8 MILESTONES IN TRANSPORTATION IOWA HISTORY First Road: Keokuk to Iowa City All established public highways opened and worked by the counties as county roads 1860 Eliminated county commissioners and established County Boards of Supervisors with control of roads in Iowa Very little change in Iowa road law, but > 100,000 miles were built during this time New Highway Commission and County Engineer required for each County Primary Road System established (part of federal requirements) All control and maintenance of Primary Roads turned over to Highway Commission Board of Supervisors in control of Secondary Roads, no more township maintenance s - Paved primary roads and granular surfaces Get em out of the Mud Iowa Highway Research Board created

11 ICEA (BEFORE SERVICE BUREAU) 1991 ICEA created a Bulletin Board System (housed at CTRE) to enhance county to county communications overseen by a computer committee (Replaced the old calling tree, sharing CAD plans, etc.) 1991 ISTEA Intermodal Surface Transportation Efficiency Act of 1991 Created new functional classifications for the Highway System Public Involvement translated into Regional Planning Prior to Counties received direct allocations for Bridge and Surface Transportation into Farm-to- Market accounts Need for greater: Communication Project Programming & Development Coordination w/ Federal, State, and Local Jurisdictions

13 ICEA SERVICE BUREAU E Agreement Drafted and Approved for participating counties 98 of 99 counties signed agreement to participate Dues based Initial dues of $2000 per county IHRB approved funding TPMS project. Steve De Vries was hired as Executive Director of ICEASB Matt Mathers hired as first employee and systems developer First attempt to build TPMS did not go so well & the Service Bureau decided to start again with in-house staff development 2004 TPMS became operational, DOT Transferred Jurisdiction to Counties, and SRFDAC Committee established to make funding distribution formula 2004 Legislation passed to codify SB funding with ¼ of 1% County RUT funds

14 WHAT IS THE SERVICE BUREAU? The Iowa County Engineers Association Service Bureau (ICEASB) is a small, 28-E agreement agency serving Iowa s 99 county road departments. Formed in 1998, ICEASB operates from office space sub-leased from the Iowa State Association of Counties. It provides a variety of support, data and web-app services to Iowa secondary road departments and Iowa DOT via the Internet. A board of directors consisting of county engineers and county supervisors sets policies and establishes budgets.
