovations. 62 Fund for Infrastructure and Educational Programs ANNUAL REPORT

In the context of economy upgrading and entry to the world markets, continuous implementation of the international requirements securing compliance of products with the quality standards is required. International requirements also cover such important production aspects as energy efficiency and environmental compatibility. Introduction of modern regulations and technological solutions into the national standards will contribute to improved competitiveness of nanoproducts and achieving the leading positions in the world markets by the domestic nanoindustry. In comparison to other development institutions the Fund possesses unique competencies in complex regulatory and technical support of innovations in onestop shop mode, including: Regulatory and Technical Infrastructure In order to provide the innovative companies at their locations with complete service in terms of standardisation, safety and quality confirmation, passing the approval procedures, testing of new products, personnel qualification assessment, the development of national (draft national) standard for innovative products; certification confirming declared advantageous product features and compliance with the requirements of technical regulations; development and attestation of measurement methods for new products; preparation and obtaining of the decision concerning safety of products and technologies; obtaining the state permitting documents required for introduction and circulation of new products in the market; providing the attested testing method of innovative products and the test protocol of a certified testing centre; qualification assessment of specialists in the area of technical regulation in accordance with the requirements of the professional standards. In the area of standardisation, certification, safety assessment, metrological methods and testing, the Fund performs its activity in compliance with the adopted Fund laid the institutional basis for regulatory and technical support in the nanotechnological sector, which allow passing to the next development stage. Regulatory and technical infrastructure created by the Fund includes: Concept and supports all involved national and regional development institutions and innovative entities in terms of creation and application of the tool set to reduce the risks during introduction and circulation of new products in the market. Regulatory and technical tools created by the Fund enable accelerated introduction of innovative products and technologies to the market by 6 12 months, contribute to reduced import of poor quality products, increased annual production volumes, optimisation of expenditures for participation in the import substitution programs for innovative enterprises of the nanoindustry. According to expert evaluations, contribution made by the regulatory and technical tools to the production volume of the Russian nanoindustry products with required regulatory documents, authorisations and certificates was 19 percent in 2016 against 11 percent in technical committees for standardisation; regional centres of regulatory and technical support of innovations; Standardisation Centre in the area of innovations; ANO Nanocertifica; Regional centres were created with support of the regional executive authorities in Krasnoyarsk Territory, Sverdlovsk and Rostov Regions and cooperate actively with the innovative enterprises in part of creation and implementation of regulatory and technical tools. distributed shared testing centre; Technical regulation qualification assessment centre. Regional centres of regulatory and technical support for innovations the elements of the regulatory and technical infrastructure. They provide regional innovative companies, which manufacture high-tech products, with required regulatory and technical tools along all stages of their life cycle. The centres provide access for innovative products to the open markets on account of forming an integrated regulatory and technical environment focused on the entities of innovative activity, as well as using the effective and pro-active regulatory and technical tools. The Fund targets creation of eight regional Centres by Centre of Standardisation in the Field of Innovations ( secures pro-active creation and implementation of regulatory and technical instruments in the area of innovations focused on new competitive marketable product of high quality and guaranteed safety. Key objectives of the Centre include identification and removal of regulatory barriers for new products and implementation of the best international practices in regulatory and technical support in the Russian innovative environment in cooperation with the innovative companies. The Centre cooperates with more than 15 innovation-oriented constituent entities of the Russian Federation together with regional development institutions, innovative companies and industrial enterprises. There are 3 regional representative offices of the Centre. ANO Nanocertifica ( together with the Fund provide the innovative enterprises with required certificates and permitting documents in a one stop shop mode, as well as give the possibility to test the products in accredited and competent testing laboratories (centres) to confirm technical parameters of the products at all stages of the life cycle. Upon the Fund s initiative, the System of voluntary certification of nanoindustry products Nanocertifica was created on the basis of ANO Nanocertifica. 