2 Adult Education Grant Program Application Guidelines Grant Program Background The Feather River Adult Education Consortium consists of Member organizations receiving funding from the State of California to administer local funds through the Adult Education Block Grant (AEGB) program, as outlined in State Assembly Bill 104. Approximately $650,000 will be awarded through the fiscal year funding opportunity. Following are the Consortium s top three objectives, and preferential consideration will be given to Grant Applications that clearly support achieving these goals: 1. Develop a funding plan that addresses the gaps in services identified during the AB86/AB104 collaborative process 2. Promote completion of high school diploma and/or equivalency among adults in the region 3. Strengthen the local field of workforce and life skills preparation available to adult learners Program Areas: AEGB 104 funds are restricted to seven (7) Program Areas. Applicants are expected to use the Adult Education Regional Comprehensive Plan document, provided in this RFA, to identify and address the identified priority areas in Plumas County: 1. Programs in elementary and secondary basic skills, including programs leading to a high school diploma or high school equivalency certificate. 2. Programs for immigrants eligible for educational services in citizenship, English as a second language, and workforce preparation. 3. Programs for adults, including, but not limited to, older adults, that are primarily related to entry or reentry into the workforce. 4. Programs for adults, including, but not limited to, older adults, that are primarily designed to develop knowledge and skills to assist elementary and secondary school children to succeed academically in school. 5. Programs for adults with disabilities. 6. Programs in career technical education that are short term in nature and have high employment potential. 7. Programs offering preapprenticeship training activities conducted in coordination with one or more apprenticeship programs approved by the Division of Apprenticeship Standards for the occupation and geographic area. 3 Project Outcomes: Results must be specific, measurable, achievable and timed, and they must contribute to adult learners seamless transitions into postsecondary education and/or the workforce. Performance Measures. For the program, successful proposals will incorporate and focus on one or more of the seven (7) state recognized Performance Measures: 1. Completion of one or more Educational Functioning Levels, as defined in the National Reporting System for Adult Education (NRS), by adult learners who are also enrolled in a Workforce Improvement and Opportunity Act (WIOA) program 2. Completion of one or more courses, by adult learners who are not also enrolled in a WIOA program 3. Completion of a high school diploma or equivalent 4. Transition from non-credit to credit status/courses in post-secondary education 5. Completion of a post-secondary certification, degree, or training program 6. Obtain job hire/placement 7. Obtain increase in wages Eligibility Any organization serving Plumas County adult learners in the area of adult education and/or workforce development are eligible to apply for funding. Applicants may be nonprofit, forprofit, or public agencies. Timeline Program and Funding Term July 1, 2016 through June 30, 2017 Letter of Intent Deadline 11:59 p.m., April 8, 2016 Grant Application Deadline 11:59 p.m., May 16, 2016 Notification of the Adult Education Block Grant Awardees On or before June 1, 2016 Contingent upon approval by the Feather River College (FRC) Board of Trustees Letter of Intent (LOI) Applicants shall complete and submit a separate LOI for each intended project. The required LOI form is provided in this RFA package. LOIs are non-binding. Applicants have sole responsibility for submitting complete LOIs by the deadline. Applicants shall submit LOIs as attachments to an addressed to pcrespin@frc.edu (Pamela Crespin, Director, FRC Adult Education). Include the organization name and the words Adult Education Grant LOI in the subject line. AEBG RFA - 2 -

