7 CCC SMHP Overview Campus Based Grants Purpose: The primary purpose of CBG funding is to increase capacity of California s community colleges in implementing mental health prevention and early intervention activities. Promote sustainable collaborative infrastructures between campuses and county mental health service systems Four main components: Training and Technical Assistance (TTA) Suicide Prevention Training (SPT) For Faculty & Staff Campus-Based Mini Grants Evaluation

8 CBG Overview CBG activities and/or projects to be delivered consistent with existing CalMHSA service principles CBG Objectives: Implement a campus based mini grant process that provides faculty and staff training, peer-to-peer resources, and suicide prevention on California community college campuses. Activities under CBG funding must develop and implement services that reflect local campus needs and priorities; and meet CalMHSA s three strategic directions. Activities must be evidence based, build campus and community capacity, leverage resources and are sustainable once funding has ended.

9 CBG Eligibility (RFA, Page 11) CalMHSA Membership. Because funding for this project is derived from county mental health funds, eligible applicants must be California community colleges or a consortium of colleges that are located within the 44 CalMHSA member counties, counties that have provided funding to CalMHSA for this project or in a county that is pending membership. One Application Limit. Only one application may be submitted per campus. Colleges may submit either one standalone application or be included as part of a consortium of colleges submitting a joint application. Application eligibility for the Campus-Based Grants requires the complete submission of a Mandatory Letter of Intent - see Attachment 1 of the RFA.

10 CBG RFA Submission Format (RFA page 15 ) Cover sheet and table of contents must be included The proposal shall not exceed twenty (20) pages, double-spaced typewritten. The budget narrative and required attachments shall not be counted towards the page limitation Type size shall be 12 point in Calibri font. This requirement will not apply to charts, graphs, tables or footnotes. Margins shall be at least one inch at top, bottom, left and right Pages shall be numbered consecutively from beginning to end including Appendices Section and item numbering and lettering shall conform to the RFP so that responses can easily be matched to questions

If you would like documentation of receipt, send the application certified/registered U.S. mail or utilize an overnight service that provides tracking. If hand delivering the application, request that the receptionist receiving the application in the FCCC s office sign and date stamp your copy of the proposal The FCCC will not accept any proposals submitted via facsimile or electronic mail transmission Each proposal must conform to and be responsive to the requirements contained in the RFP. Omissions, inaccuracies or misstatements may be cause for rejection of a proposal

17 What are the requirements for evidence of community partnerships with local stakeholders and county mental health offices? As stated on page 12 of the RFA, Evidence of support should include a minimum of three (3) letters of support/collaboration from relevant organizations, associations and stakeholders. One of these letters must be from the county mental health agency that the college resides in. In addition, Memorandums of Understanding or other similar agreements between the college and the county mental health office as well as other local service provider, educational, advocacy, etc. organizations may serve to augment the support letters.

18 Are consortium applications more competitive? There are no provisions in the RFA to award extra points to a consortium application. Each application will be evaluated on the strength of the proposed program as reflected by the proposed program design and responses to the questions in the Technical proposal.. To the extent that two or more colleges may feel that their application is stronger if submitted as a consortium, colleges are encouraged to do so.

19 Is the application or attached forms available in Word format? Yes they are. Please see the CCC SMHP website: Click on CCC SMHP on the left menu bar See Campus Based Grants section. Forms will be found in PDF, Word, and/or Excel formats

20 We are a two college district. Are two colleges within the same district allowed to apply as a consortium? Can two separately accredited colleges within the same district be allowed to apply separately? Is there a limit to the number of awards per district? Multiple CCC s, whether within the same district or in multiple districts, may apply as a consortium provided that all of the colleges are within CalMHSA member counties, or counties with a pending application to CalMHSA. Individual colleges within the same district may apply separately, but a college may not apply separately and as a member of a consortium. colleges may not submit multiple applications. There is no limit to the number of awards per district. (See RFA, page 11)

21 Will there be extra points be awarded to colleges that propose a large in-kind contribution? RFA Technical Proposal Section (C) (3) states that Applicants are encouraged to include in-kind or other resources that could be leveraged by this funding in addition to the costs that are being proposed to support the program. Evidence of this fact reflected in the application will be a consideration in the scoring of this section. (See RFA, page 20)

22 Can attachments be in Excel in smaller font, on legal paper? Yes, so long as the attachments are readily understandable and readable to the review committee.

