Board Nominations Committee Report Greg Becker, Vice Chair presented four nominations for board approval: Enrique Lores, HP Brant Fish, Chevron Claude Dartiguelongue, BD Biosciences Dan Warmenhoven, NetApp (sharing with Tom Georgens) Shellye Archambeau made the motion to accept the Nominations Committee recommendation. Chris Boyd seconded. The motion to accept the nominations was passed. Dan Warmenhoven joins today. Lores, Fish and Dartiguelongue will begin terms in June. Approval of December Meeting Minutes Tom Bottorff made a motion to accept. Shellye Archambeau seconded. The motion passed as presented. HOUSEKEEPING President's Report Carl Guardino presented Workplan Matrix was part of the morning packet. Guardino explained the color scheme and encouraged CEO Executive champions. Five areas are still open (Education, Health, Government Relations, Transportation and Foundation). Nine members of the board haven t selected a champion opportunity. Company Activation Rosters were at the seats this morning. Please note any changes and leave for staff to update. Wetlands Restoration and Flood Protection: Mike Mielke reported that an education campaign is underway. Mielke met with Senator Feinstein yesterday. Polling is being conducted on a potential ballot measure. Guardino foreshadowed Clipboards (financial requests) for circulation: A. Transportation Initiative Public Opinion Survey Looking for funds to fund public opinion survey (early April) B. GameChangers Summit Sponsors (September 24 at the Computer History Museum) A publication from last year s event was at the seats today C. Silicon Valley Competitiveness and Innovation Project Inaugural competitiveness project looking at regions in the US that are competitors, needs funding to compile data and analyze results. 4 Washington, D.C. Advocacy Trip Washington DC Trips are planned for the end of March and sometime in September. The trip is very worthwhile and all are encouraged to participate. Feedback on the difficulty of engaging senior level participation: Timing can be difficult because of board meetings/earnings reporting. Guardino indicated that the trips are also timed to coincide with Congress being in session. Silicon Valley Caucus: Meetings have been scheduled through the year. The first is on March 14 at Aviat Networks. Foundation Board Update Tom Hayse, ETM Electromatic reported on the following 1. Turkey Trot: Distributed $800,000 to 2013 beneficiaries (cumulative to date $4.2 million) Will finalize beneficiaries of the 2014 Tenth Anniversary of the SV Turkey Trot Thanks for sponsoring 2. SV Santa Run: Celebrated second year $80,000 distributed to beneficiaries Anticipates growth trajectory to be like Turkey Trot 3. Heart & Soles for Kids: First year had 900 participants Lam Research is the title sponsor 58 schools equipped with salad bars Membership Report: Brad Bullington presented 2014 Recruitment Goal: 72 (As of March: 14 new members) New member Revenue goal: $200,000 ($43,810 committed) Retention Goal: 90% (as of March: 18 members lost: Revenue impact $82,730) Staff Highlight: Emily Lam, Vice President of Health Care and Federal Issues Lam, who celebrates six years on staff, has been the staff lead on bringing the Patent Office to San Jose, Health Care and Immigration issues. New Staff Members: Catharine Wallace and Alexandria Felton were introduced. Wallace will serve as Special Events Manager; and Felton as the Health and Education Policy Associate. ACTION ITEMS Transportation Ron Gonzales, Presencia LLC and John Ristow of VTA presented. Silicon Valley s economy is booming and traffic reflects it. What are the solutions to traffic congestion? CEOs weighed in on the issues noting the need to complete the highway system, and to provide better transportation options connecting to public transportation. Incentive programs encourage employees to use public transportation. We also need to address the last mile issue. Getting off public transportation and then getting through the last mile to the place of employment is an issue for many companies. There is a pilot program providing bikes; and some companies have bike programs on campus.

5 Jessica Zenk pointed out that there are personalized trip planning programs, i.e., shuttle services for the ACE trains and Caltrain. Silicon Valley Competitiveness Project Greg Becker, SVB The Leadership Group will partner with the Silicon Valley Community Foundation to fund research by Collaborative Economics to identify regional competitiveness and innovation strengths and weaknesses here in Silicon Valley in comparison with other geographic technology hub locations around the country. What are the 18 to 20 most important data points and nuances that drive innovation? Indicators to consider: Clinical research conducted regionally Transportation options Technology transfer Patents: Are they still a leading indicator? Access to and retention of talent Next steps: Collecting research and preparing a report that will be released at year end. This will culminate in a January Town Hall Meeting where the results are shared with policy makers, with a goal to tackle specific policy issues that will strengthen our competitiveness. Homelessness Initiative Cecily Joseph, Symantec and Ben Spero, Spectrum Equity Investors and Destination presented. The problem: Large population of people living unsheltered in Silicon Valley. San Jose, the 10 th largest city in the US, ranks 5 th in homelessness and 4 th in chronic homelessness. Housing shortages aggravate the problem. Again, the booming local economy draws new employees to the region which does not have enough housing. The elimination of Redevelopment Agencies cut funding for affordable housing construction. Creative solutions are needed. We are looking for measureable goals. Can the Leadership Group be a catalyst to make a change? Several models were presented: Housing First: A program with intensive case management Destination Home: A public private partnership Data tracking: Public awareness is growing among elected officials Joseph provided some high level possibilities for how to deal with the issue covering employment strategies, funding housing and education campaigns for businesses. Immigration Reform Kim Fennell, decarta Fennel gave an update on the policy debate. There is agreement; Republicans have issued immigration principals, but the issue remains politically charged.

