Staff currently employed at that facility are concerned about their potential loss of a high-quality job. I know that Kaiser has existing provisions in your Labor Manager Partnership (LMP) with SEIU, that provide compensation for a limited time to employees who are laid off. I appreciate that commitment. However, as I am sure Kaiser itself knows, quality jobs that pay a living wage are hard to find and a person who loses one is understandably concerned. I hope that Kaiser Permanente is able to find a solution that either retains the facility or retains all of the employees. Tyson, CEO Kaiser Permanente 1 Kaiser Plaza Oakland, CA Dear Mr. Tyson, I have been informed by SEIU United Healthcare Workers-West that Kaiser Permanente is preparing to outsource 81 pharmacy warehouse jobs from the North Hollywood site to outside of the San Fernando Valley. I am writing you this letter out of concern for my constituents potentially losing their jobs and benefits on which they rely to support themselves and their families. According to Census Bureau data, only 5.8 percent of the jobs in the North Hollywood region are healthcare practitioners, health support, or health technicians. Additionally, the annual median household income in this region of the San Fernando Valley is $47,591, a figure I am concerned will decline should jobs be outsourced from this region. I am concerned about the negative consequences that this potential outsourcing move would have on the economy and residents in my district. I hope you will consider these economic factors of the San Fernando Valley and the families that would be potentially impacted by the outsourcing of 81 jobs from the region. I know that it is important to maintain the utmost quality of care when serving patients and to ensure the financial viability of such a vital organization within our community. I want to see Kaiser Permanente continue to flourish by providing quality healthcare to patients while also being a good partner when it comes to providing good jobs in our community. Relocating jobs goes against Kaiser s mission of maintaining an environment where everyone thrives. By relocating these jobs out of my district, Kaiser Permanente will be hurting my constituents who rely on these jobs to make a living. In addition, the ripple effect of losing these jobs will have a negative effect on the larger community. My understanding is that Kaiser s balance sheet has only improved in recent years, and it is my strong belief that what little might be saved from moving these jobs is not worth the impact to my constituents. I know that it is important to maintain the upmost quality of care when serving patients and to ensure the financial viability of such a vital organization within our community. It is imperative that Kaiser Permanente continue to flourish by providing quality healthcare to patients while also being a good partner when it comes to job creation which benefits our community. For the last year, the President and Congress has subjected millions of Americans to repeated attacks when it comes to their healthcare, including a proposed repeal of the Affordable Care Act, going after Medicaid and Medicare and rendering our nation s healthcare system less accessible, more expensive, less stable and less humane. In response, Americans have responded by demonstrating historic levels of support for the Affordable Care Act, Medicaid and Medicare and a system that is more affordable and accessible. Relocating jobs goes against Kaiser s mission of maintaining an environment where everyone thrives. By cutting good paying jobs, while also raising premiums, you run the risk of alienating many of my constituents who rely on affordable healthcare and quality jobs like the ones you are cutting, to make a living each and every day. In addition, I understand that Kaiser s profit margin increased 60% between 2016 and 2017, under-cutting the case for outsourcing jobs to achieve savings. My primary concern here is the loss of these jobs in my district to automation or outsourcing. While I understand the pressures on businesses to reduce cost, I strongly urge you to reconsider this proposal and also consider the positive impact on our East Bay economy of the productive and quality work force at these facilities. Moreover, I understand that Kaiser s profit margin increased 60% between 2016 and 2017, undercutting the case for outsourcing jobs to achieve savings. Laying off, or outsourcing, workers goes against Kaiser s mission of maintaining an environment where everyone thrives. By cutting local jobs while also raising premiums in the Bay Area, you run the risk of alienating many of my constituents who rely on affordable healthcare and quality jobs like the ones you are cutting to make a living each and every day. It is important to maintain the upmost quality of care when serving patients and to ensure the financial viability of such a vital organization within our community. The Alameda County pharmaceutical warehouse workers contribute immensely to this high level of patient care and customer service. In the event Kaiser continues down the path of outsourcing these services, please provide me with a detailed description of Kaiser s plans for these workers, including retraining and other job placement opportunities. It is critical that these employees be provided other opportunities in the Kaiser organization. I also encourage you to begin conversations with your bargaining units, if you haven t already, on guaranteeing the job security of these hard-working employees. I hope Kaiser Permanente can continue to flourish by providing quality healthcare to patients while also being a good partner when it comes to job creation which benefits our community.

It has resulted in Kaiser becoming a financially successful organization with a rapidly growing membership. It has created secure, middle class healthcare jobs and a model of care focused on affordability and quality. It is something that we in California leadership have been proud of. That is why I am writing to weigh in on the ongoing labor dispute with the Coalition of Kaiser Partnership Unions (CKPU). Picketing has been occurring at Kaiser hospitals throughout the state for months. Heartbreaking stories of workers losing their jobs to outsourcing continue to surface. Now I have been told that you are refusing to negotiate a new National Agreement with the Coalition of Kaiser Permanente Unions, which represents 85,000 workers, 64,000 here in California. I believe in balanced partnership. I believe that it s appropriate for unions with a common employer to negotiate together in a coalition in order to bring balance to the labor-management power dynamic. I do not want to see workers displaced by outsourcing. I am appealing to you to lead Kaiser back to labor management partnership with the CKPU. Specifically, I ask that you: Resume negotiations with the CKPU, without pre-conditions, for a new National Agreement to replace the one that will expire on September 30, Work with Kaiser unions to find alternatives to outsourcing of jobs.

In addition, Kaiser plans to outsource 81 Pharmacy Warehouse jobs based in North Hollywood. Kaiser is a strong economic driver in our region and in my district. Relocating this many jobs within the City could cause substantial disruption and difficulty to our local economy and residents in my District who work at Kaiser.
