Tom Werner set the context of IN DEPTH ITEMS FOR ACTION Federal Issues Important to Silicon Valley: Focus on September DC Trip Priorities Executive Champion: Andy Ball, Webcor Andy Ball invited colleagues to participate in the fall Washington DC Advocacy Trip. He spoke of the significance and value of the participation, specifically, the small group face time with the key leaders in Washington. The following policies will be high on the agenda: Repatriation of Foreign Earnings Immigration reform Cybersecurity Patent Office reform A sign up clipboard was circulated. I. ECONOMIC COMPETITIVENESS ACTION: Fixing California s broken budget and governance systems: State and Local Ballot Measures/November 2 Election Carl Guardino (a) Affirm positions (support, oppose, neutral, no position) (b) Prioritize measures:

5 1. State A whole slate of ballot measures is before us and not all items can be a priority. Working Council looked at the legislation and prioritized the top six through the lens of jobs and competitiveness. Prop 23 which would reverse AB 32. Oppose vigorously. INFRASTRUCTURE IMPROVEMENTS Improving California s Education System: ACTION: IISME Summer Fellowship Program: 2010 Update & 2011 Goal Setting: Doug Graham, Lockheed Martin reported on the robust program this past year. IISME Reports were at the tables this morning. Goal for 2011: 130 placements Leadership Group companies: 35 Len Perham made a motion to approve the 2011 goals. Ned Barnholt seconded. The motion was passed. Franklin McKinley Children's Initiative: Update on Early Childhood Education Initiatives: Ken McNeely, AT&T, reported on the need of providing kindergarten for young children. How do businesses respond? Reading is essential for providing the basis for education. Educare initiative will be a focus of the Quarter 4 meeting. Legislation to change the kindergarten starting year is currently on the Governor s desk. The Leadership Group is on record of being in support. ACTION: Math Initiative: Status of the 2010 Program & Future Direction: John Keating, Tessera, reported on the program. There are positive results from the teachers for conceptual understanding of math for teachers here in the Silicon Valley. Goals for 2011: Need 25 companies to step forward with $5,000 commitments. Discussion followed. The goal is to improve math education and prepare youngsters for algebra in high school. The tactic is to train teachers in their knowledge of math. ACTION: Need five more companies need to sign up to train 100 more teachers. Len Perham moved. Jed York seconded. The motion was passed as presented. Financial Report: Robert Shoffner, Citibank Presentation of 2009 Financial Compilation Len Perham made a motion to approve the 2009 financials. This was seconded by Bill Watkins. III.COMMUNITY Applied Materials Silicon Valley Turkey Trot Company Activation Opportunities: 2011 Goal: 15,000 participants, 1,000 volunteers, $350,000 to charities Fittest Firm Competition Mac Tully, San Jose Mercury News reported on the prizes for categories of participation. Tents for large companies. CEO Challenge Ed Wes, Perkins Coie, encouraged participation this is a terrific way to start Thanksgiving Day. And it is an additional way to raise funds for the charities. Guardino encouraged CEOs to sign up for the Gold, Silver and Bronze categories. US Veterans 5-K Challenge Steve Wright, Leadership Group, a brand new competition to honor military veterans Costume Contest: Mercury News and Virgin America, second year of this competition. Watering Hole Events (CEO Dinners) Announcement about Event with the President of the Dominican Republic: We need a luncheon host. Contact the office if you have an interest in providing a venue. Washington DC Trip meeting with Dianne Feinstein challenge: What will it take to get manufacturing up and running in California and the U.S.? What does the federal government need to do? 9 JAMES GUTIERREZ, CEO Progreso Financiero James Gutierrez is a leading social entrepreneur and innovator in financial services serving the unbanked and lower-income. In 2005, James cofounded Progreso Financiero to bring micro-lending to the US Hispanic community and help millions of underbanked families build credit, move up the financial ladder, and achieve their lifelong aspirations. Since 2006, Progreso has made over 35,000 loans, grown to over 120 employees and 25 locations in California and Texas, been certified by the US Treasury as a Community Development Financial Institution, and secured over $40 million in venture capital funding. By 2012, Progreso aims to help over 1 million families enter the financial mainstream while bringing fair and responsible lending practices back to the forefront of America s banking industry. James has been featured in numerous media outlets, including the American Banker, Wall Street Journal, Washington Post, Business Week, and Bloomberg and is a frequent speaker on topics of financial empowerment for America s poor. In 2009, James was a featured speaker at the Clinton Global Initiative, Microfinance USA, SOCAP, and the FDIC s Advisory Board Meeting. He has also pioneered new policies on banking reform, helped co-found the Coalition of New Credit Models, and serves on the Pew Trust/New America Foundation s Working Group on Small Dollar Lending. 