6 How do we move things forward? The Leadership Group continues to seek opportunities for consensus in broad coalitions with other business sectors, including agriculture. We are also looking at non-traditional allies including labor, religious and civil rights groups. The March Washington DC Trip has immigration on the agenda. Relationships with representatives in key districts are helpful in expressing business concerns. Staff is looking for contacts to coordinate real life stories about how immigration is affecting hiring strategies and the ability to do business. Matt Mahan, Greg Becker and Kim Fennell noted that they have stories to share with members of Congress. New Business Annual CEO Barbecue: To be hosted by Jed York at the new Levi s Stadium on August 13. Guardino expressed the hope that the board liked the new meeting format, i.e. in-depth discussion among board members, etc. Adjournment The meeting was adjourned on time at 10:15 a.m.

7 June 11, 2014 TO: FROM: RE: Board of Directors Bena Chang, Senior Director, Transportation and Zoe Mullendore, Associate, Housing and Transportation Potential 2014 Transportation Measure ACTION: Provide direction on a potential transportation measure in Background: Since 1984, the Leadership Group has led or co-led regional efforts to develop funding solutions to our most pressing transportation challenges. These include measures that built Highway 85; improved Highways 101 and 237; funded key improvements to Caltrain; improved all 8 county expressways; and started the BART to Silicon Valley extension. As the economy rebounds in Silicon Valley, there s a need to collectively look for new resources of funding for transportation. Raising local sources is a part of the equation. Process: Leadership Group members and its Board of Directors took the first step towards evaluating a potential transportation measure by placing it in our rolling 3-year Business Plan in December In January, we began the dialogue by seeking guidance and input from four major stakeholder groups. Over the past five months, we have had 10 meetings with city public works and transportation directors, regional transportation agencies, businesses, labor and advocacy organizations, and our internal Transportation Policy Committee. Throughout these meetings, stakeholders began to assess what a possible 2016 measure would look like (transit and roads percentages, specific projects to be funded, etc.). In April, as part of our annual public policy poll, we included a question set on transportation. 600 prospective voters were given three question sets relating to their interest in funding various transit and road improvements through an increase to the County sales and use tax by ¼ cent. The six categories included in the question set were as follows: Safety improvements near schools for biking and walking Funding street maintenance and pothole repair in all 15 cities and towns Increased transit service for senior citizens and the disabled Easing congestion on all 8 county expressways: Almaden, Capitol, Central, Foothill, Lawrence, Montague, Oregon and San Tomas Increasing Caltrain commuter rail service between Gilroy and Palo Alto Extending BART from Berryessa to downtown San Jose and Santa Clara

8 All six categories were supported by voters above the 2/3 rd voter threshold needed to pass a specified tax in the County. Additionally, a 75 word ballot question was tested and polled at 73% approve, 23% oppose, 4% no opinion. In the five previous campaigns the Leadership Group has led in Santa Clara County, a transportation measure has never polled so high. As a result of the strong support for a transportation measure to fund transit and road improvements through the poll, our long-time pollster Jim Moore of Moore Methods suggested we strongly consider a November 2014 measure. To gain public input, Carl already has met or scheduled meetings with 52 of the 93 mayors and city councilmembers in Santa Clara County since mid-april. In an effort to seek counsel from local leaders, Carl has also made presentations at Palo Alto and San Jose city council meetings about our process, the polling results and to answer any questions the councils may have. In order to make a more informed decision, a second poll on just transportation went into the field on May 20 th. The results of this second round will be shared at the June 4 th Transportation Policy Committee, the June 5 th Working Council and the June 11 th Board meeting. Since being advised by our pollster to consider a November 2014 measure, we have weighed the pros and cons of waiting until 2016 like planned. In the past, the Leadership Group has led campaigns during presidential election years because there is a 2-5% increase in voters supportive of taxing themselves. This demographic has helped pass many of our measures. On the other hand, November 2016 is 2.5 years away. There is no certainty that our economy will continue to rise. We believe that in 2014, our economy is very strong and running a successful campaign will be harder if we are in an economic downturn in Action for the Board: Should the Board choose to accelerate a transportation ballot measure to November 2014 instead of 2016?