11 territorial branches of Nanocertifica operate in different Russian regions, which: monitor production of nanoenabled goods; ensure information sharing with the enterprises on possibilities and services provided by ANO Nanocertifica; arrange certification and obtaining of permitting documents for launch of products manufactured by the regional enterprises into the market. In 2014, Distributed Shared Testing Centre (DSTC) ( testnano.ru/), which unifies the existing testing laboratories and research centres was created with support of the Fund and ANO Nanocertifica. DSTC extensive network provides for prompt satisfaction of requirements of the regional enterprises for complete testing of nanoproducts at different stages of their life cycle, as well as optimisation of their cost and Standardisation Standardisation helps to set the benchmark level for manufacturers of innovative goods and services. Standards for innovative products provide for required transformations in the course of upgrading and technological development of the Russian economy. They gain a specific meaning when focusing on import substitution of hightech products. Standardisation reduces time and labour costs on development of new products and technologies, minimises routine and allows distributing and applying the best standard practices and technologies. The open source standards help new innovative companies, which are the driving force of the innovation activity, to access the markets. Standardisation program in Nanoindustry The Fund together with the Russian Federal Agency on Technical Regulating and time. Testing centres can improve the usage effectiveness of the existing testing and measurement facilities. In 2016, the Fund created the Centre of Qualification Assessment for Technical Regulation in Nanoindustry on the basis of ANO Nanocertica. Metrology developed the Standardisation Program in Nanoindustry, which gets updated on an annual basis with consideration of proposals made by innovative enterprises. The Program activities are aimed at securing product competitiveness, application of materials of a higher quality and progressive technologies, support of real economy development. The Program envisages development of the national standards for nine areas of nanotechnologies development. In 2016, the Program was supplemented with the standards which required revision considering development of international documents on standardisation in nanoindustry. Development of draft national standards for innovative products in order to accelerate implementation of R&D results and conduct preliminary testing of requirements for innovative standardisation items was a priority for Today, the The examination centres were created in four regions for professional examinations. The Fund provides safety services for nano-enabled goods: classifying (screening) the nanoproducts and nanotechnologies by the level of potential danger to health and environment with an official expert opinion of an entity authorized by the Federal Service for Consumer Rights Protection and Human Welfare and recommendations on reduction of risks related to potential danger of nanomaterials; arranging toxic and hygienic safety research for nanoproducts; granting access to the Fund s database of nanosafety. The Fund forms and updates the Innovative Solutions Bank, including green products and technologies provided with regulatory and technical tools, in order to be included into the Register of Innovative Products, Technologies and Services recommended for use in the Russian Federation. Information is introduced to a separate free access section of the Federal Information Fund for Ensuring Measurement Uniformity Measurements in Nanoindustry, which was formed upon the Fund s initiative. This provides enterprises with required methods within a short term. More than 150 measurement methods and 20 standard samples of composition and properties of nanosubstances and nanomaterials were developed for the nanoindustry enterprises. In 2016, the Fund with participation of ANO Nanocertifica performed a research of B2C products aiming at detecting the products which bear the term nano without a reasonable basis. Russian Nano-Enabled Goods Mark In order to increase trust for the Russian nanoproducts and protect the market from unscrupulous manufacturers, low quality goods, and fake goods, the Fund works on assignment of the Russian Nano- Enabled Goods mark. Russian Nano-Enabled Goods mark is intended to mark the products manufactured in Russia with confirmed quality and safety properties and without fake. Such mark helps regular consumers to orientate themselves in the market of nano-enabled goods. Russian Nano-Enabled Goods mark is an important