7 A. Overview and Schedule Section 1. Executive Summary The 2018 Regional Transportation Improvement Program (RTIP) for Stanislaus County was prepared by the Stanislaus Council of Governments (StanCOG). Pursuant to the State Transportation Improvement Program (STIP) guidelines, Regional Transportation Planning Agencies (RTPAs) must prepare and submit an RTIP to the California Transportation Commission (CTC) every two years. As the RTPA for the Stanislaus region, StanCOG has prepared the 2018 RTIP to assist with the programming and implementation of the region s state highway and road projects identified in StanCOG s adopted 2014 Regional Transportation Plan (RTP). This RTIP covers a 5-year programming period, beginning at Fiscal Year (FY) 2018/19 and ending in FY 2022/23. The STIP consists of two broad programs: the Regional Improvement Program (RIP), and the Interregional Improvement Program (IIP). The RIP is funded from 75% of new STIP funding and the IIP is funded from 25% of new STIP funding. The 75% regional program is further subdivided by formula into county shares. County shares are available solely for projects nominated by regions in their RTIPs. StanCOG is responsible for recommending projects for RIP funding through its submittal of the RTIP. The California Department of Transportation (Caltrans) is responsible for recommending projects for IIP funding through its submittal of the Interregional Transportation Improvement Program (ITIP). Under restricted circumstances, an RTIP may also recommend a project for funding from the interregional share. The CTC incorporates both programs into the STIP upon adoption. On August 16, 2017, the California Transportation Commission (CTC) adopted the 2018 State Transportation Improvement Program (STIP) Fund Estimate (FE). According to the adopted Fund Estimate, the Stanislaus region has $17,224,000 in additional programming capacity in the 2018 STIP. This total includes $874,000 in unprogrammed RTIP shares carried over from the 2016 STIP cycle and $16,350,000 in new RTIP shares by statewide formula distribution. These funds are available to the Stanislaus region for the 4th and 5th year of the 2018 STIP cycle, in Fiscal Years 2021/22 through 2022/23. The 2018 RTIP is a prioritized program designed to ensure that projects contribute to the overall creation of a dynamic transportation system. It identifies key state highway and local road projects in the Stanislaus region with the intent of improving mobility, reducing congestion and improving air quality as it relates to transportation-related air pollution. StanCOG s 2018 RTIP is consistent with the CTC s 2018 STIP Guidelines and STIP Fund Estimate (FE), which were adopted on August 16, STIP Project Recommendations This 2018 RTIP proposes programming the total of $ million in RIP funding available to the Stanislaus region. Projects prioritized in the 2018 RTIP reflect funding changes from the 2016 RTIP due to the amended 2016 STIP Fund Estimate (FE) in response to a decrease in the Regional Transportation Improvement Program - Page 1

8 price-based excise tax in A total of $ million in previously programmed funding will be carried over from the 2016 STIP cycle into the 2018 RTIP. Table 1, identifies the general breakdown of total RIP funds to be programmed in the StanCOG 2018 RTIP. Background of Regional Transportation Improvement Program (RTIP) A. What is the Regional Transportation Improvement Program? The Regional Transportation Improvement Program (RTIP) is a program of highway, local road, transit and active transportation projects that a region plans to fund with State and Federal revenue programmed by the California Transportation Commission in the State Transportation Improvement Program (STIP). The RTIP is developed biennially by the regions and is due to the Commission by December 15 of every odd numbered year. The program of projects in the RTIP is a subset of projects in the Regional Transportation Plan (RTP), a federally mandated master transportation plan which guides a region s transportation investments over a 20 to 25 year period. The RTP is based on all reasonably anticipated funding, including federal, state Regional Transportation Improvement Program - Page 3