4 Grant Reporting, Recapture of Funds Awardees shall provide quarterly expenditure and progress reports, and, if requested, Awardees shall provide monthly reports. Awardees that are not on track to achieve their Performance Measures and/or to fully expend their fund award can be required to immediately submit a Corrective Action Plan (CAP). Awardees agree that, if they submit a CAP that is not approved or they do not adhere to an approved CAP, they shall immediately return all unexpended funding to Feather River College (the Feather River Consortium s fiscal agent). The Consortium s Members may distribute the recaptured funds to one or more of the Awardees that are achieving their Performance Measures and are on track to fully expend their funding. General Policies 1. The Feather River Adult Education Consortium (the Consortium) and its individual Member organizations assume no obligation for any of the costs associated with Grant Application development, preparation and submission. 2. The Adult Education Grant Program Request for Application (RFA) components and Application are in no way an agreement, obligation or contract. 3. Upon submission, Grant Applications become public information and the property of the Feather River Community College (FRC) District. 4. Submission of a Grant Application indicates that the Applicant has read and understands the entire contents of the Adult Education Grant Program Request for Application components and agrees that all requirements have been satisfied. Misrepresentations by the Applicant in its application materials may jeopardize the Applicant s potential or actual award. 5. The Consortium reserves the right to invite Grant Applications and to make an award without further discussion of applications received. Therefore, it is important that Grant Applications be submitted with the most favorable proposal relative to identified gaps in Plumas County Program Areas and projected budget, activities, timelines, outcomes and Performance Measures. 6. The Consortium may offer partial awards to Applicants, depending on available funding and programming that best fits the Consortium s goals and the Adult Education Block Grant s legislative requirements. In the event of a partial award, Applicants shall revise the Budget Narrative & Calculations, Budget Summary and Scope of Work Matrix to correlate with the award amount offer. 7. In an effort to reach a decision concerning the most qualified Applicants, the Consortium and its individual Member organizations reserve the right to evaluate all factors that they deem to be appropriate, whether or not such factors were included in the Adult Education Grant Program Request for Application (RFA) components, Grant Application or related documents. 8. By submitting a Grant Application, the Applicant agrees to be bound by all terms and conditions of the FRC District s MOU/contract. AEBG RFA - 3 -

5 9. The Awardee MOU/contract shall contain specific provisions relating to nondiscrimination in hiring and in the provision of services, program evaluation, record keeping, payments, limitations and obligations, conflict of interest, HIPAA, resolution of disputes, indemnification and insurance. 10. Feather River Adult Education Consortium and its individual Members must be included as an additional insured entity on the Awardee s insurance policy. 11. Applicants awarded a FRC District MOU/contract shall comply with the codes and regulations of the funding source. 12. The Consortium reserves the sole right to interpret or change any provision of the RFA and Grant Application at any time prior to the Grant Application submission date. Any such interpretation or change shall be in the form of a written addendum and shall become part of the RFA and Grant Application. Addenda will be distributed to potential Applicants who have submitted an LOI and through a 20,000 Lives Adult Education Work Group update. 13. Successful Applicants shall submit a signed FRC District MOU/contract, W-9, Certification of Non-Supplantation, and evidence that the Consortium and its individual Members are included on the Awardee s insurance policy Scoring Criteria Project Description and Scope of Work Matrix 100 points (maximum) Budget Narrative & Calculations and Budget Summary 20 points (maximum) Scoring will be based on the following: (1) the completeness and relative quality of responses to all questions and requests for information, (2) the project s potential contributions toward achievement of the Consortium s goals, and (3) the Applicant s demonstrated ability to complete the project, fully expend funding and achieve its Performance Measures. Priority consideration will be given to projects that clearly explain the relationships among all of the following components: Scope of Work Organizational Capacity Budget Program Areas Performance Measures Gaps in Plumas Adult Education Services Collaborative Agreements Formatting & Submission Instructions 1. Applicants have sole responsible for the submission of complete Grant Applications by the deadline, and for ensuring that their applications are legible when printed in black and white. Grant Applications that are received after the deadline will not be considered for award. AEBG RFA - 4 -

6 2. The Project Description and the Budget Narrative and Computations documents shall have 1 margins on all sides of an 8.5 x 11 page, single-sided document. Body text shall be single spaced; Times New Roman font, 12 pt. type or larger. 3. Enter the organization s name and page numbers in the footer of all documents (in Times New Roman, 10 pt. or larger). 4. Attach all documents for a single project to the same . Do not attach any materials that have not been requested, and do not include Zip files, jpeg, tiff, gif or other picture file formats. 5. Grant Application shall be submitted, on or before 11:59 p.m., May 16, 2016, to pcrespin@frc.edu (Pamela Crespin, Director, FRC Adult Education). The organization s name and the words Adult Education Grant Application shall be included in the subject line. After the deadline only materials requested by the Adult Education Director will be accepted. 6.
