17 Barcelona faced multiple challenges Transition from a manufacturing city to a postindustrial city in a context of increasing globalization. Consolidate the urbanization process Improve the existing infrastructure (Port, Airport, Trade Fair sites, Ring Roads) The 1992 Olympic Games were an opportunity to catalyze change but the Metropolitan institution had been abolished

18 Strategic planning in Barcelona In 1987 the City Council promoted a process of city strategic planning based on: Benefit from the positive side-effects of the 1992 Olympics Games: Identifying opportunities Identify and promote strategies for the economic and social development of Barcelona and its metropolitan area: Thinking strategically Carry out those objectives jointly with the main stakeholders of the city: Catalysing change

19 The Metropolitan Strategic Plan Non-profit, public-private association promoted by: That brings together +300 members the leading economic and social agents in the region institutions which freely decide to associate themselves with the Plan With the aim to boost strategic planning

28 A new stage for PEMB A new agenda is under construction for PEMB. It will be build upon this vision: PEMB is the place where key aspects of the future of metropolitan Barcelona (in general terms) are put on the table, discussed and agreed among metropolitan stakeholders and citizenship to achieve shared goals

29 A new stage for PEMB PEMB mission is: o to promote agreements, pacts and consensus o to provide foresight analysis o to integrate and inspire strategies o to foster open urban innovation

30 What should PEMB be? A forum where stakeholders can share a challenge or a project to develop it in common A metropolitan lobby A platform or project co-ordinator (even incubator) An impeller and articulator of metropolitan debates and policies (specially on metropolitan region- governance)