10 and local sources. Updated every 4 to 5 years, the RTP is developed through an extensive public participation process in the region and reflects the unique mobility, sustainability, and air quality needs of each region. B. Regional Agency s Historical and Current Approach to developing the RTIP StanCOG has endeavored to develop procedures and processes that address regional transportation planning issues. Focusing on growth and other related impacts, StanCOG works with our 10 member agencies, partner agencies, local jurisdictions, citizens, and the State, utilizing state of the art planning tools to address transportation, planning and stewardship issues that impact the region. Programming recommendations in the 2018 RTIP reflect the larger goals of StanCOG s adopted 2014 RTP and Sustainable Communities Strategy of improving safety, efficiency of commuting, improvement in goods movement, provide congestion relief, and incorporate multiple transportation modes. In addition, Measure L, approved by the voters of Stanislaus County, will provide $38,000,000 in funding for local transportation improvement projects. Of that amount, 28% will be used for regional transportation projects. Projects recommended in the 2018 RTIP are consistent with Stanislaus County s Measure L program. StanCOG coordinates with Caltrans District 10 as well as our local agency partners for identifying projects to be submitted in the RTIP. All of the projects submitted in the RTIP have gone through analysis and public outreach. Section 4. Completion of Prior RTIP Projects (Required per Section 68) Pelandale Avenue Interchange Reconstruction The State Route 99 (SR-99) / Pelandale Avenue interchange is located at the incorporated limits of the City of Modesto. Portions of the interchange are located within the City and portions are located in unincorporated Stanislaus County. The SR 99/Pelandale Avenue interchange was constructed in 1970, and needed major improvements to increase the capacity of the interchange. This project consisted of reconstructing the existing SR 99/Pelandale Avenue interchange in the City of Modesto and unincorporated Stanislaus County in order to reduce congestion and improve traffic operations. Phase I of this project reconstructed the highway interchange, was completed in Spring Phase II of the project includes the widening of the Sisk Road/Pelandale Avenue intersection in Regional Transportation Improvement Program - Page 4

11 the south-west corner of the interchange. It will also include a second left turn lane from eastbound Pelandale Avenue to northbound Sisk Road, a third dedicated through lane on eastbound Pelandale Avenue, and a dedicated right turn lane from eastbound Pelandale Avenue to southbound Sisk Road. Phase II of this project is not yet under construction. Project Name and Location Pelandale Avenue Interchange Reconstruction In Modesto Description In Modesto, at the SR 99/Pelandale Avenue Interchange, reconstruct the interchange. Summary of Improvements/Benefits - Improvements - Replace the existing three-lane Pelandale Avenue Overcrossing with a new six- lane overcrossing on a new alignment. - Replace the existing on- and off-ramps. Public Participation/Project Selection Process It is StanCOG s policy to engage public participation in the development of planning and programming activities. The public is provided opportunities to participate in StanCOG Board and Committee meetings. StanCOG provides notice to the public of hearings and makes agendas and minutes readily available to the public. StanCOG solicits key stakeholders, partner agencies and the public for input as to project importance and acceptance. To further refine the project list, input is sought from technical and management staff members representing StanCOG s 10 member agencies. In addition to working with the member agencies, StanCOG circulates the RTIP project list to the eight San Joaquin Valley Council of Governments (COGs) for review and collaborative input. A public hearing is held to obtain additional feedback from the public regarding the proposed programming contained in the RTIP. The last step of analysis comes from StanCOG s Policy Board, which evaluates and provides direction on the draft project list during the RTIP s development phase. The list of projects identified in each RTIP are derived from Stanislaus region s priority projects as determined through extensive public outreach during the development of StanCOG s adopted 2014 RTP and Sustainable Communities Strategy. C. Consultation with Caltrans District (Required per Section 17) Caltrans District: 10 Caltrans District 10 is an ex-officio member of the StanCOG policy board. StanCOG works closely with District 10 to develop a RIP and IIP funding strategy to address the transportation needs of the region. StanCOG participates as a member of various Project Development Teams and Steering Committees that work towards improving transportation and mobility in the region in collaboration with Caltrans. Through these and other venues, Caltrans has had the opportunity to provide feedback in regards to the potential impact a project may have on the region and are in support of the proposed projects. 