reputation instrument for manufacturers, which confirms both innovativeness and high quality of their products. In 2016, Russian Nano-Enabled Goods mark was assigned to 26 types of products of 19 Russian innovative companies. The total of 99 types of products received Russian Nano-enabled Goods mark. Marking innovative products with a trade mark Russian Nano- Enabled Goods allowed reducing the probability of market circulation for fake and low quality products and services sold as NANO by 20 percent. This segment of the market potentially available for the Russian manufacturers may be evaluated as high as at least 120 billion rubles. Forming Environmental and Social Tools for Sustainable Development of Innovative Enterprises Strong foundation for successful development of innovation technologies are economic growth, environmental and social responsibility. For the purposes of forming such foundation, the Fund provides services for development and implementation of the most effective practices of voluntary self-regulation into operation of innovative enterprises, namely: management systems (quality, risks, energy saving, health and safety, environmental management); codes of conduct. Application of nanotechnological developments and supplies can improve environmental situation, however, standardisation and certification of green nanotechnologies and products are required in order to deploy them in a large scale. In the framework of cooperation with the Government of Moscow, the Fund s specialists are included into the Working Group of the Moscow Department for Environmental Management and Protection in order to create a road map for implementation of the green standards in Moscow and providing solutions for environmental management, landscaping and preservation of the city environment. In 2016, the Fund together with the Federal Agency on Technical Regulating and Metrology proposed to develop and implement a system of green standards and principles of environmental responsibility at the nanoindustry enterprises. Compliance of the products and technologies with the green standards, confirmed by a green certificate, is an additional competitive advantage for innovative companies. Together with the Technical Regulation Committee of the Russian Nanoindustry Association (RNA), the Fund develops a proactive regulatory base contributing to manufacture and introduction of energy and resource saving and environmentally safe nano-enabled goods. In 2016, in anticipation of the Year of Environment in Russia, the Fund signed an agreement with Non-Profit Partnership Ecological Union (St. Petersburg) on certification of nanoproducts in the environmental certification system with the right to apply the ecolabel Vitality Leaf. The Book of Russian Green Nanotechnologies includes more than 150 products of RNA green standards, including 4 aimed at development and stimulating the market of environmental construction were developed and approved in certificates were issued in 2016 nanoindustry enterprises and 7 nanocentres. The Book of Russian Green Nanotechnologies was presented at the exhibition and forum ECOTECH-2016 and at the 2nd international conference Green Offices as Sustainable Development Vector and a Tool for Improving Operational Efficiency of the Companies and was recognised as an important step in familiarisation of the authorities and the public with the innovative achievements in the green nanoindustry area. In 2016, 11 RNA green standards were developed and approved, with 4 of them aimed at development and stimulating the market of environmental construction. These standards establish the requirements for application of high-tech materials, energy saving design and engineering solutions, use of recycled resources and waste management, reduction of negative impact on the environment. 150 products 65 nanoindustry enterprises 7nanocentres The Book of Russian Green Nanotechnologies In 2016, in coordination with ANO Nanocertifica, the Fund arranged and conducted certification of innovative nano-enabled goods in compliance with the requirements of RNA green standards. As a result, 11 certificates were issued. Technical Standardisation Committee TC 366 Green Technologies of Life Activities and Green Innovative Products was established on the basis of the Fund and NRU MGSU. Environmental policy of the Fund is a document expressing official position of the Fund in the area of environmental safety and preservation of satisfactory and healthy environment in the regions of operation. The Environmental policy of the Fund is aimed at establishing the environmentally oriented nanoindustry and the national safety system for innovative products, their compliance with international rules and standards, as well as creating the tools to develop the market of green innovative technologies and nanoenabled goods, as well as related high-tech sectors. Environmental policy of the Fund is formed and implemented in compliance with the provisions of Environmental Doctrine of the Russian Federation based on creation and implementation Measurement of change of greenhouse gas emission In 2016, the Fund