9 June 11th, 2014 TO: FROM: RE: Board of Directors Shiloh Ballard, SVP, Housing and Community Development Homeless Briefing ACTION: Direct staff to engage in the County of Santa Clara s Community Homeless Plan to then recommend further action once the plan is adopted at the end of the year. BACKGROUND: This year, the Leadership Group Board of Directors voted to include a new element of the housing issue into the workplan homelessness. A placeholder was included in the workplan with the understanding that the Land Use and Housing Committee would help vet and shape the specific initiative, program or policy endeavor to be tackled by the Leadership Group; something measurable, impactful, and catalytic, with a firm start and end date. OVERVIEW OF HOMELESSNESS: It is estimated that on any given night, Santa Clara County (SCC) is home to 7,600 homeless individuals and 2,300 in San Mateo County (SMC). To craft solutions appropriately, the homeless population is segmented into different archetypes: Chronic, episodic and transitional. As well, demographic categories that help tailor programs are: 1) Families, approximately 900 in SCC and 180 in SMC 2) Transitional youth, years old. Approximately 1,000 in SCC. Data unavailable for SMC % of foster kids will end up homeless and homeless youth are the fastest growing segment of the homeless population. 3) Veterans, approximately 700 in SCC and 145 in SMC When asked about the causes of homelessness, biannual surveys of the homeless population highlight two common threads across all categories: Loss of a job and high housing costs/evictions. Accordingly, three main areas of focus exist in homeless programs: 1) Build More Housing: Even with a housing voucher in hand, there are not enough homes into which homeless individuals can be placed. 2) Employment: Housing is the first step. A job is the next. 3) Case Management: Housing is first along with immediate wrap around services or intensive case management. Overall, the basic philosophy for addressing homelessness is to provide permanent housing, not a temporary shelter, regardless of the individual s state and then to wrap that individual in services. Housing First is the term used. Once housed the resulting stability can help with the other pieces through intensive case management and services. In 2009, the federal government started to get more serious about addressing homelessness and set a goal to end chronic homelessness by Counties followed suit and as a result, many have formed initiatives that address chronic homelessness. Destination Home is the entity in Santa Clara County that

10 addresses chronic homelessness, for example, and it has been successful in bringing together the public and private sector as well as focusing on cross sector collaboration jails, mental health, hospitals. Through these initiatives, more comprehensive efforts to collect data, assess programs and craft solutions have been underway for the past 5 years. There is also a goal to end youth homelessness by 2020 and Counties are now in the process of developing the plans to meet this national goal. In Santa Clara County, a community plan to address all aspects of homelessness is currently being developed and will be released at the end of RECOMMENDATION: Feedback from the Board at the last meeting included direction to staff to appropriately scope an initiative based on solid data, metrics and planning. The County of Santa Clara is in the process of putting together a study to highlight the costs of our current system as well as costs of different approaches. Santa Clara County is also in the process of putting together a community plan on homelessness. And, Santa Clara County has just started the development of an employment strategy. Staff s recommendation at this point is to engage in these planning efforts, in particular, the development of the Community Plan which will be released at the end of Once the plan is finalized, staff would return to the Board with a recommendation on which part of the Plan we should own and drive and the amount of money that would need to be raised. Overall, staff envisions that our efforts will span three categories: Housing supply, employment and broader employee education/engagement. To give the Board a sense for the ideas that could be considered, a few of them are listed below: Housing Supply 1. Fund 100 vouchers for homeless youth for two years at an estimated cost of $4 million to be administered through the Bill Willson Center and HomeFirst. At the end of two years, assess the results. Fund the needed number of case managers to handle the 100 vouchers at a cost of $1.4 million. 2. Raise money to contribute towards the acquisition or construction of a to-be-determined number of homes of permanent housing for homeless youth. 3. Work with the City of San Jose to pilot a new program that would make underutilized motel rooms available. Estimated costs = $360,000 for 20 motel rooms a year. 4. Fund a to be determined amount for the Housing Trust Finally Home Program which provides security deposits to homeless individuals who are ready to move into a home. Each security deposit is $2,500. Employment/Education 1. Commit to opening up a specific number of job placements at Leadership Group member companies for jobs at a level appropriate for the target population. 2. Commit to funding a specific number of scholarships for homeless youth to attend college or vocational training. Engage employees as mentors that are attached to these scholarships to ensure that grantees stick with the program. 3. Identify and fund additional job training programs such as Year Up, Job Corps, Downtown Streets Team and TeenForce.

If so, how are those programs working out, what kinds of jobs are people placed into? - Should a component of the homeless initiative be to educate your employees about homeless issues by providing volunteer opportunities?