15 Section 8. Interregional Transportation Improvement Program (ITIP) Funding The purpose of the Interregional Transportation Improvement Program (ITIP) is to improve interregional mobility for people and goods in the State of California. As an interregional program, the ITIP is focused on increasing the throughput for highway and rail corridors of strategic importance outside the urbanized areas of the state. A sound transportation network between and connecting urbanized areas ports and borders is vital to the state s economic vitality. The ITIP is prepared in accordance with Government Code Section 14526, Streets and Highways Code Section 164 and the STIP Guidelines. The ITIP is a five-year program managed by Caltrans and funded with 25% of new STIP revenues in each cycle. Developed in cooperation with regional transportation planning agencies to ensure an integrated transportation program, the ITIP promotes the goal of improving interregional mobility and connectivity across California. Caltrans, District 10, has not proposed any new IIP funding for any new transportation projects in the Stanislaus Region for inclusion in the 2018 ITIP. Thus, no IIP funding commitments are reflected for the two projects proposed in StanCOG s 2018 RTIP. StanCOG has submitted written comments to Caltrans on the Draft 2018 ITIP. StanCOG is requesting an allocation of $25 Million from the Advance Project Development Element (APDE) to program Plans, Specifications and Estimates (PS&E) components for the North County Corridor (NCC) project in the Stanislaus Region. The North County Corridor (NCC) Project (Tully Road to State Route 120) is a high-priority project for Stanislaus County, its communities and the growing urbanized cities of Modesto, Oakdale, and Riverbank. The purpose of the Project is to build an east-west freeway/expressway to improve regional network circulation, relieve existing traffic congestion, reduce traffic delay, accommodate future traffic, benefit commerce, and enhance safety. In May of 2008, CTC passed a resolution supporting up to $91 million of ITIP funds for the NCC as an ITIP eligible project. In May of 2010, the California Transportation Commission (CTC) approved the North County Corridor (NCC) State Route (SR) 108 East Route, making the project eligible for ITIP funding. The adopted corridor provides for approximately 18 miles of freeway/expressway on new alignment from near SR-219 north of the City of Modesto and west of the City of Riverbank to SR-120 approximately six miles east of the City of Oakdale. Refer to Appendices, Section 18: Additional Appendices: StanCOG s Written Comments to the Draft 2018 Interregional Transportation Improvement Program (ITIP) and the 2008 STIP adoption resolution identifying the North County Corridor as an ITIP-eligible project segment Section 9. Projects Planned Within the Corridor (Required per Section 20e) StanCOG participates in a wide range of regional and project level planning activities. In conjunction with other Regional Transportation Planning Agencies, Caltrans and the local jurisdictions, StanCOG participates as a member of various Project Development Teams and Steering Committees that work towards improving transportation and mobility in the region. 16 following is an analysis of projects programmed in the 2018 RTIP that have an impact on other projects within the same corridor. McHenry Avenue Widening (Ladd Rd/Patterson Rd (SR 108) to South End of McHenry Bridge The McHenry Avenue Widening project proposes improvements to a corridor that serves as one of the only routes in or out of the County to the north. In the event this corridor becomes impassible due to infrastructure failure, an emergency or unforeseen circumstance, the shortest detour is approximately 10 miles to the east. The project is located between the cities of Modesto and Escalon in Stanislaus County. Project improvements include widening McHenry Avenue, which is designated as a Minor Arterial, with two through lanes in each direction and dual left-turn median from Ladd/Patterson Rd (SR-108) to the south end of the McHenry Bridge project limits. The project connects directly to SR 108. The reconstruction of the Stanislaus River Bridge from 2 to 5 lanes is a separate project, scheduled for construction in The widening of the McHenry corridor will further address the need to improve regional north/south circulation for existing development and anticipated growth. The installation of the dual left turn lane