3 CURRENT EMS SERVICES EMT Basic or Intermediate level with on-call coverage Lack of available personnel NO dedicated 24/7 staffing INCONSISTENT response times NO dedicated paramedic coverage RELIANCE on outside Advanced Life Support services (No guarantee of availability) NOready reserve ambulance availability

4 What s wrong with local EMS? A critical lack of manpower in ALL towns On-call EMT availability has eroded despite recruitment efforts Training requirements deter interest in on-call service 20-80% of calls during non-staffed periods require re-toning the local ambulance service or aid from an outside ambulance service 20% of all EMS requests are transported by Mutual Aid ambulance services due to lack of personnel Too high a percentage of patients may wait for 30 minutes or longer Towns pay transport and ALS intercept costs from other services I

5 THE GOAL Shared PARAMEDIC LEVEL service 24 hours per day, 7 days per week Enhanced Level of Care Faster Response Times Primary ambulance On-call Ready Reserve ambulance A higher quality of life for patients Qualified current EMT s will have priority to continue to work within new service.

6 WHAT IS PARAMEDIC LEVEL SERVICE? Paramedics Offer: Ability to offer differential diagnosis Advanced Intervention techniques Utilization of Emergency Roomtechniques, tools, and pharmaceuticals.

7 WHAT DOES THE PARTNERSHIP SERVICE LOOK LIKE? Full time director reporting to a Board of Oversight. Board of Oversight comprised of 2 voting members from each town. (Select board appointee & Current EMS Director or appointee.) Deerfield to be fiscal agent and will appoint an non-voting member to the Board of Oversight Current qualified staff will have priority in filling open positions. Primary ambulance staffed 24 hours, 7 days a week at South Deerfield FD by 1 Paramedic and 1 Basic/Intermediate EMT. Ready reserve ambulance to be staffed by on-call personnel (current EMT s) who will respond and stand ready at Sunderland FD when first ambulance is called into service.

8 SHARED PARAMEDIC LEVEL EMS BENEFITS Enhanced Patient Care at the Paramedic Level Quicker response, advanced diagnosis, improved outcomes Significantly reduced Mutual Aid reliance. Guaranteed first call response in participating communities. Primary and Ready-Reserve ambulance for improved response. Elimination of duplicated efforts among communities. Reduced ALS Intercept costs. $53k paid in FY 13 for intercepts.

9 TIMELINE How did we get here? December 2011 Bruce Baxter and Associates(BBA) hired to study feasibility of Collaborative EMS. A grant through the Franklin COG paid for the study. May 2012 First report published and presented based on data and initial meetings. November 2012 Second report issued by BBA providing preliminary budget and staffing suggestions for collaborative EMS. Nov 12 Sept 13 Working group refines budget and staffing to develop operational details and inter-municipal agreement(ima).

Oct 2013 WhatelyTown Meeting 15 October 2013 Sunderland Town Meeting 18 October 2013 Deerfield Town Meeting 28 October 2013 Nov 2013 Board of Oversight set up to begin work of building service, begin search to hire director. January 2014 Begin to offer advanced level of service. January 2014 and beyond Monitor service, collect and analyze data and implement course corrections. Ensure service is meeting goals and running efficiently. Continue efforts to find permanent home for service.
