1 AUGUST NEWSLETTER South Dakota Department of Tribal Relations FROM SECRETARY EMERY This summer has been filled with exciting events; I have attended the groundbreaking ceremony for the Oglala Sioux Tribe Tech Ed High School, a Vietnam monument dedication ceremony on the Standing Rock Reservation, the Sisseton Wahpeton Sioux Veterans Cemetery Grand Opening, spoke at the Yankton Sioux Tribe s Meth Crisis Summit, and toured Ellsworth Air Force Base. We have also had visits with tribal leaders on various issues. I want to highlight that September is Suicide Awareness Month and the State of South Dakota will be rolling out their Be the One campaign. I cannot stress enough the importance of each of us to be aware and alert to the challenges and concerns our children face, as well as those of our neighbors and friends. Take time to ask each other How are you doing? One act of kindness could make all the difference to someone who is struggling. I would like to take the time to congratulate the elected leadership of the Flandreau Santee Sioux Tribe: President Anthony Reider, Secretary Donalda Montoya, Trustee I Kristi Bietz, and Trustee II Kenny Weston. Several other tribes will be having primary and general elections in the coming months and we are excited to work with each tribe s elected leadership. There are also local elections for State Representative and Senators as well as State and United States offices to be elected this fall. I encourage you to learn about the candidates and vote! 2 South Dakota Highway Patrol attends the Yankton Sioux Tribe s Meth Awareness Initiative The South Dakota Highway Patrol was invited to speak at the Yankton Sioux Tribe s 2018 Meth Awareness Initiative on Tuesday July 24 th. Captain Jason Husby presented along with Federal, Tribal and local law enforcement on current facts regarding methamphetamine in South Dakota. This community response was an excellent opportunity for the Highway Patrol to engage with people. Their approach of involving law enforcement, spiritual healing and involving family with treatment professionals is an excellent approach. The Highway Patrol would like to thank the Yankton Sioux Tribe, its organizers and especially Crystal Owen for this opportunity. 2
3 August 7, 2018 the Sisseton Wahpeton Oyate s Lake Traverse Reservation was nationally declared a Purple Heart Reservation in recognition of the Sisseton Wahpeton Oyate s 50 Purple Heart recipients. Of these 50, 20 were killed in action and 10 are living. This date is also National Purple Heart Day and a ceremony was held at the SWO Tribal Rotunda where the designation was commemorated. The State of South Dakota also declared this date as Purple Heart Reservation Day in honor of these tribal members service and sacrifice. Secretary of Tribal Relations Steve Emery attended to present the proclamation to Sisseton Wahpeton Oyate Chairman Dave Flute. 4 Announcing Tribal Vision, Design and Capacity Trainings in Indian Country Through our consultation process and our continued engagement with the Secretary s Tribal Advisory Committee, the Department of Health and Human Services (HHS) has heard consistently from Tribes about their difficulties in successfully obtaining HHS grant funding. HHS understands the importance of Tribes accessing these grant funds so that they are able to provide culturally appropriate care and services to their communities. In response, the Department has worked on increasing tribal access to grants in a number of ways including holding webinars and workshops over the years. In an effort to bring more comprehensive training directly to Indian Country, we are excited to announce that in collaboration with the Office of Minority Health Resource Center, HHS will host several trainings Tribal Vision, Design and Capacity technical grant writing workshops across Indian Country. 5 2018 Indian Education Summit Keynotes, Features Keynote Speakers: Supaman: is Christian Takes Gun Parrish, an Apsaalooke Nation member from Montana. He is a Native American dancer and innovative artist who has dedicated his life to empowering and spreading a message of hope and faith. He has won numerous music awards, and tours extensively in the US and abroad. Supaman will also perform Monday evening for your inspiration and enjoyment. Jace Pratt: from Sisseton, will present on creating a peaceful environment within a person and how that affects their knowledge acquisition. He works with students on creating that atmosphere of peace, and its positive effects on their lives and their learning. Special Features: Montana Office Indian Education: On Sunday evening, Sept. 23--Dynamic speakers Mike Jetty, Mandy Smoker- Broaddus, Donald Wetzel will present on Montana s Indian Education for All and other successful programs. Oceti Sakowin Essential Understandings, & WoLakota: Option on Monday, Sept. 24 participate in an in-depth, day-long training. This will include an overview and content, then attendees engaging in lesson plans and curriculum. Elders and classroom teachers will share the value and implementation of these Understandings. Facilitators are Dr. Scott Simpson and Sharla Steever. Free take-home resources will be available. Youth Day: On Tuesday, Sept high school students and supervisors will attend for activities: Youth Panel, College Fair, Keynote Luncheon, Native American Games, and more. Other Summit attendees are also welcome. Pre-Conference Session: Sunday, Sept. 23, 12:30-4:30 pm CST; Summit begins at 5:00 pm. Bringing Back Traditional Games: Hope Klein, Lauren Pierce, Nathania Knight, Prairey Walkling from SDSU Extension invite you to come together to play Traditional Native American Games! They will also lead a group discussion on how Traditional Games can be brought to more communities and schools. 