will improve safety, enhance the flow of traffic and reduce congestion. State Route 132 West Freeway/Expressway, Phase 1 (Dakota Avenue to State Route 99) The purpose of the project is to improve regional and interregional circulation, relieve traffic congestion along existing State Route132 (SR-132)/Maze Boulevard, and improve operations by creating a four-lane freeway/expressway on a new alignment connecting SR-132 with the City of Modesto. This would facilitate the movement of goods and freight within the study area and larger region. The project would be built in two phases. It would begin at the intersection of existing SR- 132/Maze Boulevard and North Dakota Avenue and extend north along North Dakota Avenue for roughly a half mile. South of Kansas Avenue, at the proposed intersection with North Dakota Avenue, the new alignment would extend east to State Route 99 (SR-99) at the proposed Needham Street overcrossing. The project would also make improvements to the 5 th Street and 6th Street connections to SR-99 including restriping and the reduction of conflict points between SR-99 and 5th and 6th streets. The two-lane, conventional highway provides interregional connection between Interstate 5 near the City of Tracy to the west and SR 99 in Modesto to the east. The existing highway is the only east-west highway with access across the Tuolumne, San Joaquin, and Stanislaus rivers from Modesto. As such, SR 132 has increasingly served the San Joaquin Valley and has become a major truck route between Interstate 5 and SR 99. It serves as a major route for conveying agricultural and manufactured goods within the San Francisco-Central Valley Strategic Interregional Corridor. 17 The existing highway and the SR 132/SR 99 connection under evaluation are of particular importance to regional and interregional circulation because of the extensive farm-to-market, recreational, and other commerce-related travel on the highway daily. The existing route is a flat, rural two-lane undivided conventional highway with shoulders and isolated left turn and right turn lanes. It passes through residential, commercial and agricultural areas with posted speeds ranging between 25 mph and 50 mph. The proximity to schools, churches, businesses, and residences along Maze Boulevard make for slow-moving traffic, congestion during peak hours, potential conflicts with pedestrians and bikes, and a non-compatible truck route. Trucks represent as high as 22 percent of the daily morning and evening peak hour volumes along segments of existing SR 132 (between Grimes Avenue and Emerald Avenue). The upgraded route will result in more efficient travel in the area. Phase 1, which is slated for completion in 2020, a SR lane expressway would be constructed with full access control and grade separations at Rosemore Avenue, Carpenter Road, Emerald Avenue, and SR 99 between North Dakota Avenue and east of SR99. Controlled intersections are proposed for existing SR 132/North Dakota Avenue, proposed SR 132/North Dakota Avenue, proposed realigned Kansas Avenue/North Dakota Avenue, and proposed realigned SR 132/Kansas Avenue-Needham Street. In addition, the project would make improvements to the 5th and 6th Street connections to the new SR 132 expressway. The project will provide improved east-west connectivity between the Port of Oakland and Modesto, thus improving the linkage between a Gateway and an agricultural/manufacturing Hub as identified in the California Freight Mobility Plan. SR-132 from SR-99 west to San Francisco serves as a major route for conveying agricultural and manufactured goods within the San Francisco-Central Valley Strategic Interregional Corridor. This project is timely within the region and will complement the Interstate 5 projects underway: I- 5 Corridor Improvements (Dr. Martin Luther King Jr. Boulevard/Charter Way to Hammer Lane), I-5 North Stockton Improvement and I-5 Rehabilitation Project (from Charter Way to Country Club Boulevard). The SR 132 project will not interfere with the I-5 projects due to geographic location of the two and they are not interdependent. These projects will be complementary to one another as SR 132 connects with SR 99. C. Relationship of RTIP to RTP/SCS/APS and Benefits of RTIP Section 10. Regional Level Performance Evaluation (per Section 19A of the guidelines) The 2018 RTIP furthers the goals of StanCOG s adopted 2014 RTP and Sustainable Communities Strategy. These goals include: Goal 1. Mobility & Accessibility - Improve the ability of people and goods to move between desired locations and provide a variety of transportation choices. Goal 2. Social Equity - Promote and