13 2017 LEGISLATIVE PRIORITIES: A HOUSING PACKAGE -- WE WON! The Governor signed a historic housing package of over 18 bills All of NPH priority bills were signed this legislative session due to growing momentum and ballot measure wins. The package includes ongoing funding for affordable housing, a new state housing bond, and new tools for cities to build and preserve affordable housing.
14 2017 LEGISLATIVE PRIORITIES: A HOUSING PACKAGE -- WE WON! Building Homes and Jobs Act (SB 2: Atkins) establishes a permanent source of funding for affordable housing through a $75 fee on real estate document filings. Affordable Housing Bond Act (SB 3: Beall) places a $4 billion statewide general obligation bond for affordable housing on the November 2018 ballot to fund existing critical and successful affordable housing programs in California. Gearing up: Nov 2018 bond campaign!
15 Growing Momentum: 2018 & beyond Win state affordable housing bond campaign and local county measures in Implementation implementation implementation. Build people power! 16 Veterans & Affordable Housing Bond Act of 2018 $4 billion general obligation bond on the November 6, 2018 statewide ballot, the first statewide housing GO bond in 12 years. $1.5 billion, Multifamily Housing Program (MHP) $1 billion, Cal-Vet Farm and Home Loan Program $300 million, Infill Infrastructure Grant Financing $300 million, Joe Serna Jr. Farmworker Housing Grant Program $300 million, Local Housing Trust Match Grant Program $300 million, CalHome $150 million, CalHFA Home Purchase Assistance $150 million, Transit-Oriented Development Program Website: AffordableHousingNow.org
17 Federal Outlook Help is NOT on the way CA is first in nation in poverty (20%) with housing costs Homelessness rose 14% in 2016 to 2017 HUD funding programs have been slashed. Impact of GOP Tax Bill: Cost California $1.4 billion in Low-Income Housing Tax Credit (LIHTC) equity in 2017 alone, and likely to decrease production in CA by at least 75,000 affordable homes over the next ten years. 18 Federal Update Some Good News: FY2018 Omnibus Spending Bill Includes a 12.5% increase to the 9% credit allocations for each state for 4 years Authorizes states to serve households up to 80% AMI as long as overall affordability averages are maintained (income-averaging) Increases funding for the HOME program by $412 million (a 43% increase) from $950 million to $1.362 billion Lifts the cap on RAD conversions from 285,000 units to 455,000 units
19 State Budget Asks General Fund Allocations from State Budget Surplus SB 912 (Beall and Skinner) $2 billion to address affordable housing and homelessness AB 3171 (Ting, et. al.) $1.5 billion for Homeless Persons Services Block Grant program for cities (requires local match) Assemblymember David Chiu has also circulated a budget request letter of $1 billion for MHP and homeless housing.
20 Key State Legislative Priorities #BringCAHome AB 2065 (Ting): strengthen and clarify the State Surplus Land Act for affordable housing in response to implementation challenges in several jurisdictions. NPH is sponsoring this bill. AB 2923 (Chiu and Grayson): make the BART TOD guidelines the default minimum zoning standard for BART-owned properties within.5 miles of a station entrance if a jurisdiction fails to rezone within 2 years. NPH is cosponsoring this bill. AB 2162 (Chiu and Daly): make permanent supportive housing by-right in residential & commercial zones. Housing California and Corporation for Supportive Housing are co-sponsoring this bill.
21 State Legislative Updates #BringCAHome AB 3072 (Chiu): Recent bill introduction to increase the State Low Income Housing Tax Credit by $500 million per year to offset the lost value of federal LIHTC due to the reduction in the corporate tax rate AB 3037 (Chiu): recreate a new Community Redevelopment program a.k.a. RDA 2.0.