11 EDUCATION & WORKFORCE PREPARATION Mission: To promote and champion innovative solutions through partnerships with local, state, and federal decision makers, which ensure that the educational system in California and Silicon Valley produces world class graduates and fosters academic excellence and high quality instruction, particularly in mathematics and science. Specifically, the Education Committee seeks to assist local school districts and higher education institutions to improve student achievement by focusing on the following goal areas: Math and Science Achievement: Increase the number of Silicon Valley students that are prepared for the 21st century workforce through efforts to improve math and science achievement Professional Development and Credentialing: Increase and improve professional development in Silicon Valley to ensure that educators have 21st century skills for the classroom; and advocate to improve the methods by which educators can become highly qualified practitioners Outreach and Advocacy: Inform internal and external stakeholders and policymakers through collaboration, advocacy and outreach that a quality, accessible and affordable education system helps to ensure that Silicon Valley and California can remain competitive in the global marketplace ACCOMPLISHMENTS Goal Tactic Accomplishments Ensuring Middle Quality School Math Teacher Professional Initiative Development; Improving Student Achievement in Math Completed the training of 74 local teachers in Year 4 of Silicon Valley: A Laboratory for Learning; goal 100 teachers Entered into memorandum of understanding with the Santa Clara County Office of Education; partnership will continue to improve teacher recruitment, curriculum, and evaluation Increased training capacity from 8 to 10 local trainers: Retained six master trainers to deliver the course content; continued to fund two additional trainers in a self-contained program in the Fremont Unified 1

Those changes could be derived from recent work by commissions and research institutions. A2 Erin Brennock, Synopsys Aart DeGeus, Synopsys Goal: Secure passage of state legislation to better align the state s education governance reform Work with legislative offices to get bill language developed and sponsored in both the Senate and the Assembly Work with the REAL coalition and our partners to add Education Governance Reform to 2011 work plan Visit with new legislative leaders (e.g., Governor, State Superintendent, State Legislators); seek alliances for structural change Math Initiative Silicon Valley: A Laboratory for Learning The Leadership Group envisions that all Silicon Valley students successfully complete Algebra by the 8 th grade. To assist schools, the organization will continue to implement its math initiative, Silicon Valley: A Laboratory for Learning. Activities will include: $$ A1 Goal: Serve at least 100 additional teachers in the 2011 program year, including cohorts of teachers in Santa Clara County and southern Alameda County Develop a partnership with San Mateo County Office of Education to enhance mutual programs Secure at least 35 member company pledges for Laboratory for Learning; seek additional avenues for member company support (volunteer trainers, equipment, in-kind donations, etc.) Where appropriate, migrate training logistics to strategic partners Retain current cohort of trainers; secure additional trainers as program expansion requires Continue to gather data on teacher outcomes and report back to members; develop a metric related to student achievement to help inform the initiative Develop a strategic plan for the math initiative Pilot with the Santa Clara and San Mateo Offices of Education a follow-up math 5