provide equitable opportunities to access transportation services for all populations, ensure all populations share in the benefits of transportation improvements, and provide a range of transportation and housing choices. Sustainable Development Pattern - Provide a mix of land uses and compact development patterns, and direct development toward existing infrastructure, which will preserve agricultural land, open space, and natural resources. Goal 5. Environmental Quality - Consider the environmental impacts when making transportation investments and minimize direct and indirect impacts on clear air and the environment. Goal 6. Health & Safety - Operate and maintain the transportation system to ensure public safety and security, and improve the health of residents by improving air quality and providing more transportation options. Goal 7. System Preservation - Maintain the transportation system in a state of good repair, and protect the region s transportation investments by maximizing the use of existing facilities. As required per Section 19A of the adopted 2018 STIP Guidelines, the RTIP must include an evaluation of overall (RTP level) performance using, as a baseline, the region s existing monitored data. The performance measures listed in Table B1 identify relevant data and tools available to the extent that may be reported: A. Regional Level Performance Indicators and Measures (per Appendix B of the STIP Guidelines). As required per Section 19A of the adopted 2018 STIP guidelines, the RTIP must include an evaluation of overall (RTP level) performance using, as a baseline, the region s existing monitored data. StanCOG s Regional Transportation Plan/Sustainable Community Strategy (RTP/SCS) funds over $4 billion in transportation improvements in the Stanislaus Region, of which the 2018 RTIP reflects approximately $ million. The RTIP is one of a number of funding sources which are relied upon to support transportation projects within the region. The performance measures listed in Table B1 below identify relevant data and tools available to the extent that may be reported. The performance measures presented in Table B1 show an overall reduction in the percent of VMT at speeds less than 35 mph (a reduction in congested VMT) of 11 percent (21 to 10 percent) as a result of the 2018 RTIP. Many of the measures do not change and would not be anticipated to change, as the 2018 RTIP programs projects that were either deleted or not allocated funds in the 2016 RTIP. Projects programmed in the 2018 RTIP further the goals of StanCOG s adopted 2014 RTP and Sustainable Communities Strategies by enhancing regional accessibility and circulation, improving commuting efficiency and goods movement, relieving congestion, enhancing safety, improving capacity, and accommodating future transportation needs throughout the Stanislaus region. Section 11. Regional and Statewide Benefits of RTIP The regional and statewide benefits of the two projects programmed in the 2018 RTIP will take the form of increased regional and interregional connectivity, improved operational efficiencies, reduced traffic congestion and enhanced safety, mobility and access. Key benefits for the two projects are summarized below: McHenry Avenue Widening (Ladd Rd/Patterson Rd (SR 108) to South End of McHenry Bridge The McHenry Avenue Widening project purposes improvements to a corridor that serves as one of the only routes in or out of the County to the north. Average Daily Traffic (ADT) is approaching 13,000 vehicles per day which nearly exceed the capacity for the existing two-lane rural roadway. In the event this corridor becomes impassible due to infrastructure failure, an emergency or unforeseen circumstance, the closest detour is approximately 10 miles to the east. Widening McHenry Avenue will accommodate north/south interregional traffic between the cities of Modesto and Escalon and to State Highway 108 (McHenry Ave/Patterson Rd.). 20 State Route 132 West Freeway/Expressway, Phase 1 The existing SR-132W experiences operational inefficiencies by the proximity and direct access to schools, churches, businesses, and residences along existing SR 132. These uses increase the potential for conflicts between bicyclists, pedestrians, and vehicles. Vehicular crashes, including broadside accidents, head-on collisions, and rear-end collisions due to relatively high traffic volumes and speeds, large number of conflict points, and lack of turning lanes are observed along the existing SR-132W. The existing highway does not have stop signs or stop lights at most of the intersections, resulting in vehicular conflicts. The new SR-132W four-lane