3 INTRODUCTION/BACKGROUND The Catonsville Presbyterian Church Family Child Care Center Council (hereinafter Council) has approved the use of a consultant, reporting to the council, to work directly with the Catonsville Presbyterian Church Family Child Care Center (CPCFCCC) (hereinafter Center) director and staff to provide oversight and assistance for key administrative and communication projects outlined under the scope of work. Since June 2011, the Center has operated with a director, instead of a director and an assistant director as it had in previous years. The consultant will work on the projects specified, including providing perspective on the development of the job description for an assistant director. The Center expects to hire a part-time (30 hour per week) assistant director for the school year beginning September, SCOPE OF WORK The scope of work for the consultant will include interviewing the center director, administrative staff and teachers to aid in creating communication processes and standards, as well as, broadly, the development of various job descriptions, standard operating procedures, assessments, templates, and ideas for the next school year,. Specific deliverables and milestones will be listed in the Work Requirements and Schedules and Milestones sections of this SOW. PERIOD OF PERFORMANCE The period of performance for the consultant is four months beginning on March, 2013 through June, All work must be scheduled to complete within this timeframe. PLACE OF PERFORMANCE The selected consultant will perform a majority of the work at the Center, and will be provided office space and a computer with internet access and a printer, but may also spend up to 10 percent of billed time working offsite. The consultant is expected to work from to Monday through Friday. WORK REQUIREMENTS As part of this project the consultant will be responsible for performing tasks throughout various stages. The following is a list of these tasks which, when performed and accepted, will result in the successful completion of this project: Kickoff and Ongoing: (20 hours): - Consultant to identify plan for meeting the requirements as outlined. - Consultant will meet with Council and Center director together initially, then separately with the director as needed. - Consultant will provide short weekly written status updates to the Council and the director and will have in person meetings every two weeks to discuss progress, raise questions, etc. 2
4 Research Phase (100 hours max.) - Interview administrative staff and teachers - Review and assess job descriptions for teachers and assistant director - Review salary structure for center staff - Review and assess status of required forms and files; system of record-keeping - Review and assess current staffing processes - Review and assess current operating procedures (includes delegation of authority when the director is out; planning for field trips) - Review and assess current communications from teachers and administrators to parents w/r to expectations for kids, field trips, parties, class activities. - Review and assess means of communication w/ parents Listserv, website, Facebook - Assess and discuss potential staff training needs with director and staff. - Review and assess staff scheduling process Development Phase Deliverables (50 hours max.) - Consultant will identify administrative needs, such as missing forms from parents. - Consultant will identify best practices in communication. - Consultant will work with center director to develop potential duties for the planned assistant director. - Consultant will work with center director to develop staffing requirements and identify ideas for the summer camp (2013) and the next school year. - Consultant will identify potential staff training needs. - Consultant will review disciplinary protocol for children and handling of pertinent communications with parents; update protocol and procedures as appropriate. Implementation Phase Deliverables (50 hours max.) - Consultant will draft job descriptions for center director, assistant director, administrative staff and teachers for review by the director and Council. - Consultant will share best practices for communication and work with the director and Council to provide templates for various communications and train staff in new procedures. - Consultant will share best practices for disciplinary protocols and procedures with director and Council Project Handoff/Closure Deliverables (20 hours max.) - Consultant will present completed job descriptions. - Consultant will present standard operating procedures (SOP) to include center management and supervision in absence of director, planning for trips, discipline and communications with parents - Consultant will present manual documenting standard communication procedures to support the training provided during implementation phase. - Consultant will complete the project requirements checklist showing that all project tasks have been completed 3
5 SCHEDULE/MILESTONES Initial Meeting with Council and director: March 2013 Consultant to present plan for completing milestones: March 2013 Complete research phase; meet with Council and director to present initial impressions in each area specified above: April 2013 Complete development phase; meet with Council and director to provide interim status report for each deliverable: April 2013 Complete implementation phase: meet with Council and director to provide preliminary draft job descriptions and SOPs: May 2013 Project Handoff/Completion phase: meet with Council and director to turn over and review final deliverables: June 2013 Progress review meetings every two weeks with Council and director throughout term of work, in addition to/ instead of above. ACCEPTANCE CRITERIA For this project, acceptance of all deliverables will reside with, and be at the sole discretion of, the Council s cochairs, advised by the director and the rest of the Council. Once a deliverable or status report is presented by the consultant to the Council, the Co-chairs will either initial off on it to signify approval, or will return it with questions and clear direction as to further work needed to make the deliverable acceptable. OTHER REQUIREMENTS Consultant will undergo a background check with local law enforcement, to include finger prints (at center expense) before any meetings or starting work. This will be arranged by the director. 4