6 USDA Invests $3.9 Million in Water Infrastructure in Rural South Dakota Communities Assistant to the Secretary for Rural Development Anne Hazlett today announced that the U.S. Department of Agriculture (USDA) is investing $267 million in 103 infrastructure projects to upgrade water and wastewater systems in rural communities. Robust, modern infrastructure is foundational for quality of life and economic opportunity no matter what zip code you live in, Hazlett said. Under Secretary Perdue s leadership, USDA is committed to being a strong partner in addressing rural infrastructure needs to support a more prosperous future in rural communities. USDA is making investments in 35 states through the Water and Waste Disposal Loan and Grant program. The funds can be used to finance drinking water, storm water drainage and waste disposal systems for rural communities with 10,000 or fewer residents. South Dakota s four projects are: The Sisseton Wahpeton Oyate Tribe in South Dakota will receive a $116,000 loan to help finance storm sewer infrastructure improvements for a new housing development for the tribal members on the Lake Traverse Indian Reservation. The project will create proper drainage for a 37.5-acre site that will consist of 67 lots for new homes that will help address the critical need for housing. Aurora-Brule Rural Water System, Inc. in Kimball will use a $1,294,000 loan and a $406,000 grant to help alleviate low pressure and capacity issues, as well as aid in providing additional water resources to meet current demands and future growth. This project has six different elements within Aurora-Brule's infrastructure. The first element includes the water treatment plant. Funds will be used to replace motors, high-service pumps and variable frequency drives, as well as investing in innovative new pumps, air compressors and air dryers for efficient use of the systems. The second and third elements include the replacement of two booster stations and constructing four miles of new water mainlines. The fourth element includes a one-mile extension of current 14" water mainline to aid in delivery of water to customers. The fifth and sixth elements include the recoating and cleaning of two water towers in Aurora-Brule's service area. This project will affect about 3,000 rural users in South Dakota. The City of Lake Andes will use a $332,000 loan and a $891,000 grant to refurbish the entire sewage collection system via cast in place pipe, including specialized coatings for the original manholes. The present system is prone to failure during heavy rain events thereby resulting in sewage backups directly impacting homes and businesses. These conditions are further exasperated by the existing brick manholes which compound the infiltration and inflow problem. Lake Andes is faced with an antiquated wastewater collection system on the verge of collapse. The original pipe was installed in the 1920's and two-thirds of those pipes are still being used. Sanitary sewer service is currently provided to 344 customers to include residential and commercial users. This project will significantly improve Lake Andes existing wastewater collection system, providing safe and reliable service to the residents of Lake Andes. A $838,000 Rural Development Water and Waste Disposal 306C Native American Grant has also been awarded for this project. 6
7 The City of Faith will receive a $829,000 loan and a $116,836 grant to repair the sewer system in Faith. The City's current sewer system is in poor condition and is in immediate need of repairs and/or replacement. The sewer lines were recently cleaned and televised to inspect the current condition of the lines. It was determined that 68% of the sewer lines are in "fair to poor" condition while 9% of the system is in poor condition or worse. This investment will repair most of the sewer lines with cured-in-place pipe. The project will have a positive effect on the health and sanitation of the surrounding community. This project will serve 236 users (172 residential and 64 commercial). In FY 2018, Congress provided a historic level of funding for water and wastewater infrastructure. The 2018 Omnibus spending bill includes $5.2 billion for USDA loans and grants, up from $1.2 billion in FY It also directs Agriculture Secretary Perdue to make investments in rural communities with the greatest infrastructure needs. Rural community leaders can apply for these funds electronically by using the interactive RD Apply tool. They can also apply through one of USDA Rural Development s state or field offices. In April 2017, President Donald J. Trump established the Interagency Task Force on Agriculture and Rural Prosperity to identify legislative, regulatory and policy changes that could promote agriculture and prosperity in rural communities. In January 2018, Secretary Perdue presented the Task Force s findings to President Trump. These findings included 31 recommendations to align the federal government with state, local and tribal governments to take advantage of opportunities that exist in rural