expressway/freeway will provide improved east-west connectivity between the Port of Oakland and Modesto, thus improving the linkage between a Gateway and an agricultural/manufacturing Hub as identified in the California Freight Mobility Plan. The new SR-132W will also increase capacity, relieve congestion, improve traffic circulation for commuters and trucks, and facilitate operational efficiency of vehicles and goods through this area. D. Performance and Effectiveness of RTIP Section 12. Evaluation of Cost Effectiveness of RTIP (Required per Section 19) The cost-effectiveness of the RTIP is based upon the following performance metrics (previously identified in Table B1) and summarized again in Table B2. The investments programmed in the 2018 RTIP projects will take the form of increased regional and interregional connectivity, improved operational efficiencies, reduced traffic congestion and enhanced safety, mobility and access. 21 Vitality Environmental Sustainability and jobs within 0.5 miles of transit stops with frequent transit service Change in acres of 9,400 9,400 agricultural land 1 CO 2 emissions reduction per capita 1 Change in acres of agricultural land represents loss of acreage due to planned housing, warehousing, and commercial space development by cities and county in the Stanislaus Region Despite the slight increase in vehicle miles traveled per capita, the reduction in congested speeds (below 35 mph) will directly translate into efficient travel for commuters, trucks and the flow of goods on the regional and state transportation system. Reduced congestion will decrease the time people spend on roads and help people get to jobs, school and other activities faster. In addition, adding lane miles through the widening of roads and improvements of interchanges will result in an improved flow of people and goods on the corridor, and a reliable just-in-time shipment and delivery services through the Stanislaus Region. These are key services in Stanislaus County, which depends heavily on the transportation and warehousing of goods and agricultural products for distribution to regional and statewide markets and industries. While the indicators do not show a significant change in the modal share for driving, transit, walking, or biking at the regional level, the overall investment strategy contained in the RTP will demonstrate gains in those areas on a community and regional level basis by filling in the gaps in existing road network infrastructure and improving connectivity and access. It would further serve as a foundation for enhancing future public transit and active transportation networks. Qualitatively, this will spur economic development in communities, which in turn will bolster the region and the state as a whole. In addition, the indicators highlighting economic vitality (percent of jobs and housing within 0.5 miles of a transit stop) and environmental sustainability (change in acres of agricultural land) do not change. Thus demonstrates an effort to uphold and further the land use and transportation strategies, as adopted in the 2014 RTP and Sustainable Communities Strategy. This shows the investments programmed in the 2018 RTIP by StanCOG are a cost-effective approach to achieving and furthering economic vitality and environmental sustainability for the Stanislaus Region. Section 13. Project Specific Evaluation (Required per Section 19D) Each RTIP shall include a project specific benefit evaluation for each new project proposed that estimates its benefits to the regional system from changes to the built environment, including, but limited to the items listed on page 10 of the STIP Guidelines. A project level evaluation shall be submitted for projects for which construction is proposed if: - The total amount of existing and proposed STIP for right-of-way and/or construction of the project is $15 million or greater, or Regional Transportation Improvement Program - Page 15