23 Can Colleges partner with other colleges if the other college is not in a CalMHSA County? No. Refer to A (CalMHSA Membership) on page 11 of the RFA.

25 Does the grant require the college to match the dollar award? No. This was a requirement for the original Student Mental Health Initiative proposal from 2007 but not the final version that was approved by the California Mental Health Oversight and Accountability Commission (MHSOAC).

26 Once the funding runs out, are there requirements to continue the established programs? No. However, applications will be evaluated with consideration of the following: Briefly include a description of how this program will be sustained beyond the two years of grant funding (RFA Section (C) (2.3)). In addition, Section (C)(2.4) states that a higher point value will be assigned to work plans that reflect one or more additional years of program activities that reflect proposed sustainability plans.

27 Can grant monies be used to purchase training software for faculty and staff? Yes. However colleges are advised to consider the availability of no-cost training resources that will be available from the CCC SMHP Training and Technical Assistance (TTA) Contract and the Online Suicide Prevention Training Contractor.

28 Please define use of funds for direct services or supplant existing resources. For the purposes of this RFA, direct services are those related to client care, counseling, etc. Indirect services refer to those activities not directly related to client care and include community consultation and education, staff training and development, program evaluation and research (Tippett, et al., Indirect Services and Referral System for Community Mental Health Centers, 1974). Supplant existing funds refers to the use of CCC SMHP grant funds for the purpose of taking the place of something funded from another source.

29 Only 25 percent of a person can be paid from the grant [sic]. As provided in RFA Section (C) (2.5), grant funds may be used to support a project coordinator/administrator to oversee grant activities up to 25 percent of the total proposed grant budget as Release Time. The percentage of time allocated for the position is a determination of the grantee; it is not limited by the RFA. The RFA limits the use of grant funds to support this position to a maximum of 25 percent of the grant award. In addition, if the project coordinator/administrator is provided by the grantee as an in-kind resource, the grantee may use grant funds for a 0.5 full time equivalent staff assistance position.

30 A full-time existing employee can be assigned to this grant where 25 percent is paid for the grant for release time from their other duties? [sic] The 25 percent stipulation pertains to the maximum amount of the grant funds that can be used to pay for a project coordinator/administrator. If a grantee elects to use an existing full time employee, it may do so provided that not more than 25 percent of the grant funds are used to pay for the position.

31 25% of $250,000 is $62,500. This can potentially hire a part-time employee for two years. Is this permissible? Yes. The formula is correct. The exampled amount is correct if the grant award is $250,000.

32 Can we use grant funds to offer incentives or opportunity drawings to students who participate in the NCHA? Yes, as long as they are reasonable and consistent with the proposed scope of work.

33 OCC currently has a doctoral psychology internship within the student health center. May we spend grant funds to enhance this program, i.e., paying the supervising psychologists to orient and train the new interns over the summer, paying for enhanced training for the interns during their year with OCC? The CCC SMHP grant funds are primarily intended for the three strategic direction of faculty and staff training, peer to peer resources, and suicide prevention. It is incumbent on the applicant to explain the use of funds within their scope of work in a manner that closely correlates the proposed activity to the purposes of the grant and reflects funding requirements that govern the grant, which are PEI statewide funds.