America. Increasing investments in rural infrastructure is a key recommendation of the task force. USDA Rural Development provides loans and grants to help expand economic opportunities and create jobs in rural areas. This assistance supports infrastructure improvements; business development; housing; community services such as schools, public safety and health care; and high-speed internet access in rural areas. USDA Offers $4 Billion in Loan Funds for Water Systems and Wasterwater Treatment USDA s Rural Utilities Service has more than $4 billion in Direct loan funds available for rural community water and wastewater system improvements; nearly triple the normal obligation. The funding is available for small towns (populations of 10,000 or fewer) to construct a water tank, install new water or sewer lines, or build a waste water treatment plant along with a myriad of other projects. 8 Devils Tower National Monument and the Devils Tower Natural History Association present a spectacular family fun summer! Ranger evening programs are presented Sunday through Thursday starting Memorial Day through Labor Day. Special guests performances every Friday and Saturday evenings round out the 2018 Summer Concert Series. All programs begin at 8:30 pm (unless specified) in the amphitheater across from the picnic area. August 11: Join a ranger for a special astronomy presentation during the Perseids Meteor Shower. Telescopes will be available for viewing deep sky objects although you may bring your own. August 17 and 18: The Whitebull Dancers with the Little Brave Singers present traditional Arapaho singing, drumming, and dancing. August 24 and 25: Robert Dennis presents cowboy poetry and music from a lifelong love affair with the Black Hills. All programs are free of charge and may be changed due to inclement weather. 11 South Dakota Suicide Prevention Efforts The Division of Behavioral Health s Prevention Program has been working diligently to support suicide prevention efforts in the state of South Dakota including the availability of community toolkits, an awareness campaign and the implementation of Zero Suicide. Toolkits Website enhancements have been made to sdsuicideprevention.org to include the addition of toolkits that were developed for communities to engage in suicide prevention. Suicide does not discriminate and can happen to anyone regardless of age, gender or ethnicity. Suicide deaths are on the rise, and communities play a critical role in suicide prevention. Each toolkit has a comprehensive approach to suicide prevention and is targeted to a specific audience or activity. Toolkits available at sdsuicideprevention.org include Building a Coalition, High School Toolkits, College Campus Toolkits, Employer Toolkits, Native American Toolkits, Healthcare Toolkits, Senior Care Toolkits and Military Member and Veteran Related Toolkits. The step-by-step guides in each toolkit give communities the resources they need to get the conversation started to address suicide. Suicide deaths are preventable, and communities can help by creating community coalitions that can review and evaluate local data and develop suicide prevention action plans. Suicide is the ninth leading cause of death in South Dakota, and the second leading cause of death for individuals ages 15 to 34. Awareness campaign The Division of Behavioral Health launched a suicide awareness campaign, BeThe1SD, to increase education and raise awareness about suicide among South Dakotans. The goal of the campaign is to raise awareness about the warning signs of suicide and where individuals experiencing a suicidal crisis can find help. The campaign will feature youth across South Dakota choosing to be the one to show they care. Materials will highlight warning signs and behaviors of individuals experiencing suicidal crisis, where to find help and other resources available. This campaign will dovetail with a campaign targeting youth in K-12 schools. The funding for the schoolaged youth campaign is fully supported by federal funds issued through the Youth Suicide Prevention Project grant awarded to the Division of Behavioral Health s Prevention Program by the Substance Abuse and Mental Health Service Agency (SAMHSA), a division of the federal Department of Health and Human Services. The campaigns feature print, radio, television, social and digital media. 11
12 Zero Suicide The Division of Behavioral Health, in partnership with the Helpline Center, is supporting the implementation of the Zero Suicide model across service providers in the state. Zero Suicide is both a concept and a practice. Zero Suicide is a commitment to suicide prevention in health and behavioral health care systems, and is also a specific set of tools and strategies. Building off the Zero Suicide workshop that was held in May 2017, the Division of Behavioral Health has supported monthly Communities of Learning (CoL), in which workshop participants are able to receive training, share updates and ideas about implementation with each other, as well as obtain technical assistance, guidance and support for their implementation efforts. Additionally, the Division of Behavioral Health will support a follow up training to be held June 12 and 13, 2018, in Chamberlain. This training is open to healthcare and behavioral health care providers across the state and is designed for organizations to make the commitment to have Zero Suicides across their service base.
