1 FUNDING OPPORTUNITY: Mini-Grants for California Mental Health Speakers Bureaus The California Mental Health Services Authority (CalMHSA) Stigma and Discrimination Reduction (SDR) initiative will award mini-grants to allow speakers and speakers bureaus throughout California to achieve three goals: 1) Incorporate SDR messages into speaker presentations 2) Increase the number of speaking placements on a quarterly basis 3) Provide stipend funds to individuals speaking about mental health and SDR Who Should Apply? CalMHSA invites organizations or individuals to submit the enclosed application for grant funds to enhance the activities of Speakers Bureaus and reduce stigma and discrimination of Californians diagnosed with mental illness. What is the Grant Amount and Timeframe? The grant awards will be up to $15,000 based on criteria outlined in the attached application. The deadline to submit the grant application is October 29, The grant period is November 14, 2014 to May 31, A more detailed timeline can be found in the attached application. 2 Funding Opportunity: Mini-Grants for California Mental Health Speakers Bureaus The California Mental Health Services Authority (CalMHSA) Stigma and Discrimination Reduction (SDR) initiative will award mini-grants to allow speakers and speakers bureaus throughout California to achieve three goals: 1) Incorporate SDR messages into speaker presentations 2) Increase the number of speaking placements on a quarterly basis 3) Provide stipend funds to individuals speaking about mental health and SDR A wide variety of organizations and individuals may qualify for one of these mini-grants. Successful applicants will: Demonstrate their commitment to and effectiveness in addressing stigma and discrimination through speaking engagements; Confirm their operational capacity to facilitate speaker placements (applicants launching new speakers bureaus are welcome); Illustrate the practical results the requested grant amount will have in terms of achieving the goals, both during and planning for sustainable impact beyond the grant period; and Commit to a reporting that allows the mini-grant program facilitators to monitor progress and evaluate impact. Invitation: CalMHSA invites California mental health-focused organizations and individuals to submit the enclosed application for mini-grant funds to enhance their speaking activities to reduce stigma and discrimination of people diagnosed with mental illness. We encourage applicants of all types and sizes, particularly those whose work represents our state s rich cultural diversity. Mental health consumers, their families and consumer-focused bureaus are encouraged to apply. Please Note: Previous recipients of CalMHSA funds are eligible to apply for this grant, however priority will be given to those who have not previously received CalMSHA funds. Background: The SDR Initiative and CalMHSA CalMHSA is an organization of county governments working to improve mental health outcomes for individuals, families and communities. CalMHSA administers programs funded by the voter-approved Mental Health Services Act (Prop. 63) on a statewide, regional and local basis. The PEI initiatives implemented by CalMHSA are collected under the banner of Each Mind Matters: California s Mental Health Movement and include stigma and discrimination reduction, suicide prevention and student mental health efforts. 2/8

4 CalMHSA Stigma and Discrimination Reduction (SDR) Mini-Grant Application Use the following prompts to compose an application in Microsoft Word format. October 1, 2014 October 1-15, 2014 October 29, 2014 November 1, 2014 November 14, 2014 May 31, 2015 Grant Application Released. Question and answer period. Only written questions accepted. Submit questions to Applications due to by 5:00 p.m. Applications must be typed in Times New Roman 12 pt. font, double-spaced with 1 margins and saved in Microsoft Word.doc format. (If necessary, a PDF including the applicant s signature may be submitted with an un-signed Word document. Signed and mailed hard copies are also acceptable if an unsigned Word document must be submitted.) Community Engagement grant awards announced. Grant period. We request all correspondence in writing. Applications for CalMHSA Stigma and Discrimination Reduction Speakers Bureau Mini-Grants must include the following. Please do not submit more content than is requested. The amount of your request will not impact the likelihood of your application being accepted. CalMHSA s SDR mini-grant administrators may contact you to discuss the amount and possibly adjust it to work within the total funds allocated for mini-grants statewide. 2. Brief Description of Applicant s Work and Audiences Served. (1 page double-spaced, max.) 3. Do you currently have an operational speakers bureau? (Y/N) 3a. If so, describe your speakers bureau structure, activities, presentation content and demonstrated effectiveness. Note if/how these may change if the mini-grant is approved. (2 pages double-spaced, max.) If not, how do you intend to utilize the requested mini-grant amount to accomplish CalMHSA s stated goals? (2 pages double-spaced, max.) 3b. If so, how many speakers do you currently place in speaking engagements each quarter? Are your speakers compensated for speaking, and if so, how? (1 page double-spaced, max.) 4. Goal: Incorporate SDR Messages A variety of speaking tools and materials including key messages, talking points, customizable flyer templates and speaker training PowerPoints (available in English and Spanish, and other languages as needed) which include key CalMHSA and Each Mind Matters messages on the effort to reduce stigma and discrimination around mental illness are available for use. How would this mini-grant allow you to incorporate SDR messages into speaker presentations? [NOTE: If you plan to incorporate SDR messages into an existing program model, please include detail explaining how this will be done.] (2 pages 4/8

Provide a detailed explanation of planned activities and outreach efforts across each county/community. (2 pages double-spaced, max.) 6. Goal: Increase Number of Speaking Placements How would this mini-grant allow you to increase the number of speaking placements on a quarterly basis? Please specify a target number of placements per quarter to be achieved with the mini-grant funds. What additional support exists, or do you intend to seek, to increase the likelihood of sustainable impact? (2 pages double-spaced, max.) 7. Goal: Provide Stipend Funds to Speakers Provide a basic budget that illustrates how the total mini-grant amount will be allocated for stipends vs. administrative costs (such as staff time, equipment, materials, etc.) using the budget template provided in this application. NOTE: A minimum of 50 percent of mini-grant funds must go to stipends. 7a. Provide a budget justification including the individual stipend amount you intend to provide speakers and any relevant considerations that have bearing on these calculations. Please note, figures noted in the text of the proposal will be compared against the figures outlined in the budget to ensure matching totals. (1 page double-spaced, max.) 8. Program Sustainability Please describe additional resources you are seeking to expand the Community Engagement activities and sustain Each Mind Matters key messages within your community. 7 Terms of Payment Grantees will be required to enter into a separate agreement with the Stigma and Discrimination Reduction Consortium/George Hills Company in the event they are awarded a mini-grant. The terms of each mini-grant will include reporting that details the following: Number and types of speaker placements Approximate number of people reached through speaking engagements General demographic information of audience, to the extent applicable for each speaking engagement (information collection tool will be provided) General outcome evaluation information of speaking engagements implemented (information collection tool will be provided) Methods through which SDR messaging tools were imparted to speakers Demonstration of SDR messages included in speaking engagements Amount distributed to speakers in the form of stipends Progress on building capacity to sustain impact beyond mini-grant period Successful mini-grant applicants will receive 50 percent of their approved mini-grant amount in November 2014, and the remainder will be awarded upon successful completion of the project including a final report. The grant period is November 14, 2014 to May 31, All project activities must be completed by May 31, Stigma and Discrimination Reduction Consortium/George Hills Company retains the right to withhold approved grant funds if the grantee has not met the grant guidelines (e.g. failed to file quarterly reports, failed to meet stated goals, etc.).