16 learning community of teachers that is aligned with the Intel Math curriculum Advocate at the state level to prepare students and teachers for the new state algebra standards; leverage the Leadership Group s math initiative Silicon Valley Women & Girls Leadership Summit To engage the members of the Leadership Group in the region s high needs schools and empower Middle School girls the Leadership Group will: Goal: Convene a Women & Girls Leadership Summit in Santa Clara and San Mateo Counties; reach participation and fundraising goals. Set a goal of 120 participants per conference Set a fundraising goal for $10,000 total to be donated back to schools Work with partner organizations to develop companion or follow-up sessions, on-going mentorship, etc. Pre-K Policy Engagement Goal: Work with district and countywide partners to submit a robust application for an Educare site in Silicon Valley; serve in leadership capacity on board of directors of 501.c.3. Distribute marketing materials with impact to teachers and classrooms with this information and case studies Continue to support IISME by serving on the IISME Board of Directors and Senior Advisory Council Provide support to IISME with regard to community outreach and media outreach, as appropriate Work with IISME staff to actively recruit applicants from low performing schools and schools in Laboratory for Learning initiative Education Forum Goal: As part of the Leadership Group s series of public policy luncheons, develop an education forum on school reform with wide appeal across the business community. The overall objective of the IDSM program is for our member companies to collectively deliver the following energy savings: Demand Reduction 3,300 kw Energy Savings 33,000,000 kwh Therms 90,000 Highlight energy efficiency solutions and approaches at the Sustainability Symposium, Energy Summit and Data Center Efficiency Summit. Continue to be active and relevant in Sacramento on clean energy, clean tech, and smart grid policies. Work with Federal Issues committee to advocate for national energy policies and U.S. competitiveness for clean tech during annual DC Advocacy Trip. BACC milestones achieved in the areas of: o Solar Completed a region-wide assessment of solar permitting standards and currently advancing model solar permitting guidelines to reduce costs and accelerate solar PV adoption o Green building Completed a region-wide assessment of the green building policy landscape, analyzed new CalGreen standards and created a policy map that provides o standards guidance to local governments. Electric vehicles Submitted a proposal to the MTC around a $5 million national demonstration project that will bring more than 100 electric vehicles to municipal fleets around the Bay Area. To increase visibility of EVs, BACC held a successful EV Workshop in July and has been managing media opportunities for the Toyota Plug-In Prius Demo Project. Partners. BACC milestones achieved in the areas of: o Added new major partners including the California Public Utilities Commission and East Bay Green Corridor, which join other major partners Bank of America, Pacific Gas & Electric, California Energy Commission and the Environmental Defense Fund. o Municipal participation now encompasses local governments representing more than 50% of the Bay Area population. Partnerships Established a Taskforce on water conservation and supply to promote multi-sector coordination, raise awareness and promote sharing of best practices. Accomplishments include: Chaired Silicon Valley Water Planning & Supply Group o Participants include many of the major stakeholders in local water planning including Santa Clara Valley Water District, Bay Area Water Supply and Conservation Agency (BAWSCA), and the cities of San Jose and Santa Clara. The Planning Group is in the process of analyzing regional water ordinances and coordinating local efforts to conserve water and working with BAWSCA to engage more stakeholders during their planning effort. 3. Education Founding Member and co-lead on Silicon Valley Water Conservation Awards Awards are presented to organizations, agencies, businesses and individuals whose programs and leadership have advanced water conservation. The goal of the Awards is to raise awareness and celebrate outstanding achievements in water conservation through best practices, efficiency and innovation. Member company Cisco won in 2010 for its innovative water conservation work. 4. Campaign Participated in Prop 18, the Safe, Clean, and Reliable Drinking Water Supply Act of 2010 campaign efforts. Accomplishments include: Provided briefings to member companies on Prop 18 Helped raise funds to support Prop 18 Participated in public debates and briefings on Prop 18 Engaged the Bay Area delegation for their support to take Prop 18 off the ballot in order to build the necessary support to help ensure passage in Policy and Regulation Advocated for balanced, cost-effective and flexible green chemistry regulation that reward innovation and harmonize with global policy trends and international standards.
