3 Allegany County SWCD October 2017 Resource Management Committee Report We have provided technical and permit assistance for stream stabilization projects for the following: Finished the streambank stabilization project in Wellsville on Dyke Creek We began working on grant applications for the CAFO farms in the County. There is $50 million available for CAFO farms to expand their manure storage capacities to meet new DEC regulations. We are working on applications for 5 farms. We currently the following projects in the process of construction: Erosion control system and a heavy use are protection system in the Town of Rushford A heifer barn, manure handling system and a heavy use area protection system in the Town of Centerville. Fencing projects on farms in the Towns of Cuba and Independence A concrete manure storage in the Town of Hume. This project is a joint effort between Soil and Water and NRCS.

5 Cornell Cooperative Extension of Allegany County October H and Youth Development: National 4-H Week was October 1 st -7 th Tricia and Krista attended the NYS4HE Conference in Ellicottville October New Year Activities Enrollments are coming in Pumpkin, Pizza and Paperwork Party (and Leaders Meeting) October 18 th Produced in New York will be held at the Belfast Central School, November 4 4-H Portfolios are due October 18 th Achievement Night is scheduled for November 9 th at Angelica Grange Year End Trip (for members that successfully completed all required activities) will be Nov. 18 th to SkyZone in Buffalo. 4-H Annual Fall Fundraiser (Wilson Beef Sticks) will take place November 1st - November 30th EFNEP/Nutrition: Existing Cooperating and Referral Agencies Administration: New Year Starts October 1, 2017 Series of 6-8 classes, with 5 different curricula offered Job and Life Skills Boot Camp final grant submission complete Applying for AmeriCorp VISTA volunteer to support Boot Camp Developing resources for Ag in the Classroom position ACCORD, Physician offices, Catholic Charities Kinship Allegany, County Schools, D.S.S. of Allegany County Allegany County Family Courts, Healthy Families, Families First, Families Together, Cuba Cultural Center, CORE Literacy West, Catt Community Action, The Counseling Center, & Directions in Independent Living. Attended Executive Leadership Conference October Ithaca, NY Annual Meeting November 14 Discussed requirements for position with Senator Cathy Young s staff and will be moving forward with support letters late summer/early fall

Continued work with beginning farmer contacts, 1 new beginning farmer contact in September.

7 BFRDG revising work plan and implementing one-on-one farm visit with Military Veterans. Additional $2000 in salary allocated to project with completion date of November 15, On-going Annual Meeting planning and mailing. Updating enrollment form. Working with 4 Veterans entering farming, business plan development, production plan for vegetable operation, marketing plan part of BFRDG. On-going NYSDAM scheduling site and speakers for Military Veterans Animal Safety Program - $3000 grant funding to assist with program to be held March On-going Preparation for annual CCE reporting. Updating Association database. Statewide Livestock Summit report lead for preparing poultry report. Allegany-Steuben Pre-condition Beef Sale October 21, 2017 will be held at the Empire Livestock Bath facility. Opportunity for producers to have stock graded if they choose. Recruitment on-going. Beef Stocker training Host site for regional stocker training will begin in September month program with include classroom and field day sessions. Updating website/facebook page is on-going. Emergency Preparedness pages updated and link added to home page to make these resources easier for clients to find. AmeriCorp Community and School Gardens: Recruited/managed 20 Alfred University volunteers to serve at the Alfred Community Garden, totaling 45 hours. Recruited/Managed 8 volunteers to conduct local food surveys at farmers markets, totaling 32 hours. Attended the first New York State Farm to School conference, gained knowledge on New York specific initiatives for local food procurement, and several state and federal grants for Farm to School programs. Submitted a regional grant to the Cattaraugus County Arts Council for $2,500. Collaborating with local nutritionist on a food systems game as a highlight for her free community workshops. Completed 6 lesson plans for the new Sustainable Agriculture course offered at Bolivar-Richburg High School Conducted 3 food demonstrations at the Angelica, Alfred, and Belmont Farmers Market to promote the Farmers Market Nutrition Program (FMNP). Engaged over 180 market customers in conversation about local food, healthy lifestyles, SNAP, and other government programs for low-income households.

8 A Resolution to Increase State Support for Cornell Cooperative Extension County Associations in the State of New York Whereas, Cornell Cooperative Extension is a formal collaboration between the National Institute of Food and Agriculture at USDA, New York State, County Governments and the Citizens of the State that has served to apply unbiased, research-based knowledge from Cornell, New York s Land Grant University, to the needs of New Yorkers and their communities for over 100 years; and Whereas, local extension educators are key community partners in helping to implement state initiatives including maximizing agriculture and local food systems, strengthening the economy, promoting healthier eating habits and access to good nutrition, fighting poverty particularly in rural areas, protecting water quality and stewardship of the York s natural resources,, building opportunity through STEM based youth education and leadership skills in 4-H, promoting renewable energy options while protecting farmland resources, and partnering where appropriate in Taste NY initiatives to promote tourism and local food and farm businesses, and Whereas, support from Federal, State and County sources is essential to the continued success of locally-governed county cooperative extension associations; and Whereas, state appropriations for county cooperative extension associations to match county government appropriations as authorized by Section 224 (8) of the County Law have remained stagnant for seventeen years; and Whereas, state funding is needed to ensure that the Cornell Cooperative Extension system can equitably work for all New York residents through increased resources to support rural, suburban, and urban community development needs, Therefore, Be It Resolved that the Legislature of Allegany County supports increasing the State appropriation for Cornell Cooperative Extension associations to $8 million, such funds to be distributed directly to the associations through Cornell University as agent for the state as provided by law.
