2 Introduction PFCE joined the 7th edition of the Asia Nuclear Business Platform in Shanghai, as an exhibitor and speaker. This year, the French participation was remarkably less visible than in This may be explained by the large participation at NIC Beijing in March, and by the soon to come WNE. Thus, ANBP 2018 was marked by a large American presence. For French representatives: D.Ochem from Nuclear Service of French embassy, 3 PFCE members: EDF with Song Xudan, ESI (software provisder, virtual reality, ) with Dr Fouad El Kadi, AREVA/ORANO with Stéphane BARGUES. I- Intervention of SONG Xudan (EDF China Senior Executive Vice President) SONG Xudan during her panel discussion Mrs.SONG Xudan expressed herself within the frame of the Panel discussion entitled Key Lessons from Recent Projects: why are some projects difficult while others not? Nuclear is necessary for our world, currently facing environmental pressure. The success of a nuclear project depends on various considerations, such as: - Transparency and team sharing. For example, the EPR experience is shared through a platform worldwide. This is meaningful for the whole industry, since it gathers feedbacks from all over the world (China, Finland and France). - Continuous training is crucial. - Setting up a continuous development policy from the state level is important. 3 - Improvement and constant development of safety management regulations is necessary. - Localization is a key factor of success to a new project, not only at the building stage, but also on the long-term operation aspect. Having accompanied the industrial development in China, EDF has succeeded in co-working with local partners. Today, localization is not only beneficial for the growth of nuclear in China, but also to EDF. Localization and partnerships helps to learn more from practices from abroad and to enhance better skill for Nuclear players. All these perpetual improvements are being done towards one same goal: providing a better quality to both the industry and consumers with the 4 key words: one team, one goal, one commitment, winwin approach. With this scope, of course Taishan EPR after the fuel loading will be soon a success in operation. II- Intervention de Dr. Maher ALODAN (Chief Executive Officer for the Atomic Sector at King Abdullah City for Atomic and Renewable Energy) Doctor ALODAN s PPT can be found in the below attachment. Here are some aspects of his speech that are not necessarily written in his PPT. Maher ALODAN during his speech Along with the decrease of its oil resources, the Kingdom of Saudi Arabia (KSA) has launched two programs National Transformation 2020 and Vision Both of them have a certain focus on the energy question, and aim to make the country competitive in the energy sector. Nuclear is seen as a credible and lasting alternative to oil. France (EDF) is included to the bid along with the US (Westinghouse), Russia (Rosatom), Korea (Kepco) and China (CNNC). This has led Saudian experts to visit various NPPs around the world Flamanville, Fuqing and Haiyan. The country has already established a partnership with the Korean for the SMR. 4 III- Panel Discussion: Changing Global Supply Chain & Procurement Panel discussion dedicated to supply chain questions A) Localization (Helen QU, Procurement Director, SNPEC) When thinking about localization, people often wonder how to maintain the quality level? Here are some answers: - It is important to improve the management, to reduce mistakes in production/manufacturing. This leads to a healthy cost reduction instead of unhealthy reduction. - Reduce the responding time, by implementing a key action: develop a self-reliant local team. When building a team in China, the team has to fully understand the products and be able to be on site within 24 hours. The team also have to know how to match with the customs needs when needing to import an item. - Understand the local suppliers network, in order to understand what can be made locally. Regarding the HAF 601 process, Mrs.QU admitted that if the needs can be fulfilled locally, it can be hard for a company to demonstrate it is legitimate to come as a competitor to local Chinese manufacturers. B) French Supply China Involved in EPR Projects: China & the UK (Pascal BELLIARD, General Secretary, PFCE) Pascal BELLIARD started his presentation by recalling the history and specificity of the EPR. He then focused on the involvement of French suppliers in EPR projects in China and the UK. This speech gave large room to French-Chinese and French-British-Chinese cooperation actions. Question from Dr. Maher ALODAN (Chief Executive Officer for the Atomic Sector at King Abdullah City for Atomic and Renewable Energy): the KSA strongly intends to impose a localization rate in its nuclear project. So, what is going to be the biggest challenge in terms of securing the objectives of local content? Answer from Pascal BELLIARD (PFCE): quality has to be emphasized, especially the quality of suppliers. Obviously, it is possible for a supplier to go from another industry and it was carried out like that in all Partenariat France Chine Electricité P 4 /9

5 countries. And oil and gas suppliers could provide for nuclear, but with nuclear quality products and follow the given well known codes such as RCC or ASME. Anyway, safety is the priority. Question from an undefined Chinese attendant: for some equipment, if you produce in China, you have to match with the Chinese requirements. How do you balance these requirements? Answer form Pascal BELLIARD (PFCE): companies abroad have to follow local rules and regulations. This may imply to modify a given product to make it in accordance with the rules. And this pattern is applicable for any company, anywhere in the world. Question from an undefined attendant: What is the localization rate in Fuqing? Answer form Pascal BELLIARD (PFCE): This question is out of the scope of the presentation. It is better to ask this question directly to CNNC representative.