22 - The total project cost is $50 million or greater. The project level benefit evaluation shall include a Caltrans generated benefit/cost estimate, including life cycle costs for projects proposed in the ITIP. For the RTIP, the regions may choose between the Caltrans estimate and their own estimate (explain why the Caltrans estimate was not used). The project level benefit evaluation must explain how the project is consistent with Executive Order B (Climate Change). The STIP Guidelines state that this evaluation should be included in the PPRs (Section 15 of the RTIP Template). Refer to Appendices, Section 15: Projects Programming Request (PPR) Forms for project level benefit evaluation. E. Detailed Project Information Section 14. Overview of Projects Programmed with RIP Funding 1. McHenry Avenue Widening (Ladd Rd/Patterson Rd (SR 108) to South End of McHenry Bridge The purpose of the project is to improve the corridor to accommodate north/south interregional traffic between the cities of Modesto and Escalon and to State Highway 108 (McHenry Ave/Patterson Rd.). The McHenry Avenue Widening project purposes improvements to a corridor that serves as one of the only routes in or out of the County to the north. In the event this corridor becomes impassible due to infrastructure failure, an emergency or unforeseen circumstance, the shortest detour is approximately 10 miles to the east. Widening McHenry Avenue would improve regional circulation, relieve existing traffic congestion, reduce traffic delay, accommodate future traffic, improve safety, promote non-motorized modes of transportation, and allow for goods movement and job development for the existing and future development. Recent ADTs are approaching 13,000 vehicles per day which nearly exceed the capacity for the existing two-lane rural roadway. The project is located between the cities of Modesto and Escalon in Stanislaus County. Project improvements include widening McHenry Avenue, which is designated as a Minor Arterial, with Regional Transportation Improvement Program - Page 16

23 two through lanes in each direction and dual left-turn median from Ladd/Patterson Rd (SR-108) to the south end of the McHenry Bridge project limits. The project connects directly to SR 108. The reconstruction of the Stanislaus River Bridge from 2 to 5 lanes is a separate project, scheduled for construction in The widening of the McHenry corridor will further address the need to improve regional north/south circulation for existing development and anticipated growth. The installation of the dual left turn lane will improve safety, enhance the flow of traffic and reduce congestion. The Project is regionally significant as it serves as a north/south corridor between the cities of Modesto and Escalon and is directly connected to SR 108. The project will also be designated as a Class III bicycle route. 2. State Route 132 West Freeway/Expressway, Phase 1 The purpose of the project is to improve regional and interregional circulation, relieve traffic congestion along existing State Route132 (SR-132)/Maze Boulevard, and improve operations by creating a four-lane freeway/expressway on a new alignment connecting SR-132 with the City of Modesto. This would facilitate efficient movement of goods and freight within the study area and larger region. The project would be built in two phases. It would begin at the intersection of existing SR-132/Maze Boulevard and North Dakota Avenue and extend north along North Dakota Avenue for roughly a half mile. South of Kansas Avenue, at the proposed intersection with North Dakota Avenue, the new alignment would extend east to State Route 99 (SR-99) at the proposed Needham Street overcrossing. The project would also make improvements to the 5th Street and 6th Street connections to SR-99 including restriping and the reduction of conflict points between SR-99 and 5th and 6th streets. The two-lane, conventional highway provides interregional connection between Interstate 5 near the City of Tracy to the west and SR 99 in Modesto to the east. The existing highway is the only east-west highway with access across the Tuolumne, San Joaquin, and Stanislaus rivers from Regional Transportation Improvement Program - Page 17

24 Modesto. As such, SR 132 has increasingly served the San Joaquin Valley and is a major truck route between Interstate 5 and SR 99 for conveying agricultural and manufactured goods within the San Francisco-Central Valley Strategic Interregional Corridor. The existing highway and the SR 132/SR 99 connection under evaluation are of particular importance to regional and interregional circulation because of the extensive farm-to-market, recreational, and other commerce-related travel on the highway daily. The existing route is a flat, rural two-lane undivided conventional highway with shoulders and isolated left turn and right turn lanes. It passes through residential, commercial and agricultural areas with posted speeds ranging between 25 mph and 50 mph. The proximity to schools, churches, businesses, and residences along Maze Boulevard make for slow-moving traffic, congestion during peak hours, potential conflicts with pedestrians and bikes, and a non-compatible truck route. The upgraded route will result in more efficient travel in the area. The project will provide improved east-west connectivity