MANCHESTER AVENUE Pursuant to the Coastal Transportation Corridor Specific Plan (CTCSP) Ordinance No. 168,999, the Department of Transportation (LADOT) has completed the traffic impact assessment of the proposed 260 unit apartment at W. Manchester Avenue. This traffic assessment is based on a traffic study prepared by Crain & Associates received by LADOT in September 2008 with subsequent revisions and determinations received through March After a careful review of the pertinent data, LADOT has determined that the traffic study adequately describes the project-related impacts of the proposed development. PROJECT DESCRIPTION The proposed project site is located at W. Manchester Avenue, on the south-east corner of Rayford Drive and Manchester Avenue, and will provide 126 apartment units. Although the project design layout does include a portion of the previously considered and approved Decron development project (DOT Case No. CTC ; Planning EAF Case No. ENV ), including access from Manchester Avenue and Lincoln Boulevard, the environmental impact review is I,imited to the development of the additional 126 apartment units only because the property rights for the subject project where secured subsequent to the entitlement proceedings for the Decron project. The project is anticipated to be completed and fully occupied in the year DISCUSSION AND FINDINGS Tri p Generation The project is expected to create an increase of 36 a.m. peak hour trips, but will result in a reduction of 156 daily trips and 32 p.m. peak hour trips. The trip generation estimates are based on rates and formulas published by the Institute of Transportation Engineers

3 Hadar Plafkin Page 2 of 3 March 27, 2009 (ITE) Trip Generation, 7 th Edition, 2003, and Appendix A of the CTCSP. Attachment 1 provides a summary of the trip generation calculations. Significant Traffic Impact Per LADOT Traffic Study Policies and Procedures Revised March 2002, a significant impact for intersections is identified as an increase in the Critical Movement Analysis (CMA) Vehicle-to-Capacity (V/C) ratio due to project related traffic, under the thresholds given in Attachment 2. Similarly, a significant impact for neighborhood street segments is identified as an increase in the average daily traffic (ADT), due to project related traffic, under the thresholds also given in Attachment 2. Based on this analysis, the project is not expected to result in significant traffic impacts at any of the seven analyzed intersections, or the one neighborhood street segment that was studied. A summary description of the volume-to-capacity (V/C) ratios and levels of service (LOS) at the study intersections is presented in Attachment 3. PROJECT REQUIREMENTS A. Traffic Study Review Fee Pursuant to Section 5.C of the CTCSP, the applicant is required to submit $ for the application/traffic study review fee. The applicant submitted this fee fully on September 17, B. Highway Dedication and Physical Street Improvements Manchester Avenue is classified as a Major Highway Class II, which requires a 40-foot half-roadway within a 52-foot half-right-of-way. Therefore, pursuant to Section 5.D.2 of the CTCSP, there may be a highway dedication and widening requirement for the proposed project. The developer shall consult the Bureau of Engineering for the highway dedication and widening requirements. These requirements must be guaranteed before the issuance of any building permit through the B-permit process of the Bureau of Engineering, Department of Public Works. They must be constructed and completed prior to the issuance of any certificate of occupancy to the satisfaction of LADOT and the Bureau of Engineering. C. Construction Impacts LADOT recommends that a construction worksite traffic control plan be submitted to LADOT for review and approval prior to the start of any construction work. The plan should show the location of any roadway or sidewalk closures, traffic detours, haul routes, hours of operation, protective devices, warning signs and

4 Hadar Plafkin Page 3 of 3 March 27, 2009 access to abutting properties. LADOT also recommends that all construction related traffic be restricted to off-peak hours. D. Site Access and Internal Circulation The review of this study does not constitute approval of the project s driveway access and circulation scheme. A separate driveway access and circulation plan should be submitted to LADOT s Citywide Planning Coordination Section (201 N. Figueroa St., 4 th Floor, Station 3; ) for review and approval. Pursuant to Section 9.A of the CTCSP, an applicant or any other interested person adversely affected by the proposed project who disputes any determination made by DOT pursuant to this Ordinance may appeal to the General Manager of DOT. This appeal must be filed within a 15 day period following the date of mailing of this letter of determination. The appeal shall set forth specifically the basis of the appeal and the reasons why the determination should be reversed or modified.