34 OCC has a Behavioral Assessment Team in place, and one goal of our consortium would be to become leaders in best practices for BAT and Threat Assessment. We would like to use grant funds to hire a threat assessment professional to consult with both campuses for training and protocol development. Would this be an acceptable use of funds? This would be an acceptable use of grant funds, however it is recommended that if the consortium is awarded a grant, that it submit a request to the CCC SMHP TTA contractor to determine if the desired consultation can be provided to the grantee as a no-cost service. Depending upon the scope of the request, it may be possible to leverage grantee funds by using the TTA contractor thereby allowing resources to be applied to other priorities. Whether funding out of grant proceeds or leveraging the TTA contract resource, all options should be clearly identified in the scope of work.

35 May we pay our information technology staff for hours spent to enhance our social media, website, and other tech applications? Yes, with appropriate justification.

36 On page 28, point 2 of the second section of Budget instructions, it is noted that the budget must provide for an annual 2-day trip to Sacramento for the technical assistance and training workshop. It would be helpful to receive guidelines on what is allowable to charge for this trip (state per diem; whether parking and cab fare is allowable; hotel estimates, etc.). The reimbursement rules of the individual college or the state per diem rate may be used.

37 While grant funds cannot be used to provide direct services or supplant existing resources, expanding and enhancing programs and services are allowable. We would like to expand counseling hours. Does this pay for any type of increase in counseling hours? The CCC SMHP grant funds are primarily intended for the three strategic direction of faculty and staff training, peer to peer resources, and suicide prevention. It is incumbent on the applicant to explain the use of funds within their scope of work in a manner that closely correlates the proposed activity to the purposes of the grant and reflects funding requirements that govern the grant, which are PEI statewide funds. If counseling hours are direct clinical services, these are not allowable.

38 Does the grant pay for any type of salary for counselors or clinical psychologists? This would depend on how the services of these professionals are to be used which should be clearly explained in the proposal. For example, if they are providing direct clinical services, this would not be an allowable cost. If they are providing training, technical assistance, or a related function consistent with the requirements in the RFA, this would be an allowable cost. The proposal should also explain how the proposed services expand and enhance activities and are not supplanting activities that are currently being funded through another source.

39 Does the grant pay for any type of tools, tests, evaluations, etc.? Generally, this would be an appropriate use of grants funds. The specific nature of the proposal should be clearly explained in the scope of work. The proposer is also advised to consider the option of leveraging grant resources with the no-cost services available through the CCC SMHP TTA contractor or the evaluation contractor which may provide some of the components listed in the question.

40 Will this grant provide funds for an APPIC intern? The use of grant funds for an Association of Psychology Postdoctoral and Internship Centers (APPIC) will be dependent on a clear explanation in the scope of work that is consistent with the purpose of the RFA.

41 Are student stipends for peer-to-peer resources considered a direct cost? Yes, depending on how these stipends are described within the proposed program design, and how the proposed costs are described and justified. The CCC SMHP grant funds are primarily intended for the three strategic direction of faculty and staff training, peer to peer resources, and suicide prevention. It is incumbent on the applicant to explain the use of funds within their scope of work in a manner that closely correlates the proposed activity to the purposes of the grant and reflects funding requirements that govern the grant, which are PEI statewide funds.

42 Can funds be used to pay a sub-contracted Project Coordinator? Must the Project Coordinator position be in-kind only? The RFA does not preclude a sub-contracted Project Coordinator. The Project Coordinator is not required to be in-kind, the Project Coordinator funding mat be carved out of Release Time, see Attachment 3 of the RFA for additional guidance on allowable costs. Furthermore, the proposal should clearly explain the administrative design of the project and why this is the most advantageous approach.

43 Can we use allocated funds to compensate us for Gatekeeper Training for off campus community agencies? Yes, depending on what kind of training is being utilized. The CCC SMHP will provide no cost training services for all 112 campuses using the At Risk program. Other gatekeeper training may be identified as a need in the proposal. To the extent that off-campus community agencies are partners in the implementation of the local grant funded program, such organizations can be designed into the proposal. This affords the grantee college/consortium the opportunity to leverage grant resources by using said training services funded by the CCC SMHP.