initiated a project for measurement of change of CO 2 emission on account of application of nanotechnological materials and products throughout their life cycle. The project is aimed of new, cost-effective and environmentally safe technologies. The Fund contributes to improvement of energy saving at the facilities manufacturing innovative products and to reduction of greenhouse gas emissions. Environmental activity of the Fund is based on the principle of compliance with legislative and regulatory requirements in the area of environmental protection and safety. The Fund strives to ensure that its activities are socially significant and contributed to the sustainable development of Russia. Key implementation mechanisms for the Environmental Policy of the Fund: creating and developing advanced technologies by small innovative companies, providing for environmental protection and safety; to develop the methodology for measurement of change of CO2 emission and secure its application in practice. The proposals were prepared to create regulatory and technical, as well as motivating tools for evaluating the effect of innovative materials and technologies on carbon footprint reduction; improving the process of preparation, qualification upgrade and assessment of nanoindustry specialists for environmental issues on the basis of professional standards; developing and implementing the standards of environmental protection and safety at the nanoindustry enterprises; arranging the environmental audit at the nanoindustry enterprises; cooperating with the environmental enterprises. The Fund s activity on demand stimulation is aimed at increasing the procurement share of nano-enabled goods and services in the domestic and foreign markets by both existing and potential consumers. Since 2015, the Fund has been using a project approach to demand stimulation. The project of nano-enabled goods application is being developed at the specific facility together with key industrial consumers, ministries and authorities, constituent entities of the Russian Federation, as well as manufacturers. Implementation of the project allows confirming the benefits of proposed innovative solutions and determining further directions for their large-scale implementation. Project replication for demand stimulation Destributing the design documentation or its sections including the Fund s proposals As a result, the consumers receive a new nanotechnological product permitting to reduce economic costs, and manufacturers obtain access to the industrial and regional markets. The Fund implements regional demand stimulation programs in cooperation with constituent entities of the Russian Federation, regional ministries and authorities. In 2016, the Fund continued implementation of the regional programs together with Moscow, St. Petersburg, and Kaluga, Belgorod, Export Initiatives In order to support export of innovative products, including nanoenabled goods, the Fund implements the Framework for development and promotion of nanoindustry products export to the foreign markets. In May 2016, the Cooperation Agreement was signed between RUSNANO, the Fund and the Russian Export Center. The cooperation is aimed at creating the systematic approaches and mechanisms to support Tomsk, Ulyanovsk, Novosibirsk and Sverdlovsk Regions, the Republic of Tatarstan, the Chuvash Republic, Krasnoyarsk and Stavropol Territories. In the reporting year, the Fund developed, approved and signed the Demand Stimulation Agreements for innovative RUSNANO s portfolio companies, the Fund s nanocentre residents and manufacturers of innovative products, including nano-enabled goods, who export or plan to export their products. The Fund reveals all those opportunities which nanotechnologies offer to the students and entrepreneurs, research workers and the authorities. The Fund arranges collective exhibition stands where companies present their nanoproducts, supports promising materials and technologies at research and practice Forums, holds various contests for schoolchildren and students, organises visits of enterprises, nanotechnology centres by journalists and bloggers and holds meetings with key persons of the industry. Apart from development of programs for work with the target audience, the Fund takes part in popular research projects addressed to the whole society. The events and projects supported by the Fund in 2016, were implewmented in the following principal areas: educational popular scientific events related to nanotechnologies; Information and communication system development scientific events of both international and Russian importance, with participation of the world s leading scientists, mainly related to practical use of scientific developments in the field of nanotechnologies; Developing positive perception by target audiences publishing projects aimed at creating the content for awareness and supplementary education of different target groups; projects in cooperation with publication and electronic media aimed at informing the young people, entrepreneurs, the scientific community and the general public about both scientific