2 + DPW Highways Vision Statement To provide a safe, efficient and sustainable transportation system for our residents, visitors and military personnel that supports economic diversification, resource conservation and an exceptional quality of life.
3 + Brief History 2007: DPW enters into an Island Wide Program Management Services Contract to PB for planning & design services 2008: The 2030 Guam Transportation Plan (GTP) was created 2009: Parsons Transportation Group and 26 local firms are engaged to provide additional resources in program and construction management services Implementation of 2030 GTP begins Supportive Initiatives developed and implemented
4 + The Guam Transportation Group (GTG) Participants include representatives from: Department of Public Works Federal Highway Administration Office of the Attorney General Parsons Brinckerhoff Parsons Transportation Group Galaide Group Provides policy direction and overall guidance related to the vision, goals and objectives of the 2030 Guam Transportation Plan Meets regularly to review progress and provide overall program direction
5 + Supporting Initiatives Comprehensive Public Outreach Effort Quarterly letting schedules posted in the Pacific Daily News, Marianas Variety Weekly traffic construction updates and media alerts provided to all print & electronic media Guam Transportation Program website developed to provide overall program background, updates and information to include E-Solicitations On-going outreach program to civic organizations (Chamber, GCA, etc.)
6 + Supporting Initiatives Asset Inventory Management Program Partnership with DLM to develop a web based Rights of Way desk top tool for project planners Expanded to include a parcel planning layer of all parcels on Guam to include parcel maps, titles, etc. Includes separate layers for utilities, watershed, topographical and orthographic information, historical sites, zoning, etc. Multiple uses for both public and private sector planning and collaboration
7 + Supporting Initiatives Village Streets Master Plan Included coordination with village Mayors to conduct a comprehensive survey of all village street conditions Findings were prioritized by safety, congestion, roadway conditions and funding availability Approximately 860 miles of village streets were reviewed and considered. Anticipated cost: $700 million Island Wide Storm Water Master Plan Development is currently underway
8 + Supporting Initiatives Capacity Building 2,000 workers will be needed to support the 2030 Guam Transportation Plan projects $1.5 million in 2009 ARRA Grant funds awarded: Guam Transportation Training Initiative underway to provide On The Job Training and Supportive Services for local workers with barriers to employment Pacific Islanders Training Initiative to launch in August to provide On The Job Training and Supportive Services for FAS citizens to support workforce needs
9 + Supporting Initiatives Building Permitting Working Group Collaborative effort with all permitting agencies: Process review for improvements and effectiveness Identification of barriers Improvement of project information preparation for more efficient review Development of a local playbook for conducting reviews Streamlining of review and comment timelines Goal is to improve timelines for building permit processing
10 + Supporting Initiatives Infrastructure Working Group Collaborative effort between DPW, GPA, GWA Goal is to coordinate planning and construction efforts among infrastructure agencies Concept is to GET IN, GET OUT, STAY OUT once road improvements are completed Includes coordination of military buildup (DAR) related projects Identify ways to coordinate funding priorities & opportunities Development of Utility Agreements Standardization and enforcement of road repair specifications First organizational meeting held in April with GPA & GWA

12 + Current Efforts Approximately $158 million in FHWA funds for roadway improvements are programmed through 2011 $49 million in DAR funding has been programmed for 2010 (pending Record of Decision) $108.1 million in projects currently in various stages of design. $65.2 million in projects currently under construction or in various stages of bid and award.

28 + Cooperative effort has resulted in accelerated road improvements island wide through federally approved and funded GTIP Total projected spend for all GTIP projects equates to approx. $158 million in federal funds through 2011 Total projected costs for roadway improvements is approximately $3.5 billion through 2030 Priority is on safety of motoring public and traffic congestion relief