44 If we have the Student Health 101 online magazine, will the grant pay for continuing our contract for the duration of the contract? The specific nature of the request should be clearly defined in the applicant proposal. The applicant should also explain how this is not a supplantation issue.

45 Can incentives for competitive awards be awarded per year? This would be prizes for best graphics/video/poster on Mental Health issues from campus competitions on campus. This concept should be clearly explained in the proposal along with its relationship to the purposes of the RFA.

46 Do we need to have an itemized cost for each lecture/event or are we able to specify a general cost amount. Each lecture or event does not have to have an associated cost but can be grouped into a general allocation. The narrative should provide a reasonable level of detail as to the number of events or trainings, scope, etc. to be accomplished.

47 Can the expenses for the ACHA NCHA be funded under the grant? Yes, the American College Health Association (ACHA) National College Health Assessment (NCHA) can be funded under the grant as long as the assessment is justified and geared towards the goal of funding prevention and early intervention.

48 Is the $ limit on equipment per items or is it inclusive of all equipment; also is the total per year or the entire length of the grant? How is equipment being defined? The $5,000 limit is for all equipment purchases for the length of the grant, see RFA Attachment 3, Page 29, Other Direct Costs for guidance.

49 Would promotional, incentive or educational items be considered equipment? No.

50 Is personnel time limited to release time for the coordinator and or project assistant? Can release time or personnel cost be charged to the grant for the delivery of grant related activities or services, if they do not supplant funds already in place? How the use of the grant funds will be used in terms of staffing or personnel must be clearly explained in the proposal in a manner consistent with the requirements in the RFA. The RFA provides limited funding for a Project Coordinator and, in the alternative, for a 0.5 FTE project assistant. The specific definition of delivery of grant related activities or services requires explanation as does the required avoidance of supplantation.

51 QUESTION: Can funds be used for the following: 1. For non-instructional faculty stipends to do special presentations above and beyond their normal workload? 2. To pay for special events food? Food at presentations? 3. Retreat staff development expenses? 4. For special activities for students such as sporting events, movie, theme park tickets? 5. Pay for adult leader of peer to peer activities or program? 6. Does adult leader of peer to peer program have to be licensed counselor? 7. For marketing expenses? Banners? Ads? 8. Web designer? 9. To support expanding marketing for programs like Student Health 101? 10. To pay student club activities? 11. To pay web-based trainings beyond QPR and Kognito for employees? 12. What is typical cost of QPR Training the Trainer per participant? 13. Speaker fees? Limits on how much to pay a speaker? 14. Limitations to costs of special theatre programs? 15. What is definition of direct services? 16. Can small/modest stipends be given to peers?

52 RESPONSE: For most of the questions on the prior slide, the absence of programmatic context renders it difficult to understand exactly how the funds would be used. In addition, it is incumbent on the applicant to provide a comprehensive proposal that relates the activities and proposed expenditures to the requirements and objectives of the CCC SMHP RFA. Generally, a number of these activities may be fundable under the grant, but this is predicated on the proposal s scope of work and budget justification in relation to the RFA stipulations. Several of the questions reference the services of an adult leader. It is unclear what is intended by the use of the term adult in relation to the CCC students given that the majority of said students are 18 or above. Again, without context, a useful response cannot be provided.

53 Pre-Submitted Questions PROGRAM DESIGN & IMPLEMENTATION QUESTIONS (20)

54 How will the training and technical assistance support to developed and implement the Program is provided [sic]. The question is somewhat unclear. If the question pertains to the use of the CCC SMHP TTA services for program development and implementation, these no-cost services will be available to all of the grantee colleges to assist in the implementation of their programs, based upon the program design contained in the approved application. The specific nature of the TTA services will be determined in consultation between the college and the CCC SMHP TTA contractor, the Center for Applied Research Solutions (CARS).