discoveries and developments in the field of nanotechnologies and their practical use, including successful business stories in the nanoindustry. External Communication Development Mass media and social media are the main sources of informing the target audiences about nanotechnologies and the nanoindustry. For the purpose of communication with each audience in its language (young people, research workers, entrepreneurs and the authorities), the Fund cooperates with the relevant media channels: social and political, business, industry channels, regional mass media and communities in social networks. The main source of information about the Fund s activities for mass media representatives is RUSNANO Group s web-site Media Relations The Fund interacts with mass media offering its own news to the editorial boards (120 news topics in 2016) and participating in the general information agenda in order to demonstrate how nanotechnologies can contribute to solution of a given problem. For example, one of the most important topics in 2016 was security of the society. A number of mass media (Rossiyskaya Gazeta, Gazeta.ru, etc.) described how introduction of nanotechnology developments contributes to security in international airports. Izvestiya and other newspapers published articles dedicated to created access control systems on the basis of RFID-marks for museums. These and other articles in social and public or business mass media allow demonstrating by specific examples the practical advantage of using the nanotechnologies right now and development of the nanoindustry in general. The Fund traditionally and actively supports popular scientific and technological editions. Articles dedicated to the Fund s projects and nanotechnologies were published in the following newspapers: Schrodinger s Cat, Nauka i Zhizn, and on the webportals: Science and Technology of the Russian Federation Cherdak, Postnauka, the newspaper of the scientific society Poisk and other popular scientific and technological periodicals. The web-portal N+1 published a series of articles about winners of the All-Russian Engineering Contest in the Field of Nanotechnologies; and together with the web-site Biomolekula a contest was held for the best popular scientific publication in the field of modern biology. In order to support the student creativity in the field of science and technology, a multimedia project All-Russian Engineering Contest for Under-Graduates and Post- Graduates was implemented on the basis of ITAR-TASS in cooperation with Peter the Great St. Petersburg Polytechnic University and the Ministry of Education and Science of the Russian Federation. To communicate with business societies, the news stories were released on RBC-TV, Vesti.FM radio and in information agencies RIA Novosti and ITAR-TASS. Cooperation with the industrial mass media portal for machine engineering, CNews, ComNews, Stroitelstvo.ru, Meditsinkiy Vestnik allows informing the specialised companies and enterprises about the Fund s projects. To improve qualification of journalists and bloggers, specialising in writing information materials in the field of science and technologies, the Fund organised visits to the nanotechnology centres of Troitsk, Zelenogradsk, Ulyanovsk and other cities, as well as held news conferences and other press events. In 2016, the average monthly audience outreach in social networks amounted to 450 thousand people. The contest for power efficient electronics Green Chip was promoted, Flexible Electronics sessions were organised at SEMICON RUSSIA 2016, and accounts of the All-Russian Engineering Contest in the Field of Nanotechnologies were registered. As part of this project, a series of video materials dedicated to the contest s tasks was prepared and informed about the tasks and contest conditions in a clear and interesting manner. In cooperation with the scientific and educational project N+1 a special project Ne Nano Tut was implemented. N+1 website visitors, who learned about the project from information provided in N+1 and RUSNANO communities, had to pass a test where they were asked to distinguish the real nanotechnologies and fake ones. During the test, participants received detailed, and at the same time, clear explanation of the essence of nanotechnology developments. Special Multimedia Project: Ne Nano Tut To promote the test in social networks a media campaign Nano or Fake was organised and resulted in overrun of the targeted number of views. The test page was visited by more than 25 thousand people with the average time of staying reaching 7 minutes, which was much more than the average time of staying on N+1 web-site. About 10 thousand users completed the test. Lately there emerged many products and services with nano label around us. Nanowash and nanopaint, nanospray for shoes and nanosocks. Which of these products are real and which use it only to make money on hot topic? Together with Fund for Infrastructure and Educational Programs we prepared a test fot you - examples of these product were found in real shops. The Fund organised its own contest in the framework of the Start-Up Tour for all