9 PPPs AT THE HEART OF THE NDP Côte d'ivoire has a clearly defined development strategy through the National Development Plan (NDP) For the period , the objectives of the NDP are as follows: Strengthening the quality of institutions and good governance Accelerating the development of human capital and promote social well-being Accelerating structural transformation and industrialisation Building infrastructure and preserving the environment Strengthening regional integration and international cooperation Doubling of GDP per capita by 2020, reaching middle-income status. 12 INSTITUTIONAL MECHANISM FOR PPP IMPLEMENTATION The CNP-PPP supports and assists PPP project administrations at all stages of the project s life cycle (design, preparation, award, monitoring and evaluation of contract execution) with its Executive Secretariat (PPP-ES) and its Operational Unit (PPP- OU). 14 GENERAL PRINCIPLES OF THE PPP REGULATORY FRAMEWORK (2/2) Purely contractual PPPs : The partnership is based on exclusively contractual relationships. 16 ACTIVATION, TECHNICAL OPERATION AND MARKETING TO A PRIVATE OPERATOR OF 7,000 KM OF OPTICAL FIBER (NHSN) BRIEF DESCRIPTION LOCATION PROJECT INTEREST MAIN FEATURES In order to ensure the coverage of the entire territory and allow the availability of at least one optical fiber access point to a majority of localities, the National Agency of the Universal Telecommunications Service / ICT (ANSUT) made investments for the deployment of 7,000 km of optical fiber (NHSN). The project involves entrusting the activation, technical operation and marketing to a private operator. 17 CONSTRUCTION AND OPERATION OF THE FERKESSEDOUGOU DRY PORT MAIN FEATURES BRIEF DESCRIPTION LOCATION The project consists in building and operating the infrastructure of the Ferkessédougou dry port, in order to reduce congestion and bring the Autonomous port of Abidjan closer to its regional partners (Mali, Burkina Faso and Niger). This infrastructure comprises three (3) main components: a logistics platform (warehouses, cold chain, etc.); a hydrocarbon deposit; a regional slaughterhouse and a livestock market; an industrial zone for the development of agricultural and mining products processing activities. This project is one of the priority projects for the emergence of Côte d'ivoire in Ferkessédougou, Tchologo region, 600 Km from Abidjan PROJECT INTEREST Contributing sustainably to the development of the northern regions of the country Provide economic operators with the optimum conditions for reception, services and use of the multimodal platform. 18 CONSTRUCTION AND OPERATION OF THE ABIDJAN EXHIBITION PARK MAIN FEATURES BRIEF DESCRIPTION This project aims to provide the city of Abidjan with a modern exhibition park on the outskirts of the Félix Houphouët Boigny International Airport. 19 SERVICING, DEVELOPMENT AND OPERATION OF A LOGISTIC PLATFORM AND INDUSTRIAL ZONE OF 150 HECTARES AT THE SAN PEDRO PORT MAIN FEATURES BRIEF DESCRIPTION The aim is to develop and operate 150 hectares of the San Pedro port area, in order to encourage the establishment of industrial and logistical units and support the development of San Pedro port activities. These activities include: (i) Building port embankments; (ii) Allotting the area obtained; (iii) Developing the land (construction of roads and various networks). 20 FINANCING, BUILDING AND OPERATING A TREATMENT PLANT OF LIQUID WASTE FROM SHIPS AND EFFLUENTS FROM INDUSTRIES IN THE PORT AREA OF ABIDJAN (DEBALLASTING STATION) MAIN FEATURES BRIEF DESCRIPTION The aim of this project is to build a modern plant for the treatment of waste and liquid residues (slops) from ships and industries located in the Port area of Abidjan. This type of installation will help avoid haphazard spills of toxic products in the waters and on the lands of the sub-region.. 21 REHABILITATING, EQUIPPING AND MAINTAINING THE UNIVERSITY HOSPITAL OF TREICHVILLE MAIN FEATURES BRIEF DESCRIPTION The aim of this project is to rehabilitate and maintain the University Hospital of Treichville, in order to strengthen the technical facilities and provide the appropriate tools for this University Hospital to offer patient care that is as complete as possible, from the diagnostic and therapeutic points of view.