55 Please define regional strategizing forum. The regional strategizing forum is a public meeting structure (an existing or newly formed college or community mental health advisory body, council, etc.) in which the individual college or consortium grantee facilitates the ability of community mental health partners to exchange ideas and to strategically advance issues of common interest and concern related to the mental health needs of students. The scope of the region served by the forum is dependent on the scope of the approved grant and may reflect the communities served by an individual college or the broader environment impacted by a consortium of colleges. The meeting frequency of the Regional Strategizing Forum is also dependent on the applicant. Flexibility and creativity in how this forum is designed and implemented is welcomed.

56 What happens if program timelines are not kept? Grantees are expected to work closely with the CCC SMHP office throughout the term of the grants to address any operational issues. If issues arise that may impact the college or consortium program as originally designed, every effort will be made by the CCC SMHP office to assist the grantee in achieving their goals. Depending on the nature of the issues, this may involve the application of specific training or technical assistance services, contract amendment or other form of assistance.

57 Will program requirements depend on the dollar award? The program requirements contained in the RFA are applied consistently to all of the CCC SMHP grantees. Consequently, dependent on the individual college or consortium of college s scope of work, it is recommended that a level of funding be requested that is realistic to achieve the applicant s stated goals and objectives. The RFA allows for grant requests to range anywhere between $50,000 and $250,000.

58 Will there be any possibility of including training stipends or incentives for faculty members who participate in grant-related training or who open their classrooms for the National College Health Assessment (NCHA)? Yes, as long as there are consistent with the proposed scope of work.

59 If we can give incentives for our own faculty who participate in training sessions, could we do the same for CSU and UC faculty in our area? Preference should be to CCC faculty and staff. The UC and CSU systems received equal amounts of funding for Student Mental Health programs. Their staff and faculty could request support through their own funding source.

60 What is meant by Student Health 101 on page 9, in section listing bullets of examples of programs, services, and strategies? Student Health 101 is a program that is offered on several campuses, usually through the health services program on campus. Please contact your health services director or the HSACCC for more information about how this is used in the CCCs or could be used on your campus, as part of this grant. General information about Student Health 101 can be found at

61 On page 10 is says Development of models for the use of interns to provide mental health services. Does this mean that we can merely develop models using interns or can we actually use interns to provide direct counseling to students in need? To the extent that the proposal is describing the use of funds in a manner that indicates the provision of direct services, this would not be an allowable cost. If grant resources are being used for trainings and/or training models, such activity would be consistent with the intent of the grant. It is important that the proposer clearly explain how the funds will meet the purposes of the CCC SMHP grant.

62 We wanted to know how we can establish in the writing of the grant proposal that there will be sustainability of the projects we institute with the funding that is, without the funding, will a change in the climate of the campus and the training of students and staff/faculty in suicide recognition and referral (ala QPR) be sufficient? Or if we train enough trainers to continue the trainings once the grant funding is exhausted, will that qualify? Sustainability is not an objective criterion in the RFA, but rather a measure of the individual proposal s goals and objectives. The intent is that the funds are used for services that have an on-going value to the colleges in a manner that can be realistically continued after the grant expires. Therefore, assessing the applicant s plans to sustain its program efforts will be measured by what the program and the college intends to achieve.

63 Could you provide some examples of data sources you would recommend or that you have seen others use for the need section? It is recommended that applicants contact the Health Services Association (HSACCC) ( ) and/or the Mental Health and Wellness Association (MHWA) ( for assistance and guidance in this area. Applicants may also wish to contact their local county mental health offices, such as their CalMHSA liaisons and Prevention and Early Intervention coordinators.

64 To whom should the letters of support be directed to program administrator? The RFA requires the inclusion of Letters of Support, commitment, or collaboration from each of the partners that (the applicant has) identified. Page 19 of the RFA. To whom specifically the letters are directed will depend on the local partners identified in the proposals. Ideally, support should be represented by the leadership of a given partner organization.