participants. The winners were invited to nanoweekend event which took place at TechnoSpark nanocentre in Troitsk in summer. nomination Image of Engineering Professions within the framework of the student communication contest Crystal Orange. For the young audience: Involvement of young people and students in various activities related to nanotechnologies is one of the Fund s most important directions for popularisation. The following events are intended for this audience: Youth festival Nanofest; Popular scientific project Innovation Workshops 2.0: Technopreneurship; All-Russian Engineering Contest for Undergraduates and Post-Graduates in the Field of Nanotechnologies (VIK.Nano 2016); Science Slam contest; other activities related to the youth audience. The festival work is aimed at developing positive perception of the industry and contests are intended for personnel selection for the benefit of nanoindustry enterprises. Nanotechnology centres and nanoindustry companies being partners in these contests prepare practical tasks for the participants. In 2016, Chad Mirkin, professor of the Northwestern University (USA), and Nanosphere Inc. were awarded 3 million rubles for the development of spherical nucleic acids, which became widely used in medicine and the level of nanotechnology and nanoindustry projects awareness among the young audience and students. The total number of respondents was about 2,000 students living in 20 cities of Russia. According to the research results, 54 percent of respondents think that they have general or sound knowledge of nanotechnologies. Respondents from Zelenograd (71 percent), Novosibirsk (58 percent) and Tomsk (57 percent) have the best knowledge of nanotechnologies. Most of the respondents (73 percent) would like to know more about nanotechnologies. 58 percent of respondents use the Internet as the main source of information on nanotechnologies. The second place is occupied by the television 20 percent of respondents named it. Nanofest Youth Festival - Innovations Workshop Program The purpose of Innovation Workshops is to support and develop the communities promoting science, engineering knowledge and nanotechnologies. By 2016, the program covered youth communities in 20 cities: Kazan, Novosibirsk, Tomsk, Ulyanovsk, Vladimir, Obninsk, Zelenograd, Dubna, Troitsk, Krasnoyarsk, Saransk, Voronezh, Samara, St. Petersburg, Moscow, Belgorod, Stavropol, Chelyabinsk, Vladivostok, Yekaterinburg, Penza. In 2016, 6 Nanofest festivals took place in Belgorod, Stavropol, Chelyabinsk, Penza, Vladivostok and Yekaterinburg. The festival program included scientific communication workshops, popular scientific lectures, presentation of a non-fiction film from Funk! Film Festival about science and technologies, as well as a popular scientific show. All-Russian Engineering Contest for Undergraduates and Post- Graduates in the Field of Nanotechnologies (VIK.Nano 2016) VIK.Nano is a contest for undergraduates and post-graduate where the research, scientific and practical works are selected in the area of nanotechnology application in various directions, which are relevant for operating nanoindustry enterprises. In 2016, these directions included: photovoltaics; composite materials and nanoceramics; thin-film coatings; biotechnologies, flexible electronics; additive technologies; 3D printing. There were two ways to take part in the contest: 1. to solve technology application tasks on one of six topics set by experts of nanotechnology centres and nanoindustry enterprises, or 2. to present a project on one of six topics in accordance with the given presentation sample emphasising the project s commercialisation. 6 practical technological tasks, which were being solved by experts of nanocentres were formulated for the contest, and 4 technological tasks were set by nanoindustry companies involved as VIK.Nano partners. Nano-Enabled Products Promotion The Fund s congress and exhibition activities are aimed at generating and developing demand for nano-enabled goods, supporting development of the modern innovative infrastructure, mechanisms and instruments for realisation of the nanoindustry potential in Russia, and promoting the Fund s brand. Events held in 2016 became a working platform for discussion of the most interesting issues on development of business and innovative infrastructure, as well as demonstration of products by technological companies in the following directions: new supplies, electronics and photovoltaics, energy, medicine and pharmaceuticals, etc. were organised under the authority of the Fund in applications were sent to the contest during the distance tour. The expert commission selected 15 semi-finalists from 10 cities of Russia, for whom 3 webinars, 7 lectures and workshops, 2 investment sessions and a mentor program were conducted. Three winners received their awards at the final ceremony of the All-Russian Engineering Contest in St. Petersburg. The Board of Trustees was formed by the Fund s Founder at its establishment for a period of 2 years. After that, the members are appointed by the Supervisory Board for the same period of 2 years.