between the Port of Oakland and Modesto, thus improving the linkage between a Gateway and an agricultural/manufacturing Hub as identified in the California Freight Mobility Plan. SR-132 from SR-99 west to San Francisco serves as a major route for conveying agricultural and manufactured goods within the San Francisco-Central Valley Strategic Interregional Corridor. This project is timely within the region and will complement the Interstate 5 projects underway: I- 5 Corridor Improvements (Dr. Martin Luther King Jr. Boulevard/Charter Way to Hammer Lane), I-5 North Stockton Improvement and I-5 Rehabilitation Project (from Charter Way to Country Club Boulevard). The SR 132 project will not interfere with the I-5 projects due to geographic location of the two and they are not interdependent. These projects will be complementary to one another as SR 132 connects with SR 99. Phase 1: This segment of SR 132 and the existing SR 132/99 interchange experiences congestion due to the limitations of the existing facilities combined with an increase in commuters, trucks, local area vehicles, bikes and pedestrian traffic. Segments of existing SR 132 (between Grimes Avenue and Emerald Avenue) have an average of 22% truck traffic, of the daily morning and evening peak hour volumes. The uncontrolled access to schools, churches, businesses and residences along this segment adds to the slow moving traffic and increases the potential for conflicts between bikes, pedestrians and vehicles. Phase 1, which is slated for completion in 2020, a SR lane expressway would be constructed with full access control and grade separations at Rosemore Avenue, Carpenter Road, Emerald Avenue, and SR 99 between North Dakota Avenue and east of SR99. Controlled intersections are proposed for existing SR 132/North Dakota Avenue, proposed SR 132/North Dakota Avenue, proposed realigned Kansas Avenue/North Dakota Avenue, and proposed realigned SR 132/Kansas Avenue-Needham Street. In addition, the project would make improvements to the 5th and 6th Street connections to the new SR 132 expressway. Regional Transportation Improvement Program - Page 18

25 North of Maze Boulevard, the improvements along North Dakota Avenue/temporary SR 132 connection would continue to allow access from private driveways to the road. The Phase 1 project area includes approximately 160,000 cubic yards of contaminated soil stockpiled within existing state right of way, located along the proposed SR 132 alignment. Remediation of the soil stockpiles would occur mostly within Phase 1. Phase 1 will improve interregional circulation, relieve congestion by creating a new connection with downtown Modesto, and separating local traffic from interregional traffic; the project will improve safety by creating a new median separated roadway; and promote a more livable community along portions of SR 132 (Maze Blvd.) that will be relinquished upon the opening of the new facility. Additional environmental safety enhancements will be realized with the encapsulation of the contaminated soils existing on State property. A new connection from SR- 132 to Needham Street will also be constructed in Phase 1. This new connection will improve access and reduce congestion in the vicinity of SR Project Planning, Programming and Monitoring According to the STIP Guidelines, a region may program up to 5 percent of its share of RIP funds for project planning, programming and monitoring (PPM) by the transportation planning agency. StanCOG s 2018 RTIP proposes $760,000 of new RIP funds programmed for PPM. The PPM program ensures that StanCOG continues to fulfill its federally-mandated functions as the MPO for the Stanislaus County region, including: (1) Oversight and monitoring of projects receiving federal aid and those identified in the State Transportation Improvement Program (STIP), (2) Ensuring that all projects and recipients of federal/state funding are in compliance with all state and federal regulations; and (3) Ensuring that all projects are consistent with StanCOG s Regional Transportation Plan and Federal Transportation Improvement Program. Transportation Commission (CTC) adopts a State Transportation Improvement Program (STIP) document that programs anticipated Federal and State revenues for the next 5-year period, which will be available to construct transportation projects throughout California. As Stanislaus County's Regional Transportation Planning Agency (RTPA), StanCOG is required to prepare and su~m it an RTIP to the CTC by December 15, This document has been prepared, and is being circulated for public review, in accordance with the CTC adopted 2018 STIP Guidelines.