65 Regional strategizing form If there are several college districts that are awarded a grant in our county, should we later all work together to host the forums or take turns rotating the forum? For multiple local college grantees, it is advised that they work together to address this question in a manner that most appropriately addresses the needs of each college. The consortia of colleges can determine a rotational or single hosting of the Regional Strategizing Forum; it is at the applicant s discretion.

66 What constitutes a Regional Training? The CCC SMHP TTA contractor is required to provide 18 regional training conferences across the state over the two years of the project. The specific content and location of each conference will be determined in consultation between the local colleges, the TTA contractor and the CCC SMHP office.

67 Can attendance at the Regional strategizing forums and the CCC SMHP Activities be shared by a) Representatives named, b) Secondary representative named, c) Project Coordinator, d) Or does only one individual need to attend all meetings [sic] There is no requirement for a specific position to represent the local program at given meetings. However, how the program will be administered and represented at local collaborative gatherings, trainings and state-level meetings should be clearly explained in the proposal.

68 Is the Regional Strategizing Forums the same as the CCC SMHP Activities? The Regional Strategizing Forum is explained on RFA p The forum represents but one of the areas of responsibility for local grantees that in turn contributes to addressing the overall CCC SMHP activities. The Regional Strategizing Forum is not the Regional Trainings that will be provided by the Training and Technical Assistance Contractor.

69 How many regional training conferences will we need to coordinate? None. This is a function of the CCC SMHP TTA contractor. Grantees are expected to participate in the conferences facilitated under the auspices of the aforementioned contractor. Regional Trainings are not the Regional Strategizing Forums Applicants of the CBG must hold at least one Regional Strategizing Forum, if more are to be held, it is at the discretion of the college (OR consortia) as to the frequency of these forums.

70 What is the required number of Regional Strategizing Forums per year? The number and frequency of the forums is a reflection of the goals and objectives of the college and its community partners in achieving the goals and objectives of the grant. There is no minimum number of forums required.

Partnerships are described in the RFA on pages and 19. While minimally County Mental Health should be include in any partnership, the specific composition is a determinant of the individual college and is expected to facilitate the provision of prevention and early intervention services to the college specifically, and the larger community serving the students in general.

72 Will the CCC SMHP Activities be held in Sacramento only? How often will they meet? The specific activities to be undertaken will be described in the college or consortium s proposal and are expected to be conducted in the community served by the college. Activities proposed under the Campus-Based Grants should ideally be, campus-based.

73 Can we incorporate this training into the CCC- MHWA or HSACCC Conference? Opportunities to co-locate CCC SMHP regional trainings with relevant gatherings of other organizations such as those mentioned will be investigated by the CCC SMHP office and the CCC SMHP TTA contractor.

75 Reference HSACCC.smhp.RFPprep : What is the difference between a two year term and a three year award? The award term contained in the referenced HSACCC notice reflected the CCC SMHP s original intent in terms of a grant contract term for the college awards. However, due to delays encountered in finalizing the CalMHSA grant with the CCC SMHP, it was necessary to reduce the term of the grant awards to two years as contained in the RFA, p. 5 (Grant Term). Unless otherwise specified, the provisions contained in the RFA take precedence over other information sources.

79 Are the services provided by Kognito Interactive as the suicide prevention training provider, free of charge to the colleges or will we have to budget for it? They will be provided to all 112 colleges at no-cost. Prospective grantees do not have to budget for this service.

80 Will funds dry up if CalMHSA takes away funding, and what are the chances of this happening? CalMHSA funding to the CCC SMHP is contractually predicated on the approval of expenditures that are consistent with the requirements of the CalMHSA grant to the Office of the California Community College Office of the Chancellor and the requirements in the CCC SMHP RFA. The CCC SMHP will administer these funds according to these requirements and as such has no reason to expect any interruption in funding.
